A member of a religious group known as Hizbut Tauhid (HT) was killed and 25 others, including some Tauhid members, were injured on May 5 in a clash between the HT and villagers at Bhurghata, Gournadi subdivision, Barisal district. According to police sources, HT members were distributing leaflets at a local bus stand and the clash occurred when they attacked and injured a villager who had refused to accept the leaflet. A Tauhid member later succumbed to injuries sustained in the retaliatory attack by the villagers.

A media report has indicated that the law and order situation in the southwestern region of the country including in the districts of Khulna, Bagerhat, Satkhira, Kushtia, Jhenaidah, Meherpur and Chuadanga, has deteriorated due to the activities of the outlawed organisations like Purbo Banglar Communist Party (PBCP) and Biplobi Communist Party (BCP). Seeking a separate policy for the development of tribal people, the Bangladesh Adivasi Forum (BAF) on May 9 reportedly put forward a 13-point charter of demands to the government and donors for consideration. Speaking to the media in Dhaka, BAF president Jotirindra Bodhipriyo Larma alias Santu Larma also said that the current policy was not friendly to tribals. Reports have indicated he was airing the grievances of the tribal people ahead of a meeting of the Bangladesh Development Forum scheduled for May 17 and 18. He further alleged that the government did not implement many of basic conditions of the CHT peace accord signed on December 2, 1997, in Dhaka between the government and the Parbatya Chattagram Jana Sanghati Samity (PCJSS). A media report on May 23 has indicated that armed cadres of the outlawed left wing extremist Purba Banglar Communist Party (PBCP) have intensified their activities in the Rupsha upazila (administrative unit) in Khulna district. The report said that the PBCP cadres as were allegedly moving openly with arms and distributing leaflets. The group in the leaflets has asked the local residents to "help loot arms and ammunition from class enemies to establish an exploitation free society". It has also asked its cadres to carry forward their "struggle against US imperialism and class enemies". The PBCP will continue its armed attacks on "enemies living in urban areas to take revenge against killing of Shahidul Islam Sabuj of the party's Rupsha upazila unit," the outfit added in the message.
