The Ministry of Finance has allocated NPR 819.59 million with a view to concluding the ongoing peace process by providing financial package to the former People’s Liberation Army (PLA) combatants who have chosen voluntary retirement, Nepal News on September 15 reported. Officials at the Army Integration Special Committee (AISC) Secretariat, which is responsible for monitoring, rehabilitation and integration of former Maoist combatants, said that the PLA combatants opting for voluntary retirement will get NPR 500,000 to 800,000 along with travel expense. According to reports, the ‘junior commissioned officers’ will be discharged from the respective camps whereas, the ‘officer level fighters’, will be discharged from the Nepal Army School at Chitwan.

The ministry has started preparations for introducing a full budget in the third week of November. Former Finance Minister and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leader Surendra Pandey said the opposition parties, at least his party, would not participate in budget making process. Similarly, Nepal Congress (NC) leader Mahesh Acharya also said his party would not involve in the budget making process.

NC President Sushil Koirala has said that taking political and economic decisions through ordinance was an anti-democratic move. The NC President said that the Unified Communist Party of Nepal-Maoist (UCPN-M) betrayed other political forces by dissolving the CA unilaterally and the Bhattarai-led Government should be toppled for building an environment of trust among the political parties. Koirala said that they requested the President Baburam Bhattarai to play roles as the patron of the Interim Constitution of Nepal. Earlier, a meeting of the Federal Democratic Republican Alliance (FDRA) on November 5, comprising mostly of ruling parties, decided to try its best to forge consensus with the opposition parties on preparing a new budget by mid-November. Leaders from the Alliance parties said that the first priority should be reaching a package deal comprising a solution to the overall political deadlock and introduction of the annual budget.

A taskforce of opposition political parties- Nepal Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), on November 7, worked on the draft outlines of a letter to be submitted to President Ram Baran Yadav requesting him not to approve an ordinance that the Government is planning to forward to the head of state for bringing a new annual budget by mid-November, reports myrepublica.com. The Government on November 20 announced a budget of NPR 351.93 billion, ending long-running confusion over fiscal operations for the remaining eight months of fiscal year 2012/13, reports myrepublica.com. But it drew widespread criticism from the 19 opposition parties, including Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) as it was taken without broader political consensus. The Government said there was no need to oppose the move because the budget is devoid of any new programs. The new budget has set aside around NPR 3 billion for holding fresh elections to the Constituent Assembly (CA) and around NPR 3 billion for completing the integration of People’s Liberation Army (PLA) combatants. According to Nepal News, the Government announced fresh CA elections in the month of Baisakh (April-May) next year, and submitted a budget ordinance to the President Dr. Ram Baran Yadav for approval. A Cabinet meeting had taken the decision to this effect. However the date of the elections has not been determined yet and will be fixed after consultation with political parties.
