A Communist Party of India-Maoist (CPI-Maoist) ‘sub-zonal commander’, identified as Sanjay Singh Bhokta alias Rakesh (30), surrendered before Security Forces (SFs) in Gaya District of Bihar on March 1, reports The Times of India. Rakesh was active in Chhakarbandha of Bankebazar area in the District for the last five years. He is an accused in at least five cases lodged with different Police Stations in Gaya and Aurangabad Districts. He is also accused of killing a security official of Amas Police Station in 2018, and an Improvised Explosive Device (IED)explosion at Pachrukhiya under MadanpurPolice Station limitsin Aurangabad District in 2019 in which a Central Reserve Police Force (CRPF)officialwas killed.

A major terror-funding racket pumping funds to the militants in Jammu and Kashmir via Nepal-Bihar-UP route was unearthed by security agencies, reports Daily Excelsior on March 2. According to the security officials, large amount of hawala money had already been pumped into to the militants in Jammu and Kashmir by operatives using the services of certain jewelers, shopping mall owners and other traders in Nepal and sending money with the help of youths operating in villages of Bihar and Uttar Pradesh, bordering Nepal. Officials insist that a number of over-ground workers (OGW) and their sympathisers working at the instance of Pakistan’s Inter-Services Intelligence (ISI), Army, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) are involved in the racket and all of them would be rounded up, reports The Shillong Times. According to the modus operandi, Pakistan based ISI, army and militant commanders had been depositing huge cash in the bank accounts of certain Nepal based traders including jewelers, shopping mall owners etc. The Nepal businessmen through their couriers had been utilizing services of the youths putting up in the villages of Bihar and Uttar Pradesh, bordering Nepal, and supplying cash to them between Rs 2-5 lakh. The youths, some of whom were influenced by the ideology of Islamic State had been further supplying hawala money to the persons identified by the Nepal based businessmen, in Jammu and Kashmir. The youths were getting part of the money as commission for the trips between Bihar or Uttar Pradesh to Jammu and Kashmir. The recent arrest of Lashkar-e-Mustafa (LeM) Chief, Hidayatullah Malik, unveiled this hawala racket leading arrest of five of his alleged associates including Javaid Alam Ansari, an OGW from Chapra, Bihar. Javaid admitted to having supplied seven country-made pistols to the JeM operatives working under the cover of LeM in lieu of cash.

On March 1, an illegal inter-state arms selling racket was unearthed in Bengaluru of Karnataka, reports Daijiworld. Eight persons were arrested along with 13 pistols and 52 live rounds of bullets in this connection. The arrested persons identified as Kadir Khan, Fiazulla Khan, Vinay, Parag Kumar, Shanawaz Ansari, Nasir Sheikh, Salman Khan, and Fakruddin used to procure country made pistols from Rajasthan, and Muzaffarnagar in Uttar Pradesh and sell them here besides carrying out other crime activities like burglary and murders too.

Police arrested a militant associate of Jaish-e-Muhammad (JeM) and recovered incriminating materials from his possession, from Larow Jagir Tral village in Awantipora in Pulwama District of Jammu and Kashmir (J&K) in India on March 1, reports Daily Excelsior. Based on specific information regarding presence of militants of JeM in village Larow Jagir Tral, Police along with 42 Rashtriya Rifles (RR) and 180 Bn Central Reserve Police Force (CRPF) launched a search operation in the area and arrested the militant associate of JeM identified as Muzamil Qadir Bhat of Larow Jagir Tral along with incriminating material of JeM in his possession.Police said, “On his disclosure, one hand grenade was also recovered which he had concealed in the compound of his home. Preliminary investigation revealed that the arrested militant associate was in contact with militant commanders of JeM in Tral and across the country. All the recovered materials have been taken into case records for further investigation.”

The Enforcement Directorate (ED) filed a chargesheet against three cadres of Tritiya Prastuti Committee (TPC), a splinter group of Communist Party of India-Maoist (CPI-Maoist), in a special Prevention of Money Laundering Act (PMLA) Court in Ranchi District of Jharkhand on March 1, reports ANI. The accused include – Binod Kumar Ganjhu and his firm Bhogta Constructions, Pradeep Ram and his firm Pradeep Traders and Bindeshwar Ganjhu and his firm Maa Gange Coal Trading Pvt Ltd. Each of these extremists had a firm each registered and controlled by them to launder money extorted from contractors and businessmen. ED had earlier attached assets of the accused to the tune of INR 49.2 million. “A prosecution complaint has been filed before the PMLA court, Ranchi against three extremists of Tritiya Prastuti Committee and their three firms where these extremists used to collect funds through extortion of the contractors, coal traders, transporters in Magadh Amrapali Coal block area of Jharkhand,” ED said.

