A woman Communist Party of India-Maoist (CPI-Maoist) cadre who was allegedly involved in several activities in the East Godavari division of Andhra Pradesh surrendered to the District Police in Nellore District on November 1, reports The Hans India. Police identified her as Sri Ramoju Rajeswari alias Devakka alias Lakshmi, an ‘area committee member (ACM)’ of the CPI-Maoist, carried a reward of INR 400,000 on her head, and has 10 cases registered against her in various Police Stations in the district. Devakka who hails from Tadikonda in Guntur District married Sri Ramoju Narendra alias Subbanna from Sathyavolu Agraharam of Kavali Mandal (administrative sub division) in Nellore District. Subbanna actively participated in the activities of the Radical Students League (RSL) and Radical Youth League (RYL) and the couple left their two sons in a hostel located in the Guntur District before joining the CPI-Maoist activities.

Former Nagaland Chief Minister T R Zeliang on November 1 urged the Naga people to join hands and support the negotiating groups to bring the Naga Political issue to a logical conclusion at the earliest as this is the finest time for a solution, reports Assam Tribune. Zeliang, who is currently the chairman of United Democratic Alliance (UDA) said this while addressing a press conference in Chumoukedima. "At present, all the Naga negotiating groups have come together and all 60 MLAs are also together with one voice for the sake of Naga solution. So why not we all join hands and support both the negotiating groups to arrive at a logical conclusion at the earliest instead of pointing fingers at each other with political vendetta for personal vested interest," said Zeliang. Maintaining that the political talks between the Government of India (GoI) and NSCN (IM) are positively progressing, he said "we expect a solution sooner than later, so let us hope that GoI will bring out the common draft so that before inking the accord, it can be brought to the Naga leaders, and all concerned to also see and acknowledge if it is acceptable to us."

On November 1, three ‘hybrid’ militants of Lashkar-e-Toiba/The Resistance Front were arrested in Srinagar and an Improvised Explosive Device (IED) weighing 10 kilograms and two hand grenades were recovered from their possession, reports Daily Excelsior. Two of the three arrestees were identified as Aamir Mushtaq Dar and Kabil Rashid. Two grenades were recovered from their possession. They disclosed the name of their another associate as Aqib Jamal Bhat, who was also arrested and during initial examination he disclosed about an IED in his possession.

On November 1, three militants were killed in an encounter at Khandipora area of Awantipora in Pulwama District, reports Daily Excelsior. One among them is identified as Lashkar-e-Toiba ‘commander’ Mukhtar Ahmad Bhat who was involved in several militant activities. Of the remaining three, one was a foreign militant. An unnamed police official said that Mukhtar along with foreign militant was going for a fidayeen (suicide) attack on a Security Forces camp.

Security Forces (SFs) seized eight Improvised Explosive Device (IED) planted by Communist Party of India-Maoist (CPI-Maoist) from a forest in West Singhbhum District of Jharkhand on November 1, reports NDTV. Superintendent of Police (SP), Ashutosh Shekhar directed SFs to launch a search operation in the forest foothill in Rengdra after receiving information that Maoists have planted IEDs in the area to target SF personnel engaged in anti-Maoist operation. In course of search operation, the SF personnel recovered the eight IEDs planted in the Rengdra forest foothill, about 140 kilometers from Ranchi. The Bomb Disposal Squad (BDS) defused the IEDs, each weighing 1.5 kilograms to 2 kilograms, SP, Shekhar added.

The Naxalite [Left Wing extremism, LWE] organization PLFI had demanded a ‘levy’ (extortion money) of INR five million from well-known surgeon Dr Saurabh Prasad of Gumla city, and after the information of Dr. Saurabh, the Police of Gumla Police Station took the action and arrested Shravan Gop, resident of Tarri Fasia and Shiva Cheek Baraik, resident of Fasia, and sent them to jail.

