A Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist) cadre, identified as Sakarajit Gope alias Guru, was arrested by Police in Khunti District of Jharkhand on November 1, reports prabhatkhabar.com. The Police seized PLFI paper, donation receipt, five bullets, mobile and a bike from the arrested Naxalite [left Wing Extremist, LWE]. Superintendent of Police (SP), Ashutosh Shekhar said that on November 1-night, information was received from Hutar about the arrival of some militants in the bike, and on the basis of information, the Police intensified intensive vehicle checking between Chandapara and Tumna under Karra Police Station area. On seeing the Police, three persons coming in a bike from Hutar's side started trying to run away, however, the Police managed to arrest Guru, a resident of Bakaspur Upar Toli, and a case has been registered in this regard at Karra Police Station. Guru has a total of seven cases are registered against him in Karra, Khunti, Dhurva and Guddi Police Stations, in which other cases including murder, extremist section is included.

A special National Investigation Agency (NIA) court on November 1, four of the nine men convicted for the October 27, 2013 blasts at Patna’s Gandhi Maidan to death, while the remaining five were awarded prison terms ranging from seven years to life term, reports Hindustan Times. The additional district and sessions judge (XV) of the special NIA court, Gurwinder Singh Malhotra awarded capital punishment to Imtiyaz Ansari, Haider Ali alias Abdullah, Noman Ansari and Mohammed Mujibullah Ansari. Umar Siddiqui and Azharuddin Qureshi were sentenced to life imprisonment, Ahmed Hussain and Feroz Aslam were sentenced to 10 years’ rigorous imprisonment while Mohammed Iftekhar Alam was awarded a seven-year prison term. Five of the convicts — Haider Ali, Imtiaz Ansari, Umer Siddique, Azharuddin Qureshi and Mujibullah Ansari — are already serving life terms for the Bodh Gaya Mahabodhi blasts that took place just over three months before the explosions at Modi’s election rally. The court also imposed different quantum of fine on each accused.

A State Investigation Agency (SIA) was constituted within the J&K Police for speedy investigation and prosecution in militancy-related cases as well as coordinating with central agencies, Kashmir Observer reported on November 2. The J&K Home Department in an order issued on November 1 said the SIA, which will be headed by one Director, will be mandated to probe “terror” offences like militancy finance and false propaganda and those under the Unlawful Activities (Prevention) Act (UAPA). The SIA will be coordinating with the National Investigation Agency (NIA) and other central agencies, and will take all measures, as may be necessary, for speedy and effective investigation and prosecution in terrorism-related cases, the order said.

The Khalistan referendum, which was held in London on October 31, turned out to be a damp squib, reports Hindustan Times on November 2. According to UK watchers, the claims of high turnout in the voting to decide whether Khalistan should be carved out of Punjab is being projected by Pakistani media. A majority of the voters were backed by Pakistan, the people cited above said, adding that the total number was less than 2,000. The Sikhs for Justice (SFJ), which organised the referendum, failed to get even 100-150 voters in the first half and various outfits associated with the Khalistan movement - like Federation of Sikh organization (FSO) and World Sikh Parliament (WSP) - pressed their workers to come and vote, said UK watchers. The organisers had pressed into service buses to ferry people from different parts of the UK, but even they couldn't bring a large number of people, said the people cited above. The UK watchers further said that there were just 53 buses, which brought people from different parts of the UK to the voting centre. The location was Westminster in central London, but not even 50 people turned up with their private vehicles, they said. The SFJ had called all the Sikhs above the age of 18 to vote in the referendum. Those who indeed came to take part in the exercise shouted pro-Khalistan slogans and carried the Khalistan flag.

An Over-ground Worker (OGW), identified as Adil Hussain, son of Mir Haider Shah, was arrested by Police and two AK-47 rifles and four pistols were recovered from his possession at Takia Badarkote in Kupwara District of Jammu and Kashmir (J&K) on November 2, reports Daily Excelsior. Police said that Shah is an OGW besides being involved in narco-militancy. The recovered arms and ammunitions were two AK-47 rifles, two magazines and 208 AK rounds. “Upon further questioning, Adil Hussain disclosed that another person Faraz Ahmed, son of Mir Shah, a resident of Padna Prara is the main supplier of weapons to militants and that he received the seized weapons from the same person,” one Police official added.

