The Counter Intelligence (CI) Wing of Punjab Police arrested a narcotics smuggler and recovered 5.15 Kilogram of heroin, two pistols and ammunition from his possession in Ferozepur District of Punjab on January 1, reports The Tribune. The arrestee has been identified as Bhalwan Singh, a resident of Aliwala village in the said District. In a statement, The Additional Inspector General (AIG), CI, Ketan Baliram Patil said the Police recovered two pistols of .30 bore along with 10 live cartridges and two magazines from the accused. Official sources said the drug consignment was smuggled from Rajoke village in Ferozepur sector along International Border (IB) around three days ago. Smugglers on the other side of the border, taking the advantage of dense fog, had thrown the contraband over the fence. Bhalwan worked as a carrier of drugs. He had reportedly taken INR 2, 50,000 for delivering the consignment. “Investigations are underway to identify the person to whom it was meant to be delivered,” said an Official.

On January 4, two persons identified as Krishnamurit Kawander and Rajesh Tulsidas Joshi were arrested along with narcotics worth INR 120 million near Malad railway station in Mumbai Suburban of Maharashtra, reports Financial Express. A total six kilograms of heroin was seized from the duo. Anti-Narcotics Cell’s Deputy Commissioner of Police (DGP), Shivdeep Lande stated the arrest of duo has been “significant as the cartel controlled around 80 per cent of Mumbai’s heroin supply, which comes from Rajasthan”.

On January 6, five persons of Pakistani nationality were arrested with narcotics worth INR 1.75 billion from mid-sea in the Kutch coast in Gujarat, reports Zee News. The five Pakistani nationals identified as Anees, Ismail Mohammed Kachchi, Ashhraf Usman Kutchhi, Kareem Abdulla Kutchhi and Abubaqar Ashraf Sumra from Beet Zajeera in Karachi of Pakistan was intercepted following intelligence information. The State Police in Punjab have busted a narco-terror module that flew drones from Amritsar District to Pakistan to fetch drugs in the last few days and arrested three persons, including an Indian Army soldier and an expert drone operator on January 10, reports The Tribune. The arrested persons have been identified as Dharminder Singh of Dhanoa Khurd village and Balkar Singh of Kalas village in Amritsar District and Rahul Chauhan of Pooja Vihar in Ambala District of Haryana. the Director General of Police (DGP), Dinkar Gupta said, while Dharminder was arrested from Hardo Rattan village, about 3 kilometers from the India-Pakistan border, Balkar, lodged in Amritsar jail in an NDPS case, was arrested on production warrant. Rahul, a soldier in the Indian Army, was reportedly involved in procuring and supplying drones and training to cross-border smugglers. Two members of the narco-terror module were still absconding and efforts were on to nab them. The DGP further said they had seized two highly sophisticated Chinese drones, belonging to the narco-terror module, involved in the smuggling of weapons and narcotics from across the border. “The seizure includes drone batteries, custom-made drone containers, two walkie-talkie sets, Rs 6.22 lakh, believed to be proceeds of drugs, and a magazine of an INSAS rifle. The drones, capable of travelling 2-3 kilometers, were reportedly being launched from the Indian side to fly into Pakistan to pick up narcotics. The accused had apparently already conducted four-five sorties.”

Narcotics Control Bureau (NCB) busted an international drug cartel allegedly led by a Taliban leader in Kandahar of Afghanistan and arrested nine Afghan nationals in Indira Gandhi International Airport (IGI) of New Delhi in India, reports Times of India on January 13. Following an information, on December 28, 2019, a trap was laid for a few Afghan nationals who were arriving India by Ariana flight no. FG-313 from Kabul via Kandahar. According to Republic World, seven Afghan nationals were arrested after medical examination revealed foreign substance in their stomach. The seven were identified as Yusufzai Rahamatullah, Faiz Mohammad, Nabizada Habibullah, Ahmedi Abdul Wadood, Turkman Abdul Hamid, Fazal Ahmed and Noorzai Kabir. The two receivers in Delhi, identified as Hayatullah and Masood Mohammad, were also arrested. Hayatullah and Mohammad disclosed that such consignments of drugs were further sold to Nigerian nationals operating in Delhi and Mumbai. According official sources, the money paid by the African receivers is taken back by the Afghan carriers to be eventually used to launch terror attacks in the Indian subcontinent.