Delhi High Court framed charges against Mushab Anwar, Rhees Rasheed, Mundadiguttu Sadanananda, Marla Deepthi, Mohammad Waqar Lone, Mizha Siddeeque, Shifa Haris, Obaid Hamid Matta and Ammar Abdul Rahiman under Indian Penal Code (IPC) Section 120B (criminal conspiracy), read with Sections 2(o) (unlawful Activity), 13 (punishment for unlawful activities), 38 (offence relating to membership of a terrorist organisation) and 39 (offence relating to support given to a terrorist organisation) of the Unlawful Activities Prevention Act (UAPA) in Islamic State (IS) case, Indian Express reports on November 4. The court discharged one accused, Muzamil Hassan Bhat. While framing charges, the court said that the accused have been sympathisers of IS ideology and professed themselves to be lone wolves intending to bring the caliphate to Jammu and Kashmir. It did not agree with the defence’s argument that the accused persons were “not disseminating the provocative messages”.

India, on November 3, reiterated its concern over certain forces planning a so-called ‘referendum’ in Canada on their demand for Khalistan and called upon that country to prevent anti-India activities by individuals and groups based there, reports The Indian Express. India also urged Canada to designate as terrorists under its laws those individuals and entities who have been declared as terrorists under Indian laws. Ministry of External Affairs (MEA) Spokesperson Arindam Bagchi replying on the issue of the so-called Khalistan referendum in Canada, said, “I think we have made our position clear a couple of times. Our position on the efforts by anti-India elements to hold a so-called Khalistan referendum is well known. It has been conveyed to the Canadian government both in New Delhi and in Canada.” The government of Canada has conveyed that it respects India’s sovereignty and territorial integrity and will not recognise the so-called referendum, which is to take place in two parts in Canada, Bagchi said, adding, “The Canadian high commissioner here and their deputy foreign minister reiterated this perspective earlier this week in separate statements. However, let me also reiterate what we said earlier, which is that we find it deeply objectionable that politically-motivated exercises by extremist elements are allowed to take place in a friendly country, and you are all aware of the history of violence in this regard.” Bagchi further said, “We will continue to press the government of Canada in this matter. While the body of one of the militants was recovered by soldiers, bodies of the other two, lying across the LoC, were taken back by villagers of Pakistan-occupied Jammu Kashmir (PoJK). The five persons included Athar Illahi Sheikh, an Over Ground Worker (OGW) of LeT who is lodged in Kot Bhalwal Jail; Mohammad Yousuf Dar alias Kantroo, LeT ‘commander’ who was killed; Faisal Hafeez Dar, the LeT militant who was killed; Hilal Ahmad Sheikh alias Hanzullah who was killed and active Pakistani militant Ghazi Bhai alias Pathan Bhai alias Usman Bhai of LeT. An unnamed spokesman said that on March 7, 2022, Police Station Khag received a complaint about missing of one in-service Army soldier Mohammad Sameer Malla on leave and accordingly search of the missing person was started. After three days on March 10, 2022, upon specific information, dead body of the missing Army personnel was recovered who was found buried in a ditch in fields of village Labran Khag. A formal case was filed then. During the course of investigation Ather Illahi Sheikh was arrested who upon questioning admitted that he along with other four accused militants of LeT abducted Mohammad Sameer Malla and they tortured him which resulted in death of Mohammad Sameer Malla in an orchard of Labran village and buried the dead body of the victim in a ditch in nearby field. Later, three militants involved in the crime were killed in anti-militant operation in Village Malwa Kunzar on April 21-22, 2022 while 5th accused Ghazi Bhai alias Pathan is still at large.

It also said that the Government of India has initiated series of steps to contain cross-border infiltration in Jammu and Kashmir even as it maintained that ongoing militancy in the Union Territory was linked with infiltration of militants from across the Line of Control (LoC) as well as International Border (IB). Stating this in its annual report for 2021-22, the UMHA listed the steps taken to contain militancy as strengthening of border infrastructure, multi-tiered deployment along IB/LoC and near ever changing infiltration routes, construction/maintenance of border fencing, culverts and bridges on nallahs, improved technology, weapons and equipments for security forces, installation of floodlights on IB and synergizing intelligence flow. “Pro-active action is being taken against the militants within Jammu and Kashmir,” the UMHA said.