The Jammu and Kashmir (J&K) administration on November 2 expelled two top Government officials over alleged terror links, reports Hindustan Times. Feroz Ahmad, the deputy superintendent of the prisons department, and Javid Ahmad Shah, principal of the Government Girls Higher Secondary School, were sacked from their respective services for allegedly actively working with terrorist outfits. The J&K administration invoked Article 311 of the Constitution under which no inquiry is carried out before sacking employees. The move came a week after the administration ordered the premature retirement of eight of its staff following a review. In an order, the administration said the employees were found to be inefficient and “acting against public interest”.

In a two-page letter written in Telugu, ‘secretary’ of Andhra Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist, Ganesh has stated that in the absence of any alternative source of income, weed cultivation has become the mainstay for the tribals. “The police-politician nexus gains through ganja cultivation but the cultivators face loss when their crops are destroyed. Police unearthed as many as 110 booby traps set up by cadres of Communist Party of India-Maoist (CPI-Maoist) in the forests near Yarrampadu village in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on November 3, reports Telangana Today. Circle Inspector (CI) of Police, B Ashok in a statement stated that Cherla Police, Special Party personnel and 141 Bn ‘A’ Coy Central Reserve Police Force (CRPF) personnel jointly carried out a combing operation in the forests and found the booby traps laid in the hillocks near Yarrampadu village. The Police team removed and seized over 500 iron and wooden spikes planted in 110 pits. Maoists threatened and forced villagers of Puttaparthi, Pesarlapadu, Nimmalagudem, Jettepadu and other villages along the Telangana-Chhattisgarh State border to dig pits to plant booby traps, he said. Maoists are setting up booby traps targetting the Police personnel. But the booby traps have been injuring and killing cattle and innocent tribal people when they unknowingly stepped on the traps. Many people from Pusuguppa, Battinapalli, Chennapuram, Yarrampadu, Cherla and other villages have suffered severe injuries and lost limbs because of booby traps and Improvised Explosive Device (IED) explosions, CI, Ashok said.

