Hindustan Times reports that ULFA ‘chairman’ claimed that reports of his "arrest" were aimed at creating confusion and "derailing" the peace process in Assam. "I am speaking to you from the same location in Bangladesh from where I normally speak from. Those who say that I have been arrested are deliberately trying to create confusion. They want to derail the peace process in Assam even before it can begin," he told North East TV channel. Rajkhowa was quoted further saying, "They (people opposing him) don't want a political and peaceful solution to the problem. Such people don't want the peace process to succeed. Every time we want to take the peace process forward such people spread wrong information".

The ‘chairman’ of the United Liberation Front of Asom (ULFA) Arabinda Rajkhowa and ‘deputy commander-in-chief’ Raju Baruah were arrested in Dhaka on December 2, according to Assam Tribune. Both the ULFA leaders are likely to be handed over to India, highly placed official sources said. The sources said that Rajkhowa, whose movements were under scanner of the Security Forces of Bangladesh since September 2009, was picked up from a house in the suburbs of Dhaka city along with a few of his associates. Sources said that the Government of Bangladesh already intimated India about the detention of Rajkhowa and he is likely to be handed over to India. Bangladesh has not registered any case against Rajkhowa and he will be handed over to India as a part of the assurance to hand over militant leaders of India taking shelter in Bangladesh for years. Official sources said that intelligence inputs indicated detention of the ‘deputy commander-in-chief’ of the ULFA Raju Baruah. “The Government of Bangladesh is yet to confirm the detention of Raju Baruah. The Government of Bangladesh only informed India that the ULFA Chairman and a few others were detained. But Indian intelligence agencies managed to obtain reports confirming the detention of Raju Baruah,” sources added. The report adds that the ULFA ‘chairman’ Arabinda Rajkhowa will fly to Delhi after he is “pushed back” to Tripura from Bangladesh.

The founder of Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B), identified as Sheikh Abdus Salam on December 3 confessed his involvement in the August 21, 2004 grenade attack on an Awami League rally, reports Daily Star. In a statement given to a Dhaka court, Salam also disclosed the names of a number of top administrative officials and politicians as involved in the gruesome attack. After his statement was recorded by Metropolitan Magistrate Moazzem Hossain, Salam, also chief of Islamic Democratic Party (IDP) was sent to jail. According to sources, the HuJI-B founder narrated the roles of a few top political leaders and influential administrative officials in the attempt to kill Prime Minister Sheikh Hasina, who was the opposition leader in parliament at that time when the Bangladesh National Party (BNP)-Jamaat-led alliance was in power. In his statement, Salam admitted that he was present at a meeting held at the Dhanmondi residence of detained former BNP deputy minister Abdus Salam Pintu.

Two top cadres of the Purbo Banglar Communist Party (PBCP-ML) were shot dead in an encounter with the Police at Kedarganj in Chuadanga District in the early morning of December 3 (today), according to Daily Star. The slain cadres were identified as ‘general secretary’ of the outfit Jamal alias Robi alias Nuruzzaman Sumon (34) and ‘second-in-command’ Sunnat Ali (45). Official sources said Chuadanga Sadar Police raided a mango orchard, behind the Kedarganj Girls College, where a group of PBCP men, led by Jamal, were holding a secret meeting at about 1:30 AM (BST). The cadres hurled bombs on the Police personnel. After an hour long encounter the cadres managed to escape from the encounter site. Later, the bodies of Jammal and Sunnat were found lying on the ground. Assistant Sub-Inspector (ASI) of Rab Aminul Islam Amin and Constable Manik were injured in the encounter. One foreign made pistol, three LGs, two shutter guns, six bullets and 11 bombs were recovered from the encounter site. Hailing from Palashpara village of Chuadanga town, Jalmal had been leading PBCP-ML since 2005 after the death of its founder Mofakkar Hossain Choudhury on December 4, 2004 in Kushtia. Chuadanga Police said he was wanted in 16 cases, including 12 for murder. Sunnat of Loknathpur village in Damurhuda upazila (Sub-District) in Chuadanga was awarded 20 years imprisonment by a Chuadanga court in a murder case in 1994. But he was released from jail after nine years and again joined the outfit. Sunnat was accused in 11 cases, including four for murder, Police said.

The deceased were identified as ‘general secretary’ of PBCP Jamal alias Robi alias Nuruzzaman Sumon and Sunnat Ali, the ‘second-in-command’ of PBCP. Two personnel of Rapid Action Battalion (RAB) -- Assistant Sub-Inspector (ASI) Aminul Islam Amin and Constable Manik -- were also injured in the incident. Police recovered one pistol, three LGs, two locally made guns, six bullets and 11 bombs from the encounter site.

According to Daily Star, the Bangladesh Government on December 4 finally spoke about the rampant international media speculations regarding United Liberation Front of Asom (ULFA) Chairman Arabinda Rajkhowa's arrest in Dhaka and his subsequent transfer to Indian custody. Terming the media reports baseless, Bangladesh Home Minister Sahara Khatun told reporters, "Since we did not arrest him, there is no question of pushing him back," adding, "Media reports about the ULFA chairman's arrest in Bangladesh is baseless and untrue." The Indian authorities however formally announced in the afternoon of the December 4 that the ULFA chairman surrendered to Indian Border Security Force (BSF) earlier in the day at Dawki in the northeastern Meghalaya State of the country. "Rajkhowa and another ULFA leader Raju Baruah surrendered, and then they were arrested. They are now in Guwahati. They will be produced before a court," Indian Home Secretary Gopal Krishna Pillai told reporters.

