The NIA has also declared a reward of INR 20,00,000 on Chhota Shakeel and INR 15,00,000 reward on Anis Abrahim, aides of Dawood. “NIA has declared reward of Rs 15 lakh each on Dawood’s other aides Javed Chikna and Tiger Memon, wanted accused in Mumbai serial blasts,” said an official. The NIA has said that Dawood is funding terror outfits to carry out terror-related activities across India. The probe agency said that Dawood is working with Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), the international terrorist organisations.

Police launched an intensive combing operation in the Kailash Tekdi Forest area in Boath mandal in Adilabad District of Telangana, adjoining Maharashtra, in the early hours of Thursday (September 1) following suspected movement of armed cadres of the Communist Party of India-Maoist (CPI-Maoist) on the other side of the inter-State border. Police teams fanned out to the fringe areas of the forests in Boath mandal based on specific inputs about the movement of ultras along the Telangana-Maharashtra border, sources said. Vigil has been stepped up in the interior border villages to track down the rebels, believed to have entered into the forest area straddling the Telangana-Chhattisgarh border, a few days ago.

The consignment was a part of the 126-kilogram heroin which was seized by the anti-terrorist squad (ATS) of the Gujarat Police from a fisherman at the Dwarka seaport in March this year. The duo has been identified as Gurjant Singh and Ranjit Singh Rana, both residents of Patti subdivision in Tarn Taran.

Another person, Gurcharan Singh Gora of the same village, was arrested with 80- grams heroin. Yaadwinder Singh, Station House Officer (SHO) of the Beas Police Station, said during preliminary interrogation it was found that they used to procure drugs from Sharanjit Singh of Ghuman village. He was not present at his home when the Police teams went there. The three arrested had previous record of drug trafficking, while Sharanjit’s record is being looked into.

The “main conspirator” behind August 2’s grenade attack on Ind Police post in Gool area of Ramban District in Jammu and Kashmir (J&K) was arrested and two grenades were recovered following his disclosure from Jabbar forest area on September 2, reports Daily Excelsior. Shoket Ali Laiwal of Thakrakot village in Reasi, the main conspirator in the case, was arrested and two grenades were recovered from the Jabbar forests of Gool, Police said in a statement. Four operatives of the Jammu and Kashmir Ghaznavi Force (JKGF) were arrested earlier in connection in which two Policemen were injured.