The National Investigation Agency (NIA), on March 1, arrested four suspected drug traffickers from Srinagar over their alleged involvement in the Handwara narco-terrorism case, in which 21 kilograms heroin and over INR 10 million cash were seized last year from members of a drug syndicate operating in Jammu and Kashmir (J&K) in India, reports Daily Excelsior. Two more accused are yet to be arrested.An official said, “Investigation revealed they were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the drug in J&K and other parts of India. Proceeds of the sale were used to fund terror activities of Lashkar-e-Taiba (LeT) in Kashmir Valley. The accused also communicated regularly with LeT and Hizbul Mujahideen operatives using encrypted chat platforms.”The arrested were identified as Altaf Ahmed from Ganderbal, Showkat Ahmad Parray from Bandipora, Mudasir Ahmad Dar from Shopian and Amin Allaie alias Hilal Mir from Anantnag, an NIA spokesperson said in a statement. “Handwara Police initially registered a case in June last year after seizing Rs 20 lakh [INR 2 million] along with 2kg [kilograms] heroin was from the SUV of one Abdul Momin Peer during a routine check of vehicles at Handwara’s Kairo Bridge,” the NIA spokesperson said. Later that month, the agency took over the case and filed a chargesheet at a special NIA court in Jammu December 2020, against six accused including Peer, four of whom were arrested on March 1, 2021.

Earlier, SATP had reported that in a joint operation by Jammu and Anantnag Police, Hedayatullah Malikhas been arrestedfrom Jammu District of Jammu and Kashmir (J&K) on February 6. Bhadrachalam Assistant Superintendent of Police (ASP) Vineeth G, said Dummugudem Police and Central Reserve Police Force (CRPF) personnel who were engaged in vehicle inspection at Reguballi village of Dummugudem Mandal spotted two persons moving suspiciously, took them into custody and recovered explosive material from them. Based on the information they provided, Police arrested six others at Cherla bus stand. The arrested persons were labourers working at Sita Rama Lift Irrigation project and Polavaram Project. They stole the explosive material to supply them to the Maoists on the orders of Maoist ‘Gundala Area Committee’ in-charge Bhadru alias Papanna. On March 5, a special National Investigation Agency (NIA) court in Delhi sentenced an Islamic State terrorist to seven years of rigorous imprisonment for conspiring to establish the proscribed organisation's base in India by radicalising and recruiting youths through social media platforms, reports NDTV. The terrorist identified as Imran Khan Pathan was awarded the sentence in a case registered by the National Investigation Agency (NIA) in December 2015 under the Unlawful Activities (Prevention) Act and the Indian Penal Code. According to NIA official, Pathan was in direct touch with ISIS handler Yusuf-Al-Hindi. He had also received funds to the tune of INR 50,000 from one of Yusuf's associates Mudabbir Mushtaq Sheikh, who was convicted for making an improvised explosive device and to further the activities of the ISIS in India. Earlier, the court had convicted and sentenced 16 of the 17 accused including Pathan to up to 10 years of rigorous imprisonment for a conspiracy hatched by ISIS handlers based in Syria and subsequent formation of a group "Junood-ul-Khilafa-fil-Hind" which owed its allegiance to the ISIS.

