Acting Foreign Minister Amir Khan Muttaqi and his delegation in Qatar met ambassadors and representatives of a number of nations including the United Kingdom, the United States, Spain, South Korea, the Netherlands, Italy, Australia, and Canada, Tolo News reported on August 2. According to Hafiz Zia Ahmad Takal, deputy spokesman of the Foreign Ministry, Muttaqi briefed the participants in the meeting about the political, economic, security and governance developments in Afghanistan. Muttaqi and his delegation provided a detailed response and said that these delegations should be present in Afghanistan and see the realities of Afghanistan from close instead of continuing their work from abroad,” he said. Meanwhile, the head of the Islamic Emirate’s Qatar- based Political Office in Doha, Suhail Shaheen, said that the ground realities in Afghanistan and media reports abroad are contrary to each other.

According to locals, Taliban fighters carried out an attack on the village of Naw Qala-e Yakhshi in the Khwat region of Nawur, during which they beat up several residents and subsequently detained a man and two children aged 11 and 13. Speaking at the Security Council meeting on the 17th report of the Secretary-General on the threat posed by Daesh, UN counter-terrorism chief Vladimir Voronkov said that the situation in Afghanistan is growing increasingly complex and that some 20 different terrorist groups are present in Afghanistan. "The situation in Afghanistan is growing increasingly complex, with fears of weapons and ammunition falling into the hands of terrorists now materializing." The in-country operational capabilities of Da’esh’s so-called Khorasan province, sanctioned as ISIL-K, have reportedly increased, with the group becoming more sophisticated in its attacks against the Taliban and international targets. Moreover, the presence and activity of some 20 different terrorist groups in the country, combined with the repressive measures put in place by the Taliban de facto authorities, the absence of sustainable development, and a dire humanitarian situation, pose significant challenges for the region and beyond," Voronkov noted. Also, the US Ambassador Linda Thomas-Greenfield said in the meeting that Afghanistan must deny safe haven to terrorist groups, including al-Qaida and ISIS-Khorasan. "And I want to reiterate that capable law enforcement and broader security service responses are essential to preventing and countering terrorism and violent extremism. In South Asia, Afghanistan must deny safe haven to terrorist groups, including al-Qaida and ISIS-Khorasan, which continue to harbour ambitions to carry out attacks and have claimed deadly attacks in both Afghanistan and Pakistan," US Ambassador Linda said in the UN Security Council meeting. However, Bilal Karimi, spokesman of the Islamic Emirate, in response to the statements of the members of this council, said that Daesh is not present in Afghanistan. "We don't have a Daesh that has a physical presence, a fixed location, or concrete activities, and Daesh has been defeated in Afghanistan," Karimi noted. According to the statement, the Daesh groups in Iraq and Afghanistan have been assessed by member states as the most serious terrorist threat in Afghanistan and the region. "The report says that Daesh Khorasan has increased its operational capabilities inside Afghanistan, with the total number of fighters and family members associated with the group estimated at 4,000 to 6,000 people, a steady increase over the numbers reported in previous reports, while also becoming more sophisticated in its attacks against both the Taliban and international targets," the statement said.

In response to the United National Security Council (UNSC) latest report, the spokesman of the Islamic Emirate of Afghanistan, Zabiullah Mujahid, stated on August 27, that the Taliban once again rejects the baseless accusations made in the report, reports Tolo News. He further said that "the Islamic Emirate of Afghanistan once again rejects these baseless accusations and, while calling for transparent involvement in such issues, states that in the last two years, Afghan security forces have conducted hundreds of continuous operations against illegal weapons and the Islamic State of Iraq and Syria (ISIS). As a result, weapons and ammunition were captured, and ISIS’s operational capabilities were destroyed. "Anyone who makes such baseless claims either has little information, is encouraging the emergence of already-eliminated ISIS with propaganda, or is fuelling instability in the region," he added.

The President of the United States (US), Joe Biden, reassured continued support for the people of Afghanistan on the second anniversary of the US military withdrawal from the country, reports The Khaama Press News Agency on August 31. In a statement released on the White House website, President Joe Biden paid tribute to the sacrifice of American service members, noting that 2,461 died and 20,744 were wounded throughout the two-decade war. And then he lauded the collaborative efforts of US military members, diplomats, intelligence professionals, and development specialists who played a crucial role in the two-decade Afghanistan mission and the subsequent military withdrawal. He also thanked US citizens and local governments for aiding the evacuation of around 120,000 people, including 117,000 Afghan refugees, in one of history's largest airlifts. The US remains a major humanitarian donor to Afghanistan.
