After gathering from different Districts, the five -- Tanvirul Huq Sajal (23), Harun Miah (37), Md Hossain (29), Din Islam (35), and Abdul Hannan (35) - were holding a clandestine meeting to commit subversive acts somewhere in Gazipur, said Mohammad Harun-ur-Rashid, Superintendent of Police (SP) in Gazipur, at a press conference in his office. Six crude bombs, five petrol bombs, a machete, two knives and some jihadi books were seized from them, he said.

The International Crimes Tribunal-1 (ICT-1) on November 1, framed seven specific charges against two persons, including a former leader of Habiganj Awami League (AL), over crimes against humanity and genocide committed during the 1971 Liberation War, reports The Daily Star. The tribunal fixed December 4 to start the trial with the prosecution's opening statement and witnesses' testimonies. The accused -- Liakat Ali (61), former president of Lakhai upazila (sub-District) unit AL in Habiganj, and Aminul Islam alias Rajab Ali (62), of Astogram upazila in Kishoreganj -- are now on the run. The prosecution on May 3 pressed the charges against them and the tribunal decided to hold their trial in absentia as they did not appear before it even after the publication of advertisements in two national dailies asking them to do so. According to the prosecution, Liakat, a college student in 1971, was involved in Muslim League along with his maternal uncle. During the Liberation War, his uncle became chairman of Fandauk Union Peace Committee in Brahmanbaria's Nasirnagar upazila while he led the union's Razakar Bahini. Liakat, now believed to be in the United States, committed the crimes with assistance from the Pakistani occupation army, went into hiding after the Liberation War and later got involved in the AL, according to the tribunal's investigation agency. Meanwhile, Aminul of Astogram was president of Hazi Hasmat Ali College unit of Jamaat-e-Islami (JeI)'s then student wing Islami Chhatra Sangha (ICS) in 1970 and formed Al-Badr Bahini with ICS men during the Liberation War. Aminul committed atrocities in association with the Pakistani army and his force. He was caught by freedom fighters at the Liberation War's end, according to the prosecution. Three cases were filed against him under the Collaborators Act-1972. Aminul, who had been given a life sentence, got released in 1981 after the political changeover, according to the agency. The charges are acts of genocide killing 43 Hindu men in Lakhai's Krishnapur, nine Hindu men in Chandipur and 26 Hindu men in Gadainagar; act of genocide in Krishnapur, Chandipur and Gadainagar leaving eight Hindu men dead; killing of one Rangu Mia in Nasirnagar; killing of five men in Sabiyanagar in Astogram; and killing of 10 other men in the same village.

The Counter-Terrorism and Transnational Crime (CTTC) unit of Police arrested four people in the Darussalam area in Dhaka on November 2, on charge of supplying arms and Improvised Explosive Devices (IEDs) to Gulshan café attack ‘plotter’ and slain Bangladesh-origin-Canadian, Tamim Ahmed Chowdhury and his ‘missing’ associate, Nurul Islam Marjan, reports New Age. A CTTC team led by senior Assistant Commissioner Ahmedul Islam arrested the four persons---Abu Taher (37), Mizanur Rahman (34), Selim Miah (45), and Towfikul Islam alias Doctor Towfik – hailing from the bordering town of Chapainawabganj– near Apparel Exports Limited at Darussalam area on November 2. They all disembarked an intercity bus, Dhaka Metropolitan Police said. The Police investigators branded the four as the leaders and operatives of outlawed Jamaat-ul-Mujahideen Bangladesh (JMB) and claimed that they had seized a 9mm-pistol from Abu Taher and 787 pieces of detonators from Mizanur Rahman.

