Rapid Action Battalion (RAB) on February 1, arrested four cadres of Ansar-Al-Islam from Paltan and Vatara areas of Dhaka city in Dhaka District of Dhaka Division, reports Prothom Alo. The arrestees were identified as Mohamad Abdul Wahab alias Siratul Mustakim (30), Mohamad Belal Hossain alias Khorshan Mujahid (22), Mosammat Jhumur (18), Mohamad Nazmul (17). 11 books on extremism, 21 leaflets and documents of some 167 conversations on militants’ activities were recovered from their possessions.

A Chattogram court on February 2 sentenced two cadres of the banned militant outfit Hizb-ut-Tahrir to four-year rigorous imprisonment in a case filed for distributing and preserving anti-state leaflets in 2018, reports New Age. Abdul Halim, Anti-Terrorism Tribunal Judge of Chattogram, handed down the verdict to Saimon Alam Chowdhury (26) and Mirajul Islam (27). The court sources said the accused persons distributed anti-state leaflets among people on December 24, 2018. Convicts were present before the court at the time.

The arrested were identified as Sheikh Kamal Hossain, the outfit's ‘second-in-command’; and cadres Sohel Rana, AB Ahmed Pajlu, Khalequzzaman and Maniruzzaman. During the raids, 12 mobile phone sets, some credit cards, receipts of inmates and Tk37,062 were seized from their possession.

The Anti-Terrorism Unit (ATU) of Police on February 3 arrested two cadres of the banned militant outfit Jamaat-ul-Mujahideen Bangladesh (JMB) from Kotwali thana crossing of Chittagong District in Chittagong Division, reports Dhaka Tribune. The arrestees are Abdul Karim alias Anwar (29) and Nur Islam alias Liton (35). Police were looking for them in connection with a case filed with Hathazari Police Station in Chittagong under the Counter-Terrorism Act 2009 on December 27, 2010. They were on the run since then.

Two Rohingya drug dealers were killed in a gunfight with Border Guard Bangladesh (BGB) in Bandarban District’s Ghumdhum border area on February 8, reports Daily Star. The dead were identified as Mohammad Zobair and Dil Mohammad from Kutupalong Rohingya camp. Two BGB members were also injured in the incident, the BGB official said. Acting on a tip off, a team of BGB-34 Battalion conducted a drive at Garjanbania Chakmapara in Naikkhangchhari sub-district. One lakh yaba pills were seized and two guns, four cartridges and two bullets were recovered from the spot. A case was filed in this connection.

Anti-Terrorism Unit (ATU) of Police arrested two cadres of banned militant group Ansar al Islam from Narsingdi and Narayanganj Districts on February 9, reports The Daily Star.A team of ATU first arrested Hizbullah Mia alias Rasel Ahmed (22) from Raipura area of Narsingdi District in Dhaka Division. Based on his information, they later arrested Nurul Alam (23) from Modonpur area in Narayanganj District of Dhaka Division. Police said that Hizbullah had created a secret group in Telegram, an encrypted messaging app, and added members and admins including Nurul for extremist activities.It was found in their group chat that they were planning to carry out targeted killings of political and religious leaders.

On February 9, Union Minister of State for Home (UMHA) Nityanand Rai informed the Lok Sabha that in the last two years, India has reported the maximum number of infiltrations from Bangladesh, reports Northeast Now. Over 1045 infiltrators were intercepted by the Border Guarding Forces during the last two years. In his statement, Rai also stated that 61 people have been apprehended from India-Pakistan border whereas 63 people were apprehended from Indo-Nepal border during the same period. He further stated that separate funds have been allotted for securing the borders like manning observation posts along the borders, vulnerability mapping of Border Out Posts (BOPs), deployment of surveillance equipment, strengthening of intelligence network, erection of border fencing & floodlighting and deployment of technological solutions in non-feasible areas like riverine gaps, etc.

Satkhira District Court on February 10 sentenced 17 militants of banned outfit Jama'atul Mujahideen Bangladesh (JMB) to different terms in cases filed over series bomb blast in five different spots in Satkhira on August 17, 2005, reports The Daily Star. Satkhira Additional District and Session Judge Shariful Islam sentenced eight of them to 13 years imprisonment and nine others to different terms. The court also acquitted one of the accused as charges brought against him could not be proved, while another had died in 2018, during the trial of the case, Public Prosecutor Advocate Abdus Samad said. Besides, three of the convicts - Fakhruddin Raji, Abul Khayer and Naimuddin – were tried in absentia, the public prosecutor added.

Six of the convicts Moinul Hasan Shamim (24), Mohamad Abdus Sabur (23), Khairul Islam (24), Mohamad Abu Siddique Sohel (34), Mohamad Mozammel Hossain Saimon (25), Mohamad Sheikh Abdullah (27), all ABT members, heard the verdict from the dock without showing any emotional response. Ansar-al-Islam leaders — sacked Army Major Syed Ziaul Haque alias Zia and Akram Hossain — faced the trial in absentia and are still in hiding.

The International Crimes Tribunal (ICT-1) on February 11 sentenced three persons to life imprisonment and five others for 20 years for committing crimes against humanity at various places in Gafargaon of Mymensingh District during the 1971 Liberation War, reports New Age. Those sentenced to imprisonment for life until biological deaths are AFM Faizulla (66), Mohamad Abdur Razzak Mondol (64) and Shamsuzzaman Kalam (65), while the five others who were awarded jail term for 20 years each are Mohamad Khalilur Rahman Mir (62), Mohamad Abdullah (62), Mohamad Rois Uddin (74), Sirajul Islam (66) and Mohamad Alim Uddin Khan (77). The judgement was pronounced in the presence of four convicts Khalilur, Shamsuzzaman, Abdullah and Rois. All the convicts were members of the anti-independence Razakar force during the war. This was the 42nd verdict in as many cases of crimes against humanity in Bangladesh. Until now, 103 people have been convicted of war crimes with 69 of them receiving death penalty and 34 others jail sentences of various terms. Six of the convicts have so far been executed. The ICT-1, the lone such tribunal operating currently in Bangladesh, has now 36 cases pending for disposal. Of the cases, 23 are under trial and 13 in pre-trial stages.

The Police Bureau of Investigation (PBI), dedicated to investigating critical and high-profile cases, in a report said as many as 18 militants of different outfits, all accused in cases filed for terrorist activities between 2000 and 2016, fled the country either after obtaining bail from the court or without ever being arrested, reports The Daily Star on February 15. They were now living in 13 countries spanning North America, Europe, Middle East and Asia, said PBI. The report, however, did not mention how the accused managed passports and crossed immigration. Neither did it say the time the accused fled the country.The PBI found that 23 militants, who are accused in different terrorism related cases, have gone into hiding after obtaining bail with their family members and relatives having no idea about their whereabouts.The Police unit prepared the report after over two years of investigation and visits to present and permanent addresses of around 3,700 militants named in the PBI database.They are the accused in different terrorism-related cases filed since 2000.

Led by Indian Union Home Secretary Ajay Kumar Bhalla and his Bangladesh counterpart Senior Secretary, Public Security Division Mostafa Kamal Uddin, the 19th Home Secretary level talks between the two countries was held in the backdrop of ‘Mujib Barsho’and 50 years since the Bangladesh Liberation War.
