Counter Terrorism and Transnational Crime (CTTC) unit Chief Mohamad Asaduzzaman on February 1 said that we need softer approaches along with the hard approach to prevent extremism, reports The Daily Star. For this, deradicalization needs to start from jail, and this initiative needs to start immediately. The proposal to appoint psychologists for deradicalization programme remains stuck in a bureaucratic tangle. This comes despite repeated warnings that arrested militant suspects became more dangerous after being sent to jail and spending time with extremist groups' top leadership there. On January 17, 2021, under the project, CTTC first sent a proposal to directorate of prisons to obtain permission to provide counselling of extremist prisoners in jail. The prison directorate responded with a no-objection on February 15, 2021, and requested the Government to approve appointment under the project. However, on March 25, 2021, Security Service Division (SSD) of the Home Ministry refused to allow such a step and suggested Police to apply again by informing the public security division of the ministry, according to sources.

An Army personnel and three members of Jyotirindra Bodhipriya Larma aka Santu Larma faction of the Parbatya Chattagram Jana Samhati Samiti (PCJSS-Santu Larma) were killed during an exchange of fire in Ruma upazila of Bandarban District on February 2, reports The Daily Star. The deceased Army personnel was identified as Habibur Rahman, a senior warrant officer. He was shot in the head, Inter Services Public Relations (ISPR) said in a press release. The identity of the three other deceased could not be known but ISPR said they were armed criminals belonging to the PCJSS-Santu Larma. The Army team recovered an SMG, 249 bullets, three guns, five bullets of the guns, four uniforms and BDT 52,900.

The Appellate Division of the Supreme Court (SC) on February 2 declared penalty of two convicts in wartime crimes invalid due to their death, reports Bangladesh Post. The apex court abated appeals of two war crimes case convicts from Keshabpur in Jessore District against their conviction and sentences by the International Crimes Tribunal-1 (ICT-1), as the two have already died of natural causes in jail custody. The two convicts are Maulana Sakhawat Hossain who was awarded a death sentence for committing crimes against humanity in 1971, and Billal Hossain Biswas, who was awarded life term imprisonment in the case. On August 10, 2016, the ICT-1 awarded death sentence to Sakhawat Hossain and life imprisonment till natural death to Billal Hossain Biswas. However, Billal died in 2018 and Sakhawat died on December 11, 2021, in jail, before the hearing of their appeals.

Hefazat-e-Islam (HeI) on February 3 demanded immediate release of the organisation leaders who are now languishing in jail after being arrested by the law enforcement agencies, reports New Age. HeI ameer (chief) Mohibullah Babunagari made the demand in a statement. The statement, signed by the HeI’s organising secretary Mir Edris, mentioned that HeI had no political motive in its 13-points. HeI has no interest to go on power, the statement said.

Army personnel conducted a drive in a den of United People Democratic Front (UPDF) and demolished its four barracks, two duty posts and a training centre at Jarulchhari in Khagrachhari District on February 5, reports New Nation. Tipped off, some Army members of Dighinala zone conducted the drive at 5am. They destroyed four barracks, two duty posts and a training centre, said Mohamad Zahid Hasan, staff officer of Khagrachhari region of Bangladesh Army. The UPDF members established a temporary base for training and were harassing locals extorting money and committing other crimes, he said. Bullets were exchanged between the UPDF men and army men during the drive, he claimed. Army personnel recovered their training materials and documents from the camp, said the army officer.

The arrestees are Pabna District JeI Ameer Professor Abu Taleb Mandal, Naib-e-Ameer (Deputy Chief) and former chairman of Atgharia Upazila Parishad Maulana Zahurul Islam Khan, Naib-e-Ameer Professor Nazrul Islam, Finance Secretary Maulana Abdus Shakur and Workers Welfare Federation Pabna District President Rezaul Karim. He said “I think that Mirza Fakhrul Islam Alamgir and also BNP should be brought under trial for sending letters to foreigners against the country to stop assistance and to use it (aid) as a weapon. BNP has appointed lobby firms as a part of anti-state conspiracy and propaganda, to create barriers in country’s export trade and to tarnish the image of the country. But, at first, they have denied the allegations and Mirza Fakhrul Islam Alamgir, at a press conference, claimed that he didn’t send any letter. Later, they became silent when we present all documents of letters signed by Mirza Fakhrul and the documents of appointing lobbyists by using BNP office address before the mass media.”

Chuadanga District Court on February 8 sentenced a cadre of banned extremist outfit Jamaat-ul-Mujahideen Bangladesh (JMB) to life term imprisonment in a case filed over 2005 series bomb blasts, reports New Age. Chuadanga Additional District and Sessions Judge Court acting Judge Lutfor Rahman Shishir pronounced the judgment in presence of the accused. The lifer is Saikhul Islam alias Rakib (35), son of Giasuddin of Panchakaran village in Bagerhat District. The court passed the order after examining statements of 18 witnesses in the case. On August 17, 2005, some JMB extremists exploded bombs at the court premises and old jail area in Chuadanga city. On August 27, 2006, Police arrested Shaikhul Islam.

