Addressing a function in Dhaka on November 1, the main tribal leader and chief of the Jana Sanghati Samity Santu, Larma accused the present Government for taking no initiative to implement the Chittagong Hill Tracts Accord signed six years ago. He warned the Government of ‘grave consequences’ in case of non-implementation. He also announced that tribesmen would observe a road blockade programme in the three hill districts on December 2 and a strike on December 6 in the region.

A United People's Democratic Front (UPDF) leader was killed and two others sustained injuries in Khagrachhari during a gunfight between the pro and anti-accord activists on the sixth anniversary of the signing of the Chittagong Hill Tracts (CHT) peace treaty on December 2, 1997. A dawn-to-dusk road blockade called by pro-peace Parbattya Chattagram Jana Sanghati Samity (PCJSS) was observed in the three districts on December 2 demanding "full implementation" of the CHT accord. The UPDF office at Babuchara Bazar was also attacked and set ablaze by its rivals.

Addressing a press conference in Dhaka on December 2, Chairman of CHT Regional Council, Santu Larma, announced a four-point ‘programme of movement’ on behalf of the PCJSS. The programme includes mobilising public opinion across the country for a full implementation of the peace treaty, drawing up future strategy in the first week of January 2004, formation of indigenous forum and support groups for ethnic population with progressive parties of the country and observing a strike in the region on December 8. He also demanded withdrawal of all temporary army camps from CHT and the appointment of a full minister of the CHT affairs before December 31, 2003. He also threatened to launch a movement if the demands were not met by the deadline.

According to Agence France-Presse, Bolivian police have arrested 16 Bangladeshis carrying false documents on suspicion that they might be linked to terrorist groups. Interior Minister Alfonso Ferrufino was quoted as saying that they were arrested at the Santa Cruz airport in eastern Bolivia on December 4 during a joint operation with the French intelligence officers. Ferrufino said French authorities had requested the 16 suspects be detained on information "that would link these people to terrorism."

Responding to the demand of Jotirindra Bodipriya Larma alias Shantu Larma, Chairman of Chittagong Hill Tracts (CHT) Regional Council, for his ouster, Wadud Bhuiyan, the ruling party Member of Parliament and Chairman of Chittagong Hill Tracts Development Board, has reportedly announced in Khagrachhari on December 4 that he would step down as chairman provided Larma gives a written assurance that all problems in the CHT would end with his departure. An anti-Ahamadiya group, Khatme Nabuat Andolon Samannay Committee (KNASC), formed to get the sect of Ahamadiyas declared as ‘non-Muslims’, reportedly brought out a procession in Dhaka city’s east Nakhalpara area after the Friday prayers in which over 30,000 people participated. The president of the committee, Mahmudul Hasan Mumtaji, Khatib (preacher) of Rahim Metal Mosque threatened that the Government would be held responsible for any untoward incident if their demands were not met by the deadline. A number of Islamist groups including Nezam-e-Islam, Jaise Mostafa and the Islami Oikya Jote, reportedly participated in the procession.

The Daily Star quoting unnamed officials has reported that five Ansars (para-military force personnel) arrested in the Khulna city on December 24 on charges of abetting Islami Chhatra Shibir (ICS) activists in making bombs inside an abandoned residential hotel, have been dismissed from their service. Along with these Ansars, four ICS cadres were also arrested and charged under the Explosives Act. Unnamed sources were quoted as saying that the four ICS activists were arrested on the specific charge of bomb-making to carry out subversive activities under the umbrella of Al-Mujahiden, an extremist outfit based in Jamalpur and Sherpur districts. Security forces had also recovered 16 powerful handmade bombs, bomb-making materials and some brochures from the hotel. Sources added that many Ansars in the southwestern zone have links with the outlaws.

He is also alleged to be linked to the planting of explosives near the venue for a Gopalganj rally of former Prime Minister Sheikh Hasina, which she was scheduled to address on July 21, 2000. The verdict was handed down in the absence of the Islamist outfit leader, popularly known as Abul Kalam. The court also ruled that police had seized a large quantity of bomb-making materials and a foreign-made revolver from Hannan's residence in the Hemangan area of Gopalganj on July 24, 2000. However, the tribunal acquitted five others accused in the case.
