A day after receiving the body of Nayek Mizanur Rahman, Border Guard Bangladesh (BGB) on June 1 warned Myanmar of instant “befitting response” if such incidents of firing and killing take place in future, reports Daily Star. Tension is high at Bangladesh-Myanmar border at Painchhari of Naikkhangchhari in Bandarban District since the attack on a BGB team on May 28. “We want a friendly relationship with all bordering countries. But if they [Myanmar Border Guard Police] attack again, BGB will give befitting response immediately,” the BGB's Chittagong Region Commander Brigadier General Syed Ahmed Ali said in a briefing on June 1.

The government has decided to enact a new law, titled ‘Foreign Donations Regulation Act 2014’, to ensure transparency in the process of receiving funds from abroad and to eliminate militant financing, The Independent reports on June 2. For enacting the new law, the Prime Minister’s Office (PMO) has prepared a draft of the Act, which is likely to be placed before the Cabinet meeting today (June 2), sources in the PMO said. Under the draft Act, candidates to Parliament and local government bodies, Members of Parliament (MPs), elected representatives of the local government councils, political parties, officials working in different constitutional bodies and Justices of the Supreme Court, officials and employees of government organisations and officials and employees of registered Non-Governmental Organisations (NGOs) cannot receive any foreign donations. The Director General of the NGO Affairs Bureau, Mohammad Nurun Nabi Talukder, said that they are enacting the new Act to ensure transparency and impart dynamism to the government’s development programme. “If we can ensure transparency while receiving foreign funds, we can check terror and militant financing,” he said. Further, sources in the Social Welfare Ministry and the NGO Affairs Bureau said, “So many NGOs have mobilised a huge amount of funds from donor agencies and persons, which are involved in various disruptive activities worldwide, including militancy. Most of the funds are being used for militancy and terror financing.” Activities of over 500 suspect NGOs are also under surveillance by different intelligence agencies as the organisations were involved in militancy and other anti-people activities in the country.

Two prosecution witnesses on June 1 told the International Crimes Tribunal-1 (ICT-1) that the Pakistani Army accompanied by War Crimes accused ATM Azharul Islam shot dead their fathers and brother on April 3, 1971 at Dhapengineer Para crematorium of Rangpur's Kotwali Police Station, reports Daily Star. Azharul faces six charges of murder, genocide and crimes against humanity during the Liberation War. In addition, an indigenous prosecution witness (PW), Basu Sautal on June 1 alleged at the ICT-2, that SM Qaisar made the Pakistan Army rape his aunt at a Habiganj Tea garden in Habiganj District in 1971, reports The Independent. ICT-2 headed by Justice Obaidul Hassan recorded the deposition of Basu Sautal. He is 18th prosecution witness alleged in his deposition that SM Qaisar, Gafur and Abdul Haq with two Pakistani Army men came to their house at about 10am in the morning on May 11 in 1971. SM Qaisar, former State Minister during regime of General HM Ershad, the alleged founder of “Qaisar Bahini”, which worked with the Pakistani army, was charged with 11 incidents of killing that left 47 people dead, two incidents of rape and two incidents of inhuman acts during the War of Liberation in 1971.

Separately, Police on June 2 foiled a sit-in called by Gonojagoron Mancha to protest the Law Minister's recent comment that the JeI's trial is not possible under the ICT Act. Activists first gathered at Shahbagh in Dhaka and then started marching in procession to the Law Ministry, Anisul Haq at the secretariat around 12:30pm, chanting slogans, “At what price the decision to ban Jamaat was sold”, “Stop dilly-dallying over banning Jamaat”, “If the Nazi party could be banned why not Jamaat” etc. Meanwhile, Prime Minister Sheikh Hasina Wajed at a press briefing seconded the Law Minister's argument, and said she saw no reason behind the hullaballoo over the War Crimes trial as things were going on at the right pace.

The trail proceedings of Mobarak Hossain a leader of Brahmanbaria Awami League was concluded on June 2, reports Daily Star. International Crimes Tribunal-1 (ICT-1) may deliver verdict in the War Crimes case against Hossain any day now. The three-member ICT-1 led by its Chairman Justice M Enayetur Rahim kept Mobarak's case on CAV [Curia Advisari Vult, a Latin legal term meaning verdict could be delivered anytime] after hearing two petitions submitted by the prosecution. On November 11, 1971, Mobarak and his armed associates abducted Abdul Khaleque of Satian village at about 9:00 pm and took him to the Razakar camp of Suhilpur Union Parishad. Khaleque, a pro-liberation Ansar member, faced torture and was eventually killed, according to the charges pressed against Mobarak. While serving as a Jamaat-e-Islami (JeI) member during the Liberation War, he was involved in murder, abduction, confinement, torture and loot, according to the charges. Mobarak, as a commander of Razakar force, substantially “participated in”, “contributed to” and “facilitated” the commission of crimes in different parts of Brahmanbaria in 1971. In the closing arguments, the prosecution appealed to the tribunal to award him capital punishment for his crimes against humanity during the war. On April 23, 2013 the tribunal indicted Mobarak, for his war crimes.

Police arrested three cadres Islami Chhatra Shibir (ICS), the students' wing of Jammat-e-Islami (JeI) in between June 2-3, reports The Independent. Police sources said they arrested two local unit ICS activists from Lohagara sub-District and one from Satkaina sub-District in Chittagong District. According to Police sources, cases were lodged accusing the trio for destructive activities, mainly torching, vandalising and attacking minority groups in those areas in the past.

