Three crude bombs exploded on the roof of a building housing office of Islami Chhatra Shibir (ICS), the student wing of the Jamaat-e-Islami (JeI) during a block raid by Police at DC Road area of Chittagong District in Chittagong Division on November 3,reports The Daily Star. A team of Chittagong Metropolitan Police (CMP) reached Al-Isra Bhaban, which houses the city unit of ICS office on its third floor. Police suspected that someone exploded the crude bombs sensing the presence of law enforcers and fled away. Afterwards, a team of bomb disposal unit rushed to the spot and found six crude bombs and some other kinds of explosives.

Prime Minister (PM) Sheikh Hasina on November 4 urged Islamic scholars and religious leaders to play their role in maintaining peace in the society, assuring them that her Government would not allow anyone to spread any propaganda against Islam, reports Daily Star. The rally was organised by Al-Haiyatul Ulya Lil-Zami'atil Qawmiya Bangladesh, a combine of Qawmi education boards, to acknowledge the government's recognition of the highest degree offered by non-government Qawmi madrassa as equivalent to postgraduate degree. The combine is led by Hefajat-e Islam ‘chief’ Shah Ahmed Shafi. “Anyone spreading any propaganda against Islam and the Prophet would be brought to justice under the law. We will not take the law into our hands,” she said. PM urges at rally organised by a Qawmi platform in gratitude for recognition of top degree; she is given title 'Qawmi Mother'.

The International Crimes Tribunal-1 (ICT-1) on November 5 found two people, including a former leader of Habiganj Awami League (AL), guilty of crimes committed during the Liberation War in 1971 and sentenced them to death, reports The Daily Star. The convicts were awarded the punishment for their direct involvement in genocide and crimes against humanity perpetrated in three upazilas -Lakhai of Habiganj, Nasirnagar of Brahmanbaria and Astogram of Kishoreganj. Liakat Ali, 63, former president of Lakhai upazila AL, and Aminul Islam alias Rajab Ali, 62, of Astogram upazila, are now on the run. Liakat was a commander of local “Razakar Bahini” and Aminul a commander of local “Al-Badr Bahini”. They, however, used to move together in the localities and had a nexus with the Pakistan army stationed in Astogram. Both Razakar and Al-Badr Bahini were auxiliary forces of the Pakistan army in 1971.

The ‘chief coordinator’ of Jama'atul Mujahideen Bangladesh (JMB) was killed in a gunfight with Police in Shibganj in Bogra District of Rajshahi Division on November 6, reports The Daily Star. Police identified the dead as Khorshed Alam alias Salim alias Master (33), the mastermind of killing blogger Shahjahan Bachchu and was the main planner of snatching three important JMB leaders from a prison van on February 23, 2014 at Trishal in Mymensingh. Dhaka Metropolitan Police (DMP) on November 7 arrested eight NGO employees for their alleged involvement in militant financing and for being linked to the banned militant outfit Ansar-al-Islam, reports Dhaka Tribune. They were arrested from their Mirpur DOHS office in Dhaka city. Law enforcement officers recovered Tk14 lakh, a laptop, eight CPUs and 10 mobile phones from their possession. They arrested men have been identified as – Safwanur Rahman, 34, Sultan Mahmud, 25, Md Nazrul Islam, 38, Md Abu Taher, 36, Md Ilias Mridha, 30, Md Ashraful Alam, 24, Hasnaine, 30, and Md Kamrul, 28.

Chief Election Commissioner (CEC) KM Nurul Huda while addressing the nation on November 8 announced that the 11th parliamentary election will be held on December 23, reports The Daily Star. The announcement came as major contentious issues over the polls still remain unresolved. A day before, Prime Minister Sheikh Hasina wrapped up week-long talks between the ruling Awami League-led 14-party combine and at least 80 parties under the banners of different alliances. During the dialogue, Jatiya Oikyafront, an alliance of the BNP and several other opposition parties, and some more parties demanded dissolution of parliament before the polls and formation of a neutral election-time government. But the talks ended without any settlement of the contentious issues.

The deceased has been identified as 38-year-old Mohammad Ali Sheikh. Police recovered a pistol, a double-barrel firearm and 14 rounds of bullets at the scene. A Dhaka court on November 9 placed eight members of the banned militant group Ansar Al Islam (AI) on a six-day remand, reports The Daily Star. Counter Terrorism and Transnational Crime (CTTC) unit arrested these individuals on the charge of spreading terror propaganda among Rohingya refugees in Cox's Bazar in the guise of a Non Governmental Organisation (NGO) named Small Kindness Bangladesh (SKB). CTTC officials said the NGO, which was spreading terror propaganda in the name of humanitarian activities in the Rohingya camps, was banned by the NGO Affairs Bureau for its alleged involvement in militancy financing as well as conducting anti-state activities in August. Despite the ban, the NGO was operating its activities. Pakistan-based Al-Khidmat Foundation, an organisation that has connections with terror outfits Al-Qaeda and Lashkar-e-Taiba (LeT), was operating militant activities in Rohingya camps through the NGO, the investigating officials claimed.