The JeM operatives had concealed consignment of weaponry in a specially erected cavity under driver’s seat in oil tanker No. JK02BF 2965 after picking it up and were taking it to a hideout of the militants in Srinagar District. The consignment had been dropped through drone from Pakistan at the behest of JeM ‘commander’ Shahbaaz, who is operating from across the border. The JeM operatives were given location of weaponry on WhatsApp. The recovered consignment included three AK-56 rifles, one pistol with nine magazines and 191 rounds and six grenades. Of the three Jaish operatives arrested by the Jammu Police, one of them has turned out to be a recycled Over Ground Worker (OGW), Mohammad Yaseen, who was on medical bail since September 2, 2022 till December 16, 2022. Yaseen was involved in FIR No. 24/2022 registered under Sections 18, 20, 23, 38 and 39 of Unlawful Activities Prevention Act (UAPA) and 4/5 Explosives Act at Pampore police station. One hand grenade was then recovered from his possession. However, despite being on medical bail, he pursued the militant activities. On November 9, the National Investigation Agency (NIA) filed a supplementary charge sheet against an arrested operative of The Resistance Front (TRF), an offshoot of the Pakistan-based terrorist group Lashkar-e-Toiba (LeT), Daily Excelsior reports. The charge sheet against Muzamil Mushtaq Bhat alias Hamza alias Daniyal, a resident of Baramulla District, was filed in a special NIA court in New Delhi. The agency registered the case suo motu on November 18, 2021. “During investigations, it emerged that the accused (Bhat), who is associated with Pakistan-based handlers and operative commanders of LeT/TRF, had radicalized, motivated and instigated vulnerable youths to join terrorist groups such as TRF in Kashmir,” an unnamed spokesperson said. The NIA said the accused entered into a conspiracy with active terrorist commanders in Kashmir valley to train youths in fabricating Improvised Explosive Devices (IED)s using locally available chemicals. “He, along with other co-accused and Pakistan-based handlers/operatives of LeT/TRF, actively participated in acts in support of LeT and received funds from Pakistan-based operatives of LeT. On November 10, authorities in Kashmir sealed nine properties, including a school building belonging to banned Jamaat-e-Islami (JeI), in Shopian District, reports Daily Excelsior. “The State Investigation Agency [SIA], Kashmir vide communication No. SIA/FIR-17-19/22/7010-14; dated: 05.11.2022 [November 5, 2022] has intimated that… nine properties have surfaced that are owned by and under possession of banned association Jamaat-e-Islami and are located in the jurisdiction of district Shopian and are to be notified in terms of section 8 UA(P) Act [the Unlawful Activities (Prevention) Act],” the Shopian District Magistrate said in a notification issued on November 10. “To choke the availability of funds for secessionist activities and to dismantle the ecosystem of anti-national elements and terror networks hostile to India’s sovereignty, the properties belonging or held by banned Jamaat-e-Islami J-K in District Shopian of South Kashmir have been notified by District Magistrate Shopian vide notification dated July 7, 2022, followed by administrative order in the exercise of the power conferred by Section 8 of the Unlawful Activities (Prevention) Act, 1967 and notification dated February 28, 2019 of Union Ministry of Home Affairs,” it read. The SIA has identified as many as 188 JeI properties across Jammu and Kashmir which are to be notified during the further course of action to be undertaken. During interrogation, he revealed that he along with five other people from different parts of North Kashmir were running a (militant) funding racket under the garb of a NGO Islahi Falahi Relief Trust which claimed to provide monetary assistance to poor and needy families. Bilal said he was actively involved in coordinating the funding activities and aiding recruitment by organizing Ijtema meetings in different villages where he along with other members of the NGO would try and lure young people into anti-national activities. He revealed the names of other accomplices including Wahid Ahmed Bhatt, Javed Ahmed Najar, Mushtaq Ahmed Najar, Bashir Ahmed Mir and Zubair Ahmed Dar, who is Bilal’s cousin. They were all arrested. ”A huge quantity of arms, ammunition, raw material to prepare IED [Improvised Explosive Devices] and incriminating material has also been recovered from all the apprehended persons. The recoveries include five pistols, 10 magazines, 49 pistol rounds and two grenades besides one IED,” an unnamed Police spokesman said. He added that the module was being coordinated by Pakistan-based handlers to aid the operations of Tehreek-e-ul Mujhahideen Jammu and Kashmir (TuMJK) in North Kashmir. “The modus operandi of the group was to go to different villages and conduct events and gatherings under the garb of the NGO and would collect money by asking for charity and also scout for potential soft targets as recruits,” the police spokesman added. “The accounts in the NGO’s name were being used to launder money for the TuMJK. Security agencies could track the flight path and even address of criminals involved in this cross-border illegal activity that is rearing its head over the last few years, he added. “The BSF has been at the receiving end of the drone menace for quite some time… The versatility of the drone, which is very well known, has been posing problems to us with nefarious elements having found new uses of the drone due to its anonymity and quick flight at sufficient height bypassing the frontiers,” he said. Quantifying the enormity of the drone menace, the DG said while the BSF detected about 79 drone flights along the India-Pakistan International Border in 2020, it increased to 109 last year and “more than doubled at 266 this year”. “The major culprit regions are Punjab which saw 215 flights this year… In Jammu, about 22 flights have been seen,” Singh added. “The problem is grave. We do not have a fool proof solution as of now. They (drones) have been bringing across narcotics, arms and ammunition, counterfeit currency and all kinds of things,” he added further.

