Jharkhand Police recovered a cache of arms, ammunition, and explosives following an encounter with Communist Party of India-Maoist (CPI-Maoist) cadres at Phata village in Chatra District of Jharkhand on October 1, reports The Indian Express. The State Police, along with a team from Central Reserve Police Force (CRPF)’s 190 battalion, went for an operation after getting inputs that CPI-Maoist members of ‘Special Area Committee member’ Gautam Paswan and ‘Regional Committee member’ Indel Ganjhu were grouping in the forest area of Phata village and engaged the Maoists in a gunfight. An INSAS (Indian Small Arms System) assault rifle, five magazines, 195 live cartridges, two can bombs, detonators, wireless set, mobile phones, Naxalite [Left Wing Extremism, LWE] literature, and medicines were recovered during search operations in the area after the encounter, adds NDTV.

Acting on information that ‘sub zonal commander’ Gautam Oraon and ‘area commander’ Guddu, along with their squad, for the purpose of collecting ‘levy’ (extortion money) from Palamu and for causing untoward incidents adjoining Palamu, in area around Kekargarh, Jhirnia, Jhardar, Hedum, Dwarka, Rampur, Rimmi, and Kothari, the Police arrested him, while Gautam managed to flee. One Lashkar-e-Toiba (LeT) terrorist was killed in an encounter with SFs in Baskuchan area of Shopian District on October 2, reports Daily Excelsior. The terrorist was identified as Naseer Ahmad Bhat of the Nowpora area of Shopian. SFs launched a cordon and search operation in Baskuchan area after receiving specific input about the presence of terrorists there. Upon seeing SFs, the terrorists fired at them. The SFs retaliated and an encounter ensued in which a local LeT terrorist, identified as Naseer Ahmad Bhat of the Nowpora area of Shopian, was killed. Incriminating materials, arms and ammunition including AK rifle recovered from the possession of slain terrorist.

Police arrested one terrorist with sticky bomb (magnetic improvised explosive device) and Indian currency in Kathua District on October 2, reports Daily Excelsior. Senior Superintendent of Police (SSP), Kathua, Ramesh Kotwal, said that one terrorist identified as Zakir Hussain Bhat alias Umar Farooq of Malad, Billawar was arrested on specific inputs in Kathua. “Police teams conducted checking on specific input about the movement of a terrorist and arrested him,” said the SSP. He said that the arrested terrorist was in multiple contacts of Jaish terrorists operating from Pakistan through different social media apps and had received a consignment of IED and Indian currency of 20,000. He was planning terror activities in the Jammu region, said Kotwal. He was earlier convicted in a case and was lodged in Kot Bhalwal jail for 14 years and was released in 2019.

Two cadres of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested with arms and ammunitions during frisking of vehicles at Jerakel on Gudri-Lodai road in West Singhbhum District of Jharkhand on October 3, reports The Print. One of the arrestees has five cases under various sections of Indian Penal Code (IPC) including 302 (murder), 120 B (criminal conspiracy) and the Arms Act pending in Gudri Police Station against one of them, a Police release said, adding that there was information that a group of armed PLFI cadres was moving around in Jerakel, Bilkel, Kotagada and nearby areas to extract ‘levy’ (extortion money) from a contractor engaged in work on the Gudri-Lodai road. The Police team intercepted three suspected youths on a motorcycle but they tried to flee leaving behind the two-wheeler, however, the Police chased them and arrested two of them. Police seized two country-made pistols and three live cartridges from them. The Police impounded the motorcycle, a mobile phone and two sim cards from them, the statement said.

Police exchanged fire with the cadres of the Communist Party of India-Maoist (CPI-Maoist) between Dabri and Munda under Lanji Police Station in Balaghat District of Madhya Pradesh on October 4, reports mpbreakingnews.in. Acting on information about the presence of around 14 to 15 Maoists in the region the Security Forces (SFs) launched a combing operation, and during this, when the SFs faced the Maoists, the Maoists fired on the Police party. In response to which the Police also opened fire, but the Maoists fled by taking advantage of the forest and darkness. However, so far there is no information about any casualty in the encounter.