Among the arrested were Kawasi Raju alias Santu, known as a 'battalion member', and Kalmu Mada, a 'militia company commander', Superintendent of Police (SP), Sunil Sharma, informed. The two Maoists had a reward of INR 800,000 and INR 500,000 on themselves. The identities of the other six Maoists are yet to be ascertained. SP, Sharma stated that an FIR has been lodged against all eight accused and the Armed Forces have recovered explosive devices and equipment. Top officials of the Ministry of Home Affairs (MHA) have confirmed the visit of NIA officers to Canada, and a senior officer said," A formal request to this effect has been made. A two-member NIA team led by an IG rank officer had begun their visit beginning November 4." Sources said the purpose of the visit was to press Canadian authorities for faster execution of requests made under the mutual legal assistance treaty (MLAT). “The visit is for better coordination of investigation against entities and individuals suspected of terrorism and to discuss other criminal matters," a release issued by the Indian High Commission in Ottawa had said. The statement added, "The two countries have a range of ongoing bilateral mechanisms, including a joint working group on counter-terrorism. The four persons, who were arrested on November 6, had allegedly planned extortions and robberies in Hyderabad and Yadadri Bhongir, Police said, adding that three country-made firearms along with live rounds, detonators, gas cylinders, drilling machines, letterheads of the Maoist party, mobile phones and other material were seized from them. The arrested persons were identified as P. Srinivas alias Srinanna (45) from Jangaon, V. Naga Mallaiah alias Mallesh (58) from Yadadri Bhongir, E. According to a source, the Police were tipped-off that the Maoists were camping in Sagada forest. Swinging into action, Special Operations Group (SOG) and District Voluntary Force (DVF) personnel launched a combing operation, and seeing the SF personnel marching towards them, the Maoists opened fire. In retaliation, the SFs too opened fire. While there were no reports of casualties among the SFs, a Maoist was gunned down in the shootout, whose identity is yet to be established. The Kerala Police, who took into custody of Maoist leader Ragavendran, son of Rajan, a resident of Vellore in Tamil Nadu, on November 6 evening handed over him to NIA, who registered his arrest on November 7 morning. According to Kannur Police Chief R. Ilango, they had specific intelligence inputs and based on which they carried out checking and intercepted the vehicle, which was trying to speed away. During the inquiry Police found that he had multiple cases against him. Among the Maoists, he was known as Ravi Murukesh aka Gautam. A case has been registered in 2017 against him at Edakkara Police Station in Malappuram. The case was later taken over by the NIA. Ragavendran was arrested in the case of observing ‘Maoist day’ and for conducting weapon training in Nilambur forest in 2016. Dantewada, Superintendent of Police (SP), Abhishek Pallava said that Umesh Markam was killed on November 9 night when he was returning from his native Tetam village. “A small action team of the Katekalyan area committee of Maoists attacked Markam with sharp-edged weapons. Markam died on the spot,” Pallava said in a statement. Police cited the preliminary probe and added a group of Maoists led by Pradeep, an ‘area committee member’ (ACM) of the rebels, attacked Markam. A declaration issued at the conclusion of the Delhi Regional Security Dialogue on Afghanistan – which was attended by top security officials from the eight countries – emphasised respect for Afghanistan’s sovereignty and non-interference in its internal affairs. The security officials pitched for collective efforts to counter extremism, radicalisation, separatism and drug trafficking in the region. The meeting, chaired by India’s National Security Adviser (NSA) Ajit Doval, was attended by Iran’s supreme national security council secretary, Rear Admiral Ali Shamkhani, Russia’s security council secretary Nikolai Patrushev, and the security council heads of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. “We all have been keenly watching the developments in [Afghanistan]. These have important implications not only for the people of Afghanistan, but also for its neighbours and the region,” Doval said. The declaration stressed the need to form “an open and truly inclusive government that represents the will of all the people of Afghanistan and has representation from all sections of their society, including major ethno-political forces in the country”. In a statement released to the media on November 11, he said the Police Department had started construction of a base camp at Chennapuram village in the Mandal and works were on war-footing. Preparations were under way to build another camp in Pusuguppa in the Mandal soon. The Police camps in Chennapuram and Pusuguppa were meant to make a profit from the mineral wealth in the forests by evicting tribals from their forest lands, he said, adding that people should unite and strongly oppose these actions to protect the existence of adivasis. For the last forty years, the Police were working to safeguard the interests of the feudal lords, capitalists and imperialists by completely eradicating the Maoists, who were leading the struggle for political power and autonomy of tribal people, along with all the oppressed communities, he said. According to reports citing the State Police, his wife, Sheela Marandi, was arrested along with him. Marandi is also a senior member of the Maoist cadre; the only woman in the ‘central committee, CC’, the foremost operational organization of the Maoists; and spent over a decade in jail in multiple cases in Odisha and Jharkhand before she was released from a Rourkela prison in 2016. Kishan Da, for four decades until a change in the Maoist leadership in 2018 -- when Nambala Keshava Rao aka Basavaraju took over from Muppala Lakshman Rao aka Ganapathy as ‘general secretary’ of the banned CPI-Maoist, Bose was largely considered the second most senior Maoist in the country. “When Basavaraju took over from Ganapathy, the idea was to make the leadership a little younger. So both Ganapathy and Prashant Bose took a back seat, but they are clearly the two biggest Maoists India has seen of the past three decades,” a senior intelligence officer said. A joint cordon and search operation was launched by Police, 9 Rashtriya Rifles and 18 Battalion of Central Reserve Police Force (CRPF) after inputs about the presence of militants in the village. In the initial exchange of fire, although one militant was killed in the night of November 11, but due to darkness the operation remained suspended throughout the night. In the wee hours of November 12, police said, repeated announcements were again made to the hiding militants to surrender, but they again fired on joint search party which was retaliated leading to the elimination of another militant. The dead bodies of both the killed terrorists were retrieved from the site of encounter. The dead militants were identified as ‘district commander’ Shiraz Ahmad alias Shiraz Molvi alias Abu Haris, resident of Souch Kulgam and Yawar Ahmad Bhat, resident of Ponipora Kulgam. As per police records, both of them were part of groups involved in several militancy related incidents including attack on security forces and civilians. Shiraz Molvi who was most wanted militant in South Kashmir was active since year 2016. He was also involved in recruiting innocent youth into militancy and in killing civilians as well as political workers in Devsar and Brazloo areas of Kulgam. There were 15 FIRs registered against him for his involvement in militancy related incidents.

