The agreement arrived at after talks between Prime Ministers Manmohan Singh and Sheikh Hasina in Bangladesh’s Capital City of Dhaka clears the way for granting Indian citizenship to about 20,000 people living in 51 Bangladeshi enclaves (7,000 acres) in Indian territory and Bangladeshi citizenship to about 31,000 living in 111 Indian enclaves (about 17,000 acres) in Bangladesh territory.

Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.

The outfit has been banned here since 2009. “Of all the Islamic outfits, Hizb-ut-Tahrir is currently the biggest threat,” said Colonel T.M. Jobaer, Director of National Security Intelligence (NSI), Bangladesh. He further added, “The organisation is strong because it has a strong international agenda -- it wants to establish a Khilafat in many countries”. Wing Commander Zakir Hassan, Director of the Air Wing of Rapid Action Battalion (RAB), said militant activities in the country are “under control”. But he agreed that Hizb-ut-Tahrir is a point of “big concern”. “Their movements are very sophisticated, and their members are highly educated and motivated. They hold high positions in the society. You cannot deal with them in the same way you deal with others,” he commented.