The drug recovery in 2020 witnessed almost a three-fold rise compared to 2019 (228 kilograms). BSF soldiers also shot dead eight drug smugglers and intruders in separate encounters in 2020 and arrested 13 of them. “The number of intruders trying to cross over, came down last year as we reacted swiftly,” said a senior BSF official. In 2020 in a humanitarian gesture, the force handed over six Pakistanis to the Pakistan Rangers after they had inadvertently crossed the IB. “With almost every drug consignment, weapons too are sent along. Acting on a tip-off, a Hawk Force team of Policelaunched an operationin Malkua-Chiklona forest area, where Maoists numbering between 15 and 20 were camping. He remained active with Al-Badr outfit in Handwara area and its adjoining areas up to year 2007.He was arrested by Police in Baramulla in 2007 and released in 2008. After his release, he was involved in various stone pelting and other cases. Union Minister of State for Home G Kishan Reddy in Lok Sabha on March 9 stated that 635 terrorists were killed by security forces in Jammu and Kashmir between 2018 and 2020, while 115 civilians lost their lives to terror violence in the Union Territory during the period. He further stated that three civilians were also killed in the hinterland due to the terrorist violence in last three years. Among the 20 militants, 16 belonged to Thadou People’s Liberation Army (TPLA), two were from United National Liberation Front (UNLF), and one each from People's Liberation Army (PLA) and People’s Revolutionary Party of Kangleipak –pro (PREPAK- pro). The surrendered militants deposited arms and ammunition including an AK-56 Rifle, one M-15 Rifle, one MK-33 Rifle, one Uzi SMG, one Lethod gun, one Glock 19 pistol, six 9mm pistols, two .32 pistols, one .22 pistol and 75 assorted ammunitions. Under the Revised Scheme for Surrender-Cum Rehabilitation of Militants in the North East States, 2018 of the Union Ministry of Home Affairs (UMHA), rehabilitation benefits given to the surrendered militants included a one-time financial grant of Rs 4 lakh to each surrendered rebel, which is to be kept in a bank in their names as a fixed deposit for a period of three years. The militants will stay in a rehabilitation camp for three years, during which they will be paid a monthly stipend of Rs. 6,000 each. Incentives for surrendered weapons have also been provided.

5,128 cases under the Unlawful Activities (Prevention) Act UAPA and 229 on charges of sedition have been lodged across the country in a five-year period from 2015, Rajya Sabha (Upper House of Indian Parliament) was informed on March 10by Union Minister of State for Home G Kishan Reddy, reports outlookindia.com.Manipur topped the charts in terms of cases lodged under the UAPA, with the northeastern state alone accounting for 1,786 or 34.82 per cent of the total cases.The data, updated till December 31, 2019, was based on a compilation by the National Crime Records Bureau (NCRB), Reddy stated.A total of 897 cases were lodged under the UAPA in 2015 followed by 922 in 2016, 901 in 2017, 1,182 in 2018 and 1,126 in 2019, it showed.According to the data, 30 cases were lodged on charges of sedition in 2015 followed by 35 in 2016, 51 in 2017, 70 in 2018 and 93 in 2019.Manipur lodged 522 cases under UAPA in 2015 followed by 327 in 2016, 330 in 2017, 289 in 2018 and 306 in 2019 -- the maximum among all states and union territories during the period except for 2018 when Assam had 308 such cases, it showed.In terms of sedition cases, Bihar topped the list in 2015 with nine such cases followed by Haryana in 2016 with 12 cases, Assam in 2017 with 19, Jharkhand in 2018 with 18 and Karnataka in 2019 with 22 cases.

IGP, Kumar, said that a blast was being planned using a vehicle by four persons, adding, “One Sahil Nazir of Pampore, a BA first year student, was motivated through Telegram. He revealed that he had bought an old vehicle (JK01E-0690) to be fitted with explosives, which was being brought from North Kashmir.” The IGP said that the Police also arrested his other associates, including Kaiser Ahmad from Pampore, Mohammad Fayaz and Yasir Ahmad Wani. Two militants of Jaish-e-Muhammad (JeM) were killed in an encounter between Security Forces (SFs) and militants in Krandigam village in Bijbehara area in Anantnag District of Jammu and Kashmir (J&K) in India on March 11, reports Daily Excelsior. Inspector General of Police (IGP), Kashmir, Vijay Kumar, said that militants turned down repeated surrender offers from the SFs during the operation and opened firing on the troops. In the ensuing gunfight, both the militants were killed. The two militants were identified as Adil Ahmad Bhat, resident of Shithpora in Bijbehara and Zahid Ahmad Rather, resident of Sirhama in Anantnag. Both were affiliated with militant outfit JeM. The IGP said, “As per police records, both the killed militants were involved in several criminal cases including attacks on security forces and civilian atrocities.” Police recovered incriminating materials including arms and ammunition from the site of encounter.

