Later on March 4, a Bangladeshi Counter terrorism Official stated that the individual who carried out the attack could be a member of militant group Ansar al Islam, reports The Dailystar on March 5. Previously known as Ansarullah Bangla Team (ABT), Ansar al Islam began gaining strength in 2013-14 and started selecting targets by monitoring social media and hacking them to death. The counter terrorism official stated that ‘Analysing the nature of the attack and from our experience gathered in counterterrorism operations, we can say that this could be an act of Ansar al Islam’. He also added that ‘The weapon seized from the place of occurrence is a commando knife, which is mentioned in the outfit's literature titled “easy strategy for killing’.According to officials, Ansar al Islam has a stronghold in SUST and many former students got involved with the outfit, reports The Dailystar. The assailant later identified as Foyzur Rahman later stated to Security Forces (SFs) that he considered the victim an enemy of Islam. He also added that he was acting alone, reports The Daily Star on March 5. The government banned ABT in May 2015 but the radical group by that time had claimed responsibility for 13 attacks in which 11 individuals including writers and bloggers, one publisher and two Lesbian Gay Bisexual Transgender (LGBT) activists were killed. According to Police, Ansar al Islam is active mostly in cyber space, attracting potential radicals. Professor Iqbal’s name was among the 15 eminent persons mentioned in Ansar al Islam's hit list recovered by law enforcers in 2017, reports The Daily Star. According to officials, Ansar al Islam has a stronghold in SUST and many former students got involved with the outfit.

The International Crimes Tribunal (ICT)-1 on March 4 framed four charges against 11 men from Mymensingh District for allegedly committing crimes during the Liberation War in 1971, reports Daily Star. The three-member ICT-1 led by Justice Mohammad Shahinur Islam also fixed April 12 to commence trial proceedings when testimony of prosecution witnesses will be recorded. Of the accused, six including Latif, Khalilur Rahman Mir alias Khalilur Rahman (62), Mohammad Samsuzzaman alias Abul Kalam, (65), Mohammad Abdullah, (62), Abdul Malek Akand alias Abul Hossain (68), and Rois Uddin Azadi alias Akkel Ali (74), are now in jail. The remaining five, identified as ASM Faizullah (66), Abdur Razzak Mandal, (64), Alim Uddin Khan (77), Nurul Amin Shahjahan (69), and Sirajul Islam, (66), are on the run.

The International Crimes Tribunal (ICT)-1 on March 5 framed seven charges against four Satkhira men including the district ‘ameer’ (chief) of Jamaat-e-Islami (JeI) over their alleged involvement in crimes committed during the 1971 Liberation War, reports Daily Star. The three-member ICT-1 led by Justice Mohammad Shahinur Islam also fixed April 15 to begin the trial with recording of testimony of the prosecution witnesses. According to the charges submitted in March last year, the four were allegedly involved in killing of six persons, torturing of 14 people and raping of two women in Sadar and Ashashuni upazilas (sub District) in the district. The accused were identified as Abdul Khaleq Mandol, 72, Satkhira JeI's chief and a former lawmaker; M Abdullah Al Baki alias Abdullah Hel Baki, (103; Khan Rokonuzzaman, (64), and Jahirul Islam alias Jahirul Haque alias Tikka Khan. Khaleq Mandol is in jail while Baki was released on bail. The other two are yet to be arrested.

According to counter terrorism officials, elder brother of Foyzur Rahman (who had stabbed Professor Zafar Iqbal on March 3) fled with Foyzur's mobile phone and tab soon after the attack, reports The Dailystar on March 7. An official of Counter Terrorism and Transnational Crime Unit (CTTCU) stated that ‘Foyzur left his phone and tab in his house before going to the campus for the attack. His brother Enamul Hasan fled with the devices soon after the attack’. The police also believe Enamul was aware of the attack and Foyzur's involvement with militant groups. According to the police, at least four suspects were present near the university the day before the attack. According to relative of the detained suspect, ‘He (Foyzur) sold clothes in the local market last year and was seen selling clothes for the last time three months ago. Additionally, Police in Rajshahi claimed to have found militants running their activities in guise of selling clothes in the area, reports The Daily Star on March 7.