He was identified as Monwar Hossain alias Mono (32). Police recovered one shutter gun, two bombs, splinters and two bullets from the encounter site. Monwar was an accused in 11 cases, including five for murder and six for abduction.

Arrested Jammu and Kashmir based Islamist militant Abu Yusuf Butt, who is a leader of Jamaat-e-Islami and Hizb-ul-Mujahideen (HM) outfit, confessed before a Dhaka court on December 6 that he was linked to the August 21,2004 grenade attack on an Awami League rally on Bangabandhu Avenue in the city, reports Daily Star. Disclosing that he was present at the site of the attack that killed 24 people and injured 300 others, the HM leader also admitted to his close involvement in the planning and preparation of it, court sources said. Yusuf gave the confessional statement before Metropolitan Magistrate AKM Emdadul Huq after being in remand for 14 days in four phases in the custody of the Criminal Investigation Department (CID). Yusuf also said that he also worked with militant outfits Harkat-ul-Jihad-al-Islami (HuJI) and Pakistan-based Lashkar-e-Toiba (LeT).

A cadre of the Janajuddha faction of the Purba Banglar Communist Party (PBCP), identified as Sheikh Murad, was killed in an encounter with the Police at Brahmandia village of Fakirhat Sub- District in Bagerhat District on December 8, reports Daily Star. Assistant Sub Inspector Abdul Aziz, Constable Waziar Rahman and Constable Fazlul Huq sustained bullet injuries during the encounter. Two shutter guns, 21 bullets and seven bullet caps were recovered from the incident site. Murad, who was on the run, was sentenced to death in connection with the murder of eminent shrimp exporter and Fakirhat upazila (Sub-District) Awami League leader S. M. Farhad Hossain. He was also accused in seven other cases including three for murders.

Chittagong Divisional Speedy Trial Tribunal Judge Mohammed Shafiqul Karim awarded 20 years imprisonment to Javed Iqbal alias Mohammad and 15 years to Naimuzzaman alias Sohag and Rafiqul Islam each. Rapid Action Battalion (RAB) arrested Javed Iqbal and Naimuzzaman at a house at South Kattoli under Pahartali Police Station on December 14, 2005 and seized explosives from their possession. RAB official Abdul Hannan filed a case with Pahartali Police Station on the same day under Explosive Substances Act. Later, Police pressed charges in the case against JMB ‘chief’ Abdur Rahman, Siddiqul Islam alias Bangla Bhai, JMB ‘operation wing chief’ Ataur Rahman Sunny, Zahidul Islam alias Boma Mizan, Javed Iqbal alias Mohammad, Naimuzzaman alias Zafar alias Sohag and Rafiqul Islam. Of them, Abdur Rahman, Bangla Bhai and Sunny were executed in March 2007 in Jhalakathi judges' murder case. After examining 25 witnesses, tribunal judge on December 15 pronounced the verdict. Purba Banglar Communist Party (PBCP) cadres threatening to kill five people if they stand against their 'movement', pasted posters and distributed leaflets at Katagari Bazaar in Tarash sub district of Sirajganj District in the night of December 20, reports Daily Star. Many cadres, who had earlier went into hiding following operations by law enforcers, are now back to the scene and they are engaged in different crimes including abduction, robbery, murder and extortion. During the last few months, PBCP has set up safe havens in different remote chars (small islands) of Jamuna River and greater Chalon Beel region under Sirajganj, Bogra, Pabna and Natore Districts as law enforcers' vigilance is rather lax due to poor communication facilities. At daytime, the criminals remain unnoticed in the guise of general people or travellers and at night they come out in groups for organisational and anti-social activities, locals said. The criminals go into hiding when law enforcers take tough action but return to the area and become active again when there is laxity in vigilance, they added.

Rapid Action Battalion (RAB) on December 20 claimed that Jama'atul Mujahideen Bangladesh (JMB) now has no suicide squad, reports Daily Star. "Information we're gathering through our intelligence says that now JMB has no suicide," RAB Additional Director General (ADG) Col Mizanur Rahman Khan told a press conference at its headquarters. He briefed the media persons about the arrest of five militants of JMB, which made a number of attacks that left 71 people dead and 582 others injured since the JMB's clandestine activities began in the country. The RAB ADG also adds JMB activities have almost come to a halt as its command system has been almost broken down and limited to only invitational programmes. He also said that JMB's capability to carry out any subversive activity has been diminished to a great extent.

Addressing a press conference at its headquarters, RAB Director General Hassan Mahmood Khandkar claimed that the magistrates investigated the incidents and no unlawful use of firearms in the incidents was found. He also said that the number of incidents relating to the use of firearms by RAB men has come down compared to such incidents in 2008 as the law and order marked an improvement. The number of deaths in 'crossfire' was 83 in 2008. The High Court reportedly issued a suo moto rule on November 17, 2009 asking the Government to explain extra-judicial killings within 48 hours.
