Meanwhile, Maoists have called a twoday bandh (general shutdown strike) starting from January 8, in Nuapada, Kalahandi and Malkangiri Districts to protest against the proposed ‘Operation Green Hunt’ against them, reports The Times of India. The protesting Maoists belong to the MainpurNuapada divisional committee and have put up posters and banners announcing the bandh at some places in these Districts. The Maoists said they would strongly protest the proposed operation against them in the southwestern part of the state. The Maoists also raised the issue of Police excesses against innocent tribals in these Districts. They have demanded issue of forest land to tribals in order to make them selfreliant. They have also called a bandh in Chhattisgarh to protest against antiMaoist operations. They had issued an audio tape in this regard recently.

The first day of the 48-hour Communist Party of India-Maoist (CPI-Maoist) bandh (shut down strike) had no impact in Ranchi on February 15, reports The Times of India. However, it had a partial impact on rural areas of the State. However, the bandh called by the CPI-Maoist Bihar State Committee resulted in the postponement of the matriculation and intermediate examinations, conducted by Jharkhand Academic Council (JAC), scheduled for February 16. Most business establishments in Gomia, Nawadih, Bermo and other areas remained close throughout. Commercial vehicles also remained off the roads, including long-distance buses. The bandh also disrupted transportation of coal, said sources.

Nearly 40 armed cadres attacked the Bharat Sanchar Nigam Limited (BSNL) mobile tower at Mudwaro village and set it ablaze. The Communist Party of India-Maoist (CPI-Maoist) has given a bandh (shut down strike) call on March 7, 2016, in Telangana, Andhra Pradesh and Dandakaranya regions, condemning the encounter on Telangana-Chhattisgarh border in which it lost eight armed cadres, reports The Hindu on March 5 (today). Jagan, the party official representative from Telangana State, has issued a statement that was circulated to all the local media offices in which he has said that the Police caught hold of the unarmed women and tortured them before killing them. He further said “The Chief Minister said that there will be no encounters in separate Telangana. But he is trying to eliminate naxals through the same means. Both the KCR and Modi governments have started Operation Red Hunt.”

The Bansadhara-Ghumusar-Nagavalli ‘divisional committee’ of the Communist Party of India-Maoist (CPI-Maoist) called for a bandh(shut down strike) on March 15 protesting the Police encounter on February 27 that claimed the life of a Dongria Kondh (tribal), reports The New Indian Express. ‘Secretary’ of the division Sukhadev, in an audio recording that was delivered to some scribes of the district, said the Dongria Kondh youth, Manda Kadraka of Dangamati village, was working for both the Police and the Maoists. He said Shyama Kadara of the same village informed Police about Manda and he was subsequently killed in the encounter that also claimed the lives of five Special Operation Group (SOG) troopers. Sukhadev said the outfit suffered no loss in the encounter. He demanded a case be registered under Section 302 against Police informer Shyama and Security Forces involved in the encounter. He also demanded compensation of `50 lakh for the family of Manda. He asked all Police informers in the area to surrender before the Maoist outfit or face dire consequences.

Secretary of the NAC identifying himself as Sukdev through messages sent to a few media persons in Rayagada alleged that Mondo was not a Maoist and the security personnel killed him in a fake encounter to create panic among the tribals. He said the extremists will observe bandh at Rayagada, Kalyansinghpur, Bissamkatak and Muniguda blocks of Rayagada District and Lanjigarh block of Kalahandi District.

This is probably the first time Naxals [Left-Wing extremism, LWE] have called for a bandh protesting death of their senior women cadres. The Maoists have appealed for local support, while keeping the medical and emergency services out of the purview of the bandh, underlining the contributions of the women cadres fighting for the rights of tribals. This year, Gadchiroli Police have eliminated around half-a-dozen Naxals in different encounters while 14 were arrested and 26 surrendered. The setbacks, especially of the top cadres, appear to have pushed the Naxal movement into a tight corner. As the rebels are unable to inflict any reverses on the Police department, they have started targeting civilians and government properties. However, this ploy seems to be failing, as seen in the increasing domination of the Security Forces (SFs). Calling repeated bandhs on different pretexts, Naxals are trying to assert their domination through bandh, like on this Tuesday (May 24), but success seems to be eluding them.

