Jamaat-e-Islami (JeI) on July 1 ‘condemned’ Indian Prime Minister Manmohan Singh's remarks for linking it with Pakistan's Inter-Services Intelligence (ISI) agency, reports Daily Star. The Acting Secretary General of JeI A.T.M. Azharul Islam, said, “The comment of Indian Premier that Bangladesh Jamaat-e-Islami is anti-Indian, and acts in accordance with advice of the ISI is false, baseless and it does not go with the status of the premier.” JeI in its statement said the party believes in the principle of having a good relationship with India maintaining Bangladesh's independence, sovereignty and interests.

The BNP-led opposition and 12 other parties have called for 78-hour countrywide hartals (shut-down) in two phases, which will virtually beginning from July 6. In the first phase, BNP and its three allies will enforce a 48-hour shutdown on July 6 and 7 in protest against scrapping of the Caretaker Government System and “hurting” the religious sentiment of the people through the 15th Amendment to the Constitution. The four-party alliance's hartal will be followed by July 8 and 9, followed by an alliance of 12 parties led by Bangladesh Khelafat Majlish from July 10 till 12:00 noon of July 11. The alliance, comprised of mostly Islamist parties, announced the hartal on June 30 in protest of dropping the phrase “absolute faith in Allah” from Country's Charter.

The Metropolitan Public Prosecutor Abdullah Abu said the grenades used in the attack came from Pakistan, reports Daily Star. According to CID investigation, HuJI-B used grenades in several attacks before and after the August 21 attack from a cache it was supposed to transport to Jammu and Kashmir for LeT. The LeT high-ups in Pakistan had sent the cache to Bangladesh to despatch it to their men in Kashmir through Satkhira Border. The cache of 32 grenades, which the HuJI-B received in Chittagong, rested in Bangladesh for a while before those were used in different major attacks.

Times of India reports that a Bangladeshi Court issued arrest warrants for the fugitive eldest son of former Bangladesh Prime Minister Khaleda Zia, Tarique Rahman (46) and 17 others over August 21, 2004 Grenade Attack on an Awami League (AL) rally that killed 24 people and injured some 300 people, including Prime Minister Sheikh Hasina. Moreover, Criminal Investigation Department (CID) also formally charged Rahman, the Senior Vice President of BNP, and 29 others of the attack after an "extended investigation" into the case. The Special Superintendent of CID, Abdul Kahhar Akhand said their re-investigations suggested that operatives of militant Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) carried out the attack, which was backed by former State Minister for home Lutfuzzaman Babar, Khaleda Zia's Political Secretary Haris Chowdhury, former minister and Jamaat-e-Islami (JeI) leader Ali Ahsan Mujaheed and incumbent BNP lawmaker fugitive Mofazzal Hossain Kaikobad.

He also said the main opposition BNP has called a countrywide two-day hartal from tomorrow to protect Tarique. The State Minister for Law Mohammad Qamrul Islam told that a proper investigation has revealed the facts concerning the grenade attack. He brushed aside BNP's allegation that the government interfered in the investigation.

Tarique Rahman, Senior Vice-Chairman of Bangladesh Nationalist Party (BNP) and son of former Prime Minister Khaleda Zia, will not return to Bangladesh for defending himself in August 21, 2004 grenade attack cases, his party colleagues and counsel said on July 4, according to Daily Star. BNP leaders said although Tarique has been falsely implicated in the grenade attack cases by the Government, he will not return to the country to take the legal challenge. As reported earlier, a Dhaka Court on June 3, issued arrest warrant for Tarique and 17 others, all of whom are among the 30 named in supplementary charge sheets of the cases. Tarique, who faces charges with plotting the attack, has been living in London (United Kingdom) since he left the country with his family for medical treatment on September 11, 2008.

The Home and the Finance Ministries prepared the draft proposal aimed at bringing changes to the Anti Terrorism Act, 2009. The coordination committee was tasked with formulating principles and implementing those to check money laundering and financing in terrorism in line with the recommendations by the US Department of Justice. As per Section-6 of the Anti-Terror Law, a person or entity will be considered as a terrorist if the person or entity commits murder or injures, detains or kidnaps other(s) or do harm to someone else's property and uses or keeps explosives, flammable objects, firearms or other chemicals to destroy the integrity, solidarity, security or sovereignty of Bangladesh. The draft, from a broader perspective, recommended that a person or entity should also be held responsible for terrorism if the person or the entity commits offences or helps commit offences to harm another country while living in Bangladesh. It also suggested inclusion of atomic, chemical and biological weapons as mentioned in Section-4 of Arms Act to the definition of arms -- pistol, revolver, rifle, gun or cannon -- in the Anti Terrorism Act.

War Crimes (WC) trial of JeI leader Delawar Hossain Sayedee formally began with the International Crimes Tribunal (ICT) taking into cognisance the offences allegedly committed by him during the 1971 Liberation War. The offences include killing of at least 50 people in Pirojpur District and rape, arson, looting, torture and forcing Hindus to leave the country. Hearing on the charge framing will be held on August 10. During proceedings, the court also rejected Sayedee's bail petition and ordered the jail authorities to produce him before it on August 10. The three-judge panel headed by its Chairman Justice Nizamul Huq also directed the prosecutors to submit a progress report on the investigation if it fails to submit the full-fledged investigation report by this time. Further, Prosecutor Zead Al Malum prayed for the court directives to stop Bangladesh Jamaat-e-Islami (JeI) from conspiring to defame the ICT before the people. Senior Pentagon officials, through diplomatic channels, have submitted a list of Bangladeshi militants and demanded the extradition of those suspected militants now living in Bangladesh. The suspects according to intelligence sources, returned to Bangladesh through clandestine routes soon after the US-British led invasion of Afghanistan in 2001. Prime Minister Sheikh Hasina raised the issue on July 20, with the ruling Awami League’s (AL) central working committee. She also hinted at external pressure to hand over the suspects. Hasina also assured US officials that her Government would take necessary steps to arrest the suspects, who are still at large.

According to the Times of India report, Khan is now operating the IM module which is assigned to maintain liaison with the Bangladesh based Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) and in a joint venture, has recruited a few new jihadists for their outfit. Investigators said about six months ago, Khan was stationed in Nepal and shuttled between Bangladesh and Pakistan. The IM had started conducting training camps in Bangladesh.
