Two persons were killed in a gunfight between activists of the United People's Democratic Front (UPDF) and the Parbatya Chattagram Jano Sanghati Samity (PCJSS) in Khagrachhari on October 9, delayed reports said. The deceased were identified as Monu Chakma and his son Ton Chaingya Chakma. The clash was a sequel to a previous rivalry between the two rival parties over control of the area. Following the clash security forces raided the area and recovered a rifle and eight bullets from a jungle at Duruchhari in Luxmichhari Upazila (sub-division) of Khagrachhari district.

Bangladesh President Iajuddin Ahmed, on October 24, promulgated an Ordinance titled "Special Tribunal for Speedy Trial Ordinance" that came into effect immediately, official sources said. The Ordinances, to be approved by Parliament at its next session, is meant to ensure speedy trial in cases relating to six major criminal offences–– namely possession of illegal arms, narcotics and explosives, murder, rape and hoarding. This Ordinance was promulgated even as a joint-operation by security forces is on against criminals and terrorists, reports added. It is also approved by the Prime Minister Khaleda Zia and her cabinet and is the second move, since the present government assumed office a year ago, that is aimed at combating specific crimes. The Khaleda government had earlier, on April 10, 2002, enacted the "Law and Order Disruption Crimes (Speedy Trial) Act" to try cases relating to extortion, intimidation, etc. and has the provision for a maximum punishment of up to five years in prison.

This assurance was reportedly given by Bangladesh Rifles (BDR) chief Major General Razaqul Haider during a meeting with Union Home Secretary N Gopalaswami in New Delhi. Speaking to the media after the meeting, Haider said, "The Bangladesh government and (the) BDR has carried out intensive search and combing operations. I can reaffirm that the soil of Bangladesh will not be allowed to be used for any kind of insurgency operation against any country". Haider, who is leading a 17-member team, is in New Delhi to attend the annual conference of heads of border forces of India and Bangladesh.

The arms recovered included a US made M-16, a Chinese AK-47, a .303 rifle, a sawn-off rifle, two double-barrel guns, two LGs, 117 rounds of bullets and five magazines of M-16, AK-47 and .303 rifle. According to official sources, the Army suspects that the cache belongs to Jubo Dal cadre Osman of Fatikchhari area. Other reports said joint teams of Army and police personnel arrested a total of 134 people from across the country on October 31 in the continuing drive against criminals and terrorist that was launched on October 17, reports said. Also 38 illegal firearms and 357 ammunition rounds of various caliber were seized during the operation.