The Ministry of Home Affairs (MHA) on November 13 stated that tough steps taken against insurgency in the Northeast resulted in the surrender of 6,000 insurgents and an 80 per cent reduction in militancy related incidents since 2014 when the Narendra Modi Government came to power at the Centre, reports Deccan Herald. A document released by the MHA said that security forces dismantled the "satellite camps" of insurgent groups operating from foreign soil following which at least four peace agreements have been signed with insurgent groups in Assam and Tripura (Bodo Accord, Karbi Accord, and Bru-Reang Refugee settlement and NLFT). The long pending border disputes between states in the region are also being resolved through discussions, it said. "This has given a push to integration and trust and has paved the way forward for long-term peace and progress," said the MHA document. "The year 2019 and 2020 witnessed the lowest number of insurgency incidents and casualties of civilians and security forces during the last two decades. In comparison to the year 2014, there has been a reduction of 80 per cent in the incidents of insurgency in the year 2020," it said. The signing of an agreement between Assam and Meghalaya in March resolved disputes in 65 per cent of areas of difference.

Sukhmati Kumeti alias Reema was arrested near the forests of Kawanar village when the District Reserve Guard (DRG), Chhattisgarh Armed Force (CAF), Indo-Tibetan Border Police (ITBP) and local Police were on a search operation, Inspector General of Police (IGP), Bastar Range, Sundarraj P said. Manipur Chief Minister (CM) Biren Singh welcomed the 31 cadres of different militant groups to the mainstream at a ceremony at the premises of 1st Battalion Manipur Rifles. Manipur CM Biren Singh appreciated the surrendered militants for returning to mainstream. The 31 surrendered militants included 17 from Kangleipak Communist Party-People's war Group (KCP-PWG), four from United National Liberation Front (UNLF), six from People's Revolutionary Party of Kangleipak (PREPAK), three from Kanglei Yawol Kanna Lup (KYKL) and one from People's Revolutionary Party of Kangleipak - Vice-Chairman (PREPAK-VC). The Police attacked the house of Paswan in Sonbarsa village in Pratappur sub-division, about 200 kilometres from Ranchi. Paswan, a member of the Special Area Committee (SAC) of the outlawed outfit carries a reward of INR 2.5 million on his head. The movable and immovable property was attached by police on the directive of a local court, Pratappur, Sub-Divisional Police Officer (SDPO) Avinash Kumar said, adding that the action was taken after Paswan did not surrender despite the court order. Kumar said Police had earlier pasted a notice on the wall of Paswan's house and asked him to surrender but he did not pay heed to it, which led to the attachment of his property.