Investigators have claimed that a “sleeper cell” of a militant outfit was behind the knife attack on Professor Muhammed Zafar Iqbal, reports Daily Star on March 7. The report claims that at least four suspects were present near the campus of Shahjalal University of Science and Technology (SUST) just a day before the attack. It seemed the suspects were known to the detained attacker Foyzur Rahman. “We have unearthed plans by Ansar Al Islam about carrying out recce regarding the movement of Prof Zafar Iqbal. But we are not sure whether Foyzur attacked the teacher following an organisational decision as his name was not found on the 'Ashkari Group' list,” said a top official from the counterterrorism unit. The members of the “Ashkari Group” are trained to kill people, he said.

A team of Counter Terrorism and Transnational Crime (CTTC) on March 8 arrested Foyzur Rahman's brother, Enamul Hassan (28), at Gazipur, reports Daily Star. Enamul went into hiding with the mobile phone and tablet computer used by Foyzur and the CTTC found them in Enamul's possession yesterday evening. “We suspect Enamul might be involved in militancy as he went missing with the devices soon after the March-3 incident,” said a police official, adding that the devices could give them vital clues in the probe.

A four-member bench of the Appellate Division of the SC led by Chief Justice Syed Mahmud Hossain passed the stay order following two separate petitions filed by the Anti-Corruption Commission and government seeking the stay on the HC order on Khaleda’s bail. They were also fined BTk 20,000 each. The seven militants are Masud Rana alias Montri, (33), Rangpur regional commander of the militant outfit, Ihsak Ali, (34), Liton Mia alias Rafiq (32), Bijoy alias Ali alias Darji (30), Shakhwat Hossain alias Rahul, (30), Sarwar Hossain alias Sabu alias Mizan, (30), and Chandu Mia, (20). Of the seven, Chandu is on the run, said Police. Earlier on February 28, 2015, four of the seven namely Masud, Ihsak, Liton and Shakhawat had earlier been awarded the death penalty for killing Japanese national Kunio Hoshi in Kaunia on October 3, 2015. The court also acquitted six other JMB militant as the prosecution failed to prove their involvement in the killing. The Bangladeshi Military officials had come under scanner of the Government of Bangladesh after a Chinese boat carrying arms had entered Bangladesh waters and reportedly arms were smuggled for local extremist groups and insurgent groups based in North-East region of India, reports Economic Times on March 19. The Security agencies of both countries—India and Bangladesh are closely probing this case. It is assumed that the smuggled arms reached Dhaka (Bangladesh) to create the unrest ahead of the elections scheduled at the end of the year. However, the Bangladesh Coast Guard has not ordered any probing which allegedly pointing to the role of its top leadership in the incident.

The draft Policy is outlined on the basis of the existing Defence Policy of 1974 formulated by Bangabandhu Sheikh Mujibur Rahman."The policy was prepared with a vision of building people-oriented, modern and professionally competent Armed Forces to protect the country's independence and sovereignty and ensure public welfare," he said. The draft policy defines the military's relations with civilians and the media, he said. Cabinet Secretary Shafiul Alam citing the draft of the National Defence Policy-2018 informed that all paramilitary and auxiliary forces will come under the operational command of armed forces in times of war or crisis. The Supreme Court on March 19 stayed the High Court (HC) order that granted Bangladesh Nationalist Party (BNP) Chairperson Khaleda Zia bail in the Zia Orphanage Trust case, reports Daily Star. A four-member SC bench headed by Chief Justice Syed Mahmud Hossain also allowed the Anti-Corruption Commission and the government to move separate appeals before this court against the HC order and fixed May 8 for hearing of the appeals. Talking to the newspaper, Anti Corruption Commission (ACC) lawyer Khurshid Alam Khan said the stay order will remain in effect until hearing and disposal of the appeals and therefore, she cannot walk out of jail before the disposal.

According to a new survey conducted by a group of researchers led by renowned historian Professor Muntassir Mamun 2,452 genocide acts by the Pakistani army and their local collaborators took place in 10 Districts of Bangladesh in 1971, reports Dhaka Tribune on March 30. Earlier it had been thought there were 905 incidents of genocide in all 64 Districts. The survey has so far been conducted in Nilphamari, Bogra, Natore, Kurigram, Pabna, Rajshahi, Satkhira, Narayanganj, Bhola, and Khulna Districts. It will be carried out in the remaining 54 Districts in phases. The 1971 Genocide-Repression Archive and Museum Trust, which was established under the initiative of Professor Mamun in Khulna, is conducting the survey.
