An Anti-Terrorism Court (ATC) in Lahore on January 7 acquitted 17 workers of Tehreek-e-Labbaik Pakistan (TLP), reports Samaa TV. A case against them was registered at Shahdarah Police Station of Lahore for disrupting the Government’s work and giving death threats. Police in its report had declared them not guilty. The court decided to acquit the accused in light of the Police report. In October, thousands of TLP workers were arrested and FIRs, under sections of inciting violence and terrorism, were registered at multiple Police stations in Lahore after they clashed with the Punjab Police during their march on Islamabad.

An Anti-Terrorist Court (ATC) of Lahore on January 12 announced nine times death sentence to four accused in the Johar Town Blast case while a female accused has been sentenced to five years imprisonment, reports Geo News. ATC court judge Arshah Hussian Bhutta put forward his verdict of the case in which at least three people were killed, while 21 others sustained injuries on June 23, 2021. Citing security reason, the proceedings of the trial was completed in Kot Lakhpat Jail of Lahore. The accused included Eid Gul, Sajjad Shah, Peter Paul, Ziaullah, and Ayesha. During the case proceedings, almost 56 statements from the witnesses were recorded. However, all the accused refused to accept the allegations levelled against them.

The Sindh High Court on January 19 directed the provincial authorities to constitute an enforced disappearance task force to exclusively focus on such cases, reports Dawn. A two-judge bench headed Justice Mohammad Iqbal Kalhoro said that the task force must have officers not below the rank of Deputy Superintendent of Police (DSP) in every district of the metropolis for recovery of the missing persons. The bench directed an additional advocate general to meet with the chief secretary (CS) and the inspector general of police for setting up the task force. It directed the Police to use modern technology to trace out missing persons and to approach the National Database and Registration Authority for blocking the computerised national identity cards of such persons.

The first conviction in the Priyantha Kumara lynching case has come from the Anti-Terrorism Court (ATC) where a suspect, identified as Adnan has been awarded one-year imprisonment, The Nation reports on January 21. According to details, Adnan justified the lynching of Priyantha Kumara at the Sialkot factory on social media and later confessed to his crime before the court. The ATC judge while announcing the verdict awarded him one year of imprisonment besides also imposing a fine of PKR 10,000. Priyantha Kumara, a Sri Lankan national, was lynched by a mob at a factory in Sialkot (Punjab) on December 3, 2021, where he worked as manager.

An Anti-Terrorism Court (ATC) awarded a combined sentence of 33 years imprisonment to Jamaat-ud-Dawa (JuD) chief Hafiz Muhammad Saeed on April 7 in two cases of terror financing registered by the Counter Terrorism Department (CTD), reports Dawn. ATC Judge Ejaz Ahmad Buttar handed down the guilty verdict in two FIRs from 2019 under various sections of the Anti-Terrorism Act (ATA) of 1997. In one of the cases, the judge awarded five-year imprisonment each under sections 11-H (2), 11-I, 11-J (2), and 18 months jail under section 11-F (2) of the ATA. In the other case, the judge awarded a five-year sentence each under sections 11-N, 11-I, 11-J (2) and an 18-month jail term under section 11-F (6) of the ATA. The judge imposed a collective fine of PKR 340,000 on Hafiz Saeed in both cases. All the sentences will run concurrently.

An Anti-Terrorism Court (ATC) in Gujranwala District of Punjab on April 18 awarded death sentences to six accused over their role in the lynching of Sri Lankan national Priyantha Kumara at a Sialkot factory, reports ARY News. Priyantha Kumara (49) was lynched by a mob of workers at a factory on December 3, where he was working as a manager, under the charges of blasphemy. As per details, the verdict was announced after hearing of the high-profile lynching case concluded at the Kot Lakhpat prison. Statements of more than 60 suspects were recorded in the lynching case. ATC in its verdict in the Priyantha Kumara case awarded death sentences to six convicts, 14-year-jail to seven others and two years of punishment to the other 76 accused of their alleged role in the case. The Punjab Government and the prosecution team in December decided to conduct the jail trial of the high-profile case due to security concerns.

In a crackdown on Sindhi nationalist activists on April 25-night, scores of men and women were arrested while they were returning home after attending a programme held in Sann town of Jamshoro District in Sindh to observe 27th death anniversary of veteran nationalist leader GM Syed, reports Dawn. An FIR (No. 8/22) was registered against 190 activists – 23 of them not named -- belonging to various nationalist groups at the Chachar Police station on the complaint of its Station House Officer (SHO), Sajidullah Kumbhar, under Sections 123-A, 124A, 153-A, 147, 148, 149, 109 and 505 of the Pakistan Penal Code; and 11/B and 6/7 of the Anti-Terrorism Act (ATA). The complainant stated in the FIR that the suspects raised anti-state and anti-army slogans at the programme. Firearms were also displayed at the event, he claimed, adding that slogans for separation of Sindh from the country were also raised. The Police on April 26 produced 87 of the suspects in the Jamshoro Anti-Terrorism Court (ATC), which remanded them in judicial custody for 14 days. The suspects included 25 women. Prominent among the arrested activists included elderly nationalist figure Dr Nazir Khokhar and his wife Azra Khokhar; Farman Soomro and his wife Firdous Soomro; Mohammad Ali Ujjan, Ayaz Dasti, Gulzar Shah, Amir Ali Thaheem, Mohammad Tahir Afridi, Mohammad Nasir, Saeed Ahmed and Ghulam Nabi.