According to the Police, 32-year-old Sandella Rajesh, a native of Vennampalli village in Peddapalli District, was arrested by the Police while he was moving at the bus stand in Choppadandi in a suspicious manner in the early hours of the day. As many as 20 gelatin sticks and an equal number of electric detonators, the banned CPI-Maoist AP-Telangana-AOB (Andhra Odisha Border) committee’s magazine titled ‘Kranthi’ (July- September 2022) and a mobile phone were recovered from ‘his possession.’ Rajesh reportedly working as the car driver of a contractor in Karimnagar, allegedly got attracted to the Maoist ideology through social media and came in contact with four others from various parts of the State, who were also inclined to join the proscribed outfit in 2021. Kumar named Arafat Ali, now holed up in Dubai, as Shariq’s “immediate handler”, who was in turn handled by Abdul Matheen Taha, a wanted terror accused in Islamic State (IS) offshoot Al Hind ISIS Bengaluru module case. The module based out of Karnataka and Tamil Nadu had allegedly aimed to create an “IS province” in the jungles of south India. The National Investigation Agency (NIA) has put Taha in the most wanted list. The NIA is expected to take over the Mangaluru blast probe. The Central Reserve Police Force (CRPF) has established three new forward bases in the remote Naxal [Left Wing Extremism, LWE] violence affected areas of Chhattisgarh and Jharkhand as part of its strategy to strike deep into the Communist Party of India-Maoist (CPI-Maoist) strongholds, reports Outlook India on November 22. While one each Forward Operating Base (FOB) has been established in Chhattisgarh's Sukma and Bijapur districts, the third has been created in the West Singhbhum district of Jharkhand. These FOBs will serve as a base for the security forces to launch coordinated operations in the surrounding areas and will also help in cutting off the Maoist supply lines, a CRPF spokesperson said. The bases in Chhattisgarh are located in Dubbakonta under Chintagupha Police Station jurisdiction in Sukma and Nambi that lies within the Usoor Police Station limits in Bijapur. "Both the locations used to be strongholds of Maoists. The establishment of these new camps in the most interior areas will give an edge to the security forces as these will serve as a launch pad for offensive operations against Maoists close to their hideouts," the spokesperson said.

The body of Deva alias Tirri Madkami was found in the Jiakorta Forest area near Bhusaras valley under Kuakonda Police Station, Inspector General of Police (IGP), Bastar Range, Sundarraj P said. Madkami was wanted in nine Maoist-related incidents and carried a reward of INR 800,000 on his head, he added. A weapon, a bag and a water bottle were recovered near the body, he said. Madkami was a member of the Katekalyan Area Committee of the Maoists, which has been instrumental in executing several major attacks. However, the organisation has been witnessing infighting and recruitment crises for several months, the IGP said. Prima facie, the Police suspect that infighting within the Maoist group or anti-people activities of Madkami may have resulted in his death, said the Dantewada, Superintendent of Police (SP), Siddharth Tiwari.

The encounter took place after Special Operation Group (SOG) and District Voluntary Force (DVF) personnel spotted a Maoist camp during a combing operation based on specific intelligence. As the Maoists opened fire targeting the SFs, the SOG and DVF personnel opened fire in self-defence in which the two Maoists were gunned down. Later during search of the area, bodies of two female Maoists in uniform and two INSAS (Indian Small Arms System) assault rifles were recovered, a Police release stated. The NIA sought his custody to probe a case registered against him at the Rajasansi Police Station in Amritsar after a bag with two hand grenades and a mobile phone was recovered from two bike-borne men at a check post in Amritsar in 2019. The duo had managed to escape after dodging police personnel, but Khanpuria was nominated in the FIR. The NIA had arrested Khanpuria, who had a INR 500,000 reward on his head, at the Indira Gandhi International Airport in New Delhi on November 18, three years after the Interpol issued a Red Corner Notice against him. He was arrested upon his arrival from Bangkok. NIA officials had sought a 10-day remand of the accused, but were only granted three-day custody. According to information, the NIA raided more than 13 locations in Punjab, Haryana, Rajasthan, UT Chandigarh and the Delhi-NCR region. The districts targeted were Fazilka, Tarn Taran, Ludhiana, Sangrur, Mohali in Punjab, Yamuna Nagar of Haryana, Sikar in Rajasthan and the Outer North District of Delhi. "We conducted raids to dismantle and disrupt the emerging nexus between terrorists, gangsters and drug traffickers based in India and abroad," said a NIA official. The NIA said that it will continue to dismantle such terror networks as well as their funding and support infrastructure. The official said that preliminary investigations revealed that these gangs were carrying out targeted killings and were also raising funds for their criminal activities through smuggling of drugs and weapons. "The recent sensational crimes and extortion calls by criminal syndicates and gangsters to businessmen, professionals, including doctors etc, had created widespread scare among the people. The Maoists leaders and members were unable to protect themselves and hence they were depending on tribals for their survival. The Naxal leaders were extorting INR 500 from each family of hardworking adivasis and forcibly collecting essential commodities. When the tribals failed to attend the Maoists meetings, they were compelled to pay fines. The main aim was to identify, radicalize and recruit youth, impart them training in handling of weapons and explosives and fieldcraft and raise funds, procure weapons etc. in order to execute their nefarious designs. Explosives were recovered at the behest of Mehrajuddin while detonators were recovered from Muzzaffar. The two hexacopters were carrying around 10 kilograms of heroin which were recovered by the BSF troops. In the first incident in Amritsar, a women's squad of the BSF shot down a hexacopter, an unmanned aerial vehicle (UAV) with six rotors, which was entering India from Pakistan with 3.11 kilograms of narcotics near Chaharpur village in Amritsar city. The drone, weighing 18 kilograms, was carrying 3.11 kilograms of narcotics, which was wrapped in white polythene that was attached underneath it, the BSF said. The second hexacopter, carrying 6.6 kilograms heroin, was shot down near Kalash Hevellian village in Tarn Taran District by the BSF troops. During the search operation, the hexacopter weighing 20 kilograms was found in a partially-damaged condition near village Kalash Hevellian, the BSF officials said.

