Number of insurgent hideouts has been reduced in Bangladesh although some groups are still functioning there, said Inspector General (IG), Border Security Force (BSF) Tripura Frontier MF Farooque on December 1, reports Tripurainfo. Some developments have taken place in Bangladesh since the BSF is having good relation with its Bangladesh counterpart- Border Guard Bangladesh (BGB) leading to decline in the militant hideout there, he said while speaking to media at Salbagan, BSF Tripura Frontier headquarters in Agartala. “It’s now very difficult for the ultras to operate from the neighbouring country. We are in touch with the BGB to address the problem”, he said. According to latest inputs, the banned outfit- National Liberation Front of Tripura (NLFT) has 12/15 camps in Bangladesh. On the progress of border fencing, the IG said there are various problems in completing the fencing work along the Indo-Bangla border.

Fazle Hossain Badsha, the general secretary of the party, said that the JeI and ICS are terrorist organizations so they have not right to take part in politics. He also called on the Government to take steps so that the candidates of JeI could not take part in the local Government elections as neutral candidates.

A cadre of Purba Banglar Communist Party (PBCP) was killed in a gunfight with his rivals at Ranigati village in Jessore District on December 2, reports New Age. The deceased is identified as Bidyut Kumar Roy (35). Police said that the criminals engaged in gunfight in the area over establishing supremacy in the locality. A team of Police rushed to the spot and recovered the body of Bidyut while the terrorists of both the groups managed to flee. Police also recovered one pipe gun, three rounds of bullet and three rounds of bullet shell from the spot.

Police on December 5 arrested three Jama'atul Mujahideen Bangladesh (JMB) militants from Dhaka city's Uttara area, reports The Daily Star. The arrestees are AHM Khairul Asad alias Sohag, Mir Moazzem Hossain Saifi alias Jarmin and Kafil Uddin Bin Amin. Sohag is a mobile company engineer and used to jam networks in areas where JMB Sura members were holding meetings to prevent law enforcers from tracking them. Jarmin and Amin acted as spiritual leaders apart from giving sermons regularly motivating young JMB operatives toward militancy.

The decision came after the Finance Ministry asked the Central Bank governor to take action against the financial organizations linked to JeI. While placing arguments before the Appellate Division, he said that death sentence is Nizami's appropriate punishment as the Jamaat-e-Islami chief instigated the killing of civilians, including intellectuals, during the 1971 Liberation War by Al-Badr Bahini, an auxiliary force of the then Pakistan army.

The Saudi government has agreed to send us further information on it,” State Minister for Foreign Affairs Shahriar Alam stated on December 15. He said the issue was at a very early stage. “We need to discuss any initiative widely before joining it [the centre]. It can be discussed even in parliament.” Earlier on the day, Saudi Arabia announced that it would form a 34-nation Islamic military coalition to combat terrorism. The Saudi announcement cited "a duty to protect the Islamic nation from the evils of all terrorist groups and organisations that wreak death and corruption on earth and aim to terrorise the innocent." Bangladesh foreign ministry in a press statement said the role of the centre would be to coordinate efforts, exchange experiences, and provide support where needed. It will also provide assistance such as material support, information, data, etc to combat terrorism and extremist ideology. Elaborating the Saudi move, Shahriar Alam said Saudi King Salman bin Abdulaziz has taken an initiative to establish a centre in Riyadh to coordinate efforts against terrorism and extremism.