Madvi Hidma alias Santosh alias Hidmalu alias Hidmanna, a ‘commander’, 1st Battalion People’s Liberation Guerrilla Army (PLGA) of CPI-Maoist was also named in the charge-sheet along with Koyyada Sambaiah alias Azad, a Telangana State Committee member and ‘secretary’ of Bhadradri Kothagudem-East Godavari (DK-EG) Divisional Committee of CPI-Maoist. The charge-sheet was filed under Sections 120B (Conspiracy) of Indian Penal Code (IPC) read with Section 121 IPC along with other provisions of Unlawful Activities Prevention Act (UAPA) and Explosives Act. A press release issued by NIA said that the four arrested and three absconding accused persons are Muthu Nagaraju of Mahabubnagar District, Kommarajula Kanukaiah alias Kommaraju Kanakaiah of Medchal-Malkajgiri District, Sura Saraiah of Jangaon District, Hidma, Azad, Madakam Kosi alias Rajitha, a native of Dummugudem Mandal (administrative sub-division) in Bhadradri Kothagudem District and ‘commander’ of Cherla Area Committee Dalam (armed squad) and Vallepu Swamy of Warangal. According to Additional Director General of Police (ADGP), Law and Order, the incident took place in Dumaria Police Station limits, close to the Jharkhand border area, where members of the CPI-Maoist attacked the house of Saryu Singh Bhokta late November 13 night. Bhokta’s two sons, Mahendra Bhokta and Satender Singh Bhokta, along with their wives, Manojwa Devi and Sunita Devi, were tied, blindfolded, and hung outside their house. A note was left stuck on the wall of the house accusing the family members of being responsible for the death of four Maoists who were killed earlier, allegedly by being poisoned as part of a conspiracy. The note alleges that the four Maoists weren’t killed in an encounter. Charging the four villagers with treason in a ‘kangaroo court’ (People’s organized by the Maoists), the four people were killed. The note concludes that traitors will be punished in the same way. The Maoists also mentioned the names of the four killed earlier, calling the murder of Amresh Kumar, Sita Kumar, Shivpujan Kumar, and Uday Kumar a conspiracy. Four policemen identified as Ravindra Naitam (42) Sarveshwar Atram (34) Maharu Kudmethe (34) and Tikaram Katange (41) were also injured in the encounter. Superintendent of Police (SP), Ankit Goyal said, the encounter was one of the longest in the history of Gadchiroli—it started at around 6 am and ended by 4 pm. The identities of the slain Maoists are yet to be established. While Police claim that around 100 elite C-60 commandos of the Gadchiroli Police carried out the operation, sources said that there were 16 parties of the C-60 commandos with a total strength of over 500. Sources also confirmed that the operation was launched as Police had prior knowledge of Maoists camping in the forest. “The group mainly comprised Korchi Dalam [armed squad] members led by Sukhlal, member of the Gadchiroli divisional committee of the CPI(Maoist). On November 15, three militants belonging to the Yung Aung faction of the National Socialist Council of Nagaland-Khaplang (NSCN-KYA) were killed in an encounter in Longding District of Arunachal Pradesh. As per Police sources, the militants had abducted village chief Ranwang Lowang and ex-ASM Sunwang Hakhun of Laho village in Longding District on November 14 to get their due ransom amount from the villagers before November 20. During a search operation launched for the abducted persons, the militants were intercepted along the international border of India-Myanmar and a fierce encounter ensured. Three militants were killed while one Assam Rifles (AR) personal sustained injury in hand. The Jharkhand Anti-Terrorism Squad (ATS) arrested three persons, including a Central Reserve Police Force (CRPF) trooper posted in Pulwama District in Jammu and Kashmir (J&K), for supplying arms and ammunition to the Communist Party of India-Maoist (CPI-Maoist) and other criminal organisations in the State, reports The Times of India on November 17. The accused are identified as Avinash Kumar alias Chhunu Sharma, CRPF jawan posted with the 182nd Battalion, Rishi Kumar and Pankaj Kumar Singh. A total of 450 rounds of 5.56 mm ammunition used in INSAS (Indian Small Arms System) assault rifles were recovered based on their information. On November 15, ATS Superintendent of Police (SP), Prashant Anand said, “We succeeded in arresting the trio while working in close coordination with the Bihar Special Task Force. The accused have supplied a huge quantity of ammunition to the CPI (Maoist) and criminal organisations, including the notorious Aman Sao group. The ATS has got vital information regarding sources of arms and ammunition during the interrogation of arrested persons. Further investigation is going on in the case.” The accused were arrested between November 14 and 16 during raids in Ranchi, Patna and Gaya. While the trooper was arrested from Gaya and Rishi from Patna, Pankaj was held from Ranchi. All three were Bihar residents.