Kushtia Detective Branch (DB) of Police interrogated the four JMB militants--Azizul, Saiful, Saijuddin and Joynal--for three days in connection with a case filed for killing homeopath Sanaur Rahman. The arrestees were identified as Md Murshed Alam (20), Saiful Islam (36), and Maksudur Rahman alias Tota (20), from Satkhira, and Zahirul Islam (20), from Pirujpur, according to Police. Judge Kamrul Hossain Mollah of the Metropolitan Sessions Judge's Court took cognizance of the charges and fixed November 27, 2016 for hearing charge framing against the accused.Earlier on July 26 this year, the Home Ministry sent an approval letter to the court regarding this. The nine others are: Kazi Mohammad Rezwan, 30, Naimul Hasan, 28, Ali Azad, 28, Jahidul Islam, 27, Junnun Shikder, 27, Amirul Islam, 25, Abu Hanif, 23, Saiful Islam, 21, and Al Asadullah alias Abdullah alias Mohammad Piyas, 19. Rahmani, Abu Hanif and Piyas are in jail while Azad is on bail and the rest are absconding.The case was filed with Mohammadpur Police Station in 2013, after they were arrested from Katashur area, for planning to gain control of a part of the country and conduct armed jihad (struggle). Rahmani, the organisation's spiritual leader, was arrested from Barguna the same year and was shown arrested in a case filed over the killing of blogger Ahmed Rajib Haider in February 2013. On December 31, 2015 Rahmani, 45, was found guilty of provoking Rajib's murder through his sermons and was sentenced to five years' imprisonment. Identified first through a photograph taken earlier, Tamim was shot dead with his two accomplices in a Police raid in Narayanganj on August 27.Investigators say he accompanied the five Gulshan attackers from their Bashundhara residence and left bidding them farewell just before the 12-hour siege began around 8:40pm on July 1. Tamim took the Sholakia attackers near the largest Eid congregation on July 7 in a CNG-run auto-rickshaw, gave them a briefing and left the district, said police. He coordinated many countrywide secret attacks.Born on July 25, 1986 in Windsor in Canada, Tamim resided for a long time in Calgary and used to mix with people who had joined IS and gone to Syria. The threat he posed prompted religious leaders in Windsor to ask him around 2013 to not mix with youths at the mosques.Amarnath Amarasingam, a fellow at the George Washington University's programme on extremism, first came to know about him in 2015 while investigating jihadis in Windsor. He interviewed friends of a jihadi named Ahmad Waseem, also known as Abu Turab, who returned to Canada after being injured in fighting in Syria. Tamim's name then appeared. Tamim was thought to have left for Syria to become a terrorist. A friend of Waseem told Amarnath that Tamim, facing harassment from law enforcement agencies in Canada, had decided to move back to his ancestral home in Bangladesh. Four per cent of the global terrorist attacks took place in Bangladesh in 2015.The report said, “2015 was also a difficult year for Bangladesh, resulting in the most attacks and deaths since at least 2000, although the lethality rate per attack was low.“There were 459 attacks which resulted in 75 deaths. Historically, terrorism in Bangladesh has been carried out by local groups such as Jamaat-ul-Mujahideen, a group which was allegedly involved in the July 2016 Holey Artisan Bakery attack in Dhaka.”The report, however, finds that deaths from terrorism decreased by 10 per cent in 2015 to 29,376. “This is the first decrease in number of deaths recorded since 2010.”

Three suspected operatives of banned militant outfit Jama'atul Mujahideen Bangladesh (JMB) surrendered to the home minister, Asaduzzaman Khan in Rangpur on November 23, reports Daily Star. Hafiz Masud Rana, 18, Hafizur Rahman, 16, and Akhtarul alias Akteruzzaman, 18, are madrasa (Islamic Seminary) students from Dinajpur's Ghoraghat sub-district. Asked whether the surrendered militants would be under custody, Director Mufti Mahmud Khan of the Rapid Action Battalion's (RAB) Legal and Media Wing said they will not be held in custody. “While under a de-radicalisation programme, the trio will be monitored as they might be at risk of attacks from militants for shunning the path of militancy,” he stated. He said the Rapid Action Battalion will take measures to ensure their security and rehabilitate them.

The SC came up with the suggestion after it found the team's negligence and incompetence in handling with some cases. Wishing not to be named, two law ministry high officials said as far as their knowledge goes; no step was taken to bring the change. They, however, said they did not know whether the policy makers in the Government have taken any decision to reshuffle the team of the International Crimes Tribunal (ICT) lately.

Five charges have been pressed on November 27 against three Netrakona men who allegedly committed crimes in the District during the Liberation War in 1971, reports The Daily Star. The accused are Hedayet Ullah Anju (80), Enayet Ullah Manju (70) and Sohrab Fakir (88). Of them Manju and Sohrab are now in jail while Anju is on the run. Anju was a JamaateIslami (JeI) leader in 1971 and all three first joined local Peace Committees and then Razakar Bahini, an auxiliary force of the Pakistani occupation army, says the investigators.

The convicts are Abdul Mumin (31) and Ramzan Ali (31). Of them, Ramzan was tried in absentia.Police arrested Mumin with five bullets, arms making materials and jihadi books on June 14, 2009. Meanwhile, Police in a drive seized a gun and three bullets from Ramzan's house on June 17, 2009. However, Ramzan fled the scene, sensing the presence of the law enforcers.

Bangladesh President Abdul Hamid on November 30 assured India that it has “zero tolerance” policy against terrorism and sought expanded military ties as Indian Defence Minister Manohar Parrikar called on him, reports Indian Express. The President urged the Indian minister to send more Indian military officials to Bangladesh for training to boost ties between the armed forces of the two countries, the Presidential Palace spokesman said. “The President expressed condolence to the victims of the dastardly terror attacks in Uri and Pathankot,” the spokesman said. Hamid recalled with gratitude India’s contribution to Bangladesh’s 1971 Liberation War, saying “many valiant soldiers of Indian defence forces embraced martyrdom in the war,” the spokesman said.Parrikar said terrorism is a global threat and India is working to establish peace in the region. He also sought joint efforts to enhance bilateral defence relations. Parrikar, who arrived here today on a two-day visit leading an 11-member high-powered delegation, will meet the top civil and military leadership to strengthen defence ties between the two countries.