The National Investigation Agency (NIA) on March 12, filed a supplementary chargesheet against an Indian operative of Pakistan's spy agency Inter-Services Intelligence (ISI) for suspectedly raising funds for espionage activities in India, an official said, reports NDTV. The first supplementary chargesheet against Imran Yakub Giteli, a resident of Godhra in Gujarat, was filed under sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act (UAPA) before the special NIA court in Vijayawada, Andhra Pradesh, he said. The official said a case was registered in November 2019 under sections of the IPC, the UAPA and the Official Secrets Act in Vijayawada over a conspiracy hatched by Pakistani Inter-Services Intelligence agents along with their associates based in India to carry out terrorist acts in India. They were involved in espionage activities by collecting sensitive and classified official information relating to vital defence installations in order to threaten the integrity, security and sovereignty of India, he added. Giteli was in contact with Pakistani agents and used to meet them during his visits to Pakistan, the NIA official. On the instructions of Pakistani ISI agents, he was transferring money into the accounts of Navy personnel in lieu of passing sensitive and strategic information, the official added. Giteli was raising funds for terrorist activities in the garb of illegal cloth business, he said.

Inspector General of Police (IGP), Kashmir range, Vijay Kumar, said that one militant identified as Jahangir Ahmad Wani son of Abdul Rehman Wani, resident of Rakh Narapora Shopian, affiliated with JeM was killed. An official said that they had information about presence of JeM ‘commander’ Wilayat Lone alias Sajad Afghani and a foreign militant Abdullah. Afghani, resident of Rawalpora area of Shopian is top ‘commander’ of JeM, and has been active since 2018. The official said that both of them have fled from the security cordon. However, to track the other hiding militants, Cordon and Search Operation (CASO) in the area is still going on. A 22-year-old youth Arif Ahmed Wagay son of Nazir Ahmed Wagay of Rakhnara Shopian sustained injury, as youth of the area gathered at the encounter site and tried to disrupt the operation leading to ding dong battles between stone pelters and the Security Forces (SFs). The Pakistan’s Inter-Services Intelligence (ISI) has now started using its Nepal-based modules to send terror money to Jammu and Kashmir (J&K), an intelligence report to the Ministry of Home Affairs (MHA) says, reports The Tribune on March 15.Officials associated with India’s security said the ISI is believed to have activated its modules particularly active along Indo-Nepal borders in Uttar Pradesh and Bihar as they have been asked to “use their Indian contacts” to send money to terror operatives in J&K, who pay monthly subsistence amounts to their cadre active in the valley.Theintelligence report says: “Businessmen in Nepal, who have close trading links with people in Bihar and Uttar Pradesh, hand over cash to them and then the amount is given to local youth on commission basis for carrying it to Jammu & Kashmir. This way, the money reaches Kashmir Valley without leaving any electronic trail and thus agencies fail to track the transaction”.The security agencies found an empirical evidence of the ISI’s nefarious design when Bihar Anti-Terror Squad (ATS) arrested a local youth on the basis of input provided by J&K Police, who was alleged to have carried cash and at least seven pistols and handed them over of a Kashmir-based youth, who he had befriended during his stay in Aligarh District of Uttar Pradesh.The youth from Kashmir was earlier arrested after it emerged that he had given guns to Hidayatullah Malik, who was arrested on February 6 by Anantnag Police from Kunjwani area of Jammu.The intelligence report, contended that local youths from Nepal’s border Districts with Uttar Pradesh and Bihar are at times unknowingly get into the trap of militants, aided and supported by ISI, and become “cash couriers”.According to rough estimates in each of such transactions an average of INR 300,000 to INR 350,000 is transferred to over ground workers of terror outfits in Kashmir by these unsuspecting youths, who, in most cases, are not aware that they become part of a terror network, the report said.

The duo- Shakir Bashir Magrey and Insha Jan- were arrested by the NIA in two separate operations in February and March last year and were named in the NIA charge sheet in the Pulwama car bombing of a CRPF convoy. Shakir Bashir was arrested from his house in Hajibal area of Kakapora in Pulwama District on February 28, 2020, while, Insha Jan was arrested along with her father Tariq Ahmed Shah (50) from Hakripora village in Pulwama District on March 3, 2020. During questioning, Shakir Bashir disclosed that on several occasions, he collected and delivered arms, ammunition, cash and explosive material to the Jaish-e-Mohammad (JeM) militants including those involved in Pulwama attack. Insha Jan and her father were arrested for providing food, shelter and other logistics to Pulwama car bombers in 2018-2019. As per NIA, Insha Jan was in constant touch with Mohammad Umar Farooq, a Pakistani Improvised Explosive Device (IED) maker and was in communication with him over the telephone and other social media applications. The NIA team along with local Police attached the house of Shakir Bashir Magrey at Hajibal in Kakapora area of the District and Insha Jan at Hakhripora in Kakapora area. Union Minister of State for Home G Kishan Reddy said, “During the past three years, there has been a significant decline in terror incidents and attempts of infiltration from across the border in Jammu and Kashmir. However, the incidents of shelling from across the border have increased during the past three years.” Reddy said the terror incidents in Jammu and Kashmir have come down from 614 in 2018 to 244 in 2020. He said killings of civilians have come down from 39 in 2018 to 37 in 2020 and deaths of security personnel from 91 in 2018 to 62 in 2020. However, the minister said, instances of shelling from Pakistan increased from 2,140 in 2018 to 5,133 in 2020.