The DRG team cordoned off the area and suddenly Maoists started firing,” said a senior police officer said. The other Maoists fled from the spot after and escaped into the forest. “The dead body was identified as Saket Nureti alias Bhaskar Nureti, commander of the outlawed Peoples’ Liberation Guerilla Army (PLGA) company no. 6 of the Maoists. Statements, speeches made by Zakir Naik are objectionable, subversive that promote enmity, hatred among religious groups, the home ministry said on extending the ban on IRF. The Centre had declared the IRF an unlawful organisation under the Unlawful Activities (Prevention) Act-UAPA, 1967 (37 of 1967) on November 17, 2016. In pursuance to the criminal conspiracy hatched with fugitive ISIS/ Daish operative accused Abdul Rashid Abdulla besides Ashfak Majeed and others, accused Nashidul Hamzafar had exited India on October 3, 2017 and travelled to Muscat, Oman before travelling to Iran and had further reached Kabul, Afghanistan, where he was detained by Afghan Security Agencies during October, 2017 for illegally entering the country and attempting to join his associates, in ISIS/ Daish. The NIA had arrested Hamzafar in 2018 after he was deported from Kabul, Afghanistan. He later on pleaded guilty to all the charges against him following which he was convicted.

A senior Police officer said a joint team comprising the Police, Army’s 9 Rashtriya Rifles (RR) and the Central Reserve Police Force (CRPF)’s18 Bn launched a Cordon-and-Search Operation (CASO) on specific information about the presence of militants in Ashmuji village, Kulgam district, and when the Security Forces (SFs) neared the militant’s hiding spot, the militants opened fire, triggering a gunfight in which a militant was killed. The slain militant was identified as Mudasir Ahmad Wagay, a district ‘commander’, the official said. As per Police records, Mudasir was an A+ categorized militant and was active since year 2018 figuring among the list of most wanted militants in the area, adds Daily Excelsior. He was part of groups involved in several attacks on SFs and civilians, and was also involved in killing of a political worker Ghulam Hassan Lone in Devsar area of Kulgam. One INSAS (Indian Small Arms System) assault rifle recovered from him is the same which was snatched by militants in 2017 at Pombay DH Pora during an attack on bank vehicle.

Jaanki Surendra Narute (31), a tribal woman living in Gadchiroli District of Maharashtra, was a Naxalite until 2012, when she surrendered before the Police and vowed to live a life in the mainstream. Another such tribal woman, Saguna Sainath (33), surrendered before the Security Forces (SFs) in 2014. She, too, believes that the Police have helped her find a purpose in life. Jaanki and Saguna are among the 12 women who have recently turned entrepreneurs after receiving training with the help of the Maharashtra Government. As part of the State-recognised rehabilitation plan for the surrendered Naxals, 12 such women were given training in making pickle, papad and floor cleaners, and this training was provided at the Mahatma Gandhi Institute of Rural Industrialisation in Wardha District. "These twelve surrendered Naxal women were trained in Wardha. We will assist them for some time. We will help them in branding and marketing as well. Not in terms of promoting a product, but in terms of rehabilitating these surrendered women," Gadchiroli Superintendent of Police (SP), Ankit Goyal said.

Border Security Force (BSF) locations along the Line of Control (LoC) will be getting a steel makeover as the BSF embarks on a major project to fortify defences and enhance living facilities for troops, Kashmir Observer reported on November 21. These deployments are called Forward Defence Locations (FDLs), and the border force guards, either jointly with the Army or independently, over 430 kilometres of the total 772-km-long LoC that falls in Jammu and Kashmir. The FDLs are located in extreme forward snow-bound or dense jungle areas of the LoC and are part of India's anti-infiltration grid to thwart militant activities being conducted from across this un-demarcated frontier. Behind the FDLs on the Indian side are multiple rings of the Army's counter-infiltration deployments. Official sources in the security establishment told PTI that the BSF will convert about 115 of its FDLs to large steel (alloy of iron and carbon) compartments with an overall layout of around Rs 35 crore. The decision was taken after BSF Director General (DG) Pankaj Kumar Singh recently visited the FDLs in Kashmir and reviewed their operational preparedness.

