The Communist Party of India-Maoist (CPI-Maoist) Telangana State Committee spokesperson Jagan on March 8 issued a statement and called upon the people of the State to extend their support to Vizag Steel Plant (VSP) workers’ fight against privatization of the factory in Andhra Pradesh, reports Telangana Today. In the statement, he alleged that the Central Government was privatizing profitable public sector companies to capitalist and corporate forces. He also said Vizag Steel Plant in Andhra Pradesh has been a source of livelihood for thousands of families for about five decades. Now the Central Government is plotting to throw the employees into the streets rendering them jobless by selling it to private companies. He added that the CPI-Maoist supports the factory workers’ fight adding the Centre has made thousands of workers jobless by privatizing Coal India in the past.

The Communist Party of India-Maoist (CPI-Maoist) in Telangana on March 17, has endorsed the ‘Bharat Bandh (general shutdown)’ called on March 26 by the Samyukta Kisan Morcha (SKM), an umbrella body of 40 farmers’ unions, in protest against the three Central farm laws introduced recently, reports Telangana Today. The CPI-Maoist’s Telangana State Committee official Spokesperson Jagan, in a statement released to the media in Bhadradri Kothagudem District, said CPI-Maoist was supporting the nation-wide strike called by the farmers’ unions. He called upon different sections of society to extend their support to the bandh to express their protest against the farm laws.

Telangana State Government declared 16 new front organisations of the Communist Party of India-Maoist (CPI-Maoist) as banned for a period of one year with effect from March 30, 2021, reports Telangana Today on April 23. These organisations have been encouraging or aiding persons to commit acts of violence and intimidation and habitually committing the acts of violence. The activists of these front affiliates of CPI-Maoist are moving in urban areas, adopting urban guerrilla tactics and taking different covers as per their strategy and tactics to wage war against the State. The activists of these organisations have been regularly in touch and meeting the CPI-Maoist leadership in the forest area of Chhattisgarh. Some activists of these organisations became underground cadre of CPI-Maoist to wage war against the lawfully established governments. The list of 16 organisations banned under provisions of Telangana Public Security Act-1992 are Telangana Praja Front (TPF), Telangana Asanghatitha Karmika Samkhya (TAKS), Telangana Vidyarthi Vedika (TVV), Democratic Student Union (DSU), Telangana Vidyarthi Sangham (TVS), Adivasi Students Union (ASU), Committee for Release of Political Prisoners (CRPP), Telangana Raithanga Samithi, Tudum Debba (TD), Praja Kala Mandali (PKM), Telangana Democratic Front (TDF), Forum Against Hindu Fascism Offensive (FAHFO), Civil Liberties Committee (CLC), Amarula Bandhu Mithrula Sangham (ABMS), Chaitanya Mahila Sangham (CMS) and Revolutionary Writers Association (RWA), said Government Order issued by Chief Secretary Somesh Kumar.

South Sub-Zonal Bureau (SSZB) of CPI-Maoist accused the Police of killing the People’s Liberation Guerrilla Army (PLGA) Platoon Commander, Korsa Aithu alias Gangal (35), after picking him up from a hospital in Khammam District of Telangana in a press statement released to the media on May 30, reports Telangana Today. The CPI-Maoist said that Aithu suffered from Malaria and Typhoid and was shifted to Khammam hospital under emergency condition. Someone tipped off the Police about his movements and the Police arrested him on May 24. The Police deprived Aithu of treatment and tortured him for three days, they alleged, and dismissed the statements by Chhattisgarh, Maharashtra and Telangana Police that many Naxals [Left Wing Extremism (LWE)] were infected with coronavirus and died of it, adds the CPI-Maoist press statement.