He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

The action was taken against Rambabu Ram alias Rajan alias Prahar alias Nikhil, an active member and leader of the CPI-Maoist of Madhuban in East Champaran District. The Maoist leader has been booked on charges of extortion and indulging in alleged unlawful activities. The properties attached, as per a provisional order issued under the Prevention of Money Laundering Act (PMLA), include multiple pieces of land and buildings in the name of Rambabu and his family members. Sources in the security establishment said the MAC received around 150 inputs a day, ranging from terror alerts from troubled Jammu and Kashmir, North-East, Maoist zones and suspicious terror activities in other areas. “A total of 374 locations are presently on the network. In phase III, the network is being extended to 475 districts, selected in consultation with director generals (DGs) of state police. Out of 475 identified locations, 451 have been found feasible for providing connectivity, out of which 174 have already been connected. When completed, the network will cover 825 locations around the country,” sources said.

The three surrendered Maoists are identified as Pangi Jagga Rao alias Srinu (31), Pangi Mugiri alias Vishnu (28) and Vnatala Narayana alias Siddu (25). According to Visakhapatnam rural Superintendent of Police (SP), Boddepalli Krishna Rao, Pangi Jagga Rao was involved in 12 murders including the murder of Gemmeli Krishna Rao at Vakapalli on December 14, 2020. Jagga Rao is also alleged to have been involved in mine explosions at Chintalaveedi and in four exchanges of fire with security personnel. Jagga Rao had joined the Maoists in 2006, and worked at Pedabayalu as well as the Andhra-Odisha Border (AOB). He worked in Jana militia and was also a member of Revolutionary People’s Committee (RPC). He has guided many a Maoist squad away from the Police and has played a key role in rescuing the injured. The other militia members who surrendered, Pangi Mugiri and Vnatala Narayana are from the same village, and both joined the Maoist party at a very young age. Mugiri was the ‘commander’ of Jana Natya Mandali (JNM), a cultural wing of CPI-Maoist. SP Krishna Rao and anti-Maoist operations Officer on Special Duty (OSD), Satish Kumar, said that the three surrendered due to their ‘dislike of Maoist ideology, revolt from the public over Maoist activities and also indiscriminate killing of innocent tribal people by the naxals [Left wing Extremists, LWEs]’.

Dantewada Superintendent of Police (SP), Abhishek Pallava said, the fighting took place at a forest near Bade Gudra village under Kuakonda Police Station limits when the District Reserve Guard (DRG) personnel were on an anti-Maoist drive. After the exchange of fire, the bodies of the two Maoists along with a 9 mm pistol, a country-made revolver and a five kilograms Improvised Explosive Device (IED) were recovered from the spot, the SP said. The accused were allegedly involved in a case pertaining to the recovery of two hand grenades and a mobile phone from a bag in Amritsar on June 2, 2019. A case was filed in Raja Sansi Police Station, Amritsar (Rural) vide FIR No. 90. NIA had re-registered the case as RC-07/2020/NIA/DLI and taken over the investigation. Investigation has revealed that accused Jajbir Singh Samra and Varinder Singh Chahal were part of a Narco-Terror module involved in distributing the heroin smuggled from Pakistan in order to channelize the proceeds of drugs to various terrorist entities on the directions of Pakistan based terrorist Harmeet Singh aka PhD. Searches were conducted in Kurnool, Nandyal, Emmiganur and Ayyaluru of the District. The ED had recently filed a chargesheet against the PFI under Prevention of Money Laundering Act (PMLA) alleging that PFI members attempted to ‘incite communal riots and spread terror’ after Hathras gangrape case. The PFI has strong presence in south Indian states like Karnataka, Kerala, Tamil Nadu and some parts of Andhra Pradesh. Police said Kurnool town, Nandyal, Velugode, Atmakur, Adoni, Yemmiganur in Kurnool district, Nellore town, Kavali in Nellore district and Vijayawada city are the key places in AP where the PFI is active. The PFI has its AP headquarters in Kurnool town. The ED also named students’ wing of PFI the Campus Front of India (CFI). Among them, Dinesh alias Dayaram Naitam (28), working as Bhamragad area commander, had 11 offences including six of murder and three of arson registered against him. He had joined the CPI-Maoist in 2006 as Tipagad Dalam (armed squad) member. Nakul alias Sukhaluram Madawi (35), had joined the Naxal (Left Wing Extremism, LWE) movement in 2002 as Tipagad Dalam member. He has several offences, including murder, arson and landmine blast, registered against him. His wife Neela Kumre (34), joined the movement in 2005 as Kasamsur Dalam member. She, too, had several offences like murder and arson against her name. The fourth cadre to surrender was Sharad alias Govinda Atla (26), who had joined Chatgaon Dalam in 2011 and had eight offences registered against him. While Dinesh and Nakul carried a reward of INR 800,000 for their capture, Neela and Sharad carried a reward of INR 400,000 and INR 200,000 respectively.