An anti-terrorism court in Lahore handed Sajid Mir, mastermind of the Mumbai terrorist attacks (26/11), 15 and a half years in prison after convicting him in a terror-financing case and he is currently serving sentence in Kot Lakhpat jail in Lahore, dailypakistan.com reports on June 25. Reports in the local media said that Sajid Mir, 44, was taken into custody in a coordinated effort of the law enforcement agencies as he has been missing since the 2008 Mumbai attacks. It was believed for a long time that he died years ago. The Anti-Terrorism Court (ATC) in Kohat District of Khyber Pakhtunkhwa on July 20 sentenced a Tehreek-e-Taliban Pakistan (TTP) militant to 25 years in prison and also fined him PKR one million, reports The Nation. The convicted militant, Azizullah, had kidnapped 16 labourers who were working on a Jazz tower in Kurram District in June 2021. Later, 10 kidnapped men managed their release and escaped from captivity while the other six remained in the clutches of the TTP militants. In July 2021, the militants killed one labourer named Gulfaraz while they released the other five after receiving PKR seven million ransom. Azizullah was arrested during a raid in August 2021 and later the Counter Terrorism Department (CTD) recovered PKR 6.7 million of the ransom amount from him.

The Peshawar High Court on July 22 directed the Federal Government to respond to a petition seeking orders to stop it from making a deal with the terrorist outfit Tehreek-e-Taliban Pakistan (TTP) without the consultation of parents of those killed in the 2014 Peshawar Army Public School attack, reports Dawn. A bench consisting of Justice Lal Jan Khattak and Justice Fazal Subhan issued the order after preliminary hearing into the petition filed by mothers of four students and a woman teacher assassinated by the TTP militants in the APS attack on December 16, 2014. Advocate Ajoon Khan, whose son Asfand Khan was also killed in the massacre, appeared for the petitioners and said parents of the slain students and teachers were the victims of the most barbaric act of terrorism in the country’s history but they had still not been taken into confidence about the ongoing negotiations of the Government with the proscribed TTP. He requested the court to issue directives to the Government not to take any step of reconciliation with the TTP without taking him and the petitioners on board. The bench fixed July 28 for next hearing.

The Islamabad High Court (IHC) summoned the Prime Minister (PM) Shehbaz Sharif on September 9 over the issue of the missing persons, reports The Balochistan Post. The IHC said that making people disappear is the “biggest form of torture” and that the chief executive of Pakistan will be held responsible in case of enforced disappearance. PM Shehbaz told the court that: “I cannot say that all of the missing persons will be recovered, but we will leave no stone unturned. I will not give any lame excuse.” PM made these remarks before the IHC Chief Justice Athar Minallah during September 9’s hearing of petitions seeking the recovery of six missing persons. At the last hearing, the chief justice had directed PM Shehbaz to ensure the missing persons whose cases were being heard in the IHC were produced before the court before September 9. The IHC warned that the failure to do so would require the PM to appear in person in court and give an explanation. Addressing the PM, the Chief Justice said the court had ordered the Federal Cabinet multiple times on the issue, but its “response had not been what it should be.” In an apparent reference to Military Dictator Parvez Musharraf, Justice Minallah said: “A chief executive ruled in this country for nine years. He proudly wrote in his book that we sold our people to foreign countries.” The chief justice noted that the Federal Government had also constituted a committee – a body that was set up in May this year following the IHC’s orders to “deliberate a policy on enforced disappearances.” The chief justice also mentioned the missing persons’ commission, saying: “The families of missing persons are sitting here. They revealed a lot of things about the commission,” he said, adding that Defence of Human Rights in Pakistan Chairperson Amina Masood Janjua had “also told much about the commission to the court”. Instead of addressing the problems of the families of missing persons, Justice Minallah said, the commission continued “torturing” them. He said the court had also been told about the reservations of the Baloch students. Justice Minallah said the state should fulfil its responsibility toward its citizens. “The political leadership has to solve this issue,” he said. “The court has no other way but to only ask the executive [about the issue].” He questioned who the court should hold accountable for enforced disappearances. To this, the premier replied it was his duty.
