Home Minister Asaduzzaman Khan Kamal on December 3 said that the Government is resuming the long-stalled investigations into cases filed over the mayhem by thousands of Hefajat-e Islam (HeI) activists in May 2013, reports The Daily Star. He said "The cases remained pending for quite a long time. We have to finish them.” On May 5, 2013, thousands of members of HeI, a Qawmi madrasa-based Islamist organisation, clashed with law enforcers and ruling Awami League men, turning Motijheel and Paltan areas into a battlefield. They set fire to hundreds of shops, vehicles and police outposts and looted stores, including those with Islamic books. Clashes also took place in different other districts in the following couple of days. A total of 83 cases were filed in seven Districts including in Dhaka, accusing 3,416 named and 84,796 unnamed people. Many of the accused were from the HeI, the Jamaat-e-Islam (JeI) and the Bangladesh Nationalist Party (BNP). Police have pressed charges in 18, and gave final reports in two other cases. Investigations of the 62 have been stalled.

"Incidents of 1971 cannot be forgotten or forgiven," she said while Pakistan High Commissioner in Dhaka Imran Ahmed Siddiqui called on her at the Gono Bhaban. Referring to the volumes of the book titled "Secret Documents of Intelligence Branch on Father of the Nation Bangabandhu Sheikh Mujibur Rahman", Hasina said all can learn many historical facts from 1948 to 1971 from the books. Noting that the book "Unfinished Memoirs" (Urdu version) written by Bangabandhu is one of the best sellers in Pakistan, she said it is also well read in Pakistan apart from other countries.

A group of clerics, mostly leaders of the Hefajat-e Islam (HeI), at a press conference held at the Dhaka Reporters Unity, organised under the banner of “Top Ulama Mashayekhs of the country”, on December 3, issued ‘fatwa’ declaring building of idols or sculptures of any person or animal is forbidden in Islam, reports The Daily Star. The organisers said the press conference was arranged to issue the "fatwa" for resolving "confusions" among people regarding sculptures and idols. They said the "fatwa" was signed by 95 muftis and maulanas.

An ear of the bust sculpture of Madhusudan Dey, popularly known as Modhu, installed besides Madhu’s Canteen in Dhaka University of Dhaka city in Dhaka District of Dhaka Division, was found cut off on December 3 amid the protest against sculptures by some Islamist groups in the country, reports New Age. After having been informed, the university authority immediately repaired the broken part of the sculpture. As the hub of student leaders and activists, Madhu’s Canteen has played a central role in the pre-independence upheavals. Madhu Sudan Dey was killed by the Pakistani army during the military crackdown on the fateful night of March 26, 1971.

A clash broke out between Police and a group of protesters seeking demolition of sculptures on December 4 after the demonstrators broke a Police barricade in front of the Baitul Mukarram National Mosque and tried to bring out a procession in Dhaka city of Dhaka District in Dhaka Division, reports The Daily Star. The incident happened after the Dhaka Metropolitan Police had banned all kinds of processions and rallies in the city without their permission. Around 400 people took position near the northern gate of the mosque in Paltan area and tried to march forward around 1:45pm after the Juma prayers. But they failed to do so as additional Police personnel were deployed nearby. At one point, they started chanting slogans denouncing establishment of sculptures, and atheists. A group of 200-300 protesters then came out of the gate, broke a Police barricade and marched towards Paltan intersection chanting "nara-e-takbeer". At this, Police chased, baton-charged and disperse them. On December 3, a group of clerics, mostly Hefajat-e Islam (HeI), leaders, came up with a "fatwa" declaring that sculptures or idols of any person or animals are forbidden in Islam.