Krishnamurthy, who hails from Chikkamagaluru in Karnataka, is reportedly a ‘central committee, CC’ member and ‘secretary’ of the Western Ghat Zonal Committee (WGZC), and has been in the custody of the Anti-Terrorism Squad (ATS) for the past one week. When the Maoist leader was produced in court, the ATS demanded his custody for a few more days to question him further and gather evidence. The court allowed the plea. Krishnamurthy was earlier taken into custody by the ATS in connection with an incident which took place within the limits of the Karikottakari Police Station in Kannur District in March 2017. He is accused of barging into a house in Karikottakari with a gun, taking food items and distributing Maoist propaganda material, and was charged with acting against the national interest. Krishnamurthy is the first accused in the case, and was arrested on November 9 by an ATS near Madhur Forest check post on the Sultan Bathery-Gundalpet road in Wayanad District. According to the information received, around 60 to 65 Maoists crossed the canal and reached Judahi village, and in the first instance abducted four to five villagers and took them across the canal with threats. The Maoists also assaulted some people and gave them a clear warning that they should go to their homes quietly. For about half an hour, the Maoists roamed the village and pasted the poster. When all the villagers entered their respective homes out of panic, the Maoists first blew up the Panchayat Bhawan by planting a cylinder bomb. After blowing up the Panchayat Bhawan, the Maoists started searching for the guard of the tower installed there, and when the guard did not leave the house, the tower was also set on fire. Khunti Superintendent of Police (SP), Ashutosh Shekhar said about five to six armed rebels tried to enter a Police camp at Kochang after November 21 midnight to paste a CPI-Maoist poster threatening bandh (general shut down strike). The rebels opened fire after being stopped by Police, and the Police had to retaliate with counter-firing, the SP added. “They (rebels) fled the spot after getting overpowered by our men. No casualties were reported during the encounter. Combing operations are being carried out across the district,” said SP Shekhar, adding that at least 100 rounds were fired during the encounter. Police sources said the rebels were armed with modern guns, but they had to retreat as they were outnumbered by security personnel. Security has been beefed up at Police camps and potential targets of the rebels in Khunti and other Left Wing Extremism (LWE)-affected Districts following the encounter.

On the basis of information received by Superintendent of Police (SP), Anjani Kumar Jha, the Police have arrested four cadres of TSPC, identified as Jitendra Yadav son of Mohan Yadav Parswar, Azad Ansari son of Shaukat Ansari, Anil Yadav son of Nanhak Yadav, Madhavkhand in Ramgarh in Palamu and Madhav Panika son of Prabhu Panika, Barkol in Bhandaria, in this case. During the search, a country-made revolver of six rounds, a two-nali (hole) country-made revolver, a country-made revolver, two cartridges, two mobiles were recovered from their possession. Following a complaint was made before SP Anjani Kumar by Sion Bakhala, husband of Tehri Panchayat head Prabha Kujur. It was said that some people are demanding ‘levy’ (extortion money) from them in the name of TSPC. Aejaz Ahmad Lone, Naseer Ahmad Shah and Showkat Ahmad Dar, all residents of Lelhar in Pulwama were arrested by a special investigation team of police constituted to probe the killing of Ibrahim Ahmad, a salesman of Kashmiri Pandit trader Sandeep Mawa in Bohri Kadal area of the Old City in Srinagar on November 9. Police had also filed a case FIR No. 86/2021 at the Maharaj Gunj Police Station to investigate the case. All small and big shops and establishments remained closed during the bandh, so as not a single passenger vehicle ply on Ranchi-Tata road and Tamar-Khunti road. But long-distance trains, freight trucks usually ran as on other days, but there was a slight decrease. There was silence throughout the day in the rural areas of the block, bank post offices remained closed. While other Government offices were open, there was no presence of villagers. The fire was however effectively retaliated leading to gunfight,” said a Police spokesman, in a statement. The arrest of five persons comes less than a fortnight after the ATS arrested a Central Reserve Police Force (CRPF) personnel and three others for allegedly supplying arms and ammunition to banned ultra-outfits and others. Identifying the BSF head constable as Kartik Behra, a resident of Jharkhand, Police claimed to have recovered “pilfered” ammunition, magazines and detonators from the BSF’s 116 Battalion compound in Ferozepur in Punjab, where he was posted. The retired BSF personnel, Arun Kumar Singh, a resident of Bihar, was also posted with 116 Battalion earlier, Police said. The three others who have been arrested are identified as Kumar Gurlal, Shivlal Dhawal Singh Chauhan and Hirla Guman Singh, and are from Madhya Pradesh. Jharkhand Inspector General of Police (IGP), Operations, Amol Venukant Homkar said, “We have been conducting raids to ascertain the nexus of supply chains, inter-state gangs’ channels, transactions in Punjab, Rajasthan, West Bengal, Maharashtra and Bihar among others areas. A big network has come to the fore, which supplies arms and ammunition such as INSAS [(Indian Small Arms System) assault rifles], AK-47 and 9 mm rifles to terrorist organisations.” ATS Superintendent of Police (SP) Prashant Anand said the seizures included 14 semi-automatic pistols. “The arms are mostly country made, but most of the ammunition is pilfered from security forces… We are investigating the role of other BSF personnel,” he added.