Boora said on November 30 that “the International Border is incident free despite huge pressure on the forces and attempts from across the border to carry out infiltrations”. He stated, “All infiltration attempts have been foiled. Seven infiltration bids were foiled and all the guides and infiltrators eliminated,” adding that none of the infiltration attempts in 2022 had been successful. “The border in Jammu is totally safe. We have been able to ensure safety and security throughout the year. We hope that there will be no infiltrations from across the border in 2023,” he further added. Referring to the smuggling of Turkey- and China-made weapons into the country, Boora said, “It is immaterial for us from where Pakistan and terror outfits get them. Our aim is to seize them and not allow anyone to use them.” Replying to a question on Pakistan’s alleged involvement in terror activities along the International Border, he said, “It is not possible that such activities (infiltration, drone flights) are done without the involvement of their (Pakistan) security agencies. They fully support them (terrorists) and are part of these operations.” “We keep protesting with our Pakistan counterparts for these activities,” he added. Admitting that drone activity was a problem, Boora said, “As the problem intensified, the measures to contain it were upgraded”. Boora added that the deployment of the new measures and equipment had largely decreased drone activity in Jammu. Comparing the drone activity with that in the Punjab sector, he said that unlike before, the BSF was shooting down unmanned aerial vehicles every two to three days. “The troops are alert to the drone threat. In the future, we are confident of fully containing it. In Jammu, it has been contained with the joint effort and coordination of security forces and police,” he said. He said Security Forces and police had recovered most of the weapons and explosives dropped from drones in various places of the Jammu region and the Kashmir valley. Talking about the terrorists who entered through the tunnel via Samba and engineered the April 22, 2022, Sunjwan attack, he said, “The tunnel was detected and the terrorists who came through killed. On November 30, the National Investigation Agency (NIA) arrested a Communist Party of India-Maoist (CPI-Maoist) cadre in connection with an attack on former Bharatiya Janata Party (BJP) Member of Legislative Assembly Gurucharan Nayak, resulting in the killing of his two police bodyguards and injuries to another on January 4, 2022, NDTV reports. Shaka alias Tivari Bankira, a resident of West Singhbhum District, was arrested from his hideout in Jharkhand. "Investigations revealed that Shaka was an armed cadre of CPI (Maoist) [CPI-Maoist] and he conspired with other co-accused and handed over 8,000 to accused Pradhan Korah to buy logistics items for the Maoists," Police said. He collected these items from the house of another accused Pradhan Korah and handed them over to CPI-Maoist ‘Special Area Committee’ member Sushant alias Anmol alias Lalchand Hembram at Lowabeda forest. "He also conducted recce of the place of incident and kept watch on the movement of Police and security personnel until the attack was executed," the official further said, adding further investigation in the case is in progress. The former MLA accompanied by his bodyguards was attacked by an armed group of Maoists under Goilkera police station in West Singhbhum on January 4, but escaped unhurt. However, the attack left two of his bodyguards dead and another injured while the Maoists fled the scene along with the weapons of the deceased.

