A bomb was exploded on October 1 at Awami League (AL) office in Khanjahan Ali area in Khulna city of Khulna District in Khulna Division, reports New Age. No one was hurt in the incident. AL activist Sumon was inside the office but he escaped injury. The bomb went off around 6:00pm, moments after an unknown man placed some bananas packed in a shopping bag. Sumon said the man came with a shopping bag filled with bananas and kept it inside the office and left in the pretext of going to the toilet. After 10 minutes, the packet exploded. Sumon ran away while some chairs were damaged in the blast. Meanwhile, the United States-based SITE Intelligence Group said the Islamic State (IS) claimed the responsibility of a bomb explosion at AL office in Khanjahan Ali area in Khulna city of Khulna District in Khulna Division, reports New Age on October 2. A post on the group’s website said ‘IS claims credit for bomb blast at Awami League office in Khulna’.

Police on October 3 said that Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) leader Mohamad Atikullah alias Asadullah alias Julfiqar (49), who was arrested on October 2 from Khilgaon area of Dhaka city in Dhaka District of Dhaka Division had multiple meetings with top militant leaders, including Osama Bin Laden, Mullah Omar, and Ayman al-Zawahiri, reports Dhaka Tribune. During interrogation, Atiqullah told them about his meetings with bin Laden and other militant leaders and his ties to Al-Qaeda, according to Police.

Three Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) leaders were arrested on October 2 from Khilgaon area of Dhaka city in Dhaka District of Dhaka Division, reports The Daily Star. The arrestees are Afghan-war returnee Mohamad Atikullah alias Asadullah alias Julfiqar (49), in charge of international relations of HuJI-B, Nazim Uddin alias Shamim (43), secretary of the outfit’s Dhaka city south and Mohamad Borhan Uddin (45), in charge of the outfit’s Feni. The officials of Counter Terrorism and Transnational Crime Unit (CTTC) said that they were trying to bring their absconding members back to the Islamist outfit and was in touch with family members of imprisoned HuJI-B leaders.

Officials of the Counter Terrorism and Transnational Crime (CTTC) unit of Police on October 4 said hunt for 33 Harkat-ul-Jihad al-Islam-Bangladesh (HuJI-B) operatives is on, reports The Daily Star. The officials said aiming to reorganise HuJI-B, Afghan-war returnee Atikullah has been able to establish communication among 33 local leaders of the banned militant outfit in the last six months. Before Atikullah and two other militant suspects of the militant outfit were arrested on October 2, some of the 33 local leaders used to work in different madrasas, while others were involved in different businesses. At least five of them are hiding in Dhaka and the rest are in Feni and Chattogram, officers said.

Convicted war criminal Abdus Sattar Pyada (76) died of old age complications at the Dhaka Medical College Hospital (DMCH) on October 5, reports Dhaka Tribune. On August 13, 2018, the International Crimes Tribunal-1 (ICT-1) found Sattar and four other Patuakhali men guilty of committing crimes against humanity during the Liberation War in 1971, and sentenced them to death. He was involved with Convention Muslim League (ML), an anti-liberation political party, and was part of the Razakar Bahini.

Seven leaders and activists of the ruling Awami League (AL) were injured in crude bomb blasts just after the announcement of a new committee for AL Bahadurpur union under Bheramara upazila (sub-District) in Kushtia District of Bangladesh October 5, reports The Daily Star. The AL party sources said at least 10 cocktails exploded on the ground of Bahadurpur High School around 7:30pm when Shamim Ahmed and Ujjal Hossain were declared president and general secretary (GS) of the new committee respectively. Abu Hena Mostafa Kamal Mukul, panel chairman and also councillor of Kushtia Zilla Parishad was among the injured. The identity of the other six persons are yet to be established.

Two judges on October 7 testified before an anti-terror special court in Dhaka city in a case lodged over 2016 extremist attack at Holey Artisan Bakery in Dhaka city’s Gulshan area, reports New Age. The witnesses are then Dhaka Metropolitan Magistrate Ahsan Habib and Golam Nabi. A total 110 witnesses so far testified in the case. Extremists killed 20 innocent people, most of them foreigners, in the grisly attack at the cafe on July 1, 2016. The trial initiated on November 26, 2018 by framing charges against the eight accused.

Police on October 10 arrested four cadres of banned militant outfit Ansar al-Islam from Jatrabari area of Dhaka city in Dhaka District of Dhaka Division, reports The Daily Star. The arrestees are Shahin alias Omar, Saiful Islam, Hanifuzzaman alias Biplob and Al Mamun. According to Police, the four recently left their homes and received training in Bandarban hills in using machetes. Police said Ansar al-Islam operatives usually stab their targeted victims to death and carry arms only to ensure that they can escape easily after carrying out attacks.

Police arrested a Union Parishad (UP) chairman with arms and ammunition at Islamganj Bazar under Sadar upazila (sub-District) of Sylhet District of Bangladesh on October 11, reports The Daily Star. Police seized a pistol, seven rounds of bullets and a knife from Monfor Ali, chairman of Jalalabad UP. Monfor is also an accused of nine cases including Police assault and extortion cases, Police said. Okil Uddin Ahmed, Officer-In-Charge (OIC) of Jalalabad Police Station, said, a new arms case was filed with the Station against the UP chairman who was sent to jail by a Sylhet court. Monfor Ali from Kalaruka village in the upazila was elected chairman of the union in 2016 as an Awami League (AL) rebel candidate.

