Law Minister Anisul Huq on September 3 said that one of the two war crimes tribunals will function from September 6 while the other will be kept dormant, reports The Daily Star. He said “A gazette notification might be issued in this regard. The Government started the process to merge the tribunal into a single one in consultation with the Supreme Court. One of the tribunals will be inactive and its judges will work for the High Court. It can be made functional in the future, if necessary for disposal of the cases.” The Awami League (AL)-led Government formed the first tribunal on March 25, 2010 to try the collaborators of the Pakistani occupation forces who had been involved in murder, rape, arson and looting during the 1971 Liberation War. The second tribunal was formed on March 22, 2012. The two tribunals have pronounced verdicts in 21 cases including those filed against former Jamaat-e-Islami (JeI) chief Ghulam Azam and current chief Motiur Rahman Nizami.

Intelligence agencies on September 6 unearthed an Islamist plot to blow up over 100 Navy and Coast Guard bases and oil refineries in southeastern Chittagong city of Chittagong District, reports Times of India. A lesser-known outfit called Hilful Fuzul al Islami planned to carry out gas bomb explosions in collaboration with several other banned Islamist groups in retaliation to an escalated security clampdown against the militants, according to the report. "They have targeted more than 100 Government and non Government installations on both the sides of the Chittagong Port Channel where the Coast Guard's West Zone Base, Navy’s Moazzem Base and Isha Khan are located," said the report. It added that the Hilful Fuzul also hatched plots to carryout sabotages at the main depots of four refineries in the port city.

The International Crimes Tribunal-1 on September 8 accepted charges against former Bangladesh Nationalist Party (BNP) and Jamaat-e-Islami (JeI) lawmaker Shakhawat Hossain and eight others while cleared three other suspects, reports The Daily Star. The three-member tribunal led by Justice M Enayetur Rahim took the charges into cognisance against the eight, saying it had found prima facie evidence of their involvement in crimes against humanity. Charges against whom were accepted are Shakhawat, former lawmaker from Jessore, who is now involved in Jatiya Party (JP); Billal and Ibrahim Hossain of Nehalpur, Sheikh Md Mujibur Rahman and Kazi Ohidul Islam of Shekhpura, Aziz Sardar of Mominpur, Aziz Sardar of Boga, Lutfar Morol of Porchakra and Abdul Khaleq Morol of Altapol in Keshabpur upazila (Sub-District). The court, however, asked the jail authorities to release three others if they were not wanted in any other case because no evidence was found of their involvement in war crimes. This is the first time any accused in a war crimes case has been cleared of charges brought against them.

Prime Minister (PM) Sheikh Hasina Wajed on September 9 told the Parliament that the Bangladesh Nationalist Party (BNP) chief, Khaleda Zia and Jamaat-e-Islami (JeI) were spreading propaganda abroad through lobbyists resulting in losing the GSP (Generalised System of Preferences) facilities in US market, reports Daily Star. The PM, however, expressed her hope that Bangladesh would get the GSP saying the US has to remember that they also have around USD 2 billion investment in Bangladesh. “The BNP and Jamaat appointed lobbyists to destroy the image of Bangladesh and cancel the GSP facilities. Besides, anti-liberation force and the collaborator of Pakistani occupation force Jamaat-e-Islami appointed lobbyists to conduct negative propaganda against Bangladesh,” Hasina asserted. In addition, Hasina expressed her firm determination to hold the trial of War Criminals and culprits of August 15 bloodbath. “We've tried some of the culprits of 1971 and 1975. The trial is going on and it'll continue no matter what obstacles come [in the way].” Hasina said she never cared for her life. “I'm doing politics on the soil of the country putting my life at stake.”

The incident has been probed three times and the investigators have pressed charges thrice against 32 people, including Babar and Harris. The case proceedings were delayed further, as the court deferred the charge framing nine times due to illness of one of the accused, suspended Sylhet city Mayor Ariful Haq Chowdhury, who is now in jail. Misbah Uddin Siraj, public prosecutor of Sylhet District and Sessions Judge's Court, said the sensational case finally got the go-ahead with the indictment order. The government on September 15 made one of two International Crimes Tribunals (ICT) dormant, and brought some changes in the positions of the tribunal judges, reports Daily Star. Now, a single tribunal will hear the cases relating to the crimes against humanity and war crimes committed during the country's Liberation War in 1971. The Law Ministry issued a gazette notification in this regard. Citing from the notification, Law Minister Anisul Huq said that Justice Anwarul Haque, who was a member of the ICT-1 was appointed Chairman of the present Tribunal and Justice Mohammad Shahinur Islam and Justice Mohammad Shohrowardi were made its members. Justice Shahinur Islam was working as member of the ICT-2 and Justice Md Shohrowardi was working for the High Court. ICT-1 Chairman Justice M Enayetur Rahim, ICT-2 Chairman Justice Obaidul Hassan and their members Justice Jahangir Hossain and Justice Mohammad Mozibur Rahman Miah have been brought back to the High Court, the minister said. The Law Minister said the initiative was taken as there were only four cases pending with the tribunal. One tribunal is adequate for disposal of the four cases, he said, adding that another tribunal would be made active, if necessary. The Awami League-led government formed the first tribunal on March 25, 2010, and the second one on March 22, 2012.

Prime Minister (PM) Sheikh Hasina Wajed on September 21 ruled out any possibility of the rise of radicalism in Bangladesh, reports Daily Star. “There's no possibility of the rise of radicalism in Bangladesh. Our intelligence and law enforcement agencies are very active and alert so that they can thwart any such attempt,” she said. The PM made the comments when visiting French Foreign Minister Laurent Fabius and German Federal Minister for Foreign Affairs Frank-Walter Steinmeier met her at Gono Bhaban. The PM said military dictators grabbed power after the assassination of Father of the Nation Sheikh Mujibur Rahman and dropped the word “secularism” from the Constitution although it was one of the principles of the charter. “But our government has restored it through the 15th amendment to the Constitution.” She noted that the country's apex court declared illegal the capture of power by military rulers. Hasina said Bangladesh maintains good relations with its neighbours. “We've resolved many problems with our neighbours through discussions.”
