National Security Adviser (NSA) Ajit Doval on January 6, met his counterpart, the visiting Diplomatic Adviser to the French President, Emmanuel Bonne, and reiterated their commitment to take forward their strategic partnership to ensure peace, stability and security in the Indo-Pacific based on common beliefs in rules-based international order and strategic autonomy, reports The Indian Express. The French Embassy in Delhi stated that they discussed aspects of the Indo-French strategic partnership which includes defence and security cooperation, major international and regional issues, including the war in Ukraine, and cooperation in the Indo-Pacific, counter-terrorism cooperation, cyber-security, space and civil nuclear energy. The Ministry of External Affairs (MEA) stated that the agenda included discussions on the situation in Afghanistan, Africa, South East Asia, Eurasia; Third Country Cooperation; cooperation in the lndo-Pacific, nuclear energy, space and cyber domains.

On March 10, Manipur’s cabinet decided to withdraw the State Government from Suspension of Operation (SoO) agreements with three hill-based insurgent groups of the Kuki community, namely the Kuki National Army (KNA), the Zomi Revolutionary Army (ZRA) and the Kuki Revolutionary Army (KRA), reports India Today NE. The decision was taken after violent clashes between Police and protestors from various Kuki organisations who took out rallies in Churachandpur, Kangpokpi and Tengnoupal Districts against the decision of the State Government to declare parts of the Kuki inhabited areas in Manipur as ‘reserve forests’ and protected areas. Despite the protest, the state cabinet reaffirmed that the government will not compromise on steps taken to protect the State's forest resources and to eradicate poppy cultivation. Earlier, SATP reported on December 27, 2022 that some of the Kuki militants who are under the SoO with the Government of India and the Government of Manipur were involved in poppy cultivation and collecting tax from poppy cultivators.

Assam’s militant outfit Dimasa National Liberation Army (DNLA), on April 1, declared a unilateral ceasefire by another six months, reports India Today NE. In a letter addressed to the Assam Chief Minister Himanta Biswa Sarma, Juhthai, the ‘chairman’ of DNLA, had desired to extend the period of the Ceasefire Agreement Sign of DNLA to another six months, from April 1, 2023, to September 30, 2023. The letter states, " It hereby informs you that the Dimasa National Liberation Army (DNLA) has resolved to extend the period of another six months of Ceasefire Agreement Sign from April 2023 to 30th September 2023 for better peaceful environment, developmental talk and co-relation among us. This is for information and necessary action." Earlier, in September 2021, the DNLA declared a "Unilateral Ceasefire" for six months as a gesture of goodwill while responding to the call for peace by Assam Chief Minister Himanta Biswa Sarma. The announcement came exactly two weeks after DNLA killed five persons and injured one when they fired at a convoy of seven trucks and set them on fire on August 26, 2021 in the Dima Hasao District in Assam.

On April 11, the Hynniewtrep National Liberation Council (HNLC) representative in the peace talks, Sadon K Blah, said that the talks had been delayed due to technicalities such as amnesty, ceasefire arrangement and rehabilitation, reports The Shillong Times. He said the technicalities are not decided only by the HNLC and the state government since the Union Ministry of Home Affairs (UMHA) is also a party in the peace process. Further, when the HNLC and the state government were satisfied with some of the technicalities of peace talks UMHA needed more convincing. The agendas of the talks will be put forward once the peace talks begin.

An NSCN-IM source, who was part of the delegation, informed that while no substantive issues were discussed, both sides agreed to find an “amicable and acceptable solution” based on the Framework Agreement, signed on August 3, 2015. On July 26, the United People's Front (UPF) and Kuki National Organisation (KNO) [11 militant groups], the two conglomerate organizations of the Kuki militants held the first formal meet with the Government of India (GoI), which marked the resumption of the formal political dialogue, reports Imphal Free Press. Both the outfits put up the demand for a separate administration with legislative powers during talks with the Union Government. The political dialogue was chaired by AK Mishra, special advisor Union Ministry of Home Affairs (UMHA) which was participated by delegates of UPF and KNO led by Aaron Kipgen and Dr Seilen Haokip respectively. The UPF and KNO, which are representatives of the Kuki-Zo people urged the Centre to withdraw the clause for safeguarding the integrity of Manipur in the Suspension of Operation (SoO) agreement which the Centre accepted and began talks for separate administration. While discussing the issue of separate administration, Aaron Kipgen stated that the UPF and KNO put up their demand for "Union Territory with legislative powers" under the Constitution of India where forest and land rights will be their inherent rights.

HNLC ‘chairman’ Bobby Marwein and ‘general secretary-cum-publicity secretary’ Sainkupar Nongtraw said, “Currently, the initial round of official talks has commenced under the guidance of our former vice chairman. However, the government insists on the participation of the Chairman and General Secretary.” “We have clearly stated that unless all pending cases against us are withdrawn or a framework agreement for a ceasefire is signed, the HNLC chairman or general secretary cannot participate in the discussions,” HNLC said. “Officially, we have entrusted our newly appointed vice chairman, Teimiki Laloo, with overseeing the process and evaluating its progress,” it added. The outfit’s reactions came days after Meghalaya deputy chief minister Prestone Tynsong reiterated that the state government is waiting for the decision of the HNLC on the request that the outfit’s chairman and general secretary should be present in the second round of peace talks to be held very soon.

He said, “I have read the HNLC’s recent statement. Unless we talk face to face and know what they really want, we will not reach anywhere.” The outfit recently said its chairman and general secretary cannot be part of the peace talks unless all pending cases against them are withdrawn or a framework agreement for a ceasefire is signed. Tynsong further said, “Why are they apprehensive when we took care of their cadres for four months and arrested none? I would request the top leaders to not harbour any doubts about the government. On December 30, three Naga groups - the National Socialist Council of Nagaland (NSCN), led by Akato Chophy, Khango led NSCN-K and the Naga National Council (NNC), led by Z Royim - decided to have a “joint political venture” and engage in political talks with Government of India, reports The Nagaland Post. The announcement was made after at a high-level meeting of the leaders of the three groups held at the residence of Akato Chophi ‘president’ of NSCN/GPRN (Akato), at Hoito Village, under Niuland District in Nagaland on December 30. Akato said that his group and NSCN-K had mutually entered into an agreement and later Khango and Z Royim faction had signed another agreement. Accordingly, the three groups decided to have a joint political venture and begin collaborative efforts from 2024, focusing on mutual support and shared objectives and engage with the Central government.