The Government on December 6 warned of tough action against those opposing installation of Bangabandhu's sculpture after an under-construction sculpture of the Father of the Nation was vandalised in Kushtia District on December 4, reports The Daily Star. Several senior Ministers issued warnings, saying those involved in the vandalism of Bangabandhu's sculpture will face stern action. Talking to journalists at his office at the Secretariat, Home Minister Asaduzzaman Khan Kamal said the Government would not allow anyone to create anarchy in the country in the name of opposing installation of Bangabandhu's sculpture. Without mentioning the name of HeI, he said, "We won't let anyone create anarchy. If they think they are very powerful, they are wrong." Road Transport and Bridges Minister Obaidul Quader said "Disrespect for Bangabandhu's sculpture means disrespect for the constitution. Whoever is involved in the vandalism of Bangabandhu's sculpture must be punished." Liberation War Affairs Minister AKM Mozammel Haque said those who were responsible for this would not be spared.

The Cabinet on December 7 approved the draft of Jatiya Muktijoddha Council Bill 2020, incorporating a provision of listing the names of Rajakars, Al-Badr, Al-Shams and all those who worked as members of other auxiliary forces of Pakistani occupation army during in the Liberation War of Bangladesh in 1971, reports New Age. The Liberation War Affairs Ministry placed the draft in the weekly Cabinet meeting proposing to repeal the Jatiya Muktijoddha Council law enacted in 2002. Cabinet Secretary KhandkerAnwarul Islam said that the council as per the existing law of 2002 was responsible for preparing the list of freedom fighters. The enactment of the proposed law would cancel the 2002 law and require the government to publish a list of Razakars in a gazette, he said.

On August 17, 2005, as part of the countrywide series bomb blasts by JMB, bombs went off in 13 places of Sylhet District including the bus terminal, Sylhet court and other important places. In the blasts, no one died in Sylhet but 15 people were injured, including a judge of a speedy trial tribunal. The next day, 13 cases were filed by Police. Liberation War Affairs Minister AKM Mozammel Haque said after the meeting, the committee will finalise a definition of martyred intellectuals in its next meeting, likely to be held in January 2021. He said the committee approved 1,222 names for the primary list. Safi's brother-in-law Moahamad Moin Uddin filed the case with the court of Judicial Magistrate Shiplu Kumar Dey of Chattogram around, claiming that Safi was murdered in a pre-planned manner. In the case statement, Moin Uddin alleged that Shafi was killed in a pre-planned manner through collaboration between the accused at the direct and indirect instigation by Mamunul, joint secretary general of Hefajat, and Nasir Uddin. After the death of the HeI Chief on September 18, his followers, including his son and Moin Uddin, on November 15 at a press briefing alleged that Shafi was murdered by a section of HeI men, who are followers of JunayedBabunagari the new Ameer of HeI. They also alleged that Babunagari's men snapped Shafi's oxygen support which sent him into coma. Also, Shafi faced obstruction at different places on his way to hospital. They also blamed Babunagari for what happened at the capital's ShaplaChattar on May 5, 2013. They claimed that then HeI secretary general Babunagari, without taking permission from Shafi, made HeI activists stay overnight at the ShaplaChattar. On May 5, 2013, thousands of members of HeI clashed with law enforcers and ruling Awami League men, turning Motijheel and Paltan areas into a battlefield.

Colonel Tofail Mostafa Sarwar, Additional Director General (ADG) of Rapid Action Battalion (RAB), at a views-exchange meeting on December 27 at RAB Headquarters in the capital, Dhaka city, said that RAB has taken steps to form a ‘special deradicalization unit’ to deal with militancy, reports The Daily Star. According to the official, a special committee has already been formed consisting of RAB members, academicians and religious scholars in ad hoc basis. Such committees will eventually get an institutional format in the coming days. A draft working plan has also been prepared in this regard, said ADG Tofail. RAB officials also spoke about the five stages of getting involved in extremism. Primarily, a person becomes a sympathiser, then a supporter and then transforms into an activist in the third stage. Afterwards that person becomes an extremist and finally a terrorist after taking an oath of allegiance from the leadership of the outfit, they added. The elite force's special unit will work towards bringing back people into normalcy through deradicalization, especially those who are at the first three stages.