The accused, identified as Sadar Ali, is a resident of Malda Town (Malda District) in West Bengal was carrying a cash reward of INR 25000 on his arrest. He was earlier arrested by Murshidabad Police in West Bengal in 2010 and fake currencies worth over INR 4,00,000 was recovered from him. According to an official communiqué of the ATS released on March 25, claimed that they have arrested two persons – Thesin Khan and Waseem Khan on November 1, 2020 from whom counterfeit notes worth over INR 5.97 lakh were recovered. The ATS registered a case and during interrogation, it was revealed that the high-quality FICN was brought by the accused from Malda Town by the kingpin Sadar Ali, who was active in the trade along with his wife Mumtaz. The cops named the couple as `wanted' and declared a cash reward of INR 25000 on the arrest of each of the accused. The ATS claimed that acting on a tip-off they arrested Sadar from Noida. He disclosed to have pumped FICN mainly in Uttar Pradesh, Haryana and in NCR region. Further interrogations are on with him in this regard.

On March 25, Samarjit was arrested at IGI Airport in New Delhi for the formation of a “de-jure” Manipur Government in London after declaring independence from India in 2019. He was brought to Imphal on March 29 and remanded to police custody till March 31, reports Northeast Now. According to the NIA, Samarjit was the chairman and managing director of Salai Group of Companies and SMART Society and he and his associates, Elangbam Brojendro Singh and Akoijam Deepa Anand, were allegedly collecting huge amounts of money and cheating the public by taking deposits from by offering 36 per cent annual returns without any legal authority. On March 23, the NIA had filed a chargesheet against five accused, including Samarjit, Yambem Biren, at the NIA Special Court in Manipur under Sections 120B and 420 of the Indian Penal Code and Sections 13 and 17 of the Unlawful Activities (Prevention) Act, 1967.

In February 2021, the Indian and Pakistani armies recommitted themselves to the 2003 ceasefire on the LoC. The return to the ceasefire was agreed upon by the Director-Generals of Military Operations (DGMOs) of the two countries. Deputy Inspector General (DIG) of CRPF Srinagar sector, Kishore Panday said that at least four heavily armed militants fired on the Mobile Bunker Vehicle (MBV) of CRPF that was part of the Road Opening Party (ROP) at Lawaypora, killing two CRPF personnel and injuring two others in the attack. The slain CRPF personnel have been identified as Sub Inspector GD Manga Deb Barma and Constable Driver Ashok Kumar, while, the injured have been identified as Constable Jagan Nath Roy and Constable Nazim Ali. Police arrested two Over Ground Workers (OGWs) on March 26, and seized the vehicle used in the attack on Central Reserve Police Force (CRPF) in Lawaypora area in Srinagar District of Jammu and Kashmir (J&K) in India on March 25, reports Daily Excelsior. “Two OGWs who were identified as Muzaffar Ahmed Mir and Javaid Ahmed Sheikh provided logistic support to one Lashkar militant Nadeem Abrar Bhat alias Abu Brar, a resident of Narbal, Budgam. Nadeem is close relative of OGW Muzaffar,” Inspector General of Police (IGP), Kashmir range, Vijay Kumar, said, adding that the trio had conducted a recee of the area on March 24 after which they carried out the attack on March 25. Acting on a lead, Police arrested Javaid Sheikh who was travelling in a Maruti car bearing number HR 10 Q-6583 in which some empty cartridges were also recovered. “After his questioning and interrogation, we also arrested Muzaffar. Raids were conducted on two hideouts, but LeT militant Nadeem and two foreign militants had fled after coming to know about the arrest of Muzaffar and Javaid,” the IGP said. He further said both the arrested OGWs have confessed to the crime. He, however, said that Police are working on leads and very soon the remaining attackers that includes LeT militant Nadeem and two foreigners will either be arrested or killed. Asked whether any weapon was missing from the incident spot, the IGP said: “Yes, one weapon is missing.”