A Dhaka court on October 13 framed charges against eight cadres of banned militant outfit Ansar Al Islam in a case filed over the murder of publisher Faisal Arefin Dipan in 2015, reports The Daily Star. Six of the accused, now in jail, pleaded not guilty after Judge Majibur Rahman of the Anti-Terrorism Special Tribunal read out the charges. The six are alleged killing squad leader Moinul Hasan Shamim alias Samir (24); alleged trainer Abdus Sabur alias Samad (23); and cadres Khairul Islam (24), Sheikh Abdullah (27), Abu Siddiq Sohel (34), and Mozammel Hossain (25).The court also issued arrest warrants for fugitives - Maj Zia and Akram Hossain. Police on October 13 arrested 14 cadres of Islami Chhatri Sangstha, the female student wing of Jamaat-e-Islami (JeI) from a building in Mansurabad residential area of Pabna District in Rajshahi Division while they were holding a secret meeting, reports Dhaka Tribune. Police said the building was owned by the Principal of Dhulauri Kamil Madrasa, Maulana Anowar Hossain. The ground floor of the house was used as a hideout by the cadres of Islami Chhatri Sangstha, who organized women and trained them there, planning sabotage acts. Police have also recovered numerous jihadi books and pamphlets from the spot.

The NIA chief also said that Pakistan was the main source of printing FICN. NIA has so far investigated 48 such cases, of which 13 ended in conviction. While Pakistan is the main source of high-quality FICN, Bangladesh had emerged as the source of low-quality FICNs, Mittal said. The IG added that the high-quality notes were being pushed through the "western border and Nepal".

He further stated that till date Bangladesh has handed over the names of over one lakh Rohingyas to Myanmar. On January 16, 2018, Bangladesh and Myanmar signed a document on “Physical Arrangement” to facilitate the return of Rohingyas to their homeland in the stipulated timeline of two years. However, two attempts of repatriation of Rogingyas failed due to Myanmar’s lack of confidence building measures. The five persons Ranju Miah, Abdul Jabbar Mondal, Jachijar Rahman, Abdul Wahed Mondal and Montaz Alia Bepari belonged to Gaibandha Sadar upazila and were involved with Jamaat-e-Islami (JEI), an anti-liberation party, during the war. Among the five guilty persons who were part of the Razakar Bahini, only Ranju Miah is in jail while the rest four are absconding. The war crimes tribunals till date have so far delivered 40 verdicts against 94 people with 68 sentenced to death.

The three-member tribunal led by Justice Mohamad Shahinur Islam indicted him in a full court hearing and set November 24 for the commencement of the trial through prosecution’s opening statement and examination of prosecution witnesses. The tribunal indicted him for killing 500 to 600 pro-Liberation people who gathered near Rangpur Cantonment on March 28, 1971 to stage demonstration in favour of declared independence and protesting against the barbaric atrocities committed on the night of March 25, 1971.

He said this following arrest of four Ansar al Islam men - Mufti Saiful Islam (34), Salim Mia (30), Zunayed (37) and Ahmed Sohayel (21) from Dhaka city on October 10. Of them, Saiful and Zunayed were once affiliated with HuJI-B but are now holding important posts in Ansar al Islam, Mozammel said. The arrestees in preliminary interrogation said they hate the existing Government system and want to establish an Islamic law-based system through so-called Jihad, he said.

The eight war criminals whose appeals have already been settled by the top court are JeI Ameer (Chief) Motiur Rahman Nizami, its Secretary General Ali Ahsan Muhammad Mojaheed, and its leaders Delawar Hossain Sayedee, Muhammad Kamaruzaman, Abdul Quader Mollah, Mir Quasem Ali and ATM Azharul Islam and BNP leader Salauddin Quader Chowdhury. Among them, Nizami, Mojaheed, Kamaruzzaman, Quader Mollah, Mir Quasem Ali and Salauddin Quader Chowdhury have been executed after the apex court has dismissed their review petitions against its verdicts confirming their death sentences. The Supreme Court (SC) on October 31 upheld the death penalty of Jamaat-e-Islami (JeI) Assistant Secretary General ATM Azharul Islam (67) for his involvement in genocide and crimes against humanity during the 1971 Liberation War, reports The Daily Star. A four-member bench of the SC’s Appellate Division, headed by Chief Justice Syed Mahmud Hossain, delivered the verdict around five years after the International Crimes Tribunal-1 (ICT-1) handed down capital punishment to Azhar for the crimes committed in Rangpur. Following the verdict, he now can file a petition with the SC seeking a review of the judgment. The petition will have to be filed within 15 days after the convict receives the certified copy of the verdict, according to court sources. If the SC rejects the review petition, Azhar can seek President’s clemency. If the President does not grant the mercy, the SC verdict will be executed.