Police on October 7 busted a module behind smuggling of an Improvised Explosive Device (IED) and huge quantity of narcotics with the arrest of five terror associates in Poonch District of Jammu and Kashmir (J&K), reports Daily Excelsior. Besides the IED, six kilograms of suspected heroin worth crores of rupees in international market and a pistol were recovered from the arrested accused, Police officials said. The IED was smuggled in from across the Line of Control (LoC) and recovered from 35-year-old woman Zaitoona Akhter, a resident of Qasba, by a joint team of Police and Security Forces (SFs) on September 28, thus thwarting militants attempt to carry out an explosion. Woman revealed that her husband Mohammad Azad provided the IED to her and, accordingly, he was picked up and subjected to sustain questioning, leading to the busting of the whole module. Azad’s maternal uncle Bashir Ahmad alias “Tika Khan” who is associated with Lashkar-e-Toiba (LeT) and Hizbul Mujahideen terror groups across the border, sent the IED for subversive activity which was received by Azad and Qamardin. Both Azad and Qamardin, a resident of Kirni, were in touch with their relatives in Pakistan who are involved in terror activities, the officials said, adding two brothers of Qamardin – Najim din alias Naja and Latief – are living in Mangbajri camp in Pakistan-occupied Kashmir (PoK) and are associates of Tika Khan. During the course of investigation on the disclosure of Qamardin, one pistol, two magazines and 43 rounds were recovered from Keerni, the officials said. Two more persons, Wajahat Khan and Kamal Din of Keerni, who were aiding them in carrying and transporting consignment up to Poonch were also arrested, Police said.

He had developed relations with JeM terrorist Fareed who had returned to his country, Pakistan after serving his jail term in J&K,” Police said. As many as 50 gelatin sticks and an equal number of detonators, revolutionary literature, INR 74,000 cash, mobile phones and Aadhaar cards were seized from them, the Police said. Madakam Ungi alias Kamala (30), Dandakaranya south ‘sub-zonal committee member’, from Bijapur District in neighbouring State, was among those arrested. Ungi, wanted in four separate cases of attacks on Police personnel, including Burkapal Maoist ambush in 2017 in which 25 Police personnel were killed in Chhattisgarh, had been ailing for the past few months. She was travelling to some undisclosed location after undergoing treatment in a private hospital in Hanamkonda, when arrested by the Police. Another Maoist identified as Aasam Sohen (35), a Dalam (armed squad) member of National Park area, and three Maoist sympathisers also from Chhattisgarh, were accompanying her in the vehicle. Inspector General of Police (IGP) headquarters, Sukhchain Singh Gill, said that the Police is making every effort to maintain peace and harmony in the State. "In the last 10 days the Police teams have managed to strike a major blow to the terrorist modules being operated by gangsters-turned-terrorists including Lakhbir Singh alias Landa, Harvinder Singh alias Rinda and Arsh Dalla from outside India," IGP, Gill said, adding, the Police busted a module on October 1 after arresting three operatives of an ISI-backed terror module jointly handled by Canada-based Lakhbir Landa and Pakistan-based Harvinder Rinda after recovering one sophisticated AK-56 assault rifle along with two magazines, 90 live cartridges, and two bullet shells from their possession. "Earlier on September 28, an operative of Canada-based terrorist Lakhbir Landa gang was arrested from Bihar for his involvement in several heinous crimes pertaining to murder, attempt to murder, assault, robbery, and snatching," he said. The IGP said that on the next day, an ISI-backed drone-based Khalistan Tiger Force (KTF) terror module being operated by Canada-based terrorist/gangster Arshdeep Singh alias Arsh Dala was busted with the arrest of its two operatives from the Chamkaur Sahib area. "On October 4, Amritsar Rural Police busted an ISI-backed Narco-Terrorism module after arresting its main operative and one RDX loaded Tiffin Box fabricated into an IED or Tiffin Bomb; two sophisticated AK-56 assault rifles along with two magazines and 30 live cartridges; one .30 bore pistol along with 6 live cartridges; and 2 KG Heroin was recovered from his possession," he said. The Central Government recently shared the input from the SFs deployed at the India-Pakistan border to maintain such illegal attempts from the Pakistan side. Of the 191 drones observed, 171 entered into Indian Territory through the India-Pakistan border along the Punjab sector while 20 were seen in the Jammu sector. As per the document, the “UAV (Unmanned Aerial Vehicle) observation in Indo-Pak border was seen in Punjab and Jammu frontier with effect from January 1, 2022, to September 30, 2022”. The documents further reveal that most of these drones or UAVs managed to flee while a total of seven have been shot down by the Border Security Force (BSF) personnel, who are deployed along the India-Pakistan border to keep a tab on such illegal activities being orchestrated by Pakistan’s Inter-Services Intelligence.

The NIA said that JeI, after being declared as an ‘unlawful association’ under UA(P)Act, has been continuing its activities through its frontal organisations. As a frontal entity for JeI, AHET has been found “raising funds through various means, including donations, hawala etc purportedly for charitable purposes, but are instead using these funds to radicalise and incite the youth of J&K for unlawful activities and disrupt the territorial integrity and sovereignty of India”.