Humayun Kabir, Deputy Inspector General of Police (Rangpur Range) stated. The Police have so far arrested 18 suspected JMB operatives, five were held in Rangpur, seven in Dinajpur and three each in Gaibandha and Lalmonirhat. During raids to arrest them the Police also seized firearms and ammunition including an AK-22 rifle, three foreign pistols, 47 rounds of bullet, three motorcycles, laptops, a significant amount of explosives and jihadi books. The Rangpur Police range chief claims apart from the killing of Japanese national Hoshi Kunio and shooting of Italian doctor and pastor Piero Arolari, the outfit was involved in the killing of Rahmat Ali, a caretaker of a shrine in Kaunia, on November 11, 2015 and shooting of Ruhul Amin, a Bahai community leader and employee of Rangpur Medical College Hospital, on November 8, 2015. The banned Islamist outfit was also responsible for explosive attacks during Rash Mela at Kantajir Temple and another temple in Dinajpur, he claimed. He alleged JMB operative Ishaque Ali, who was arrested on December 7, 2015 at Pirgachha of Rangpur District and later sent to the District jail, was the custodian and supplier of arms, ammunition and explosives to the attackers. Ishaque gave a confessional statement before a judicial magistrate's court in Rangpur on December 14, admitting his involvement in the killings of Kunio and Rahmat. Ishaque's brother Insar Ali was a JMB 'regional commander' and had a connection with another arrestee Masud Rana, claimed the Police official. Masud, who was arrested in Pirgachha on November 25, 2015 received training from Insar, who had gone to Libya and died there. After his death, Masud became the 'regional commander' of that JMB unit. Masud also gave a confessional statement before a judicial magistrate's court on December 7, 2015 admitting his direct involvement in shooting of Kunio and Rahmat. He also admitted his involvement in carrying out an attack on Bahai community leader Ruhul. The DIG also said the arrestees were trying to regroup to carry out subversive activities in a bid to create an unstable situation in the country. “They wanted to establish 'deen' in Bangladesh, misinterpreting religion. That is why they carried out attacks on people belonging to other religions,” he stated.

According to officials in Bangladesh, the ISI has been as active in that country as it has been India in the last couple of years. In January this year (2015), Mazhar Khan, a Pakistani envoy was expelled from Dhaka for allegedly funding JMB operatives. With operations getting more difficult in Jammu & Kashmir, the ISI has apparently turned its attention to Bangladesh and the Indian state of West Bengal. "The ISI is exploiting efforts by the JMB and other organisations to create unrest both in Bangladesh and the eastern states of India. West Bengal is primary in the scheme of things as there has been long-standing talk of jihadi outfits planning a Caliphate in Bangladesh after incorporating the districts of Malda, Murshidabad and Nadia of West Bengal. Pakistan and the ISI in particular has a lot to gain from the acts of violence perpetrated by the terror outfits. Historically, the Liberation of Bangladesh has been a sore wound for the Pakistani establishment. Improved ties between India and Bangladesh amount to rubbing salt on this wound. By creating trouble in this region, Pakistan can make both Bangladesh and India suffer as unlike in northern India, the borders in the east are more porous," a senior Bangladeshi official noted.

A war crimes tribunal on December 23 framed charges against former Bangladesh Nationalist Party (BNP) and Jamaat-e-Islami (JeI) lawmaker Shakhawat Hossain and eight others over alleged wartime offenses, reports Daily Star. Five charges of murder, rape, abduction, torture, confinement and arson were framed against them. The tribunal fixed January 31, 2016 to begin their trial. Among those indicted, Shakhawat, Billal Hossain Biswas and Lutfar Morol are in Police custody while six others are on the run. The absconding are: Ibrahim Hossain, Sheikh Mohammad Mujibur Rahman, Kazi Ohidul Islam, Aziz Sardar, Aziz Sardar and Abdul Khaleq Morol. Shakhawat, who was former lawmaker from Jessore, is now involved with Jatiya Party’s. Earlier, on September 8, the tribunal accepted charges against them and cleared three other suspects.

JMB operative Idris Sheikh, arrested on November 29 in Dhaka city, told the court that he got a ride from the Pakistani diplomat in her car from Baitul Mukarram to Fakirerpool, and received BDT 30,000 from her. This is the second instance of withdrawal of a Pakistani diplomat from Bangladesh. On January 31, Pakistan recalled its diplomatic official Mazhar Khan for his alleged links with terror financing and currency forgery racket. Mazhar was allegedly involved in producing and distributing fake Indian currency.

The three terrorists were identified as Naimur Rahman Nayan (25), Faisal Mahmud (26), and Showkot Rasel (26). The weapons and ammunition seized from them included MK 11 high precision semi-automatic sniper rifle, five kg of explosive gel, 13 military uniforms, 252 rounds of bullets including rifle rounds, revolver rounds and others, 25 detonators, and a pair of badges in the ranks of an army major. The bust came days after a “high profile” 15-hour crackdown on an alleged JMB den in Dhaka’s Mirpur area where six were arrested with explosive vests and improvised grenades.

