President Ashraf Ghani’s Special Envoy Umer Daudzai called on the Taliban to listen to recommendations of the delegates of the Grand Consultative Jirga (congregation of elders) on Peace which started on April 29 and will continue through until May 2, reports Tolo News.Almost 3,200 delegates from around the country have attended the Jirga who will determine the framework of peace talks with the Taliban. “Taliban should listen to the recommendations of the Peace Jirga delegates,” Daudzai said.Government had invited the Taliban to attend the Jirgaor send a delegate but the group has rejected the invitation, according to officials.

The sixth round of peace talks between representatives of the United States (US) and Taliban began on Doha, the capital city of Qatar on May 1, reports Khaama Press.Taliban spokesman Zabiullah Mujahid confirmed that the U.S. delegation has arrived in Doha for the talks.The U.S. Special Representative for Afghanistan Reconciliation Ambassador Zalmay Khalilzad leads the U.S. delegation.The U.S. delegation will focus on a declaration of a ceasefire to pave the way to an end to the fighting.However, the Taliban group will focus on the withdrawal of U.S. forces from the country.The fifth round of peace talks between U.S. and Taliban concluded in mid-March in the Qatari capital Doha after sixteen days of extensive talks.In a statement posted on Twitter after the conclusion of 5th round of talks, Ambassador Khalilzad had said “Peace requires agreement on four issues: counter-terrorism assurances, troop withdrawal, intra-Afghan dialogue, and a comprehensive ceasefire. In January talks, we “agreed in principle” on these four elements. We’re now “agreed in draft” on the first two.”He also added “When the agreement in draft about a withdrawal timeline and effective counterterrorism measures is finalized, the Taliban and other #Afghans, including the government, will begin intra-Afghan negotiations on a political settlement and comprehensive ceasefire.” Zalmay Khalilzad met with the Taliban’s deputy leader Mullah Abdul Ghani Baradar in Doha, Qatar, the group said in a statement on May 2, adds Tolo News.Baradar clarified that there is a need to finalize the two important agendas of the previous meeting which include the "complete" withdrawal of all foreign forces from Afghanistan and the assurance that Afghanistan’s soil will not be used against others, the statement added.“If the issue of troop withdrawal becomes certain, intra-Afghan dialogue will start. I don’t think that the Taliban will start intra-Afghan talks before that,” said Sayed Akbar Agha, a former Taliban member.

Three soldiers were killed and seven others injured when a group of 60 to 70 terrorists from bases in Afghanistan attacked Pakistan Army troops undertaking fencing efforts along the Pak-Afghan border in Alwara area of North Waziristan District on May 1, reports Daily Times. The Inter-Services Public Relations (ISPR) statement said “The attack was effectively responded and repulsed by troops in the area. Scores of terrorists were killed and injured. In exchange of fire, three soldiers – Lance Naik Ali, Lance Naik Nazeer and Sepoy Imdad Ullah – embraced martyrdom. Seven other soldiers were injured”.“While Pakistan’s security forces are solidifying border security through fencing and construction of forts to deny liberty of action to the terrorists, Afghan security forces and the authorities need to have more effective control in border region to support Pakistan’s efforts as well as deny use of Afghan soil against Pakistan,” the ISPR stated. “Pakistan’s fencing efforts will continue despite all such impediments,” it asserted.

The party’s members said the Afghan government has “failed” to implement the suggestions of the Jirga delegates. A ceasefire, formation of a negotiating team and expediting the peace efforts were the main demands of the peace Jirga delegates which ended on May 3. “The president has not considered the suggestions made by the peace Jirga delegates,” said Abdullah Qarloq, the deputy head of the National Islamic Movement of Afghanistan. “Unfortunately, government’s aim about the peace Jirga was not peace, but it was an attempt to create challenges on the way of peace; therefore, it does not have an intention for peace,” said Assadullah Saadati, member of Hizb-e-Wahdat-e-Islami party. The report also identified LeT among the three terrorist groups posing the greatest threat to the US and its allied forces in Afghanistan. Among the 20 prominent terrorist organizations active in Afghanistan, LeT ranks fifth in terms of fighters along with Al Qaeda and Islamic Movement of Uzbekistan, stated the Pentagon report, 'Lead Inspector General for Operation Freedom's Sentinel', for the quarter ending March 31. The report said the Department of Defence "identified the Haqqani Network, the Eastern Turkistan Islamic Movement (ETIM) and Lashkar-e-Taiba as groups that present the greatest threat to US and allied forces in Afghanistan". The report also stated that an estimated 300 LeT and 1,000 Islamic Emirate High Council operatives are active in the war-torn country. The United States (US) Ambassador to Afghanistan John Bass says that the National Unity Government’s (NUGs) constitutional term has ended, however, he clarifies that the United States respects the interpretation of the constitutional court which has extended the government’s tenure. “We passed the end of the government’s constitutionally mandated term,” Bass said in an interview with Tolo News. He said that he expects the Government leaders and their cabinet members and staff members understand the “extraordinary period” and act with “self-restraint” during this period. “We fully expect that the president and the chief executive officer and the ministers and their staffs understand that this is an extraordinary period and that they should be acting with a degree of self-restraint in how they conduct the business of government to limit that to the fundamental business of the government,” he said. “I think this is reasonable to ask why ministers are changing out, why so many other senior officials in government are changing out, days after the constitutional end of the government’s term in office,” he said.

Bala Murghab is a strategic District of the Province, surrounded by some other volatile Districts such as Ab Kamari, Muqur, Jawand, and Qadis. Last time, Bala Murghab came under Taliban attack late in April and early in March (2019) and was under siege for more than two weeks, leaving more than two dozens of security forces dead and almost 28 of them gone missing. Sopko said that administrative corruption, narcotics and Islamic State (IS) are the three biggest challenges faced by Afghanistan, reports Tolo News on May 31.Talking to the C-SPAN (Cable-Satellite Public Affairs Network), Sopko said that even if the Afghan government makes a peace deal with the Taliban, it will have to face with the above-mentioned challenges. “There are thirty some terrorist groups operating in Afghanistan, so even if you negotiate with the Taliban, you still have to deal with IS. The other some of the risk with talk about is you still have a problem of corruption; you still have a problem of narcotics. It is the largest producer of heroin in the world,” Sopko said. Talking about the Afghan peace process, Sopko said if a peace deal is reached, integration of the Taliban in the society will take time and money. Sopko said the international community will stop their support to Afghanistan if the Taliban in a possible post-peace government turns back to their past and repeat the same treatments with the women as they did during their regime.