Two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter during a joint operation by the Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA), Jharkhand Jaguar and the State Police, in Seraikela-Kharsawan District of Jharkhand on September 2 morning, reports India Today. Deputy Inspector General of Police (DIGP), Kolhan division, Ajay Linda said, "Two CPI(Maoist) members were gunned down in an operation at Baruda forest in Kuchai police station area," adding, that the bodies were recovered by the forces along with arms and ammunition including an SLR [Self Loading Rifle], over 100 live cartridges, magazines, detonators and wireless sets. Qari Abdul Wahid (25), who was also performing the duties of a maulvi (prayer leader), has been booked under the Unlawful Activities (Prevention) Act and the Code of Criminal Procedure. Hailing from the Dool area, Wahid was staying at the madrasa at Dadpeth village along with his wife and seven-month-old son. During joint questioning by Police, military intelligence and State Investigation Agency (SIA), Wahid admitted to have been working for lesser-known terror group Kashmir Janbaz Force (KJF) since December 2020 and passing on videos and photos of security installations. The FSB announced the detention of Azamov on August 22, 2022, while discreetly tipping off Indian agencies in late July, 2022. A Police spokesman said that they recovered dead body of one Manzoor Ahmad Nengroo, son of Ghulam Ahmad Nengroo, resident of Hanjin Bala Rajpora of Pulwama District from Narpora village. “The preliminary investigation revealed that yesterday evening the deceased who was Waza (Cook) by profession along with two more associates including an elderly man were returning from their work in an Auto after conclusion of a function at Chraripora area of Budgam. Enroute one more person (a baker by profession) also boarded in the Auto. The militants waiting in a Tata Mobile at Aglar intercepted the Auto and forcibly abducted all the four persons. The elderly man was released after travelling a distance of 2 Kms (approx) followed by release of other two near Kellar. However, deceased Manzoor Ahmad was taken along by the abductors. Today, his bullet riddled body was recovered in the orchards of village Narpora,” he said. The spokesman said that during the investigation, it was found that the killing is handiwork of militants due to group rivalry between them. It is pertinent to mention that one of the deceased’s brother Ashiq Nengroo is a militant of JeM outfit and presently in Pakistan. His second brother, Abbas Nengroo was an active militant who got killed in an encounter in 2014 in Pulwama while as his third brother militant Reyaz Negroo is lodged in prison for his involvement in Jammu attack case who used to ferry militants from Jammu to Kashmir valley through his owned trucks. A large haul of explosives was recovered by the Security Forces (SFs) during Operation Octopus, on September 6, from a bunker at Budha Pahar in Latehar District of Jharkhand, a safe haven of Communist Party of India-Maoist (CPI-Maoist) cadres for the last two decades, reports daijiworld.com. During the operation going on for the last 15 days, the Maoists tried to stop the SFs by conducting more than 30 serial blasts in the Thaliya and Tisia Forests adjacent to the mountain, but the SFs proceeded with full caution. According to officials familiar with the matter, Aurangzeb Alamgir alias Mujahid Bhai and Ali Kashif Jan alias Jan Ali Kashif were designated terrorists under the UAPA, 1967 by the ministry of home affairs on April 12. Alamgir, resident of Bahawalpur in Pakistan was the key conspirator, fund raiser and infiltration commander responsible for the 2019 Pulwama terror strike in which 40 CRPF men were killed by a JeM suicide bomber. Alamgir is also responsible for infiltrating Afghan terrorists into Jammu and Kashmir (J&K) as well as coordinating terror attacks in the Valley, the officials said. Ali Kashif Jan, resident of Charsadda, Khyber Pakhtunkhwa, is ‘operational commander’ and part of the core planning committee of the Bahawalpur based JeM group run by the Masood Azhar Alvi family enterprise, the officials added. Jan was the handler of the terrorists involved in the 2016 Pathankot Air Force Station attack and is a prime accused in many cases under investigation by the National Investigation Agency (NIA). Police killed two militants of Ansar Gazwatul Hind (AGuH) in a brief chance encounter at Thajiwara Bijbehara area in Anantnag District of Jammu and Kashmir (J&K) on September 7, reports Daily Excelsior. The slain militants have been identified as Fayaz Ahmad Kumar alias Faheem Kumar son of Mohammad Ramzan Kumar and Owais Ahmad Khan son of Ghulam Mohammad Khan, both residents of Waghama Bijbehara who were affiliated with the AGuH. As per Police records, both were involved in several militancy crime cases and civilian atrocities including attack on police personnel at Cheeniwooder Srigufwara on 03/07/2022 in which one Police personnel Firdous Ahmad Dar got seriously injured. “Arms, ammunition and other incriminating materials were recovered from the site of encounter. DGP, Yadav also said that at least 25 accomplices, who are aiding them in carrying out illegal activities across the State, have been identified. Police recovered over a dozen handwritten posters claiming to be of the Communist Party of India-Maoist (CPI-Maoist) from several villages between Chandanpur and Murgasol on the Bada Bazar-Balrampur State Highway under Bada Bazar Police Station limits in Purulia District of West Bengal on September 8, reports The Telegraph. The alleged posters, written in Bengali and Hindi, threatened to chop off the hands of anyone who dared to hold up the flag of Trinamul. Along with this, Trinamool leaders have also been threatened. It has been said in the posters that the bandh (general shut down strike) called by the Maoists on September 11 against the corruption of Trinamool Congress should be successful. The posters also sought to take revenge of Maoist leader Kishanji's death. They warned local Trinamul leaders who had allegedly cheated poor villagers for monetary gains of “action”. Though the targeted killings have been reduced sharply due to effectiveness on ground by Security Forces (SFs), JKP and other agencies engaged in anti-militancy operations in the Kashmir valley, still the Central Government feels that the militants could indulge in isolated targeted killings to remain in limelight as graph of militancy has been dwindling considerably and they are facing major reverses at the hands of Police and SFs. “Security agencies have been asked to identify probable targets by analysing patterns, data and other information. They were asked to give ground level Intelligence. Local police and administration were directed to prepare a plan to protect the soft targets,” official sources said. The Central Government plan reportedly includes shifting base of various offices of Central Armed Paramilitary Forces (CAPFs) deployed in the Kashmir valley to the locations where vulnerable population lives. Training Centres and other bases of paramilitary forces could also be shifted to such locations. “The Union Home Ministry is of the view that shifting bases of paramilitary forces and other security agencies including Jammu and Kashmir Police to vulnerable areas, identified by the security and Intelligence agencies, will go a long way in preventing targeted killings as hybrid militants, who generally carry out such killings, will remain under fear of getting caught or eliminated due to presence of security personnel.

