On July 1, the Bangladesh government and the Parbatya Chattagram Jana Sanghaty Samity (PCJSS) agreed to jointly work for the quick implementation of the unrealised parts of the Chittagong Hill Tracts (CHT) Peace Agreement. After a meeting in the capital Dhaka, the fifth after the signing of the accord in 1997, a government spokesman said, "We have reached a consensus that both the government and the PCJSS should work hand in hand to implement the unrealised parts of the accord." The meeting was attended by PCJSS chief and CHT Regional Council Chairman Jyotirindra Bodhipiya Larma and CHT Task Force Affairs Chairman Dipankar Talukdar. Larma has long been alleging that some crucial obligations, including the operation of the CHT land commission to settle the land disputes, were being delayed causing frustration among the hill people.

Police claimed they had been able to cull out some important facts from the documents that they had recovered from ICS activists arrested earlier on June 28, in connection with the Narayanganj bomb blast. Police sources said, Mostafa Al-Jumla, president of a secret organisation called Islamic Economic Fund, wrote a number of letters to unknown persons about their intent to kill the Prime Minister and other Cabinet Ministers. Police suspect Jumla’s role in various incidents of bomb blasts in the country. Police are now on a hunt for the members of the Islamic Economic Fund and the accomplices of Jumla.

While 11 terrorists were arrested from one of their temporary camps at Ali Kadam area under Khagra Chari district on June 30, six others were arrested later from the adjoining areas. On July 12, High Court in Dhaka gave a split verdict on the Public Safety Act (PSA) with one judge of a two-member bench declaring the entire law ‘illegal’ and ultra vires to the Constitution. But other member differed with the opinion that the entire law was contrary to the Constitution. He, however, said he would deliver his detailed judgement on July 16, when the case is likely to be referred to a third judge for final verdict in High Court level. Nearly 500 writs have been filed so far in the High Court challenging the PSA in which the petitioners alleged misuse of the law and Police excesses in its enforcement.

Media reports said the incident occurred when police raided Mondakini and Rangamati hill areas where the ICS cadres had taken shelter. Sensing police presence, the Shibir cadres opened fire. Two ICS cadres and two police personnel were injured in the clash. However, police could not arrest any of the cadres as they managed to escape into the forest.

Of the arrested, 44 were identified criminals, 1492 are wanted criminals and 596 are accused in different cases under investigation. Studies estimate that at least 2,00,000 small arms continue to thrive in Bangladesh, nearly 50,000 of which are possessed by criminals.

Of the arrested, 384 were listed as terrorists, 221 as convicted persons, 15,204 as wanted accused persons and 7,106 as persons accused in cases under investigation.