The Security Forces (SFs) seized over 1,000 pieces of high-grade detonators, a Self-Loading Rifle (SLR) said to be looted from armed forces, a regular rifle, huge number of ammunitions, pressure IEDs along with a generator set, gas cylinder, welding machine, cutters, iron pipes and other equipment used in making IEDs, said Superintendent of Police (SP), Kantesh Kumar Mishra. SFs also seized a steel chest weighing 80 kilograms from the cave. The Maoist fled away with the cash and valuables kept in it. It is the second time that the Police have seized a steel chest from Maoist hideout. Earlier, on September 23, the SFs seized INR 2 million cash of Maoist ‘levy’ collection from a chest buried under earth in the same forests, Police said. The Maoists went on back foot in the region after the arrest of central committee member and the chairman of all-India in-charge of the Sub-Committee of Mass Organisation (SUCOMO) Vijay Kumar Arya alias Jaspal Ji alias Amar (61) from Rohtas on April 13 and murder of Sandeep Yadav alias Vikas, the in-charge of Bihar-Jharkhand Special Area Committee (BJSAC) who was heading the central zone of the outfit, on May 25 in Gaya Forests. They had hidden their arms, ammunition and cash in caves and other inapproachable places and went underground to be saved from the intensive search operations launched by the Police and paramilitaries in the area. SFs got important leads after September 23 arrest of ‘regional commander’ Vinay Yadav alias Guru Ji alias Kamal Ji from Aurangabad Forests, who was leading the organisation in the region after the arrest of Vijay Kumar Arya and Sandeep Yadav. He provided important information about the outfit’s resources, hideouts and facilitators during interrogation, leading the SFs to seize INR 2 million cash, Police said.

The arrestees identified as Manoj Yadav from Khaira village and Vikas Kumar from Pitambar Bigha village, have been demanding ‘levy’ (extortion money) in the name of CPI-Maoist from the company engaged in the construction work of under-construction bridge of Laxmipur-Dighora under Belaganj Police Station area on Jamune River. On October 9, Real Advance Structure Enterprises Pvt., in a written application, said that on the night of September 28, the workers living at the base camp of Laxmipur Dighora bridge construction on Jamune River were assaulted by unidentified suspected persons and snatched the mobile and left the form demanding ‘levy’ in the name of CPI-Maoist. After this, on October 3 and 4, the demand for levy was again made on the phone of Amanullah, the employee of the company. Following the HC order, the prosecution moved the Supreme Court against the acquittal. The SC, however, rejected its request for immediate stay to the order. The apex court later agreed to hear on Saturday (October 15) Maharashtra's plea for a stay on the Bombay HC order acquitting Saibaba, after Solicitor General Tushar Mehta's persistent pitch that the acquittal was not on merit but for want of appropriate sanction to prosecute him under the UAPA. A senior BSF officer said that the drone was spotted at 4.35 am by BSF troops on patrolling duty. They immediately opened fire and it was shot down. According to the BSF official, a massive search operation has been launched in the area to determine whether the drone has dropped any consignment in the area. Pertinent to mention, in the past nine months, Security Forces (SFs) have observed the illegal entry of 191 drones into Indian territory from neighbouring Pakistan, raising major concerns in terms of internal security in the country. The NIA filed the charge sheet against JeM chief Masood Azhar Alvi alias Maulana, a resident of Bahawalpur (Pakistan), his four Pakistan-based associates, two slain terrorists and five Kashmir residents in a special court here, a NIA spokesperson said. While two Pashto-speaking terrorists, who had infiltrated from across the border using an underground tunnel and transported from Samba to Jammu, were eliminated in the encounter on April 22, a CISF officer lost his life and nine others, including two policemen, were injured in the terrorist attack which took place just two days ahead of the PM’s scheduled visit.