The outlawed outfit seems to have resorted to such a campaign to make their presence felt in the areas which were once considered to be Naxal [Left Wing Extremism, LWE]-stronghold pockets. Though the posters and banners were fixed in school buildings and Panchayat (village level local self-Government institution) office buildings sometime on the intervening night of September 16, the Police seized all such materials and destroyed them as soon as the matter came to their notice in the morning. Akthar Hussain Lashkar, a resident of Assam, is under investigation by the National Investigation Agency (NIA) for having links with the proscribed terrorist outfit Al-Qaeda and is charged with radicalising youths as well as conspiring to send them to Jammu and Kashmir (J&K) and Khorasan province of Afghanistan to undergo terrorist training, reports Daily Excelsior on September 17. A First Information Report (FIR) reveals the fact further mentioning that Lashkar also provoked youths to wage war in the name of religion. Lashkar, a resident of Theltikar village in Cachar District of Assam and presently residing in the Thilaknagar area in Bengaluru, was found indulged in activities relating to “radicalization of youth through social media, involvement in provoking youths to indulge in treason against India and inciting communal violence by projecting that Indian forces are committing atrocities on Muslims in Kashmir”. “Further, the aforementioned accused had conspired to send the radicalized youth to Kashmir and Khorasan province of Afghanistan to undergo terrorist training and wage war against India and had links with Al-Qaeda and other entities and handlers from foreign countries for carrying out terror-related activities across India,” reads the FIR. The NIA FIR was filed on August 30 against Lashkar and one Abdul Alim Mondal alias Md Juba, a native of Kultali, Godabar, Tangrabichi, South 24 Parganas of West Bengal and presently residing at Salem in Tamil Nadu. Both were booked under various sections of the Indian Penal Code (IPC) and sections 10, 13, 15, 16, 18 and 20 of the Unlawful Activities Prevention Act (UAPA). The FIR is based on a case earlier registered by Bengaluru Police on July 24. Bengaluru Police received information on July 24 against Lashkar that he had created Telegram groups namely “The Eagle of Kohrasun” and “Hinder-Eagle” and had radicalized the youths. Later, the investigators found, that the accused conspired to send the youths to Kashmir and Khorasan province of Afghanistan to undergo the radicalised youths’ terrorist training and provoked them to wage war in the name of religion. Investigator also found that Lashkar had tried to carry out “disruptive activities” in India. “He is having links with entities and handlers from Saudi Arabia and Afghanistan for the terror-related activities.