A team of Central Reserve Police Force (CRPF) personnel who visited the spots with dog squads removed the posters. Senior Central Reserve Police Force (CRPF) officers said in Patna that the Maoist guerrilla was gunned down during an exchange of fire at Sagarpur village close to Chakarbandha forest in Gaya District, around 140 kilometres southwest of Patna, during a combing operation in the area. One country-made rifle, live cartridges and a radio were recovered. The identity of the guerrilla, who was in black uniform, is yet to be ascertained. CRPF officers said the Police found bloodstains, which suggested that some more guerrillas may have been killed. The combing operation was launched in the wake of a state-wide bandh called by the CPI-Maoist to protest the killing of a top guerrilla leader, Ashish Ranjan alias Asheeshan, in what the CPI-Maoist outfit called a "fake" encounter in Jharkhand's Gumla District on September 11, 2016. Ashish, considered a tech-savvy explosives expert, had a reward of INR 2.5 million on his head and was a member of the special area committee, which forms the third layer in the organisation's hierarchy after the politburo and the central committee. A senior officer associated with anti-Maoist operations said an alert had been sounded across the state overt the bandh call on October 9. The Maoists have put up posters in Bhamragarh, Hemalkasa, Arewada and Hindewada area in the District, asking people to observe the two-day bandh to express their support to separatist forces in Kashmir. The Valley has been on the boil since July when Hizb-ul-Mujahideen (HM) militant Burhan Wani was killed by the Security Forces (SFs). This is the first time the organization has openly supported the demand of Kashmiri separatists for a resolution and their right to self-determination. Till now, they had been a prominent voice for the rights of dalits and adivasi communities in India. The organization has also voiced its support to the separatist forces in the northeastern part of the country. Intelligence agencies have been alerted about this development. Protesting the anti-Maoist operation near the Andhra-Odisha Border (AOB) in cutoff Chitrakonda area, in which 30 Maoists were killed, the CPI-Maoist Central Committee observed the bandh in five States, Maharashtra, Chhattisgarh, Andhra Pradesh, Telangana and Odisha. While bus service came to a grinding halt in Malkangiri, plying of Government-run buses in Koraput and Rayagada remained off. The situation was similar in Kandhamal District. The Maoists blocked the Baliguda-Muniguda route by dumping felled trees on the road near Kurtamagarh in G Udayagiri, sources said.

The Communist Party of India-Maoist (CPI-Maoist) put up wall posters condemning the ‘Mission-2016’, the alleged anti-Maoist campaign being conducted by the Security Forces (SFs) in the Dandakaranya region in Chhattisgarh, at Chelimala village in Charla mandal (administrative unit) in Khammam District on November 4, reports The Hindu. The incident comes close on the heels of the bandh (general shutdown) observed by the Maoists in five States including Telangana on November 3, in protest against the ‘encounter’ in Odisha. A bunch of wall posters, written in Hindi language, in the name of CPI-Maoist, South Bastar division committee, reportedly surfaced on the outskirts of Chelimala village situated near Taliperu medium irrigation project in the Agency mandal of Charla in the wee hours. The rebels, through the posters, alleged that the Bharatiya Janata Party (BJP) Government at the Centre, Telegu Desam Party (TDP) Government in Andhra Pradesh and the Biju Janata Dal (BJD) regime in Odisha were trying to handover the mineral wealth of bauxite in the forest areas to the big multi-national companies. Condemning the recent encounter in Odisha, the rebels said that the people’s struggle (Janyudh) will be further intensified to defeat the ‘Mission 2016’.

In spite of the support of Communist Party of India (CPI-Maoist), the 12-hour bandh (general shut down strike) called by various opposition parties in protest of the Government's demonetisation move received no response in the Malkangiri, Koraput and Rayagada Districts on November 28, reports The Times of India. Poonam Chandra, spokesperson of the Malkangiri division of the CPI-Maoist party, sent letters to various members of the media in the District on November 28. Through them, Chandra asked for vehicles to be kept off the road and business establishments to be shut down. However, Government and private offices, the public transport system, and a majority of business establishments remained functional through the day, even in Maoist-dominated areas like Chitrakonda, Kalimela, Bhijengiwada and Podia in Malkangiri, and Narayanpatna, Bandhugaon and Lamtaput in Koraput.

A powerful pressure Improvised Explosive Device (IED) planted by Communist Party of India-Maoist (CPI-Maoist) cadres, was found in Sukma District December 8 (today), reports The Times of India. The IED was unearthed by a team of Central Reserve Police Force (CRPF)'s 74th battalion personnel from Chintalnar Police Station limits while they were out on road security operation toward Mukram Nullah, located around 450 kilometres from Raipur, a Police official said. They spotted the pressure bomb hidden by the roadside, which weighed around five kilograms, was immediately destroyed on the spot by the bomb disposal squad. The official said, the IED was possibly meant to harm the security men during their operation in the area.Meanwhile, Maoists have called for an agitation against the move for disinvestment of National Mineral Development Corporation (NMDC) steel plant at Nagarnar in Bastar saying the move was aimed at handing over the region's natural wealth to corporates, The Times of India reported on December 2. CPI-Maoist, Dandakaranya Special Zonal Committee (DSZC), spokesman Vikalp sent an audio message to journalists alleging that it was an attempt to hand over NMDC project to powerful corporates, including those having base in Gujarat. The Maoist leader called upon people of Bastar, political parties and other peoples' organisations to strongly resist the move for privatization of the integrated steel plant, which is yet to be commissioned and start production. NMDC, country's largest iron ore miner, is setting up a three million tonnes per annum (MTPA) integrated steel plant at Nagarnar in Bastar. In June this year, an environment ministry panel gave clearance to a captive iron ore mine in Bastar for plant that is expected to start trial production by mid-2017.

The People's Liberation Front of India’s (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), called a 24-hour bandh (general strike) in the PLFI strongholds in the State (outskirts of Ranchi, Khunti, Gumla, Simdega, Lohardaga, Latehar, Giridih and mining areas of Santhal Pargana) on December 14, reports The Telegraph. The bandh is in protest against the amendments in tenancy laws. A person was arrested from Khunti District on December 13, for pasting a PLFI poster. The poster, issuing a warning to tribal Members of Legislative Assembly (MLA) s and Members of Parliament (MP) s, was found in Murhu area of Khunti, prompting Police to arrest one Surendra Swansi alias Bhotha alias Guerrilla.