While replying to a media query, regarding the movement of drones at the Punjab border, being used for smuggling of arms, ammunition, explosives and drugs, the ADG said, “Drone has become a challenge, but we have been giving an effective response. Recently, two drones were shot down in a single day. Similarly, last month six drones were brought down. So, we are effectively responding to the drone issue.” “The response includes technological and more importantly, our operational response by way of meticulous analysis, identification of the vulnerable spots and deployment — either anti-drone systems or manpower. The High Court also issued notice to the National Investigative Agency (NIA) on Abubacker's plea seeking bail on medical grounds. A division bench comprising Justice Siddharth Mridul and Justice Talwant Singh also asked the NIA and the All India Institute of Medical Sciences (AIIMS) to file a status report on his ailments and the requisite treatment. The District Police arrested 10 Naxal [Left Wing Extremism, LWE] sympathisers for allegedly carrying out extortion activities on behalf of Communist Party of India-Maoist (CPI-Maoist) organisation, in Gadchiroli District of Maharashtra, reports The Free Press Journal on December 1. The suspects were allegedly involved in an extortion bid of INR 7 million from a person who was involved in the construction of a river bridge in the Permili area earlier this month. “On Nov 5, around 12 Naxal sympathisers, including a few armed men, had visited a site where the work of a river bridge within Permili was underway. They demanded Rs70 lakh by showing a CPI (Maoist)'s South Gadchiroli Division Committee letterhead and threatened those associated with the work with dire consequences,” a Police official said, adding that the accused had given three days’ time to pay the amount. The accused had also threatened to commit arson and destroy property at the site if their demand is not met. Those arrested have been identified as Chainu Atram, Danu Atram, Shamrao Veladi, Sanjay Veladi, Kishore Soyam, Baaju Atram, Maniram Atram, Joga Madavi, Lalsu Talande, and Bajrang Madavi. “We have also seized some Naxal literature, an SLR (Self-Loading Rifle) magazine, 19 live cartridges (of SLR), two rifles and two motorcycles,” the officer said. According to Gadchiroli, Superintendent of Police (SP), Neelotpal, Maoists observe ‘People's Liberation Guerrilla Army (PLGA) week’ from Dec 2 to Dec 8, in honour of deceased leaders of the CPI-Maoist armed wing. During this period there is an increase in rebellious activities such as extortion bids, blocking of roads, erection of Maoist memorials and cases of arson, among other crimes.

The NIA has in a lookout notice published in local newspapers served notices on the HNLC leaders including Bobby Marwein, Marius Rynjah and Sainkupar Nongtraw. They have been summoned before the special judge of the NIA on January 4, 2023. The HNLC reacted sharply to this “surprise summons” at a time when the tripartite peace process is under way. Nongtraw, the HNLC general secretary cum spokesperson, issued a statement terming the notices as “uncalled for” and “a clear-cut indication” that the authorities concerned have bypassed the entire procedure of the ongoing peace talks. “Before the initiation of the ongoing tripartite peace talks, we had made it clear that all its cases should be withdrawn so as to ensure a secure environment for pursuing the peace talks,” he said.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were shot dead after in an encounter with the Security Force (SF) personnel of the Special Operation Group (SOG), Hawk Force, in the forests area of Motinala in the Supkhar area in Balaghat District of Madhya Pradesh on November 30, reports The Free Press Journal. Another Maoist was also shot at and injured but she was able to run away. The Maoists, who were shot dead, were identified as Ganesh Marawi (27) and Rajesh aka Banjam (19), both of them were ‘commanders’ of Bhoramdev Area Committee (Platoon) PL 2. An AK 47 rifle and a Self-Loading Rifle (SLR) were seized from their possession. According to official sources, Banjam was a resident of Sukma in Bastar under Pal Gundam Police Station, and a reward of INR 300,000 on his head was declared in Madhya Pradesh, INR 1.2 million in Maharashtra, and INR 500,000 in Chhattisgarh. The other Maoist, Ganesh, a resident of Sakin in the Narguda area of Gadchiroli District of Maharashtra, was the ‘commander’ of zone coordination committee, and carried a reward of INR 300,000 on his head in Madhya Pradesh, INR 400,000 in Maharashtra and INR 500,000 in Chhattisgarh. As the Maoists were planning to celebrate ‘People's Liberation Guerrilla Army (PLGA) week’ from December 2 to 8, their activities have intensified in the area. The gunfight continued throughout the night and the bodies of two Maoists were found in the morning. On getting information about it, a team of Hawk Force began to rifle through the forests of the Supkhar area at night.