All the 700 sympathisers, including 'militia' members opposed the Maoist ideology in front of the local people and the media by burning the dress material and literature of Maoists and giving the slogans “Maobadi Murdabad”. In a press release, Odisha Police said: “This is a part of Ghar Wapasi initiative by Odisha police. Motivated by developmental work in the district, they pledged to abhor violence and join the mainstream. Those who surrendered included more than 300 militia including 13 from Kusumput area of Andhra Pradesh.” The press release further said: “These Maoist supporters used to assist in the violent activities and were involved in the killing of security forces, civilians. They were also supplying logistics to them. Senior Superintendent of Police (SSP), Bandipora, Mohammad Zahid said that on intervening night of 11-12 August, a migrant labourer identified as Amrez Masoori of Bihar was shot dead by some unknown terrorists in Sadunara following which a formal case was registered and investigation was set into motion. “Eventually it was found that three local terrorists identified as Waseem Akram, Yawar Reyaz and Muzamil Sheikh all residents of Sadunara were in touch with a LeT [Lashkar-e-Toiba] handler Baber, who is operating from Pakistan,” he said, adding, that Baber had instructed them "to kill any non-local labourer to terrorize them in order to leave the valley and carry out more such strikes in future to revive local terrorism in Bandipora". The SSP further said that during the investigation, weapon of offence including one pistol along with a magazine and four live rounds which were concealed by them, was also recovered following the arrest.

Several rounds of bullets were fired from both sides in this encounter, and after the encounter the Police launched a search operation, during which many items including rifles were recovered. Confirming the encounter, Superintendent of Police (SP), Anjani Anjan said that there was information about the gathering of JJMP militants in Kedli forest. On this information, a joint raid operation was conducted by the District Police Force. On seeing the Police in the forest, the militants started firing, to which the Police retaliated by firing on the militants, and an encounter took place between JJMP militants and Police in Kedli Tola of Pesharar Panchayat. During this, the militants fled into the forest after seeing the Police being overwhelmed. Four persons were also detained for questioning during the searches. “On Sunday, the NIA conducted searches at 38 locations in Telangana – 23 in Nizamabad, 4 in Hyderabad, 7 in Jagityal, 2 in Nirmal, and 1 each in Adilabad and Karimnagar districts and at 2 locations in Andhra Pradesh – 1 each in Kurnool and Nellore districts in the case relating to Abdul Khader of Nizamabad district, Telangana and 26 other persons,” the NIA said in a statement. “The accused were organising camps for imparting training to commit terrorist acts and to promote enmity between different groups on the basis of religion.” “During the searches, incriminating materials, including digital devices, documents, two daggers, Rs 8.3 lakh cash were seized. Talking to reporters on the sidelines of a cricket tournament at Baramulla, ADGP Vijay Kumar said that they had warned these people many times, but they didn’t budge. “There are reports that some of the clerics are doing the same practice but soon after getting the proper evidence, they too will be booked,” he said. Jharkhand Police’s domination over the Communist Party of India-Maoist (CPI-Maoist) stronghold of Burha Pahar, located in Garhwa and Latehar Districts, was established after continuous operations against the extremists at various levels in the past two years such as cutting off their financial flow and disrupting their supply chain, reports The Times of India on September 20. Burha Pahar was considered one of the impregnable fortresses of the Maoists with its command remaining in the hands of top Maoists, including central committee members Arvind Ji, Sudhakaran and Mithlesh Mehta over the years. Police said the Maoist think tank used to gather here to chalk out disruptive activities and also train squads to execute their plans in different States, including Jharkhand, Bihar and Chhattisgarh. Though Police aimed to end the Maoists’ domination over Burha Pahar, it faced a tough task. The difficult topography, including dense forest and steep rocks made scaling of the hill difficult. The Maoists had also planted landmines on the paths leading to the top of the hill in a bid to repel the Security Forces (SFs). A strong contingent of Maoists used to be present to take on the Police force conducting operations in this area. The Police had sustained several reverses, including loss of around half a dozen Policemen in 2018 in its efforts to capture the hill. In a long-term strategy, the Police first decided to cut off the flow of money collected as levy from Bauxite mines to the Maoists in Burha Pahar. The key Maoist responsible for mobilising funds from the mines — Budheswar — was killed in an operation in Gumla in Kurumgarh last year.