The gunfight took place around 7 pm in a forest near Tadmetla village when a joint team of District Reserve Guard (DRG) of Police and the Central Reserve Police Force (CRPF)'s elite Commando Battalion for Resolute Action (CoBRA)'s 201 battalion was out on an anti-Naxal [Left Wing Extremism, LWE] operation, Sukma Superintendent of Police (SP), Sunil Sharma said. When the patrolling team was cordoning off the forest near Tadmetla, Maoists fired on them, SP, Sharma said, adding, after the guns fell silent, the body of Basta Bheema was recovered from the spot. The Communist Party of India-Maoist (CPI-Maoist) has expelled its ‘politburo’ member and senior-most leader Kobad Ghandy accusing him of abandoning the 'dialectical and historical materialism, principles of Marxism and class struggle' and 'for selecting the way of getting happiness through mysticism', reports The Free Press Journal on November 30. In a press release dated November 27, 2021, party national ‘spokesperson’ Abhay said that the ‘Central Committee, CC’ was expelling Kobad Ghandy from CPI-Maoist for his anti-party activities, mainly for writing a book named ‘Fractured Freedom- A Prison Memoir’ and releasing it in 2021 after his release from jail in 2019. Abhay also stated that the party had understood that Ghandy was completely separated from Marxism-Leninism-Maoism (MLM). “He (Kobad) also stated that these three aspects of life that have to be woven into any project for change that did not reflect in his 40-year revolutionary life, so put this as goal post before going to change the world. He is also saying that the essence should be grasped from bourgeoisie moral stories. In this way, by selecting the idealist path, he is dishonestly saying that there is no happiness and freedom in the Marxist way of practice that is why Marxism is failed in reaching its target,” Abhay said accusing him of wrongly explaining and commenting on Marxism-Leninism-Maoism. Ghandy was arrested in New Delhi in 2009 and was released in 2019. He had spent a major part of his prison term in Visakhapatnam Central Jail in Andhra Pradesh.

The slain Maoist is identified as Shankar, a key member of the ‘Bolangir-Bargarh-Mahasamund division (BBM) Division' of CPI-Maoist. A Self-Loading Rifle (SLR), some ammunition and other articles were recovered from the encounter spot. As per reports, a team of the Bolangir Police along with the District Voluntary Force (DVF) launched a combing operation after getting information regarding the presence of some Maoists in the area. Director General of Police (DGP), Abhay on November 28 said the ultras initially opened fire at the security personnel and in the retaliatory fire Shankar was killed. “As the operation was carried out in night, we suspect that there were six to eight Maoists, who managed to escape from the spot. A senior Indian Police Service (IPS) officer, identified as Arvind Negi, formerly deputed with the National Investigation Agency (NIA) who was investigating the high profile "terror funding" case against the pro-freedom Hurriyat leadership and several Kashmir-based non-profits is now suspected of espionage and has been arrested by the NIA, Kashmir Observer reported on November 28. Arvind Negi, whose residence in Kinnaur in Himachal Pradesh, was raided simultaneously as the NIA carried out searches at the residence and offices of noted activist Khurram Parvez on November 22. “The probe began after an intelligence input that the details of investigation into crucial cases were being shared with (Pakistan’s) ISI by the officer concerned," an unidentified security official said, adding that the allegation is that Negi passed on the investigation's case diary to Pakistan's Inter-Services Intelligence (ISI). Negi, a decorated police officer, was investigating a 2020 case in which the NIA accused Kashmir-based non-profits of being "fronts" to funnel money to militant groups. Khurram's residence was also raided as part of the investigations. The NIA, however, has said Khurram was arrested in a fresh case pertaining to alleged contacts with suspected Lashkar-e-Taiba (LeT) operatives. The Negi had been presented before a court. “The suspicion is that he traded crucial case documents in lieu of money. Investigating agencies are probing his assets, etc," an unidentified NIA officer said. Digital devices from Negi's residence were seized for forensic examination.