The Border Security Force (BSF) recovered four packets of contraband suspected to be heroin weighing 3.080 kilogram from Ferozepur sector in Ferozepur District and Abohar sector in Fazilka District along International Border (IB) of Punjab on January 15, reports UNI. According to a spokesperson of the Punjab Frontiers BSF HQ (Head Quarters), the BSF troops heard some suspicious sound in the areas of Ferozepur and Abohar sectors. As soon as the troops noticed movement of some suspects moving towards Indian Territory ahead of border security fence, they challenged the suspected smugglers but when the suspects continued to move towards fence, they opened fire following which the Pakistani smugglers ran towards Pakistani side taking advantage of dense fog and undulated ground. During search of the area, the BSF troops recovered two packets of contraband suspected to be heroin from the border area near Ferozepur sector weighing one kilogram each and two more packets from the area in Abohar sector weighing 2.080 kilogram of heroin.

As per the report, the BSF troops saw some movement near the fencing at Chontra post and opened fire, after which some smugglers ran towards the Pakistani side. After which the BSF conducted a search following which they recovered 22 packets comprising around 22 kilogram of heroin, 90 rounds and two magazines of ammunition, WiFi connectors, two smart phones, a normal phone and a pipe.

The arrested smugglers have been identified as Satnam Singh alias Satta of Jhugge Kishor Singhwala village and Gurpreet Singh alias Gora of Khunder Uthar village; both falling under Mamdot block in the District. The Additional Inspector General (AIG, Counter Intelligence) Ajay Maluja, said that the Police had received specific inputs that Satnam and Gurpreet were in touch with Pakistani smugglers and had received a consignment from across the border. Following which a naka (barricade) was put up on the outskirts of the block and arrested them and the contraband was seized. During the interrogation, Satnam revealed that he was in touch with a Pakistani smuggler, named Riaz Chacha. On the intervening night of January 6 and 7, he had received 5 kilogram heroin that was thrown in the fields situated along the fence near border outpost Maste ke village in the District, which belonged to Gurpreet. While the accused sold one packet, they were going to deliver the remaining four packets to some unidentified smugglers in Amritsar District, as per the instructions of their Pakistani handler, the AIG said.

As per the report, almost 55 kilograms of the contraband was recovered in the Ferozepur sector alone during this period. In the latest seizure on May 27, three plastic bottles containing 1.68 kilograms of heroin worth INR 75 Million were seized by the troopers belonging to 136 Battalion of the BSF in this sector. Earlier seizures were made on May 24 (2 kilograms), May 22 (10.19 kilograms and 1.90 kilograms in separate incidents), May 14 (7.70 kilograms), April 22 (1 kilogram) April 21 (4.5 kilograms), March 31, (3 kilograms), March 26 (5 kilograms), and March 23 (4.27 kilograms). A BSF official said, “In the last over two months, our forces have thwarted several attempts by anti-national elements to push contraband inside the Indian territory.” An intelligence official said, “This region was known for arms and gold smuggling till the early 1990s when the focus shifted to heroin and other psychotropic drugs. The smuggling activities are mostly taking place in border Districts of Pathankot, Tarn Taran, Ferozepur, Amritsar, and Gurdaspur.”

The Additional Inspector General (AIG, Counter Intelligence), Ajay Maluja said, the Police had received inputs that Kashmir Singh, a resident of Ruhela Haji village in the Mamdot Block (administrative unit), had links with Pakistani smugglers. In February 2017, 5 kilograms of heroin had been recovered from Sheera following which he was sent to jail for 15 years. “Presently, he was on a parole for 56 days but we had received information that he was still involved in the illegal trade of drug smuggling. During interrogation, the accused revealed details about the consignment received from across the border following which a joint search operation was carried out with the help of the BSF near border outpost Shameke along the Indo-Pakistan border,” the AIG said.

