Quoting sources in the Royal Bhutan Army, Kuensel has reported that a total of 591 trained militia volunteers have been posted in the southern districts as a part of their training and familiarization exercise. Lt. Colonel Dorji Khandu said that the militia force, including 20 women, has been sent to Sarpang, Samdrup Jongkhar, Pema Gatshel, Tsirang, and Samtse. Meanwhile, a second batch of 119 volunteers, including 17 women, is reportedly completing training this week.

India’s External Affairs Minister, Yashwant Sinha, informed the Parliament that the Government of India strongly supported the military operations launched by Bhutan against the terrorist groups. Further, security forces have increased vigil along the international border at several places in Assam and West Bengal to prevent the intrusion of the fleeing terrorists from Bhutan to these States. The Assam Government, in a press release, on December 15 welcomed the attack on the camps by the RBA and termed it as a ‘positive move by the Royal Government of Bhutan’.

The Bhutanese Prime Minister Lyonpo Jigmi Thinley stated in Thimpu on December 15 that the Royal Bhutanese Army (RBA) has commenced operations to expel cadres of three terrorist groups active in India’s Northeast from their camps that were spread across Bhutan’s southern region, from Diafam in the east to Samtse in the west. Quoting Thinley, the Kuensel said that troops were able to overpower the ‘central command headquarters’ of the United Liberation Front of Asom (ULFA), located at Phukaptong in Samdrup Jongkhar. The Premier said, "It is common knowledge for the citizens of Bhutan and, indeed, the people of Assam and West Bengal, that the royal government has exercised extreme patience and tolerance for a peaceful solution… It is, therefore, regrettable that the three groups refused to leave peacefully." Apart from the ULFA, the National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) have camps in Bhutan. In the ongoing RBA offensive, 16 ULFA terrorists, including ‘captain’ Rahul Datta, were reportedly killed at ULFA’s Deothang camp on December 15. Several other cadres are reported to have been injured in the operation.

According to United News of India, on December 16, at least 90 terrorists of the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) and 34 Royal Bhutanese Army (RBA) personnel were killed and about 160 persons, including 100 terrorists, were injured in the ongoing military operations in southern Bhutan against terrorist outfits operating in India’s Northeast. Quoting officials of the RBA and their Indian counterparts, the report said that 12 KLO, 40 NDFB and 38 ULFA cadres were killed in encounters at Kalikhola, Tintala and Bukka. The ‘central headquarters’ (CHQ) and the ‘709 battalion’ of ULFA, including 10 insurgent camps, have been reportedly demolished by the RBA.

Among those arrested include Mithinga Daimary, ‘publicity secretary’ of the United Liberation Front of Asom (ULFA) and top Kamatapur Liberation Organisation (KLO) leaders Tom Adhikary and Milton Barman. Quoting intelligence sources, the report said 40 National Democratic Front of Bodoland (NDFB), 38 ULFA and 12 KLO terrorists were killed in the ongoing military operations. An unspecified Royal Bhutan Army (RBA) soldiers are also believed to have been killed in the action. Meanwhile, Yashe Dorji, Director of Bhutan's Ministry of Foreign Affairs, was quoted as saying that Bhutanese soldiers were facing some difficulty in flushing out the terrorists due to the rugged jungle terrain, which was also heavily mined by the terrorists. Unconfirmed reports have indicated that the RBA have overrun at least six terrorist camps in four districts bordering the Northeast Indian State of Assam: the ULFA ‘general headquarters’ in Merengphu under Samdrup Jongkhar district, NDFB camps in Tikri, Samdrup Jongkhar and Nganglam and the KLO camps in Samtse.

Another report has indicated that the external intelligence agency of Pakistan, Inter Services Intelligence (ISI), has asked ULFA cadres based in Bangladesh to retaliate and strike at targets in India. These ULFA cadres camping in the bordering districts of Bangladesh are reportedly preparing for a major strike in India’s North East or other parts. ULFA cadres are also alleged to have approached the Bodo militants holed up in the Manas wildlife sanctuary of Assam to carry out some strikes.

According to media reports, at least 90 terrorists were killed and 450 others have surrendered in the four days of military operations against Indian terrorist groups based on Bhutanese soil. According to the Kolkata based-General Officer Commanding (GOC) Eastern Command, Lt. Gen. J S Verma, an estimated 90 to 120 cadres of the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) have been killed in the four days of operations launched by the Royal Bhutan Army (RBA) in the districts of southern Bhutan. During the same period, six to seven RBA personnel have also reportedly died. However, United News of India has reported that at least 44 RBA personnel have been killed during the ongoing operations. It further said that 450 terrorists have surrendered during the past forty-eight hours. According to separate reports in vernacular dailies, Khabar and Pratidin, the KLO chief Jibon Singha has been killed in these operations. Reports added that one of the founding members of ULFA, Bhimakanta Buragohain alias ‘Mama’, also died while in RBA custody. He was reportedly injured on the first day of operations and was subsequently arrested by the RBA.

The report quoting an unnamed Royal Bhutan Army commander from the southern Samdrup Jhonkhar district said that the terrorists were now no longer resisting and instead fleeing towards the border with Assam. Meanwhile, India has offered amnesty to the terrorists if they surrender before the authorities by January 31, 2004.
