A police personnel was killed and approximately 10 others injured in bomb blasts near the entrance of the International Trade Fair at the Circuit House Maidan in Khulna city on March 1. Media reports said the bomb allegedly thrown from the rooftop of the residence of Skeikh Zahid Hossain, former president of the Khulna Chamber of Commerce and Industry (KCCI), fell on the victim’s head killing him instantly. After this three more bombs exploded in quick succession. Among the injured figure two more police personnel and two women.

Police still remain clueless in the bomb blasts of March 1 near the International Trade Fair in Khulna that killed a traffic sergeant and injured 10 others. Police sources could not confirm the motive behind the blasts. A five-member team of the Criminal Investigation Department (CID) from Dhaka visited the spot and another team under the supervision of Deputy Inspector General of Police (Khulna) Enayetullah Dewan has started investigations into the incident. A case has already been filed under the Explosives Act.

According to media reports, the banned Islamist extremist Shahadat-e-Al-Hikma convener Sayed Kawsar Hussain is moving freely in the northern towns of Bangladesh including Rajshahi. After escaping arrest in an arms case on February 15, he was seen reportedly spotted in Naodapara, Horogram and Mohisbathan, but he has not been arrested, reports claimed. Meanwhile, Kawsar rejected the ban imposed on his outfit and said Home Minister Altaf Hossain Choudhury's statement in Parliament, on February 9, announcing the ban was incorrect and that that the Minister had provided wrong information about his organisation. Kawsar was held and detained in April 2002, following allegations of creating panic and cheating people through his non-governmental organization (NGO) of the same name, in Rajshahi. He was later enlarged on bail in August 2002.

Two alleged arms traffickers, suspected members of an international group, have been arrested by Jessore police near Bakra bazar, bordering Jhikargachha subdivision, on March 9. Police also recovered seven grenades, two petrol bombs, two pistols and 65 rounds of empty cartridges and seven rounds of live bullets from them. The arrested persons have been identified as Shahidullah and Sumon and a case has been filed at Jhikargachha police station.

According to media reports, one more member of the banned Islamist extremist group Shahadat-e-Al Hikma has been arrested in Rajshahi on March 10, raising the number of Al Hikma cadres arrested to five. The detainee has been identified as Abdus Subhan. He has been held under Section 54 of the Criminal Procedure Code (CrPC) and sent on remand. Reports added that sedition charges are likely to be filed against all five.

All the nine bombs recovered from two alleged arms traffickers at Bakra Bazar under Jhikargachha subdivision, on March 9, have been destroyed, media reports said on March 11. Police were quoted as saying that one of the arrested persons, Sumon, is a member of an Islamic fanatic group and is a resident of Shekhervita in Jamalpur district. Another arrested person, Shahidullah, is a teenager and student of Salafia madrassa (seminary) in Khulna district. The two have been sent on a five-day remand and a search is on for two more persons.

Police unearthed a training centre of the Islamist extremist Jamat-ul- Mujahideen (JuM), Bangladesh, in Hujrapur area, Chapainawabganj, and arrested five cadres, on March 11. Police also recovered three ‘powerful’ time-bombs, two chocolate-bombs, a kilogram of explosive material, splinters, mobile phone, passports, extortion receipts, audiocassette of the Taliban, etc during the raid. Manuals recovered included training for 'Jihad', 'Talibanism', guidelines to make time-bombs. Many of audiocassettes reportedly had titles like 'Taleban', 'Jihad on Allah's way,' and 'commando attack' .The arrested persons were still being interrogated when reports last came in.

Two police personnel were killed and two more injured in a series of bomb blasts set-off by unidentified miscreants in Sheikhpara area, Khulna, on March 11, media reports said. During raids following the blasts, police recovered two shotguns, a rifle and some bullets from the area. Police and a contingent of the Army have cordoned-off the area. It is suspected that the blasts are linked with the earlier killing of Sergeant Arifur Rahman. Meanwhile, police claimed that investigations into the murder have achieved a breakthrough and said business rivalry between two groups was a possible cause for the murder.

These militants are suspected to be behind a series of bomb blasts in last four months that killed 29 people, including three policemen, reports said. The inquiry commission on the Mymensingh bomb blasts headed by Justice Sultan Hossain Khan which submitted its report to the Home Ministry on March 15 has held Islamist fundamentalists or extremist groups controlled by forces outside the country responsible for it. It also alleged that the bombs could be of Indian origin but did not blame either the Indian government or any Indian agency for it. The commission has recommended tightening of border security, invigorating intelligence agencies, increasing number and allowance of police personnel, providing necessary logistics to the police stations and initiating investigations into all incidents of bomb blasts. Previously, the Government had blamed the opposition for the blasts.

Five of its cadres––Abdus Subhan, Shamim Uddin, Nizam Uddin, Rahmat Ali Sarkar and Azhar Ali Mridha––are already in police custody. However, four others, including convener Sayed Kawsar Hussain Siddiqui, are absconding. The case has been filed under sections 123 (Ka) and 124 (Ka) of Bangladesh Penal Code (BPC) for alleged involvement in anti-state activities.
