Namely, the Taliban have not fulfilled their own commitments – the commitments that they made in the Doha Agreement, the Taliban also have not fulfilled their Doha commitment to engage in political dialogue leading to a negotiated settlement. That remains to be done. We shouldn’t forget that the Doha Agreement envisioned a peaceful settlement, not a takeover on the part of the Taliban,” said Price.

According to a report released on March 3 by the United Nations (UN) Special Rapporteur on Afghanistan, 700,000 people have lost their jobs in Afghanistan since the Taliban took control, with the construction, civil service, and agricultural industries being the most badly impacted, reports peoplesdispatch.org. “Around 1,000 families have been forcibly removed from their lands and displaced from several villages in Daikundi Province since September 2021… At least 2,800 Hazara residents were forcibly displaced from 15 villages in Daikundi and Uruzgan Provinces in September 2021 alone,” the report said. “The Taliban’s response to armed resistance by the National Resistance Front in Panjshir province and other provinces continues to adversely impact civilians in breach of international human rights and humanitarian laws,” the report added. “As many as 1,855 grave violations were committed against children between January and September 2022,” the report pointed out. The report further said, “This crisis has been exacerbated by the unintended consequences of political cautiousness and over compliance with (US imposed) sanctions, despite the humanitarian exemptions afforded by the Security Council,” the report further said. the report adds that an “estimated 18.9 million people are experiencing acute food insecurity, a number which is expected to rise to 20 million, and over 90% of peoples are suffering from some form of food insecurity, with single-parent female-headed households and children being disproportionately affected.”

He stated, "We are engaging with the Taliban ourselves despite some of what I have said here that reflects our grave concern about the Taliban’s policies towards the Afghan people. We do favour a policy of engagement ourselves, that is why I met with the Taliban leaders in December, I suspect that I will meet Taliban leaders in the future and talk about our interests in Afghanistan". He further said, "We have not seen significant steps towards normalisation with the Taliban, they do not have a permanent representative sitting in New York at the United Nations, they do not have formal relationships with international financial institutions, they do not have diplomats serving abroad in the West, they do not have access to suspended assets in foreign countries, and I do not envision that we will budge on any of these issues until they make more responsible decisions." "What we want to see is the emergence of a dialogue among Afghans inside Afghanistan to begin with who have genuine support in their communities with the Taliban in a structured and serious and organised fashion to talk about the future of the country, to talk about a constitution, to talk about the basic rights of Afghans—that process has not unfolded in any serious manner," he added.

On March 5, the European Union’s (EU) Special Envoy for Afghanistan, Tomas Niklasson said that the EU is "not supporting armed resistance [in Afghanistan], neither politically, nor in other ways," reports Tolo News. “Afghanistan has seen too much violence over the last four decades and now there is a chance to break the cycle of violence, but for this to happen, all Afghans must get a chance to engage in dialogue, express their views freely and see chances for themselves to have a voice about the direction in which the country is going,” he further said. He added, “During our visit, we have focused our discussion on the human rights, primarily on the rights of women and girls, notably the right to education, the right to work and participate in social and political life.” He also said, “Secondary schools remain closed for girls in most parts of the country for 18 months, and in December, the de facto authorities announced that also universities would be closed for women. I raised these issues in several of my meetings with acting ministers and while many confirmed the rights of girls and women to study, I did not hear any firm commitment that schools were going to open at the beginning of the school year after Nawroz, despite very clear questions from our side.”