The Communist Party of India-Maoist (CPI-Maoist) on June 24, confirmed that two of its senior leaders, Telangana ‘state committee secretary’ and the party ‘central committee (CC) member, Yapa Narayana alias Haribhusha and Indravati ‘area committee member’ (ACM) Siddaboina Sarakka alias Bharatakka, died of COVID-19, reports The News Minute. SP, Dutt, appealed to the organisations working to eliminate child labour to rescue these children. Dutt alleged that Maoists can’t talk of people welfare and tribal development as they are violating human rights on a daily basis. State Director-General of Police (DGP), M Mahendar Reddy, on July 14, said there was no Communist Party of India-Maoist (CPI-Maoist) activity in Telangana and added that a decision was also taken to intensify operations on Telangana and Chhattisgarh borders, reports Telangana Today. Officials from Telangana and Central Reserve Police Force (CRPF) met to discuss various issues to deal with Maoist’ activity and ‘new tactics’ adopted by the Maoists in Chhattisgarh. Accordingly, the Telangana Police are making changes in their tactics and training modules to deal with the ultras. DGP, Reddy, said, out of 25 ‘central committee members’ (CCM), 11 are from Telangana and three are from Andhra Pradesh. Around 120 members of Telangana State Committee are, presently, staying in Chhattisgarh. To a question on revoking notification issued in March declaring 16 new frontal organisations of CPI-Maoist as unlawful associations, DGP, Reddy, said, it was a technical decision. And, about the recruitment of cadres, DGP Reddy said, Ravula Ranjith (23), who surrendered on July 14, informed the Police that the recruitment by Maoists was on the decline and in battalion, every month, five to six persons join as candidate members and within a month five to ten persons were leaving the party without any intimation. Ranjit said the central leadership did not give him permission to surrender.

The Maoists have appealed to the people to observe ‘martyrs’ memorial week’ from July 28 to August 3 in a big way. The posters issued in the name of Telangana State Committee of Maoist party, urged the party cadre to defeat the ‘Operation Prahar’ onslaught launched by the Government. In the posters, the Maoists have also made a scathing attack on both the State and Central Governments and alleged that the Governments had failed to check the spread of the COVID-19 that claimed the lives of lakhs of people in the country. It is alleged that the Police had killed Maoist leaders Gangal and Gaddam Madhukar alias Shobroy by not providing the treatment to them though they assured to provide treatment for the Covid-19 to the surrendered Maoists. Covid-19 pandemic, which has affected the entire world, also left the Maoist party in crisis due to lack of proper healthcare facilities, he said, adding that Azad and Raji Reddy’s health condition had at one time deteriorated but they recovered subsequently. The cadre was also caught in a state of disappointment in the wake of Covid and various diseases in forest and the best example was that of Telangana State Secretary Haribhushan alias Yapa Narayana who died of Covid. “Maoist leaders are willing to come out of the party and join the social mainstream but the leadership is sending armed dalams and threatening them not to surrender,” Mahender Reddy said, addressing a press conference to announce the surrender of Haribushan’s wife Jajjeri Samakka alias Sharadakka. “It’s an appeal to Maoists to join the mainstream so that they can get proper treatment along with rehabilitation package from the State government,” he said, adding, “You (Maoists) could either die in an encounter or in an exchange of fire if you continue in the party or die of health issue. Sharada said that her husband Yapa Narayana alias Haribhushan, ‘Central Committee’ (CC) Member and Telangana State Committee ‘secretary’, who recently succumbed to Covid-19, was an ardent Maoist leader and believer of revolutionary ideology. She said that she has seen him (husband Haribhushan) from close quarters struggle throughout his life to usher in the New Democratic Revolution and establish peoples’ government through protracted armed struggle. The Government has urged Maoists to give up arms and join the mainstream society. The State Government submitted a report on Maoist affected Districts to Union Home Minister (UHM) Amit Shah during a meeting in New Delhi on September 26. Maoist activities have come down considerably and are limited to erecting banners and releasing pamphlets in Adilabad, Mulugu, Jayashankar-Bhupalpally, Asifabad and Mahabubabad Districts. However, in Bhadradri-Kothagudem District which is close to Chhattisgarh, violence has increased. Amit Shah advised the State to strengthen its intelligence system and also maintain good relationships with neighbouring States. An unnamed Police official said, "The department would focus more on the strengthening of intelligence system, courier system, exchange of information and joint operations." According to Police estimation, not more than 100 Maoists including both lower and higher cadre members are working in Telangana. Already more than 150 Maoists have surrendered to Police recently. Apart from training women in tailoring, the Police are distributing sports kits to youth. Water filters and television sets are also being distributed in the last few months. “We are doing this to instil confidence among the tribals and drive away mistrust towards police. We started this outreach programmes to improve connectivity and engage the tribals in activities so that they can look for help from us,” Bhadradri Kothagudem District Superintendent of Police (SP), Sunil Dutt said. Police were focusing especially on the youth by providing them cricket kits, volleyball kits and other sports kits. “This endeavour is bringing change in the mindset of tribals and directly contact us,” a Police official said. To stop Maoists from taking advantage of any unresolved issues, Police are also involving other departments to help solve local problems like laying internal roads and attending to health needs. A tribal family recently called Police for help when a woman developed labour pains. Police shifted the woman to the local Primary Health Care (PHC) in time. “Several militia members are disgruntled with Maoist ideology and their activities. They are coming out and surrendering before police. The outreach programmes have also helped us gain their confidence,” a senior Police official said.