The explosive packed in an iron pipe, weighing 10 kilograms, also called a pipe bomb, was seized near Tekapar village under Koyalibeda Police Station limits when a team of District Reserve Guard (DRG) was out on a search operation, said Amarnath Sidar, Sub Divisional Police Officer (SDPO) Antagarh. While cordoning off a forested hill, the patrolling team detected the bomb hidden under bushes along a dirt track to target SFs, he said, adding that a major tragedy was averted with the recovery. Punjab’s officiating Director General of Police (DGP) Gaurav Yadav said that the module is being jointly handled by Canada-based terrorist Lakhbir Singh alias Landa and Pakistan-based terrorist Harvinder Singh Rinda. The arrested operatives have been identified as Balraj Singh of Bhikhiwind in Tarn Taran, Aatish Kumar and Avinash Kumar, both residents of village Sarhali Kalan in Tarn Taran. All the three accused were working as security guards at a Tile Factory in Gujarat. Few days earlier the Delhi Police had arrested Harminder Singh of Kot Isse Khan in Moga District who revealed that he had picked a consignment of one AK-47 and three pistols on the directions of Landa and handed it over to Balraj, Aatish and Avinash. DGP, Yadav said that following the inputs from Delhi police, a manhunt operation was launched in the Amritsar and police teams have arrested the trio from a hotel at Ghee Mandi area on October 20, after recovering three pistols including one 9mm along with 22 live cartridges and two .30 bore with 9 live cartridges from their possession. About two dozen armed Maoists reached the site around 3 pm and started indiscriminate firing, they added. According to those present at the site said that the Maoists had told the construction workers that the work cannot go on without giving them extortion money. These modules were active in Districts of Sukma, Bijapur, Kanker, Dantewada and Bastar. Inspector General of Police (IGP), Bastar Range, Sundarraj P said, "Legal action has been taken against people involved in forwarding logistics, uniform, shoes and explosive materials to Naxal [Left Wing Extremism, LWE] cadres. In the last couple of years, we have opened up more than 43 security camps. These camps have proved to be effectively blocking the supply network. The forthcoming operations will be in cooperation with Andhra Pradesh, Telangana, Maharashtra and Orissa. We will be taking necessary actions against the supply modules of CPI (Maoists)," Sundarraj said. CPI Maoist tried to exploit the grey areas along interstate borders for their activities as well as to strengthen their supply network. The Police and SFs across the interstate borders, however, operated seamlessly and jointly cracked down many Maoists supply teams. Choking the supply chain has been the top priority for Police, as it would deplete the fighting strength of the guerrillas. They have broken a lot of ground in this direction and hopefully would do even much better in the forthcoming operational season, the official added.

One Kashmiri Pandit Puran Krishan Bhat was gunned down by terrorists outside his ancestral house in Choudharygund village of Shopian District on October 15. On October 18, two Hindu migrant labourers from Uttar Pradesh, Monish Kumar and Ram Sagar, were killed in a grenade attack by terrorist while they were asleep in their rented accommodation in Shopian. “Ten families comprising 35 to 40 Kashmiri Pandits have migrated out of our village due to the fear psychosis,” a resident of Choudharygund village who faced a death threat recently said. He said the village was now empty. “The situation is not conducive for us to live in Kashmir Valley. We live in fear due to killings. There is no security for us,” another villager said. The villagers alleged a Police post was set up away from their village even though they repeatedly sought protection. Following the exchange of fire, the Maoists escaped into deep forest. The United Nations Security Council’s Counter-Terrorism Committee should examine this correlation, said Daily Excelsior Safi Rizvi. Making a presentation at a special meeting of the UNSC panel, which India is hosting, Rizvi, however, did not name Pakistan at any point. But he noted that after the chances of Pakistan getting delisted from the grey list increased, terrorist activities too increased. Jammu and Kashmir recorded five attacks on `hard targets’ — well-defended places like government offices, military and police camps — in 2014, eight attacks in 2015 and 15 in 2016. The number fell to eight in 2017 and declined further to three in 2018, Rizvi said. In 2019, there was a “very big aberration” in the form of the Pulwama attack while in 2020, no hard target was attacked, the official said. In 2021, the attacks on hard targets started increasing and the trend continues in 2022, he said. “Why did this decline happen from 2018 to 2021? One (reason) was the grey listing,” he added.

