EPRLF leader and former Chief Minister of the North-East Provincial Council, Varadaraja Perumal said that the LTTE was holding several hundreds of his party’s cadres and supporters and relatives of other Tamil parties in captivity in underground prisons that are functioning as torture cells. At one point, after the Indian Peace Keeping Force (IPKF) withdrew from the island country, the LTTE arrested an estimated 5,000 people. While some of them were later released, the fate of the rest is still uncertain.

President Chandrika Bandaranaike Kumaratunga had asserted that her government would press with the devotion programe and expressed her happiness at the UNP’s participation in the ongoing efforts to arrive at a Sinahal consensus, before a final draft is presented to the LTTE. The President brushed aside the Janatha Vimuktu Perumana’s opposition to Norway’s involvement in finding a solution to the seventeen-year old ethnic crisis in the island country. The President indicated that the LTTE was showing signals of preparedness to begin negotiations with the government through Norwegian mediators. According to the President, the government would insist on some preconditions such as continued presence of security forces in the Northern areas even as it is prepared to consider any preconditions set by the LTTE for the initiation of dialogue.

The European Union (EU) in a statement, on March 29, has commended the ongoing political dialogue between President Chandrika Kumaratunga and Leader of the Opposition Ranil Wickremesinghe to find a solution to the 17-year old ethnic conflict in Sri Lanka. The EU has urged all parties to end the conflict and work for a negotiated and just settlement. Further, the EU has renewed its condemnation of terrorist attacks by the Liberation Tigers of Tamil Eelam (LTTE) and other para-military groups against civilian targets and has asked them to stop such activities.

In an interview with Sri Lanka’s Sunday Observer, on March 30, President Chandrika Kumaratunga described as 'satisfactory' the pace of the talks between the People's Alliance (PA)––the ruling coalition, and the Opposition United National Party on constitutional reforms. She said that the present phase of the talks would be concluded by mid-May. 'The discussions are going on slowly but progressing. We have got down to brass tacks,' said. She also hinted that the frequency and duration of the talks might be increased to keep the deadline. Kumaratunga had said that the only obstacle in the way of bringing about a new Constitution, as mandated to the PA, was the present Constitution itself. Even now, 12 of the 14 political parties represented in Parliament had agreed on the new Constitution. However, since the PA believed in 'consensual rather than conflictual government' it had decided to seek the cooperation of the UNP as the main Opposition party 'as much as we can' to bring about a consensus. The President has described as discouraging LTTE ideologue Anton Balasingham’s recent interview and said that the LTTE had not given up its ' usual conflictual manner of attacking democratic parties'. On the question of de-escalation of the conflict, Kumaratunga said that she would not allow the withdrawal of troops 'even if I am killed'. 'However as and when the talks with the LTTE progress, a de-escalation could be considered.

Norway, on March 30, named parliamentarian Erik Solheim, a member of the small Opposition Socialist Left Party, as special adviser in Oslo’s efforts to help end Sri Lanka’s ethnic war. Solheim would participate in the peace process for at least six months beginning April 1. Sri Lanka’s Foreign Ministry said that Solheim, a former leader of the Socialist Left Party which has nine seats in the 165-member parliament, has long been involved in Norway’s work for peace in Sri Lanka.

The statement added that the Army has retained civilians near troop concentrations. The Sri Lankan Army denied the accusations clarifying that it is the infiltration of LTTE into civilian groups that has prevented a speedy transfer of civilians from the affected areas. LTTE also accused International Committee of the Red Cross (ICRC) and the United Nations High Commissioner for Refugees for not taking adequate care of non-combatants in the war zone.

The Sri Lankan armed forces said that they were fortifying a new line of defence after withdrawing from a key military base in the face of an offensive by Tamil rebels. The unprecedented fall of the Elephant Pass-Iyakkachchi army bases, opening the gateway to Jaffna, has given rise to calls for international assistance to stop the LTTE before it marched into Jaffna. "I do not want to sound alarmist, but given the present state of affairs, the fall of Jaffna cannot be ruled out", said Tilak Karunaratne, the rebel UNP MP and secretary general of the new party, "Sinhala Urumaiya". The army chief Lieutenant General Lional Balagalle, in a press conference in Colombo on October 23, said that the army aims to, "replace the war heroes fallen in recent battles in the North with the new recruits to put incessant pressure on the Tigers who have faced consecutive defeats in Northern battles". In continuing operations under Operation Kinihara VII, government troops further consolidated their positions and captured a huge quantity of arms, ammunition and communication equipment deserted by retreating Liberation Tigers of Tamil Eelam (LTTE) rebels. Troops were consolidating their positions along the Ariyale and Kaithady Road, a military spokesperson said, on December 23. For the present, the Sri Lankan Army has captured 34 square km, and has, on the first day of the clashes, December 22, 2000, killed 51 LTTE cadres, as already reported. In the clashes 25 security forces personnel too were killed. With the territory captured from the rebels, the troops are in control of all but two km of the entire A 9 Highway, between Chavakachcheri and Jaffna town. Besides, there is no directive from the government to troops to scale down operations. On the other hand, naval gunboats and missile craft are on full alert in the Jaffna lagoon.

President Chandrika Kumaratunga is due to hold consultations with the Cabinet and senior leaders of the ruling People's Alliance (PA) on January 1, 2001, to frame an appropriate response to the unilateral cease-fire offer made by the Liberation Tigers of Tamil Eelam (LTTE). The LTTE's offer came into force beginning midnight December 24, 2000. The government has as of now rejected the offer and has vowed to prosecute the war against the rebels. The Prime Minister and the Foreign Minister have already clarified that de-escalation of the war could be considered only after negotiations with the rebels.