Sadar Police Station in-charge Amit Kumar Gupta said that the four supporters were helping the militant organization near the encounter site. Three Communist Party of India-Maoist (CPI-Maoist) banners were spotted at a weekly bazaar site in Khaprakhol Block (administrative sub-division) in Bolangir District of Odisha on September 19, reports sambadenglish.com. The pamphlets, purportedly written by the ‘Bargarh-Bolangir-Mahasamund (BBM) division' of the CPI-Maoist, were seen at the market pandal between Gunsar and Putkelchuan villages under Lathore Police Station limits and listed a host of demands and instructions for the villagers. While the banners mentioned celebration of the CPI-Maoist’s 19th foundation day in Kugaon village, villagers were asked to lend support to the party and protect it from attacks by Security Forces (SFs). They were warned of dire consequences if they turned against the party. If any villager turned out to be ‘police informers’, they would have to leave the village and face punishment in 'Praja court' (people's/ Kangaroo Court hold by the Maoist rebels), the notes read. Among other things, the banners demanded that Maoists/Maoist supporters in jail be given the same status as political leaders and be released without any terms and conditions. The notice also called for release of all those jailed in Bolangir, Sambalpur and Patnagarh prisons on charges of Maoist connections.

Kanker Superintendent of Police (SP), Shalabh Sinha said that Singh, a resident of Khutgaon village, was a former Sarpanch (head of the Panchayat, village level local self-Government institution) and was involved in works related to the transportation of iron ore from the mine. Preliminary investigation suggests that three suspected Maoists arrived at the gate and informed the security guards posted there that they wanted to enter the premises, and when the guards were trying to check their identity, the accused opened fire on Singh with a country-made pistol and escaped. Though no Naxalite [Left Wing Extremist, LWE] pamphlets were found, prima facie it seems to be the handiwork of Naxalites, SP, Sinha said.

On September 19, Shivamogga rural Police registered a case against Shariq of Thirthahalli, Maaz Munir Ahmad of Mangaluru and Syed Yasin of Shivamogga under the unlawful activities (prevention act) 1967 for having links with banned terrorist organisations and plotting to carry out terrorist activities. Munir and Yasin have been produced before a court and they were remanded in Police custody till September 29. According to the Police FIR, the gang members were planning to advance the cause of IS that was detrimental to the unity, integrity and sovereignty of India. The trio had links with IS. A statement of SIA issued said that the SIA of J&K Police searched several schools affiliated with Falah-e-Aam Trust (FAT), an affiliate of proscribed JeI. It said that armed with search warrants issued by the Court of Special Judge designated under NIA (TADA and POTA), Srinagar the premises of FAT offices at Salamatabad, Sopore, Nowgam Chowk, Srinagar, Bus Stand, Anantnag, and Main Bazar, Kulgam that were used by JeI and FAT were searched in connection with the investigation of case FIR No 17/2019 under Sections 10, 11, and 13 of the UA (P) Act. The statement said that FAT in the past had been proscribed by the Government, after which several litigations came to be lodged by JeI management seeking immunity against legal action. It said that during quasi-judicial proceedings preceding the ban on JeI, evidence had come on record that one of the major methods of propagating its secessionist agenda had been to maintain control over a parallel school system. The SIA statement said that besides creating such properties by encroaching government or community land, FAT, as per the reports has used its connections with Hizb to regularise such encroachments.

