The Police on July 3 interrogated two detained JeI leaders, Ali Ahsan Mohammad Mojahid and Delwar Hossain Sayedee, keeping in view the JeI’s links with the Jama'atul Mujahideen Bangladesh (JMB). Sources said that Saidur told interrogators that there are at least 25 JeI Rokan [highest position in the party's primary level] members who are concurrently holding posts in JMB. In a press release, the party later claimed it does not have even the remotest link with the militants. Officer-in-Charge of Paltan Police Station Shahidul Haque said, "We questioned Mojahid and Sayedee whether their party has any connection with JMB, but they denied the allegation."

In a joint operation, the Intelligence Bureau (IB) and Tripura Police detained five persons, including a suspected Inter-Services Intelligence (ISI) operative, Mahim Khan, a Pakistani national, from various parts of West District on July 4, reports Tripurainfo. He entered into Tripura from Bangladesh some days ago and was hiding in various places. Others were his accomplices and harbourers but reported to be Indian nationals. Of them three were picked up from a Tata Indica on July 3 while they were travelling to Sonamura, an extreme border location in West District. Two others were later arrested from Sagar Mahal, a tourist lodge near Neer Mahal. Superintendent of Police of West District Anees Prasad admitted that ‘some detentions were indeed made’ but he declined to make any further comment. “We have been instructed by to maintain tope level secrecy. You can very well guess that it was indeed an important catch”, said an official. He said, “There were reports of Tripura being used as corridor for movements to and fro Bangladesh by Islamic radical elements and also their efforts to set up cells and modules here. But presence of an ISI operative is a significant development”. The outfit is also believed to own several betel nut plantations besides running other business in Bangladesh. A senior Police official confirmed the presence of the stone quarry at Jafflong near the India-Bangladesh border. "We came to know about the existence of a stone quarry owned by the HNLC in Bangladesh from the arrested and surrendered militants," the official said. According to sources, the outfit's daily earning from the quarry amounts to INR 30,000 to INR 40,000. "Inability of the group to carry out extortion drives in Shillong has prompted it to find a new means of earning," the sources claimed. The sources further revealed that HNLC cadres often come through Umngot river to Dawki along with Bangladeshi labourers in boats to collect boulders for the stone quarry. Sources said the vital confessions were made by HNLC's self-styled ‘sergeant major’ Pariston Pakyntein, who was arrested by the Border Security Force (BSF) near Dawki recently. Pakyntein told the police that the stone quarry had been in operation for the last two years and many cadres of the outfit are 'engaged' there. The Police sources believe that strength of the outfit has reduced considerably after many of its senior leaders and cadres were either arrested or surrendered before the Police. The State Police claim that the present cadre strength of the HNLC is below 50. The HNLC top leaders, including ‘general secretary’ Cherishsterfield Thangkiew and ‘commander-in-chief’ Bobby Marwein are still at large and believed to be remote controlling the outfit from Bangladesh.

An MTF contingent arrested two suspects on the southern outskirts of the city on July 3 and recovered arms from their possession. Sources said that the persons were brought for interrogation at the special branch cell and senior Police officials had been interrogating them. Sources said, all the secret services of the country would interrogate the arrested ISI agent during the remand. On July 5 he was produced before the court by East Agartala Police Station. Investigating Officer Sub Inspector Jahangir Hussain sought 14 days Police remand for all the seven arrested. The court granted 10 days Police Remand for the accused. ISI agent Munir Khan, a resident of Bahawalpur in Pakistan, was tasked to monitor Indian Army movements in Punjab as a deep cover operative. The ISI operative- a Pakistani Punjabi himself- was having several aliases like Mahim Khan and Lemar Asraf Khan. His complete identity was also established as ‘son of one Abu Ashraf of Bhawalpur, Mocan (House) no 1180 in Punjab Province of Pakistan’. Officials said Khan, who looks like a common place man with no special feature to attract attention, was handpicked by ISI. He was then trained for three and half months on espionage tradecrafts at Bahawalpur and Multan in Pakistan. The accomplices Ramu Ghosh, Rana Roy, Sujit Saha, Gauranga Dey, Uttam Barman and Tajul Islam gave the ISI operative shelter and provided him with transport facilities. Sources further said that Intelligence Bureau (IB) was monitoring Khan’s movement right from the time he took Dhaka’s flight from Pakistan of before.

Three detained JeI leaders disclosed during interrogation that they took up a three-month-long campaign across the country to foil the move of trying the war criminals of 1971. In the face of intensive interrogation, they admitted that they allocated BDT 6.6 million for the campaign project for holding seminars and symposiums across the country, said a top Police official interrogating the JeI leaders. The Jamaat leaders, against whom there is ample evidence of atrocity during the Liberation War, have also formed a committee to prepare a list of war criminals. The arrestee was Gaffar Goldar of Baliadanga village in Batiaghata sub-District. He was one of the nine accused in the case filed with Batiaghata Police Station on April 1, 2010 by Abdullah Galdar of the village. The rest of the accused in the 18 war crime cases are still at large as Police are yet to start investigation into the cases. The most of the investigation officers said that they did not get any specific guideline from the higher authorities on how to proceed with investigation. The HuT-B tried to capitalise on the 2009 BDR mutiny and trigger an uprising in the Army to make the situation more volatile, he confessed. Syed Golam Maola told interrogators that they tried to capitalise on the discontent among Army personnel caused by the killing of 57 army officials in the hands of the paramilitary jawans during the mutiny. Interrogators said HuT-B operatives distributed leaflets bearing the Jaago Muslim Senabahini Jaago (rise up the Army of the Muslims) slogan in and around the Bangladesh Rifles headquarters after the February 25-26 mutiny.

The duo, Ranjan Chowdhury (45) and Pradip Marak (55), were taken into custody from the Lakkhipur area of Bhairab, RAB spokesperson lieutenant commander Mohammad Sohail said. A sophisticated pistol, a revolver and four small bombs were recovered from the duo, he said. The duo was arrested while they were waiting to board a bus to Sherpur District, he added. Chowdhury told RAB officials that he hailed from Madhusolmari at Gauripur of Dhubri District in Assam. He had joined ULFA in 1988 and undergone three months of training. “He then went to Bhutan to meet ULFA’s top commander (military wing) Paresh Barua in June 1995 and was arrested by Indian security forces on his return a month later,” Sohail said. Chowdhury was detained in a Guwahati jail for a year and released in 1996.

The Supreme Court (SC) in its judgment on the Fifth Amendment to the Constitution paved the way for preventing military takeover in future and restoring secular spirit of the original constitution except for a few changes. Islam, however, shall remain the state religion as per the Eighth Amendment, which is not covered by the judgment. The SC released the full text of its judgment on July 27, around six months after it upheld the High Court verdict declaring illegal the Fifth Amendment. The Fifth Amendment had legitimised the Governments and military rule since killing of then President Sheikh Mujibur Rahman on August 15, 1975, to April 9, 1979. The Governments during the period were led by Khandker Mushtaque Ahmed, Abu Sadaat Mohammad Sayem and Major General Ziaur Rahman.

Bangladesh banned religion-based politics after it gained independence from Pakistan in 1971, but an amendment to the country’s constitution in 1979 allowed Islamic parties to operate again. In a ruling released on July 28, the Supreme Court struck down the 1979 amendment saying it contradicted secularism, one of Bangladesh’s four founding pillars. "The ruling has paved the way for banning the political parties, which use religion as their main ideal and propagate it," Shafique Ahmed said.
