To check the rising tide of crimes, the Government has reportedly planned to form a Rapid Action Battalion (RAB) with personnel drawn from the armed forces, police, Bangladesh Rifles (BDR) and ansars (para-military force). According to official sources, a fresh proposal seeking to form the force was sent on June 1 to Prime Minister Khaleda Zia along with recommendations of the Cabinet Committee on Law and Order for approval. The cabinet at two previous meetings on April 28 and May 12 had objected to the Home Ministry's RAB proposals that wanted to give it "excessive" by passing a new legislation.

According to delayed media reports, a security guard was killed and eight others were injured during an armed robbery in two shrimp farms, allegedly by the outlaws belonging to the left-wing extremist New Biplobi Communist Party (NBCP) at Malat village on June 3. The outlaws later escaped with money and a huge quantity of shrimps, among other things. Two suspected NBCP cadres were later also arrested in connection with the incident.

Suspected cadres of the outlawed left-wing extremist Purbo Banglar Communist Party (PBCP) killed three persons suspecting them to be informants of the rival New Biplobi Communist Party (NBCP) in two separate incidents at Jalma union in Batiaghata subdivision of Khulna district on June 8. The same group of outlaws was involved in both the incidents. They first shot dead Balaram Roy of Rajband village and later went to neighbouring Dargatala village where they stabbed to death Anupama Mondal and Biren Golder. Local police suspects that the PBCP was trying to spread its activities to the Batiaghata subdivision where the NBCP is already active.

A media report of June 9 has indicated that 10 police personnel, including three sub-inspectors, were killed in 17-armed attacks in the last 16 months in greater Khulna district. However, none of the killers have so far been arrested and apprehensions of further attacks by miscreants, particularly armed cadres of outlawed left-wing extremist parties, still exist. It is also believed that the armed attacks on policemen increased after Tapan, a top leader of the left-wing extremist Purba Banglar Communist party (PBCP), escaped from police custody at Khulna Judge Court on January 26, 2002. Quoting unnamed sources, report further says that over 5,000 outlaws are in possession of illegal firearms in the south-western districts, while there are 62,151 policemen in 4,197 camps for ensuring security to over 15 million people in the area. The outlaws have modern arms, while most of the arms of police are outdated. At least five outlawed parties are active in these districts, the report added.

According to media reports of June 10, the 22-member Chittagong Hill Tracts Regional Council (CHTRC) set up in September 1998 with Santu Larma as its chairman, is likely to undergo a reshuffle soon through replacement of the seven non-tribal members appointed during the previous Awami League Government. The report has also said that the change may take effect by June-end. A decision in this regard was reportedly taken at a recent meeting held in Dhaka between representatives of the Jana Sanghati Samity (JSS) and Agreement Implementation Committee. Besides seven non-tribal members, composition of the Council includes six members from the Chakma tribe, three from Marma tribe, two from the Tripura tribe, one from Moro and Tonchongya, one from other tribal groups and a woman representative. The status of the chairman is that of a state minister. The members of the council are paid an honorarium of Taka 19,000 per month and also enjoy other facilities under government rules.

According to media reports, police arrested a notorious criminal and arms trafficker Yunus along with his eight accomplices from Keraniganj subdivision on June 11 after a fierce encounter. Acting on an information that the arms traffickers were carrying contraband, including firearms and drugs to Khagail village in a trawler, the raid was conducted by the officer-in-charge of Keraniganj police station Mustafizur Rahman Khan, who himself suffered injuries in the encounter. The police also seized two firearms, including an LG, 12 bullets and 700 bottles of phensidyl from their possession. While a search for the other traffickers of the group is on, the Keraniganj police registered two cases in this connection.

The report said that police had arrested four suspected members of a militant Islamist group, Jamaat-ul-Mujahideen (JuM), on May 30 from a house in the northern village of Puiya. It recovered from them a football-size package, which was later found to be uranium manufactured in Kazakhstan besides 23 pages of documents describing how to manufacture bombs. However, Government officials are still not sure who was behind the smuggling of uranium. The village of Puiya is reportedly known for it sympathies to the Al Qaeda and recently, 17 suspected Islamist militants were arrested from there for distributing posters and tapes featuring Osama bin Laden.