Superintendent of Police (SP), Ankit Goyal said that Anil, carrying a reward of INR 400,000, joined a Kasansur group in December 2009 and then worked with various other Maoist Dalams (armed squad), working as a ‘militia’ for the past 10 years. He was wanted for several major offences, including the 2011 Khobramenda encounter and Gyarapatti Road ambush, and the Chhota Zeliya firing cases, which left one Central Reserve Police Force (CRPF) trooper dead and 10 injured. Hailing from Chhattisgarh State, Roshani, with a reward of INR 200,000, became a rebel in 2009 with the Jetpur Maoist group, then worked in several other Dalams before being promoted as a ‘militia’ in 2018 till date. A total of 108 encounters happened between the Maoists and Security Forces (SFs) between January 2020 and August 2022, and 45 Maoists surrendered before the Police during the period, the officials said. The data was presented at a security review meeting chaired by Chief Minister Hemant Soren on September 22, they added. Stating that Left-Wing Extremism (LWE) has declined in the State, officials said that eight of Jharkhand's 24 Districts are at present LWE-free. Twenty-five forward posts or camps have been set up in extremely Maoist-affected zones such as Budha Pahad, Parasnath, Saranda, Podahat and Chatra-Gaya, they said. The NIA has in its charge sheet named one Gagandeep Singh alias Gaggu resident of Meerut, Uttar Pradesh, who is a member of banned Khalistan Tiger Force (KTF) led by Canada-based Hardeep Nijjar. Gaggu, on the instructions of Arshdeep Singh alias Arsh, an associate of Nijjar, extended help to other assailants in executing the plan for the targeted killing. Gaggu was the supplier of arms and ammunition to the gang members who were charge-sheeted in July 2022. Those charge-sheeted earlier were Kamalpreet Sharma and Ram Singh besides Canada-based masterminds Hardeep Nijjar and Arshdeep Singh Arsh. "In the past seven or eight years, many Naxals have been killed in different encounters and their numbers, presence and capabilities have reduced,” Gadchiroli, Superintendent of Police (SP), Ankit Goyal said, adding, “Secondly, they used to forcibly recruit some locals while others used to join of their own accord. Now we have observed that the number of people getting recruited from Gadchiroli is negligible." Goyal said that until about seven years ago, “in a dalam [the rebels are organised into groups called dalams], 15% used to be outsiders while the rest were locals. Now the percentage of people from Gadchiroli has fallen drastically.” The District Police chief attributed this to factors such as better administrative outreach, rising confidence in the administration, and improved infrastructure. “The Police Dadalora scheme, in which we implement government schemes and give jobs to locals, has helped,” he said, adding, “In two years we have given more than 6,000 people jobs or self-employment opportunities. In places deep in the jungle, this has more impact." According to the Gadchiroli Police’s data, 137 extremists were killed in encounters till Aug 31, 2022, while the number of Dalam (armed squad) members fell to 120 from 180. “Police killed 54 Naxalites in the past two years while several others were arrested,” an officer said. “Similarly, 196 Naxalites were arrested from 2017 till August 31 this year while 91 others surrendered in the same period." Goyal, the Police chief, said senior Naxalite cadres are now confined to the south Gadchiroli region. They are identified as Girdhar, Prabhakar and Rupesh.

But following concerted strategies implemented by Police after formation of Telangana State, the banned extremist organisation lost its grip and shifted base to neighbouring Chhattisgarh State. Recently, Venkatesh, ‘secretary’ of ‘Bhupalpally-Mahabubabad-Warangal-Peddapalli (BMWP) division committee’ of Maoists, released a letter demanding that Ramagundam Member of legislative Assembly (MLA) Korakanti Chander Patel return ₹45 crore allegedly collected by him and his henchmen from unemployed youth to get them jobs in Ramagundam Fertiliser Company Limited (RFCL). Venkatesh alias Kakanala Raji Reddy alias Dharmanna, went on to mention names of MLA's relatives, followers and company contractors who had allegedly benefitted. He warned each of them to reimburse the money collected to unemployed youth or face consequences. In the interim, intelligence department has cautioned officials of Godavari catchment area to be cautious as two Maoist groups – Adelgu and Mangula, have infiltrated into Telangana State. Deputy Superintendent of Police (DSP), Sadaiah of Mahabubabad District said after a long break, Maoist groups that had shifted from Telangana to neighbouring States are trying to enter the State again.

