Border Guard Bangladesh (BGB) Director General (DG) Major General Abul Hossain briefing the media about the activities and success of the Para-military force at the BGB Headquarters in Pilkhana, Dhaka city on August 2 said they intensified surveillance along the bordering areas to check smuggling of arms and ammunition into the country before national election, reports Dhaka Tribune. He said “Small caches of arms and ammunition are more or less always smuggled. But, the frequency of smuggling increases significantly ahead of general elections. We have already identified 500 vulnerable places. Just eight to ten of the spots are being used as smuggling routes. But, we are trying to stop the criminal act there.”

Counter Terrorism and Transnational Crime (CTTC) officials said escaped Jama’atul Mujahideen Bangladesh (JMB) ‘chief’ Salahuddin alias Salehin is a source of major headache for law enforcement in both Bangladesh and India, reports Dhaka Tribune on August 3. CTTC Deputy Commissioner Mohibul Islam Khan said: “Of course Salahuddin is one of our targets. After escaping from the prison van, he has been trying to reorganize the group. According to our information, he is in India. We have informed the Indian side. They are also looking for him. Salahuddin is a veteran JMB leader. He will not hide quietly. It is only natural that he will try to regroup. But it will take him a long time to reorganize because most of their people are in jail and many top leaders have been hanged.” Hijacked out of a prison van in Trishal, Mymensingh District in 2014, Salahuddin has been out of the law enforcement’s reach, despite their success in arresting many top terrorists in recent times. Salahuddin gave an interview on the terrorist YouTube channel Sahm Al Hind on July 13 that JMB is reorganizing with three main objectives: Dawah or motivation, training and Kital or armed combat. This implies that JMB is trying to recruit new members.

State Minister of Post and Telecommunications Tarana Halim said that the Government will now directly block websites that it feels may pose a security threat to the country, reports Independent on August 11. She said, previously, if the Government needed to block a site, it would have to ask the International Internet Gateway to do the job. Now, the Government will set up a direct control room to block internet traffic with the help of centralized software. The Department of Telecommunications under the Post and Telecommunications Ministry will run the control room. The Government has already finalized the guidelines for inviting project proposals from independent contractors to implement the control room. The estimated cost of the project is BDT 1.5 billion.

Police officials said Jamaat-e-Islami (JeI) and its student wing Islami Chhatra Shibir (ICS) is using “get expelled strategy” to join Neo-Jama’atul Mujahideen Bangladesh (Neo-JMB) to carry out terror attacks across Bangladesh, reports Dhaka Tribune on August 17. With very little scope to play a role in the country’s political arena nowadays, JeI-ICS, over the years had secretly expelled over various unclear reasons a number of its members who were later found to be involved with militancy. Their goal is to create anarchy, native and international pressure on the Awami League (AL)-led Government and ultimately oust it from power, Police officials have said.

Counterterrorism officials on August 17 said that the shortage of funds and difficulties in renting apartments are forcing Neo-Jama’atul Mujahideen Bangladesh (Neo-JMB) militants to shun the practice of leaving their homes months ahead of carrying out an attack, reports The Daily Star. Neo-JMB militants used to live in hideouts, where they were indoctrinated and trained, well ahead of an attack. Suspected suicide bomber Saiful Islam, killed in an anti-terror operation on August 15, came from his village in Khulna District's Dumuria only about a week before his planned attack. Saiful had plans to carry out an attack on a crowd paying homage to Bangabandhu on National Mourning Day on Dhanmondi 32, said Counterterrorism officials.