According to NIA officials, accused Jakir Sekh, a resident of Bahargoria in Purba Bardhaman District in West Bengal, was a close associate of Bangladeshi FICN supplier Munshi. During the search at his premises, NIA seized two mobile phones. The case is related to seizure of FICN of face value INR 4,01,000 from the possession of accused Golam Martuja on January 8, 2020 by the Department of Revenue Intelligence (DRI) officials at Siliguri. An exchange of fire took place between Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres in a dense forest near Raighara village under Gochhada Police Station limits in Kandhamal District of Odisha, on March 29, reports Outlook. No casualty was reported from either side in the gun-battle. Acting on a tip-off, a joint team of the Special Operation Group (SOG) and District Voluntary Force (DVF) of Kandhamal launched an operation. A cache of arms and ammunition, including an AK-47 rifle, a 12-bore rifle, a 303 rifle, an 8 mm rifle, and some electronic items, was recovered from the spot. The C-60 commandos had received the information that Maoists are gathering in a large number in Tippagarh forest area against the backdrop of ''Naxal week'' being observed by them with the possibility of a planned ambush. “Gadchiroli Police's C-60 commandos conducted the operation on March 29 morning in Khobramenda forest area where they were attacked by 40 to 50 ultras. The exchange of fire lasted for two to two-and-a-half hours in which five Maoists were killed,” Gadchiroli Superintendent of Police (SP) Ankit Goyal said. The slain Maoists included Rushi Raoji alias Bhaskar Hichami (46) of North Gadchiroli division carrying a reward of INR 2.5 million on his head. He had total of 155 offences registered against him, including 41 cases of murder, 78 encounters with Police and other offences. Other Maoists are identified as Raju alias Sukhdev Naitam (32) who was Tippagarh Local Organising Squad (LOS) deputy carrying a reward of INR 1 million on his head, Amar Kunjam (30), a Kasansur party member, who was carrying a reward of INR 200,000 on his head, and Sujata alias Punita Atram (38) and Asmita alias Sukhlu Padha (28), who carried the reward of INR 400,000 and INR 200,000 respectively. The Centre has extended the Armed Forces Special Powers Act (AFSPA) in three Districts of Arunachal Pradesh besides four Police Station areas in three other Districts bordering Assam by another six months, and declared them "disturbed" in view of continuing activities of banned militant groups, reports The Assam tribune on April 1. According to a notification issued by the Ministry of Home Affairs (MHA), Tirap, Changlang and Longding Districts of Arunachal Pradesh and four Police Stations bordering Assam were declared "disturbed" areas under the AFSPA. "Tirap, Changlang and Longding districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following four police stations in other districts of Arunachal Pradesh, bordering the state of Assam, are declared as 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2021 with effect from April 1, 2021, unless withdrawn earlier," the notification said. The four Police Stations are Namsai and Mahadevpur Police Stations in Namsai District, Roing Police Station in Lower Dibang Valley District and Sunpura Police Station in Lohit District. The decision was taken following a review of the law-and-order situation in the three Districts and the four Police Station areas concerned, an MHA official said.