Ireland-based human rights watchdog Front Line Defenders in a report launched on February 8 from Dublin has alleged that the Bangladeshi human rights defenders face criminalization with far-reaching consequences as a result of the broad and politically-motivated use of the Digital Security Act (DSA) since it came into force in 2018, reports New Age. The report by Front Line Defenders, Digital Security Act: A Hanging Sword on Human Rights Defenders in Bangladesh, documents cases of eight Human Rights Defenders (HRDs) charged under the DSA, and how they suffered numerous violations of due process, economic difficulties as a result of lost income and jobs, and social stigmatization and harassment. It also alleged that the rights defenders’ family members also suffered in various ways, while they were all forced to significantly curtail their human rights work.

A delegation of Hefajat-e-Islam (HeI) on February 9 demanded the release of its leaders and activists from jails, reports The Daily Star. The leaders came up with the demand during a meeting with Home Minister Asaduzzaman Khan Kamal at the Secretariat, HeI said in a press release. The delegation was led by Sajidur Rahman, Secretary General of HeI, it said. While giving thanks to the Minister for his assistance in releasing its several leasers, HeI leaders said many other leaders have been remaining behind bars for over 10 months. The delegation members of HeI, a Qawmi madrasa-based organisation, said some families and institutions are facing problems as its leaders remain in jails. Besides, HeI leaders also urged the Home Minister to withdraw all the cases against HeI leaders and activists filed in 2013, 2016 and 2021.

War criminal and former Jatiya Party (JP) leader Syed Mohammad Qaisar (82) died on February 11 at Bangabandhu Sheikh Mujib Medical University (BSMMU) Hospital in Dhaka city, reports The Daily Star. The death-row convict breathed his last while receiving treatment at BSMMU Hospital. Qaisar was sentenced to death by the International Crimes Tribunal-2 (ICT-2) on December 23, 2014 for his crimes against humanity during the 1971 Liberation War. Qaisar filed an appeal at the Appellate Division of the Supreme Court (SC) against his conviction on January 19, 2015. On January 14, 2020, the Appellate Division of the SC upheld the death sentence.

Politicians, lawyers, journalists and academics in a webinar hosted by CGS criticised the Government for targeting dissenters and journalists with DSA and said that the law was being enforced to prolong a non-transparent governing system in the country. Most of the discussants said that the law needed a review while Supreme Court (SC) lawyer Jyotirmoy Barua said the law must be repealed to uphold people’s fundamental rights. CGS organised the webinar titled ‘Digital Security Act 2018: Who are the Real Victims’. A study by the CGS of the cases filed by the victims revealed that an overwhelming majority of people were not directly affected by the alleged crime. At least 80 per cent of accusers are affiliated with the ruling political party, revealed the study.

Ahmed Faysal (27), made 15 fund transfers in all through various online platforms to Medical Aid Syria (MAS) and Ramadan 2020 Emergency Homes for Syria. He did so despite having reasonable grounds to believe that the monies would, in part, benefit terrorist group Hay'at Tahrir al-Sham (HTS), which is based in Syria. Ahmed started working as a construction worker in Singapore in 2017 and became radicalised the following year. Ahmed was arrested on November 24, 2020, under the Internal Security Act (ISA) for terrorism-related activities and issued an Order of Detention.

Ganosamhati Andolon organised the rally to mark first anniversary of death of writer Mustaq Ahmed in jail custody on February 25 around nine months after his arrest under the DSA, 2018. The chief coordinator of the party, Zonayed Saki, who chaired the rally, said that the Awami League Government was using the DSA as a tool of repression to stop the voices of the people who criticised the Government. Executive coordinator of the party Abul Hassan Rubel, said that death of Mustaq in jail custody was the first case ever after arrest under DSA. Central leader of party Firoz Ahmed said that the Awami League Government had introduced culture of fear among the people to stop criticism of the government. Of around 250 DSA cases analysed, the rest 82 percent were filed for expressing opinions online or for sharing news content, the organisation said in a press statement circulated. It came up with the numbers after collating media reports. Nearly half of all the cases were filed under section 25, which prosecutes publishing anything that is "offensive, false, or threatening in order to annoy, insult, humiliate or malign a person". 17 percent of the cases were filed for "hurting religious sentiment". In 153 of the cases, the accused were arrested immediately, said the statement. Nearly half of all the cases were filed by politicians, or politically affiliated people, while law enforcers filed a quarter of them. The total number of people accused in all these cases is 553, and a third of them were journalists.

A Khulna Court on February 28 sentenced a leader of banned extremist outfit Jamaat-ul Mujahideen Bangladesh (JMB) to 20 years imprisonment in a case filed under the Explosive Substances Act, reports New Age. The convict is Ziaur Rahman alias Sagar alias Sabbir, Khulna ‘divisional chief’ of JMB. Khulna Additional Metropolitan Sessions judge SM Ashikur Rahman handed down the verdict. The court also fined him BDT 20,000, in default, to suffer six months more rigorous imprisonment, said lawyer Kazi Sabbir Ahmed of the court. According to the case, members of Rapid Action Battalion arrested Ziaur Rahman from Miapara of Khulna District on December 29, 2005. Later, on December 30, 2005, a case was filed at Daulatpur police station under the Explosive Substances Act. On January 19, 2006, Jahedul Haque Sarkar, sub-inspector of Daulatpur police station, submitted a charge-sheet against him.
