The Counter-Terrorism and Transnational Crime (CTTC) unit of Police said that in an attempt to dodge the law enforcers, Jama’atul Mujahideen Bangladesh (JMB) has opted for an online platform that allows anonymous communication for recruiting new members, reports The Daily Star on December 3. The Ehsar (Permanent) members of the banned militant outfit have been using the TOR (The Onion Router) browser for fresh recruitments, following the same strategy used by international militant outfit Al-Qaeda. The browser is well-known for its ability to prevent online surveillance. Currently, the outfit has some 40 Ehsar members and each of them receives a monthly payment of Tk 1,000-1,500. The CTTC revealed the information gleaned from Abu Raihan alias Mahmud, the acting Ameer (Chief) of the JMB arrested on November 25.

The Supreme Court (SC) on December 3 set January 14 to deliver its verdict on an appeal filed by convicted war criminal Syed Mohammad Qaisar (80) challenging the death penalty handed to him by International Crimes Tribunal-2 (ICT-2) in 2014, reports The Daily Star. A four-member bench of the Appellate Division of the SC headed by Chief Justice Syed Mahmud Hossain fixed the date after concluding hearing on the appeal. The ICT-2 on December 23, 2014 awarded death penalty to Qaisar for committing crimes against humanity during the country’s Liberation War in 1971. During the Liberation War, he was allegedly associated with the occupation army and carried out atrocities in Habiganj and Brahmanbaria.

"The visit aims to consolidate bilateral relations between India and Bangladesh, as also to explore new avenues for naval cooperation," the defence ministry said. Counter Terrorism and Transnational Crime (CTTC) on December 10 said that the number of terrorist incidents has come down significantly in the last three years, but the threat of radicalization is on the rise, reports The Daily Star. Terrorist activities have decreased 90 percent in the country compared to 2016, it says. However, radicalization has risen in that time, as the Dawahilallah Forum - an extremist propaganda tool of banned militant group Ansarullah Bangla Team (ABT) - has increased its member base from 550 to 3,000, says the research. The research also found 82 percent terrorists use social media, and 56 percent of the terror suspects were university graduates.

Inspector General of Police (IGP) Mohammad Javed Patwary and Dhaka Metropolitan Police (DMP) commissioner Shafiqul Islam in a conference in Dhaka city on December 11 expressed their concern over the weak counter-extremism mechanism inside the prisons across the country, reports New Age. Mohammad Javed Patwary in his speech said “Prisons were the places where extremist suspects or convicts finally landed following the due course of law. I think there is a lot to do in prisons. We did not find any NGO working inside prisons. I believe initiatives should be strengthened to de-radicalize the terrorist or extremism suspects in jail. We should work further in this sector.” Similarly, Shafiqul Islam said that they were lagging behind with respect to the counter-extremism mechanism for those who were arrested or now in the jail. He further said that at least 99 per cent of the arrested and under-trial extremist suspects belonged to the Ahle Hadith community and their senior preachers should be engaged to spread counter-extremism messages.

International Crimes Tribunal-1 (ICT-1) on December 11 sentenced detained Abdus Sattar alias Tipu Sultan (66) to death on for crimes against humanity during the Liberation War of 1971, reports New Age. Sattar of Raninagar in Rajshahi city of Rajshahi District was in the dock. In 1971, he was a cadre of Islami Chhatra Sangha, the then student wing of Jamaat-e-Islami (JeI), and joined the infamous Razakar force. He was charged on August 8, 2018 with two counts of crimes against humanity. He was also sentenced to death for abducting 11 freedom fighters by attacking village Talaimari, Boalia, Rajshahi on November 2, 1971, taking them to the same torture camp of Razakar force, torturing them in confinement there for two days and shooting nine of them to death at the same killing ground on November 4, 1971.

Ministry of Liberation War Affairs on December 15 published the first list containing names and addresses of 10,789 Razakars, who collaborated with the Pakistani occupation forces during the 1971 Liberation War, reports Dhaka Tribune. While releasing the names for the first time in 48 years of its independence, Liberation War Affairs Minister AKM Mozammel Haque at a press conference in the Ministry's conference room said the initiative was taken in an attempt to let the next generations know about the anti-liberation forces. “They should learn who played what roles during the Liberation War. The list did not include the top brass of the then political parties who supported Pakistani army in the atrocities. These Razakars are those who helped the military at the field level,” the Minister said. The first instalment of Razakars’ list is less than a third of fully exhaustive list, which the Minister expects to be ready by March 25, 2020.

War Crimes campaigners as well as victim families have asked the Government to increase the number of tribunals and logistic supports for tribunal, prosecution and investigation agency for accelerating ongoing War Crimes trials, reports New Age on December 16. They made the demand as only 41 cases were disposed in past nine years by two International Crimes Tribunals (ICTs) in which 95 people were convicted of war crimes and 32 cases are still pending before the ICT-1 as the ICT-2 is now defunct. “Justice should be made to all the martyred and victim families by completing the trial. For this, the number of tribunals should be increased. At the same time, logistic support should be increased for the tribunal, prosecution and the investigation agency,” Ekattarer Ghatak Dalal Nirmul Committee president Shahriyar Kabir told.

Amid nationwide outrage and angry protests, the Liberation War Affairs Ministry on December 18 suspended the controversial and flawed Razakars’ list three days after its publication, reports The Daily Star. Many freedom fighters were utterly shocked to see their names on the list of Razakars who collaborated with the Pakistan occupation army in carrying out mass killings and atrocities against the Bangalees during the 1971 Liberation War. The Daily Star found at least 25 freedom fighters or organizers of the war on the list published a day before Victory Day. Following this, freedom fighters and pro-liberation people have been staging demonstrations across the country, demanding cancellation of the list.
