On March 18, the Communist Party of India-Maoist (CPI-Maoist) called for a strike across four eastern Indian states of Orissa, Bihar, Jharkhand and West Bengal on March 20, to protest against the killing of 14 villagers by the police in Nandigram village of West Bengal, reports AFP. In a statement the outfit said, “The people must come to terms with the fact that governments in these states are agents of imperialist forces, and should rise to fight their anti-people agenda.” In Nandigram village on March 14, police had shot dead 14 protesters who were trying to prevent the compulsory purchase of land to build an industrial park.

On April 10, two encounters between cadres of the Communist Party of India-Maoist (CPI-Maoist) took place in the Gadchiroli district, reports Daily News & Analysis. In another incident in an unspecified place, Maoists tried to burn records inside a Panchayat (village level self-government body) office. No casualties, however, were reported in any of these incidents. The CPI-Maoist had called for a general strike on the day across the Gadchiroli, Gondia and Chandrapur districts to protest against the death of their cadres, killed in police encounters in the State in 2006.

Times of India reports that on April 21 (today), nearly 200 Communist Party of India-Maoist (CPI-Maoist) cadres seized the Narganjo railway station in the Jamui district for several hours after abducting the cabin master and porters to enforce a bandh (strike) called by them. The incident led to suspension of train services on the Howrah-Patna section of the Eastern Railway. Maoists claimed to have planted landmines on the tracks. Contingents of security force personnel were rushed to the spot following which the Maoists retreated without causing any damage to the station or personnel. The cabin master and porters were also set free subsequently.

The bandh was called from May 21 to 27 in border districts of Orissa and Andhra Pradesh, protesting police excesses in tribal areas and fake encounters in the Naxalite (left-wing extremist) zones in the past. Normal traffic in and outside areas bordering Malkangiri, Kalimela, Chitrakonda and MV-79 areas was badly affected and there was no vehicular movement from Andhra Pradesh either. The Naxalites were found distributing pamphlets and banners in different villages citing police high handedness on tribals in the name of ‘Maoist encounter’.

CPI-Maoist triggered landmines blasts blowing up a railway bridge between Bacheli and Kirandul and derailing three wagons of a goods train in the Dantewada district during a bandh (general strike) called by the outfit, reports Zee News. The Maoists were observing bandh in the Dandakaranya area of Bastar region of Chhattisgarh and parts of Orissa, Maharashtra and Madhya Pradesh to protest against the alleged fake encounters by the police. According to the police, Maoists cadres took away wireless sets of the guards and left behind pamphlets demanding a probe into the "fake" encounter in Bijapur district and action against the superintendent of police Ratan Lal Dangi.

According to The Hindu, security forces (SF) have been put on high alert in several states including Chhattisgarh, Bihar, Jharkhand and Orissa, following a two-day economic blockade, reportedly announced by the Communist Party of India-Maoist (CPI-Maoist) on June 26-27. Intelligence agencies suspect that Maoists, numbering more than 20,000, could target industries and the railways to disrupt the mining activity in Orissa, Chhattisgarh, Bihar and Jharkhand. The blockade was reportedly planned to oppose the formation of Special Economic Zones and the policies of Central and State governments, "which are playing into the hands of multi-national companies," said a Maoist statement issued in Orissa on June 20. However, the Central Committee of the party has not issued a statement announcing the blockade; the statements were issued by the State committees only. "We have noticed many posters announcing the blockade on the borders of Jharkhand with Orissa and West Bengal. We suspect that the naxals (left-wing extremists) could indulge in violence because they have been getting hit in Jharkhand and Bihar," Gauri Shankar Rath, Additional Director-General of Police, Jharkhand, told The Hindu.

Rajamouli, is reported to have affected normal life in the tribal areas of Warangal district, where another top Maoist leader Chettiraju Papaiah alias Somanna was shot dead by police on July 1. As a precautionary measure, the state owned Road Transport Corporation suspended bus services to remote areas in the Maoist-affected districts of Warangal, Karimnagar, Adilabad, Khammam, Mahabubnagar and Visakhapatnam. Fearing Maoist violence, police also intensified combing operations in the agency areas and in Nallamalla forests in Guntur district, where the Maoists are reportedly trying to regroup.

The Hindu reports that normal life in some interior areas of the Malkangiri district were affected on July 12 following a bandh (general strike) called by the Communist Party of India-Maoist (CPI-Maoist) in protest against alleged police repression on people, corruption and in memory of 'martyrs' killed in encounters with the police. Posters, signed by the CPI-Maoist East Division Committee, were put on trees in the Motu, Kalimela and MV-79 areas, asking people to support the bandh or face consequences. The strike had its maximum impact in the Motu area where traffic came to a standstill and shops and business establishments remained closed.

Police sources said that the armed Maoists set ablaze six trucks and two buses on the Grand Trunk (GT) Road and seven trucks at another place in the Gaya district. Encounter between the Maoists and the Special Auxiliary Police (SAP) personnel occurred on the GT Road resulting in the death of a SAP personnel, a private bus driver and the helper of the bus. Another injured truck driver was subsequently hospitalised in Gaya. The Maoists took some passengers of a bus hostage while retreating, but later released them.

On October 5, the Maoists put up several posters on the National Highway-33 and distributed pamphlets in villages sharing borders with the neighbouring States of Orissa and West Bengal seeking public support in order to make the bandh a success. Maoist posters recovered by police a couple of days back stated that they strictly opposed power plants, displacement of tribal population, use of machines in running the National Rural Employment Guarantee Act projects and wanted an increase in the minimum wages of labourers. Meanwhile, the railways have cancelled movements of several passenger trains due to the 24-hour strike. Security was also tightened in the Maoist affected areas.

Several passenger trains passing through Maoist pockets in Barakakhana-Garwah Road under Dhanbad division of East Central railway were either cancelled or diverted. Also, vehicular movement was disrupted as transporters kept their commercial vehicles and long-distance buses off the road anticipating violence in the Maoist strongholds. However, other than the Maoists strongholds in Palamu, Chatra, Latehar, Garwah, East and West Singhbhum districts, where shops also downed their shutters, normal life in other areas of the State remained largely unaffected.

Times of India reports that the two-day strike has been called by the Central Committee and the Special Area Committees of West Bengal and Bihar-Jharkhand of the CPI-Maoist. "The red flag bearing government of West Bengal has come out openly in support of the capitalists. It has started uprooting farmers and their families from the land to make room for industrialists," said a statement issued by the Bihar-Jharkhand special area committee secretary, Rakesh, and West Bengal state committee secretary, Somen. On November 19, CPI-Maoist cadres blew up an office of the Jharkhand Agriculture Marketing Board in the Hussainabad block of Palamau district while enforcing a 48-hour shutdown to protest the violence in West Bengal's Nandigram region, according to IANS. After bombing the building in Hussainabad, Maoists left pamphlets claiming responsibility for the blast, said a police official. Meanwhile, the shutdown evoked a mixed response in the State. While there was no impact on life in the urban areas, rural areas were affected. Long distance buses did not ply and although no train was cancelled, railway stations wore a deserted look. Mining activities were also affected. 'No untoward incidents, except the blowing up of a marketing board building, have been reported in the state. This time Maoists have not damaged railway properties,' said Gauri Shankar Rath, Additional Director General of Police.

According to sources, the Maoists are planning attacks during the week to make their presence felt in the three north coastal districts of Visakhapatnam, Vizianagaram, Srikakulam and East and West Godavari districts. They Maoists announced that they would target government properties and warned the tribals against helping the police and acting as informers.