The Punjab Police have busted a Pakistan-sponsored drugs and illegal arms smuggling racket with the arrest of four persons, including a Border Security Force (BSF) constable identified as - Sumit Kumar alias Noni posted in Samba District of Jammu and Kashmir (J&K), reports The Tribune on July 13. The constable allegedly helped in the smuggling of heroin worth INR two billion into India in the past fortnight. The Director General of Police (DGP) Dinkar Gupta said, Sumit of Magar Mudian village in Gurdaspur District, had been arrested along with his aides – Simarjit Singh alias Simma, Manpreet Singh and Amanpreet Singh. Foreign-made weapons, including a 9 mm Zigana pistol (made in Turkey), along with 80 live cartridges (etched with Pakistan ordinance factory markings), two magazines and two live cartridges of 12 bore gun, along with INR 3.23 million drug proceeds, were recovered from the BSF constable, the DGP added. Giving details, the DGP said the Jalandhar (Rural) Police had arrested Amanpreet Singh on July 11 in a murder case. During interrogation, he disclosed that he and his brothers were in touch with one Shah Musa of Pakistan, for smuggling of narcotics and weapons. Amanpreet further said he had come in contact with Shah Musa through Manpreet Singh and the BSF constable posted on the J&K border. Also, Sumit Kumar had earlier been lodged in Gurdaspur jail during the trial of a murder, where he had come in contact with Manpreet Singh, the DGP said adding that these disclosures led the police to arrest Simarjeet and Manpreet on July 12, while Sumit was apprehended in coordination with the BSF.

According to the BSF’s statistics, around 328 kilograms of heroin, apparently smuggled from Pakistan, have been recovered till July 19 this year. In 2019, the figure was around 100 kilograms for the same period. Also, in the last four months of lockdown (March 23 to July 19) amid COVID-19 pandemic, the BSF has recovered 229 kilograms heroin on the State Border, which is 9 kilograms more than the total recoveries made in the previous year. The Director General of Police (DGP) Dinkar Gupta said, the total number of persons arrested in the case so far now stands at eight. Giving details of the latest arrests, the DGP said that Ramandeep Singh, an Indian Army soldier, was arrested from Bareilly District of Uttar Pradesh, where he was currently posted. The arrest was made on the basis of disclosures made by BSF Constable, Sumit Kumar, who was arrested earlier. “Ramandeep’s three accomplices — Taranjot Singh alias Tanna, Jagjit Singh alias Laddi, and Satinder Singh alias Kaala — have also been arrested and are being brought on production warrants. Another INR 1 million has been recovered from Kaala as drug money, taking the total amount of such money seized in the case to Rs 4.23 million,” said the DGP.

Punjab Police arrested a Constable of the Border Security Force (BSF), identified as, Rajendra Prashad and two local smugglers, Surmail Singh and Gurjant Singh, for cross-border smuggling of drugs and weapons, reports Hindustan Times on August 2. According to Director General of Police (DGP) Dinkar Gupta, acting on a tip-off, a Jalandhar Rural Police team, on July 26, arrested Surmail Singh and Gurjant Singh, who were travelling in a car from Delhi. The Police had recovered 25 gm of heroin from them. On questioning, the duo led to the recovery of a .30 Bore Pistol (Made in China) with 5 live rounds and INR 2.45 million as well as 35 gm of heroin. During further questioning, the duo also revealed that they were working with a cross-border smuggler, Satnam Singh alias Satta, a resident of Taran Tarn District who was closely linked with Pakistan-based smugglers for smuggling of drugs and weapons from Pakistan. They also disclosed that BSF Constable, Rajendra Prashad, posted at a border outpost at Chhina village in Tarn Taran District was a part of the smuggling racket, following which he was arrested. The DGP said out of INR 2.45 million, INR 1.5 million was recovered from the residence of Satnam Singh, INR 500,000 from the BSF constable and INR 450,000 lakh from Gurjant Singh.

