Army has gone in for an emergency purchase of a very small number of advanced sniper rifles, with longer ranges as well as modern telescopic sights, for troops deployed along the Line of Control (LoC) with Pakistan, reports Times of India on January 12. The new sniper rifles, Beretta's.338 Lapua Magnum Scorpio TGT and Barrett's .50-calibre M95 guns, which have an effective kill range from 1,500 to 1,800 metres, are being purchased under the Northern Army Command chief 's emergency financial powers. The larger "capital procurement" of 5,719 new 8.6mm sniper rifles to equip all the 382 infantry battalions in the over 12-lakh strong Army - each unit is authorized 10 sniper rifles - will however take another couple of years. Sniping is posing a major operational challenge for Indian troops along the ndian infantry soldiers, in contrast, are saddled with Russian-origin 7.62mm Dragunov semi-automatic sniper rifles, which have a "limited" kill range of 800-metre and a design vintage of the 1960s. In the absence of Picatinny rails, the Dragunov rifles are also incompatible with several modern essential accessories like magnification and sight systems. The Army's Para-Special Forces units are now also getting some long-range Finnish Sako sniper rifles, which have a kill range of around 2,400-metre.

The Government on January 13 announced a revised pay structure for the garment sector, with a slight increase in both basic and gross wages in six of the seven grades, reports Daily Star.The meeting of the 20-member committee, which has representation of workers, owners as well as the government, approved wage increase in grade 1-6.Government announcement comes after eight days of labour unrest andfollowing directives from the Prime Minister. Amirul Haque Amin, president of the National Garment Workers Federation, said, “We welcome the revision and the new wage structure.”He was speaking on behalf of the trade union leaders who are on the tripartite committee.

Prime Minister Ranil Wickremesinghe agreed to introduce a mechanism to ensure a ‘formal say’ for the Tamil National Alliance (TNA) in the execution of development activities in predominantly Tamil areas in the North and the East, Jaffna District TNA MP (Member of Parliament) Dharmalingam Sithathdan said on January 16, reports Daily Mirror. Dharmalingam Sithathdan said the TNA parliamentary group met with the premier last week to discuss the matter. He said the Prime Minister agreed to work out a mechanism for it to be involved in development activities in the North and the East. “We informed Prime Minister Ranil Wickremesinghe that we wanted a formal say in the process. Afterwards, we discussed as to how a mechanism could be worked out. The premier agreed with us,” he said.

Government of Balochistan has decided to launch a Safe City project in all major and border cities of the province on January 17, reports The Express Tribune.The decision came during a high-level meeting on the law and order situation, chaired by Balochistan's Chief Minister Jam Kamal Khan, where the Home Secretary, Inspector General of Police and Frontier Corps officials briefed the participants about efforts of Law Enforcement Agencies (LEAs) for maintaining peace. The meeting was told that implementation of the Quetta Safe City project had begun, while planning was under way to launch similar projects in all major cities of Balochistan, including those in border areas.During the meeting, implementation and progress on the National Action Plan (NAP), as well as capacity building of Police and Levies with training courses under Pakistan Army were discussed.In addition, security for the China-Pakistan Economic Corridor (CPEC) projects and Gwadar, geo-fencing and locator technology, performance and capacity development of the Counter-Terrorism Department and well-being of pilgrims were also reviewed.

The Jharkhand State Cabinet, on March 1, approved infrastructure projects of INR 1.8 billion to strengthen Police networks in the Left-Wing Extremist (LWE) affected Districts in State, reports The Pioneer. The funds will be used under the Special Infrastructure Projects, which is Centre-State projects with Centre bearing 60 per cent of total projects cost, while the State will bear 40 per cent of the project cost. The Special Infrastructure Scheme, provide crucial infrastructure requirements that are critical to the policing and security needs in the field. State Cabinet Coordination department secretary SKG Rahate said, “The Special Infrastructure Projects will have three components, Special Task Force (STF), Special Intelligence Bureau and construction of fortified police stations. The main focus will be on improve security, policing and strengthening of intelligence in LWE districts.” For strengthening STF operations INR 450 million has been sanctioned, INR 111.2 million has been sanctioned for improving intelligence network in these areas; also, INR 1.32 billion will be used for construction of 54 fortified Police Stations falling under LWE Districts.

The Khyber Pakhtunkhwa Government has diverted PKR 30 million funds meant for the development of public sector higher secondary schools in the province to MaulanaSamiulHaq’sDarulUloomHaqqania seminary in Nowshera District, Dawn reported on April 10.The Government had allocated PKR 1.7 billion in the current fiscal year for providing higher secondary schools with basic facilities.Sources told Dawn that of those funds, PKR 695 million was diverted to Swat District two months ago before the Government gave away another PKR 30 million to the DarulUloomHaqqania, leaving little for the schools’ development.

In the wake of the February 14 Pulwama attack, the Government granted emergency powers to the three services to procure weapons and military hardware to enhance their operational preparedness along the border with Pakistan, official sources said on April 16, reports The Times of India. The Government also relaxed certain rules to cut delays in military purchase like allowing the three services to procure required weapons and equipment from a single vendor. According to report, the Government has granted more powers to the Army, Navy and the Indian Air Force to go for buying of critical weapons and equipment to help them effectively deal with any hostilities along the border with Pakistan.

Pakistan’s military spending increased by 73 per cent between 2009 and 2018, and by 11 per cent between 2017 and 2018, according to a new report released on April 29 by the Stockholm International Peace Research Institute (SIPRI), reports The Express Tribune.In 2018, Pakistan’s military expenditure was USD 11.4 billion, making it the 20th-largest spender globally.As per the SIPRI data, Pakistan is among the top 10 countries with the highest military burden. “A state’s military expenditure as a share of GDP — also known as the military burden — is the simplest measure of the relative economic burden the military places on that state,” the report explains.“Pakistan’s military burden in 2018 was 4.0 per cent of GDP — the highest level since 2004,” it states.

The National Assembly on June 27 unanimously passed the PKR 1,152 billion defence budget for the next fiscal (2019-20), reports Times of India. Federal Minister for Revenue HammadAzhar presented the budget on June 11 in which he had declared that the budgetary allocation for the defence sector was kept the same as the last year. But the budget document showed a slight increase of 4.5 per cent by the Government. According to the documents, the original allocation for defence for outgoing fiscal (2018-19) was Rs 1,100 billion but it was revised later to PKR 1,137 billion, up by 3.4 percent, by the end of the year. So, the actual rise from previous allocation was Rs 52,201 million or 4.5 per cent.