The Rapid Action Battalion (RAB) on June 3 recovered a large cache of ammunition, including anti-tank rocket shells and chargers of launchers, from a bunker inside the Satchhari National Park in Chunarughat sub-District of Habiganj District, reports Daily Star. RAB spotted six more underground bunkers there, but found nothing in those so far. Officials said they recovered 184 rocket shells (40mm) and 153 chargers abandoned in one bunker at the hillock of the reserve forest, some 130km off the capital, during the raid. The ammos were wrapped in polythene and there was nothing written about the manufacturing country on the shells, said Colonel Ziaul Ahsan, Additional Director General (operations) of RAB, who took part in the drive. TripuraInfo reports that it is suspected that the National Front of Tripura (NLFT) had buried the weaponry. RAB sources added that there might be more ammunition. Tension runs high at Khagracharri District in CHT following a skirmish between United Democratic Front (UDF) and Bangladesh Border Guards (BGB) which has prompted the Bangladesh nationals to take shelter in Indian soil. Those had been stored in a bunker. RAB also found oil used for cleaning firearms and discovered two more empty bunkers, as it resumed a search operation deep into the reserve forest in the morning for the seventh consecutive day. RAB first laid its hands on 184 anti-tank rocket shells (40mm) and 153 rocket charges on June 3 inside a bunker at a hillock of the forest. Six more bunkers were found on that day but they were empty. The next day (June 4) law enforcers found two more bunkers piled with a cache of arms and ammunition. Earlier, RAB Media Wing Director Habibur Rahman said the arms and ammunition recovered in the forest were apparently similar to those recovered in Chittagong in 2004 and Bogra in 2003.

The bench of Justice Mohammad Asfaqul Islam and Justice Mohammad Ashraful Kamal also fixed July 7 for delivering a verdict on this issue. Earlier, on August 5, 2013 another HC bench, led by Justice M Enayetur Rahim, issued the contempt rule against Rafiqul and another JeI leader, Mohammad Ibrahim, for issuing the statement on August 1, 2013 rejecting the HC verdict that declared JeI's registration with the Election Commission illegal. Receiving a copy of the statement, the HC bench led by Justice Enayetur on August 5 also asked them to appear before it on September 16 last year to explain why contempt of court proceedings should not be brought against them for issuing such a statement. Rafiqul and Ibrahim apologised unconditionally to the court for the statement and Ibrahim appeared before the HC but Rafiqul did not, Deputy Attorney General SM Maniruzzaman said.

The three other accused are Mohammad Zunaid, guard; Mohammad Ishaque, teacher; and Habibur Rahman, student, of the madrasa. It was primarily proved that the accused were involved in collecting bomb-making substances, making explosives by supplying these substances, and killing the people by carrying out the blast, according to the charge sheet. Police prepared the charge sheet after running an investigation by collecting evidence from the scene, analysing the autopsy reports of the deceased, and interrogating 34 witnesses including police personnel, experts, and general people. In connection with the incident, two other cases--one under the explosives act and the other under the acid control act--were also filed. The trial of the first one is underway while the charge sheet was filed in the second case.

Mallik, who was a Razakar 'commander', had abetted Pakistani occupation forces to kill President of Subidkhali Awami League (AL) Abdul Qader Jamaddar, AL activist Yazuddin Khalifa, Dr Debendranath and his wife and some minority people in the area during the Liberation War.

Five cadres of Islami Chhatra Shibir (ICS), the student wing of the Jamaat-e-Islami (JeI), were injured in clash with Police while observing a daylong hartal (general strike) at Rajshahi University (RU) in Rajshahi District on June 26, reports The Daily Star. The cadres also vandalized two University buses and blasted at least five crude bombs. They enforced the strike to realize the demand for the arrest of leaders of Bangladesh Chhatra League (BCL), the student wing of Awami League (AL), who they accuse of severing the ankle of an RU ICS leader, Russell Alam, on June 16. Police also recovered an unexploded crude bomb on the campus. Police arrested four RU students, suspecting that they were ICS cadres.

In a meeting between India’s External Affairs Minister Sushma Swaraj and her Bangladeshi counterpart Abul Hassan Mahmood Ali in Dhaka city on June 26, India has relaxed visa rules for a category of Bangladeshi nationals planning to cross into its borders, reports NDTV. Children below the age of 13 and citizens above the age of 65 will be given multiple-entry tourist visas for five years on their arrival in India in a move that is aimed at giving a fillip to ties between the two countries. The two sides are also learnt to have discussed a host of bilateral issues, including Teesta river water sharing, ratification of the Land Boundary Agreement (LBA) and illegal immigration, even though no formal agreement is expected to be signed.

India’s External Affairs Minister Sushma Swaraj on June 26 (today) held talks with her Bangladeshi counterpart Abul Hassan Mahmood Ali in Dhaka city on key bilateral issues, including Land Boundary Agreement (LBA), Teesta river water sharing deal and illegal immigration, reports The Times of India. The trip is aimed at taking forward the bilateral ties which are on a "positive trajectory" for past few years. Earlier, ahead of Swaraj's Bangladesh visit, the All Assam Students' Union (AASU) on June 24 sent an urgent letter to her demanding that she should take up the issue of illegal immigrants with the Bangladesh Government in an effective manner, reports Times of India. In a statement, AASU urged the Union Minister to take a positive step during her Bangladesh visit so that all illegal immigrants who came to Assam from the neighboring country after 1971 can be deported. AASU also urged the Centre to take up necessary steps so that the Bangladesh Government accepts all illegal immigrants living in Assam without any question.

The 219-page document contains 47 pages of probe report, 78 pages of documentary evidences, 71 pages of statements of witnesses and 23 pages of photographs and maps of the places where the accused allegedly committed the War Crimes. He said that during the investigation he collected evidences of Hasan’s involvement in six counts of War Crimes, including genocide, killings, abduction, torture, confinement and forced deportation of people in Tarail thana (Police Station) in Kishoreganj District to India during the Liberation War.