Now we have come to know that they are into ganja cultivation too,” said Satish Kumar, Officer on Special Duty (OSD), anti-Maoist operations. Kamesh was arrested by Gangaraju Madugula Police on August 5, and INR 1,76,000 in cash, 24 kilograms of ganja, two steel carriages, 10 detonators, nuts and bolts were recovered from his residence. Kamesh, during interrogation, accepted that he had been working for Maoists for the last four years. We recovered 1.74 kg heroin from his house..During interrogation, Khan named Mula Ram of Bamarala Der village as his accomplice. Another kg of heroin was recovered from Ram’s house. The market value of the seized contraband is around Rs 3 crore”. Later, Akbar Khan of Paradiya village was arrested and INR 6,55,000 lakh FICNs were found in his possession. Sawan Khan, Bacchu Khan, Badal Khan, and Ajij Khan are the other persons arrested for running the FICN racket. Akbar’s uncle Roshan Khan is based in Pakistan and is the supplier of FICNs. He is suspected to be behind the smuggling of drugs as well, the Police added.

Inspector General of BSF, Jammu frontier, N S Jamwal said an attempt to smuggle the narcotics and weapons was scuttled by BSF personnel of Budhwar and Bullechak border outposts in Arnia area at around 2am [IST], leading to the recovery of 62 packets of heroin — each packet weighing one kilogram, two Chinese pistols with three magazines and 100 rounds. The IG BSF said, “We were alert to the threat and around 2 am, a group of persons were noticed on the Pakistani territory and two to three of them came closer to the border fence to sneak into this side but were challenged by the BSF personnel,” adding they opened fire but retreated to Pakistani side taking advantage of darkness and thick foliage, when the BSF retaliated, leaving behind the consignment of drugs and weapons. Jamwal also said it is for the first time that PVC pipe was used to hide the narcotics to facilitate its smuggling into the Union Territory. “The terror infrastructure (in Pakistan) is intact as is evident from the increased activities like attempts to smuggle weapons and narcotics and firing incidents on the borders,” he also said. “Though it is for the first time in J&K but such type of modus operandi is in the knowledge of BSF which has successfully foiled similar attempts in Punjab over the years,” he said. The STF recovered 5.392 kg of heroin, a .315 bore rifle with cartridges, a .12 bore pump action gun, a .32 bore revolver along with cartridges and INR 2.1 million from their possession. Apart from this, luxury cars, including a Toyota Fortuner, an Audi 7, two Toyota Innovas, two BMWs, a Mercedes Benz and a Jaguar were recovered from the smugglers. In a press conference, STF Inspector General (IG) Balkar Singh said, the accused were active members of a high-level international drug network being run from Australia by Tanveer Singh Bedi of Batala.

The arrestees were identified as – Harjinder Pal alias Kala (27), Sanjit (34) and Ranjit Singh (20), all residents of Ferozepur, and Kishan Singh (32) of Ganganagar. Police also seized a car in which they were traveling. The BSF Constable – Barinder Singh was arrested from the BSF premises at Ganganagar in Sri Ganganagar District of Rajasthan. A .30 bore foreign-made pistol, a motorcycle and 745 grams of heroin was recovered from him. Following his interrogation, two other accused—Balkar Singh Balli and Jagmohan Singh Jaggu—both residents of Ganganagar were arrested. A .30 bore pistol and Rs 8 lakh in cash were recovered from Balkar Singh. Director General of Police (DGP) Dinkar Gupta said the BSF constable was “instrumental” in transferring drugs from across the Indo-Pak border and handing them over to the other accused.

Besides the heroin, two desi .32 bore pistols and a car bearing registration number JK-012-E-2277 have also been recovered from the accused, who used to bring drugs from Srinagar (Jammu and Kashmir) on instructions from imprisoned gangsters in Punjab. The drug cartel’s links have been traced to a Dubai-based individual, who is allegedly involved in networking the drug smugglers in Kashmir for supply of drugs to smugglers and traffickers based in Punjab. According to Director General of Police (DGP) Dinkar Gupta, the investigations so far suggest that the proceeds generated from the sale of the drugs, smuggled into Punjab from Kashmir, were probably being used to fund terror activities.
