The Bangladesh Nationalist Party (BNP)-led 20-party alliance is set to finalize its plans to wage an anti-Government movement this month (August) focusing on “seizing the capital (Dhaka city)”, reports The Daily Star on August 2 (today). The party is planning to hold a number of rallies on the outskirts of Dhaka to drum up public support in favor of their demand for a fresh election under a non-party administration, and to inspire the party leaders and activists to forge a tougher agitation in phases. The BNP high-ups believe that their movement last year before the January 5 election failed to put enough pressure on the Sheikh Hasina Wajed Government as it did not gain enough momentum in the capital. Meanwhile, the grassroots of the ruling Awami League (AL) are readying themselves to counter the post-Eid anti-Government movement threatened by the BNP, reports The Daily Star on August 2 (today). Instructed by the party high-ups, leaders of the AL's District and upazila (sub-District) units are drawing up plans to thwart any attempt of the BNP to create chaos in the name of movement.

International Crimes Tribunal-1 (ICT-1) on August 3 asked the Bagerhat District jail authorities to produce War Crimes-suspect Sirajul Huq alias ‘Butcher Siraj’ before it on August 7, reports The Independent. In compliance with the tribunal’s order, Police arrested fugitive accused Butcher Siraj from village Dema in Bagerhat District on July 21. Earlier, Police had arrested two other absconders, Abdul Latif Talukder (arrested on June 21) and Khan Mohammad Akram Hossain (arrested on June 20). According to the Tribunal, the prosecution is supposed to submit by August 20 the complete investigation report on the three war crimes suspects. The trio war-crimes suspects had perpetrated atrocities as Razakars during the Liberation War in 1971 at Shankharikathi Bazar in Kachua of Bagerhat District conducting loot, killing at least 40 unarmed civilians, forcibly converting over 200 Hindus to Muslims and burning down houses.

The three-member tribunal led by Justice Obaidul Hassan, with members Justice Mohammad Mozibur Rahman Miah and Justice Mohammad Shahinur Islam, adjourned the case proceedings until today (August 5). The prosecution on August 5 claimed that they had proved the involvement of Jatiya Party (JP) leader and former State Minister of the Hussain Mohammad Ershad regime, Syed Mohammad Qaisar (73) in crimes against humanity committed in Habiganj District during the Liberation War in 1971, reports The Daily Star. Qaisar is facing 16 charges of crimes against humanity and genocide. According to one charge, Qaisar being leader of "Qaisar Bahini", accompanied by 10-15 accomplices, Razakar Force and 30 members of the Pakistani Armed Force, headed towards the village Lohaid in Madhabpur sub-District of Habiganj District where the group launched an attack and apprehended eight pro-liberation civilians, and on his instructions, the Pakistani army killed them. Another charge links Qaisar to a rape that took place in mid-August, 1971 at an army camp at Jagadishpur High School in Madhabpur sub-District.

A freedom fighter, SM Shamshul, 22nd prosecution witness on August 6 linked Jamaat-e-Islami (JeI) Nayeb-e-Ameer (deputy chief) Abdus Subhan to a mass killing of more than 100 people committed at Sujanagar sub-district in Pabna District during the Liberation War in 1971, reports Daily Star. Shamsul Alam told the International Crimes Tribunal-2 (ICT-2) that he had seen Pakistani Army shoot four people to death immediately after Subhan's conversation with them at Fakitpur village in Sujanagar on May 12, 1971. Subhan faces nine charges, including genocide, committed in Pabna during the nine-month-long war. The accused, however, pleads not guilty before the tribunal.

The Law Ministry sources further said that the Law Ministry has prepared a draft to amend the International Crimes (Tribunal) Act -1973 so that organizations could be tried under the law for War Crimes. It has the provision for banning a convicted organization from the political arena. The draft proposal for amending the law would be placed before the Prime Minister and the cabinet for approval.

The request was made at the five-day meeting of Border Security Force (BSF) and Border Guard Bangladesh (BGB) Border Coordination Conference in New Delhi. The Director Generals of BSF and BGB discussed on issues such as violence on the border, smuggling of narcotics and Fake Indian Currency Notes (FICN) action against the Indian insurgent groups and destruction of their hideouts, joint efforts for prevention of illegal migration and human trafficking of Bangladeshi nationals, effective implementation of Coordinated Border Management Plan (CBMP) for preventing trans-border crimes. The BSF believes that North East insurgent groups have around 45 hideouts in Bangladesh. Of the total 45 militant camps 21 camps belong to United Liberation Front of Asom (ULFA), National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF). Sources divulged that an official from the Ministry of External Affairs (MEA) met Chetia in Dhaka Jail on August 20 and held discussions. The exercise apparently was part of an initiative by the Narendra Modi Government to get an independent assessment of the situation. Significantly, the Home Secretaries of India and Bangladesh are meeting in Dhaka on September 1 and 2, where the issue of Chetia’s repatriation is on the agenda, said sources. Meanwhile, when asked about the meeting between Chetia and an Indian official, official spokesman of MEA, Syed Akbaruddin said that there has been discussion on this matter for quite some time and the outcome of that relates to the Extradition Agreement and on the discussion between our Home Secretaries. Prosecutor Abul Kalam Azad submitted the charges against Hasan on crimes against humanity which had occurred in villages of Kishoreganj District during the Liberation War of 1971. The six charges include setting fire and looting seven houses of one Hasan Ahmed of Sachail village on April 27; involved in killing of one Tofazzal, abduction of two other people and setting fire to two houses of Konabhawal village on August 23; involved in killing of 12 persons and torching of 10 houses in Shimulhati village on September 9; involved in killing of eight people and abduction of 10 others in Borgaon village on September 27; involved in abduction and later killing of Kamini Kumar Ghosh and Jibon Chakravarty and looting Ghosh's house in Araiura village on October 8; and involved in killing Rashid Ali Bepari and setting fire to 100 houses in Sachail village on December 11.

The Central Government has decided to implant special kind of fence over water along the riverine India-Bangladesh border to stop illegal immigration, reports Times of India on August 26. Replicating the Singapore 'skid marine hedge model', this floating fence will help to prevent immigrants trying to enter into the mainland of the country. According to an unnamed Border Security Force (BSF) official, there are two areas that needs to be addressed - the mapping of the riverine border and then the fencing of that border. "According to the instructions of the central government we have almost completed the mapping and have identified our area along the river and other water bodies. Now we are waiting for the sanction of funds so that the fencing portion can be done," the BSF officer said. Of the 3326 kilometers long border only 501 kilometers is left without fence of which 130 kilometers is land where barbed wire fencing is going on and the rest of the portion is covered with rivers and water bodies.

Prosecutor Tureen Afroz told the tribunal that Rangpur Town Hall in Rangpur District was used as a “rape camp” during the Liberation War and served as an instrument of terror. The victim was identified as Shamsul Alam Bulbul (35), former president of Kolaroa sub-District unit ICS. Police said a team of Police conducted a raid at Gazna village to arrest Bulbul, an accused in several cases. When Police arrested Bulbul, his associates attacked the law enforcers to snatch him from the Police custody. At one stage, Police opened fire at Bulbul when he tried to flee from the scene, leaving him injured.

Alim, a former minister in the cabinet of late President General Ziaur Rahman, served as the Chairman of Peace Committee in Joypurhat District during the 1971 Liberation War.