Following intelligence inputs, District Police and Border Security Force (BSF) personnel during an intensive search and area domination operation unearthed the Maoist dump from the forest and seized huge quantities of gelatine sticks, Improvised Explosive Devices (IEDs) and other explosives, said senior Police officials. The recovery includes 970 gelatine sticks, two .303 Rifles, two gas guns, four country made guns, two tiffin IEDs (two kilograms), one HE grenade, 20 detonators, 10 metre cordex wire, one ammunition pouch, battery, solar panel, camera flash, printer, Maoist uniform and other incriminating material. Reportedly, the BSF troops fired almost 18 rounds towards the drone with INSAS (Indian Small Arms System) assault rifles but it managed to return to Pakistan. A huge cache of arms and ammunitions allegedly belonging to the Communist party of India-Maoist (CPI-Maoist) was recovered from Budha Pahad area in Latehar District of Jharkhand October 30, reports The Free Press Journal. The recoveries included a light machine gun, an INSAS (Indian Small Arms System) assault rifle and a Self-Loading Rifle (SLR) and 18 weapons that had been looted from Police, one carbine, seven 303 rifles with 11 magazines, nine 315 rifles, 876 bullets, 41 country-made grenades and 213 Improvised Explosive Devices (IEDs). Deputy Inspector General of Police (DIGP) of Palamu Range, Raj Kumar Lakra, said that a joint operation code named 'Octopus 20', comprising Commando Battalion for resolute Action (CoBRA) battalion, Central Reserve Police Force (CRPF) and Jharkhand Police, is being carried out in Budha Pahad, considered to be safe haven for Maoists for the past one and half months. The DGP said that compared to previous years, this year infiltration has shown a fall while a few successful attempts were reported. “This year, our special focus was to eliminate foreign militants of various outfits operating in the Valley. They were instrumental in provoking and luring youth into militancy,” he said, adding, that a few foreign militants are still at large and they will be eliminated soon. He said that with the killing of foreign militants, the local militant recruitment has dropped significantly. He, however, conceded that readymade improvised explosive devices (IEDs) is a new strategy of the militants aimed at inflicting maximum damage to SFs and less to militants. “This is a new strategy by militants. Such consignments were seized in Jammu that were airdropped through drones,” he said. “Stone pelting has come to an end in the past three years and local militant recruitment too has dropped to almost zero,” he said. On target killings he said, “A major aim of such acts is to provoke people across India to target Kashmiris working in many Indian states. On October 30, Police arrested two suspects, Chander Bose of Doda and Shamsher Singh of Camp Gole Gujara, and recovered a consignment of arms and ammunition dropped through a drone along the International Border at Baspur Bangla in R. S. Pura sector of Jammu District, reports Daily Excelsior. The arrestees were in touch with Balvinder Singh of Jammu, now settled in Europe. Police said all of them were working for a banned militant outfit. Recoveries made from their possession include four pistols with eight magazines and 47 rounds. Police said: “Since Baspur Bangla (where drone dropping took place) is close to the fence, the information was shared with all Police Stations and a dedicated officer led team was put on job. The technical surveillance unit was also mobilised. All vehicles which had crossed police checking points around that time were scrutinized. CCTF footage of the place and the roads leading to the general area were thoroughly checked. Physical pattern and technical analysis was pursued thoroughly. This ultimately led to arrests and recoveries”. The consignment was dropped from across the border on the intervening night of October 27 and 28 at Baspur Bangla. This is fourth cache of drone consignment recovery by Jammu Police in 2022.

Speaking at a function to offer financial support to surrendered militants for rehabilitation, Sarmasaid, “Peace has returned to Assam and Northeast. Today, AFSPA is withdrawn from 65 percent areas of the state. In the future, we are considering withdrawing it from Lakhipur of Cachar and the entire Karbi Anglong district.” He added, “It is our duty to stop it and develop our state. Aujla, describing the situation at the Line of Control (LoC) as very much under control said the overall defence preparedness of the Indian Army has received a “huge impetus” in the 20 months since the ceasefire understanding between India and Pakistan in February 2021, reports Daily Excelsior. “A lot of parameters are showing signs of normalcy. And, challenge for us is to ensure that we are able to sustain this ceasefire and phase of normalcy that we are seeing on a daily basis,” Lt Gen Aujla said. Asked if the ceasefire understanding of 2021 has had any impact on operational preparedness of the Army, the Corps Commander said there have been “many positives” related to it as the period gave time to “upgrade our defences”. “Not only has it enhanced our capabilities and capacity but many a thing, which otherwise, we would not be able to do by virtue of those fire engagements that used to take place on a regular basis along the LoC. Now we have been able to do,” he said. However, whenever the opportunity comes, “attempts are being made to infiltrate” from the “other side” but the Army is capable to foil such bids or give a befitting reply, said the officer. India and Pakistan had on February 25, 2021, released a joint statement announcing a ceasefire along the LoC following talks between their Director Generals of Military Operations. The two countries had earlier signed a ceasefire agreement in 2003 but it was repeatedly violated. In 2022, infiltration cases have been minimum, eight terrorists possibly infiltrated, three of them were eliminated. So it is the lowest in the last 32 years since the insurgency in the Valley, he said.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with Security Forces (SFs) in a forest surrounding Kadme village under Siksod Police Station limits in Kanker District of Chhattisgarh on October 31 (today), reports Devdiscourse. When separate teams of the District Reserve Guard (DRG) and the Border Security Force (BSF) were out on an anti-Maoist operation, some Maoists opened fire on the DRG's patrolling team following which the gun-battle broke out in the forest, located around 150 kilometres from State capital Raipur, and after guns fell silent, bodies of two Maoists were recovered from the spot, a Police official said, adding that their identity was yet to be ascertained.