The National Investigation Agency (NIA) on March 31 said that the Delhi Patiala House Court has convicted the accused Bahadur Ali alias Saifullah Mansoor, a Pakistani national belonging to Lashkar-e- Taiba (LeT) under sections 120B, 121A, 489 (C) of Indian Penal Code (IPC), sections 17,18,20,38 of UA (P) Act, reports Daily Excelsior. Ali has also been convicted under sections 7, 10 and 25 of Arms Act, section 9B Explosives Act, section 4 of Explosive Substances Act, section 14 Foreigners Act and section 6(1A) Indian Wireless Telegraphy Act,1933 and sentenced him to ten years rigorous imprisonment and fine on March 26. This case was initially registered at NIA Police Station in new Delhi on July 27, 2016 pertaining to a larger conspiracy hatched by the LeT, a proscribed terrorist organization, based in Pakistan, to commit terror attacks in India. Accused Bahadur Ali along with his two associates Abu Saad and Abu Darda, all trained terrorists of LeT had illegally infiltrated into Jammu and Kashmir (J&K) with the intention to carry out terrorist attacks at different places in India including Delhi, as per instructions given to them by their handlers in the LeT, based in Pakistan Occupied Kashmir (POK). Bahadur Ali was arrested on July 25, 2016, at Yahama Mukam village in Handwara in Kupwara District of J&K and a large number of arms including AK-47 Rifle, Under Barrel Grenade Launcher (UBGL), ammunition, hand Grenades, UBGL Shells, Military Map, Wireless Set, GPS, Compass, Indian Currency, Fake Indian Currency Notes (FICN) were recovered from him.

The Special Task Force (STF) of State Police arrested five suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) and their associates in separate raids in Danapur area in Patna District and Karauna in Jehanabad District of Bihar on March 31, reports The Times of India. The Security Force (SF) personnel during raids recovered hand grenades, rocket launcher maps and huge cache of spare parts for making these items besides detonators, safety pins, fuses, codex wires, which were meant for supply to the Maoists in Bihar and Jharkhand. A senior STF officer said, Parshuram Singh and his associate Sanjay Singh were arrested from their native Bistaul village under Karauna Police outpost in Jehanabad District, while Parshuram’s two sons Rakesh Singh, Gautam Singh were later arrested from their residence with lathe mechanic Mohammad Badaruddin at Gajadhar Chak under Danapur Police Station area. He also said two hand grenades, three maps of making rocket launchers, four detonators, one pressure switch, two safety fuses, numerous safety pins and grenade levers were recovered from the Danapur residence of Rakesh and Gautam. He said, “Seized items include more than 600 detonators, one regular rifle, seven magazines, six rifle bolts, 25 live cartridges, two wireless sets, three police uniform, electric wire bundle, 279 detonator caps, two strike pins, 685 safety catches, rubber washers for grenades, five partially manufactured grenades, three grenade launching base, Maoist literature and other items.” The senior STF officer said, “They were involved in procuring raw materials, manufacturing spares on lathe machine and supplying them to Maoists,” adding, besides manufacturing these items, Gautam was working with an electronics showroom in Patna. He said Parshuram used to supply all these parts and manufactured materials to Maoist ‘commander’ Arvind Singh before he died two years back. “Arvind was also from Karauna and was a member of the Jharkhand’s special area committee of CPI (Maoist) politburo. He was working for another Latehar based Maoist leader Radhe Yadav,” the officer said. “Rakesh and Gautam used to ask Badaruddin to make parts of different designs on lathe machine for manufacturing grenades, IEDs, rocket launchers and weapons. These were supplied to Maoists through Parshuram,” he said. The officer also said at least two tractor trolleys were dug out from the courtyard of Parshuram till March 31 night.

Acting on a tip about their movement on the Saatdhar-Mangnar road in Barsoor, the District Reserve Guard (DRG) and local Police launched an operation at 3 a.m., Dantewada, Superintendent of Police (SP), Abhishek Pallava said. “The team spotted the two ultras when they were allegedly digging a road to plant explosives to target security forces and arrested them. Two IEDs, each weighing 2 kg, wire, batteries and an axe were recovered from them,” he said. Barsa was the head of Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS) in his Jhilli village in Bijapur District and carried a reward of INR 100,000 on his head, Pallava said. Oyam was a member of the same outfit.

US District Court in Los Angeles has acceded to the request of Pakistani-origin Canadian businessman Tahawwur Rana, who is sought for his involvement in the 2008 Mumbai terror attack (26/11), to file an additional reply against his extradition to India, New Indian Express reports on April 1. The in-person extradition hearing of Rana, who has been declared a fugitive by India, is scheduled for April 12, 2021. The United States has supported India's request for his extradition to India. US District Court Judge in Los Angeles Jacqueline Chooljian, in his brief order on March 31, said: "Rana shall file a surreply of no more than 20 pages by not later than April 5." The government may, but is not required to file any surrebuttal to the surreply, which may not exceed 20 pages, by not later than April 12, the judge said.