To tackle the Community Party of India-Maoist (CPI-Maoist) menace along Telangana-Chhattisgarh border, the State Police and the Central Reserve Police Force (CRPF) are building a base in Chennapuram village in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana, reports The Times of India on October 19. The base would act as a shield against Maoists’ movement around Bhadradri and other regions. State Police has applied to the Union Ministry of Environment and Forest (UMEF) for diversion of two hectares of forest land to establish one company of 141 Bn CRPF and Police Force at Cherla Mandal for anti-Naxal [Left Wing Extremism, LWE] operations. Cherla-Pamida-Kistaram axis of Telangana will fall in the area. Police base will have barracks for CPRF, Commando Battalion for Resolute Action (CoBRA) and State Police Forces. It will have a kennel with sniffer and tracker dogs for finding explosives and extremists on the run. “Forces are already in this area. We are relocating them. We are hoping the police presence will deter the Maoists from infiltrating into Telangana,” Bhadradri Kothagudem Superintendent of Police (SP), Sunil Dutt said, adding, “Recruitments in Maoist party has dropped in the past few months. 100 youth influenced by Maoists surrendered recently. In a statement released to the media on November 11, he said the Police Department had started construction of a base camp at Chennapuram village in the Mandal and works were on war-footing. Preparations were under way to build another camp in Pusuguppa in the Mandal soon. The Police camps in Chennapuram and Pusuguppa were meant to make a profit from the mineral wealth in the forests by evicting tribals from their forest lands, he said, adding that people should unite and strongly oppose these actions to protect the existence of adivasis. For the last forty years, the Police were working to safeguard the interests of the feudal lords, capitalists and imperialists by completely eradicating the Maoists, who were leading the struggle for political power and autonomy of tribal people, along with all the oppressed communities, he said. Attempts had been made to terrorise and forcibly evict indigenous people living in forests for generations. Corporate forces want to seize full control over ‘jal, jungle and jameen’ by doing away with the existence of tribals, Jagan alleged.

The Maoists on December 7 forcibly took away some villagers from Cherla Mandal (administrative sub-division) to attend their meetings, Police said. The leaders of banned CPI-Maoist told tribals that those confined would be released only after they bring more people from other villages to attend the meetings, a release from Police said. The Communist Party of India-Maoist (CPI-Maoist) who lost people’s support in Telangana State were forcing Chhattisgarh Adivasis to work in their battalions, alleged the Police, reports Telangana Today on December 29. The CPI-Maoist party leaders from Telangana were hiding in Chhattisgarh using the tribals there to protect them as they could not stand on their own in their own State, a statement from the Police said. Bhadradri Kothagudem-East Godavari (BKTG) Division Committee leaders were taking shelter in Kishtaram Area Committee zones, Police said, while, posing how Adivasis in Chhattisgarh were responsible for the safety of Telangana Maoists. Police urged people of Botethong, Errapalli, Rasapalli, Pinachanda, Pesalapadu, Errampadu, Mettaguda, Kavurugatta, Kondapalli, Bhattigudem, Peddabattum, Jabbagatta, Minagatta and Gunderajagudem villages not to be exploited by the Maoist party. The Maoist party has become an obstacle in setting up facilities like hospitals, roads and education in Adivasi areas. Similarly, it was keeping the tribals of the area forever poor and away from all facilities and development, Police complained. Police also urged the members of the Maoist dalams (armed squads), sympathisers and militia to surrender to the Police, either through their relatives or directly. All required facilities for their rehabilitation would be provided, the statement added.