The State Investigating Agency (SIA), Jammu, on September 28, continued crackdown against the suspected persons involved in the anti-national and anti-social activities, and carried out several raids to strike against the terror modules in Rajouri and Poonch Districts of Jammu and Kashmir (J&K), reports Daily Excelsior. A senior SIA official said that the three teams of Jammu SIA conducted multiple raids and searches of houses of suspected persons situated at different locations in Poonch and Rajouri districts. “The teams carried out simultaneous search and raids in different areas of Rajouri and Poonch at village Dharati, tehsil Balakote, village Kuniyan, tehsil Haveli Poonch and village Julass, tehsil Haveli in connection with case related to terror funding case,” he added. He said that the raids are aimed at breaking the terror ecosystem, their finances and investigate the proceeds of terror funding being used in creating assets and raising the funds for further use in terror ecosystem. “The raids were carried out by SIA Jammu with the help of district administration and district police with the motive to unearth the terror links and financing,” he said.

A day after the Union Ministry of Home Affairs (UMHA) banned the Popular Front of India (PFI) for five years, Twitter on September 29 took down its profile, along with those of its leaders, reports The Indian Express. Facebook and Instagram, too, withheld the official accounts of the organisation. On Twitter, where the organisation had over 80,000 followers, it showed that the account had been withheld in India following a legal demand. A similar notice was seen on the accounts of its ‘chairperson’ OMA Salam and ‘general secretary’ Anis Ahmed. According to a document of the UMHA, the ban came in the wake of over 1,300 criminal cases registered across the country by law enforcement agencies against PFI members. These include offences related to the killing of leaders associated with Hindu organisations, organising suspected terror camps, alleged radicalisation of youth and links with foreign terrorist organisations such as the Islamic State.

He said all the Security Forces (SFs) operating in Kashmir are working in a coordinated manner and terrorist incidents have gone down post the abrogation of Article 370 from the erstwhile State in 2019. The CRPF DG, during a press conference, was asked about the killing of locals and Kashmiri Pandits by unknown and unseen terrorists to which he said that it was a “challenge” but all the forces were effectively tackling it. “This is a challenge… After Afghanistan, this challenge has grown in many forms and you can see it… Also like the number of foreign terrorists goes up and sometimes down. However, the total number of terrorists in J&K is less now… It is under 200 now as compared to the earlier times when it used to be 230-240,” Singh said.

The premises which were ordered to be sealed are F-30/1B, Ground Floor, Zaid Apartment, near Royal Hotel, Shaheen Bagh; N-44/A-1, Hilal House, Ground Floor, Abul Fazal Enclave, Jamia Nagar; and B-27/2, 3rd Floor, Thokkar No-7, Jamia Nagar. Following a tip-off that 30-40 Maoists of the banned CPI-Maoist from the Aheri and Permili groups were planning to carry out attacks in the area, SFs launched anti-Maoist operations late on Wednesday (September 28) evening. “The crack commandos of the C-60 squad were carrying out searches in the forest when the hidden extremists suddenly opened fire at them,” Superintendent of Police (SP), Ankit Goyal said, adding, “The C-60 commandos appealed to the Maoists to stop the firing and surrender, but they did not and continued shooting. The C-60 commandos retaliated with vigour in self-defence.” The Maoists took advantage of the thick forest cover and fled the scene. After the encounter ended, SFs carried out a combing operation in the region and found the body of a woman Maoist, clad in a dark green uniform, whose identity is being ascertained. SFs recovered an 8 mm rifle, ammunition and daily essential items from the spot.