Election Commission (EC) Secretary Helaluddin Ahmed told reporters on November 9 at the EC Secretariat that persons affiliated with the political party Jamaat-e-Islami (JeI), which has lost its registration, can participate in the upcoming election as independent candidates, reports Dhaka Tribune. “Candidates from other unregistered parties can also run as independents. Even they can run with the symbol of any registered party, provided that they get nomination from that party. A registered party can give anyone their nomination. So if the registered party wants, they can give their nomination to the members of an unregistered party as well,” Helaluddin said. Before the 10th parliamentary elections, the High Court on August 1, 2013 declared JeI’s registration by the EC void and illegal, barring it from contesting in the 2014 elections.

Chief Election Commissioner (CEC) KM Nurul Huda came up with the revised schedule a day after the Jatiya Oikya Front decided to join the polls and demanded deferral of the schedule by one month and AQM Badruddoza Chowdhury-led Jukta Front demanded that the polls be rescheduled for December 30. However, reports also add that that many of the refugees listed for return are hiding in fear of forcible repatriation. “One hundred and fifty Rohingyas of 30 families will be repatriated through the Ghundhum point of Bandarban tomorrow morning. They are fully prepared. We have made all arrangements,” Bangladesh's Refugee, Rehabilitation and Relief Commissioner Mohammad Abul Kalam said on November 14. The rest of the 2,260 returnees, verified by the Myanmar authorities, would be sent back in the next 15 days, he told reporters following a meeting with officials from the United Nations, law enforcement agencies and local administration at his office in Cox's Bazar. Two repatriation centres were constructed; one at Kerantoli of Teknaf and the other at Ghundhum, a bordering area in Naikhyangchhari, each is having 33 semi pucca rooms. The refugees will be kept in the rooms before their return to their home in Rakhine province in Myanmar.

On November 13, Bangladesh's Government was due to send the first batch of 2,200 refugees back to Burma from the south of Bangladesh, but the process was stalled amid protestsat the Unchiprang camp in Teknaf on November 15. Rohingya refugees in Bangladesh said that they would “rather die” than go back to Burma under current conditions, as it was revealed plans to repatriate them have been stalled until next year.Abul Kalam, Bangladesh's refugee relief and repatriation commissioner, said, "a new course of action" needed to be adopted on repatriation that took into account refugees' key demands. More than 720,000 Rohingya fled a sweeping army crackdown in Myanmar's Rakhine state in 2017, according to UN agencies. The crackdown was launched in response to insurgent Rohingya attacks on Security Forces (SFs).

He said “There has been no formal government initiative for de-radicalizing militants in the country, though many informal initiatives were taken earlier. Now, an official project has been approved and will be implemented from January. There are several stakeholders for the job and the government has already allotted some funds to implement the plan.Accordingly we will also carry out rehabilitation work depending on the needs as per the law. Anti-militancy programs will also be disseminated through different educational institutions.They will conduct counselling sessions for the youths and their family members and teach them different ways for staying away from militancy.”

Experts said that there is no coordination in Bangladesh Government de-radicalization programs, reports Dhaka Tribune on November 29. Although a number of ad hoc de-radicalization and rehabilitation programs have been taken up by the law enforcement agencies and the Government, many of them have been discontinued due to a lack of coordination among agencies. Inspector General (IG) of Prisons, Brig Gen Syed Iftekhar Uddin said “We lack the manpower or expertise required for de-radicalizing militant suspects in custody. However, we do keep them separate from other general inmates to keep them away from militant ideologies.” Meanwhile, Iftekharul Bashar, an Associate Research Fellow at the International Centre for Political Violence and Terrorism Research (ICPVTR) at Nanyang Technological University, Singapore, said the Government’s efforts are being hindered by a disjointed approach which focuses only on Dhaka. “The response to countering violent extremism (CVE) initiatives remains weak in Bangladesh because of lack of coordination and information sharing among the various security agencies. There is a lack of framework to assess the implementation and effectiveness of the CVE programs, lack of detection and countering of extremist trends on social media platforms, and lack of holistic plan to rehabilitate violent extremist offenders,” he said.