The Jio tower which was set on fire was installed a few months ago in Tarawali village in Pakhanjur area in Kanker District, the Police said. It has been informed that the incident took place during the ‘Bharat Bandh’ (all India general shut down strike) call given by Maoists to register a strong protest against the encounter carried out by Maharashtra Police in Gadchiroli, in which 27 Maoists, including the key fugitive Milind Teltumbde were killed. Mishra said Khan had gone to Pakistan in 2015 where he came in contact with an ISI handler. There he was given 15 days of training. While coming back to India, Khan started spying for the Pakistani intelligence agency. Mishra said the accused was passing on the information related to the local activities of the Indian Army to his handler through social media. Khan also used to provide OTP from Indian activated SIM cards using which the Pakistani handers would open social media accounts on the Indian phone numbers. Khan was also in touch with Pakistan High Commission in New Delhi. He used to procure Pakistani visas for Indian citizens in lieu of a hefty amount. The steps listed by him to boost coastal security included capacity augmentation of maritime security agencies, enhancing technical surveillance of coastal and offshore areas and establishment of mechanisms for inter-agency coordination. Bhatt said Indian Naval ships and aircraft are regularly deployed on 'Mission Based Deployments' in the Indian Ocean Region to enhance maritime security. "It also undertakes surveillance to enhance maritime domain awareness and address contingencies that may arise," he said. The cadres of JJMP have rebelled against their own organization and formed another faction of the organization, and the newly formed faction of the organization has been named Jharkhand Jan Sangram Senani (JJSS), with its two ‘chiefs’ Diwakar and Amar Oraon. Seven cadres, including former JJMP ‘commanders’ Diwakar alias Bahura and Amar, have formed another faction organization by killing JJMP's ‘platoon commander’ Sukra Oraon. At present, there are 17 armed cadres in JJSS. All these cadres have AK-47, INSAS (Indian Small Arms System) assault rifle, rifles, pistols and LMG. Diwakar and Amar have fled with many sophisticated weapons after killing Sukra. According to the information received from the sources, JJSS has started expanding its organization. She worked in Azad (State Committee member) Protection Team (Azad Guard), and used to carry .12 bore weapons. SP, Ravindranath said that she was vexed with the ideology of the Maoist party. According to details, the Union Territory reported 244 incidents of terrorist attacks in 2020 while the number for the current year was 196 till November 15. The list included one such incident in Delhi taking the total number to 1,034 in the country from 2019 to mid-November of 2021. This year alone (2021) there have been 67 drone sightings. We have been able to shoot down two but it is next to impossible task to track and shoot down every moving drone”. Singh said it was hard to intercept, stall and deactivate them all. Around 20 pamphlets relating to the ensuing CPI-Maoist’s 21st annual ‘People’s Liberation Guerrilla Army (PLGA) week’, slated to be observed by the outlawed organisation from December 2 to 8, and 10 rice bags, each weighing 30 kilograms, were recovered from them, Police said. Minister of State for Home Affairs Nityanand Rai informed the Lok Sabha (Lower House of Indian Parliament) on November 30, that the National Investigation Agency (NIA) has registered a case in connection with the seizure of 2,988.21-kg heroin worth INR 21,000 crore from Mundra Port in Gujarat between September 17 and 19, 2021, reports Free Press Journal. NIA took over the investigation of the Directorate of Revenue Intelligence (DRI) on December 1, in pursuance of the Union Ministry of Home Affairs (UMHA) order. Rai stated, "The NIA has registered a case on October 6 related to the seizure of 2,988.21 Kg of Narcotics Substance (Heroin) worth Rs 21,000 crore at TG Terminals Pvt Ltd, Mundra Port. The substance was initially seized by the Directorate of Revenue Intelligence (DRI) between September 17 and 19." consignment worth approximately Rs 21,000 crore. The narcotics drugs were found concealed in import consignment of 'semi-processed Talc stones' originating from Afghanistan which had arrived from Bandar Abbas Port in Iran.

"It's a cause of worry since the Taliban cadre is now free and they have weapons. We are alert and are in touch with our sister agencies," Pankaj Singh stated.