Nine cadres of Jamaat-e-Islami (JeI) and its student wing Islami Chhatra Shibir (ICS) were arrested during special drives by law enforcers in different places on December 28, reports The Daily Star. In Kishoreganj District, Police in a drive arrested a leader and four cadres of ICS while they were planning to carry out subversive activities from a house in Battirish Bilpara area of the District. The arrestees are Jahangir Alam, general secretary of the District unit of ICS and Monjurul Islam, Khairul Islam, Faijul Amin and Ali Hossain Roni, cadres of the unit. The “Counter Terrorism and Transnational Crime” unit has been formed at a time when the country has witnessed a sharp rise in deadly attacks on bloggers, publishers, different Muslim sects, foreigners, and people of other religion, Police sources said. With militant groups recruiting tech-savvy operatives, the police had been pressing for a special unit. The proposal for the bureau, which was sent to the home ministry in August 2011 from the Police headquarters, remained shelved at the public administration ministry after the home ministry sent it there in September, 2013, officials at the police headquarters said. The government is reluctant to approve the bureau, which was supposed to look into militancy-related crimes across the country, due to objections from some other agencies working on militancy, Police sources said.

Police said that a total of 183 cases relating to militancy have been deposed of with sentencing deaths to 69 militants, life terms to 162 and different jail terms to 239 others while 364 more cases are now under trial, reports Dhaka Tribune on January 1. 56, 11 and two members of the banned militant outfits Jama'atul Mujahideen Bangladesh (JMB), Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) and Ansarullah Bangla Team (ABT) were awarded death sentences respectively. A total of 2,857 operatives of different militant outfits have so far been arrested while the number of the fugitives is 660. Of the arrestees, 1793 militants are from JMB, 693 from Hizbut Tahrir, 208 from HuJI-B, 80 from Allahar Dal, 28 from Hizbut Tawhir Ulaiyah Bangladesh, 23 from Hizbullah, 14 from ABT, 10 from Shaheed Hamza Brigade and eight from Hizbut Tawhid.

The Speedy Trial Tribunal in Dhaka city on December 31 sentenced two youths to death and jailed six others to various terms, in the first ever case of the killing of self-styled atheist blogger Ahmed Rajib Haider Shovon (26) in 2013, reports New Age. The tribunal sentenced Rezwanul Azad Rana and Faisal Bin Nayeem Dwip to death and fined them BDT 50,000. The tribunal also awarded life term to Maksudul Hasan Anik and fined him BDT 10,000. The tribunal jailed Ehsan Reza Rumman, Nayeem Sikdar Erad and Nafis Imtiaz for ten years each and fined them BDT 5,000 each for participating in the crime. Ansarullah Bangla Team (ABT) ‘chief’ Mufti Mohamad Jashim Uddin Rahmani was jailed for five years and fined BDT 2,000 for his sermons which had inspired the intolerant young men to attack the architect. It also jailed Sadman Yasir Mahmud for three years and fined him BDT 2,000 for his involvement in crime.On February 15, 2013, the attackers hacked to death the secular blogger, who also an activist of Gonojagoron Mancha (People's Resurgence Platform) organised for justice for war crimes, in front of his house in the Dhaka city’s Mirpur area.

The Supreme Court (SC) on December 31, released the full judgement on War Criminal Delawar Hossain Sayedee paving way for a review against his commuted punishment, reports Daily Star. The court released its full judgment, which commuted Sayedee’s death sentence to imprisonment until death, after the apex court’s five judges signed it. On February 28, 2013, International Crimes Tribunal-1 (ICT) sentenced Sayedee to death for killing Ibrahim Kutti and one Bisa Bali in Pirojpur in 1971, even though it had found him guilty on eight charges filed against him. On March 28, 2013, Sayedee filed an appeal with the SC seeking acquittal on all charges. The same day, the government submitted a separate appeal seeking Sayedee’s punishment on all the eight charges. The SC on September 17, 2014 announced a short order in which it commuted Sayedee’s death sentence to imprisonment until death.
