The ‘south sub-zonal bureau’ of Maoists had fixed a banner calling for boycotting upcoming panchayat (village level local self-Government institution) elections in an interior area of Bastar District, reports New Indian Express on January 4. The banner citing the polls as 'fake' was recovered by Security Forces (SFs) during their search operation in the area. The banner further said, “The political party leaders are not the people’s representatives. Here in the political bazar there remains horse-trading business”. A 3-tier panchayat election is scheduled to be held in three-phase on January 28 and 31 and February 3 in the State.

The cadres of Communist Party of India-Maoist (CPI-Maoist) set ablaze vehicles engaged in road construction at Manpur village under Aundhi Police Station limits in Rajnandgaon District of Chhattisgarh on January 7, reports Pioneer. According to the report, two Hyva vehicles that were engaged in road construction between Sarkheda and Gutampur under the said Police Station were set on fire by the Maoists. A local Police Officer said, “The vehicles belonging to Landmark Constructions were parked at the construction site about 10 kilometers from Police Station. The driver and cleaners who were in the vehicles were thrashed by the Maoists and told to run away.” He also said that the Maoists had left behind posters and banners in the area. On receiving the news of the incident, a Police team rushed to the spot who ascertained that the incident happened on the Chhattisgarh-Maharashtra border and Jatgaon/Korchi Dalam (armed squad) of the CPI-Maoist could be behind the incident.

Cadres of Communist Party of India-Maoist (CPI-Maoist) killed a civilian at Duvalikarka village in Dantewada District of Chhattisgarh on January 14, reports The Pioneer. The deceased has been identified as Laxman Mandavi (26), a resident of the said village. As per the sources, over a dozen Maoists reached the village and took Mandavi out of his house to a nearby forest in the village. The cadres then stabbed him and slit his throat with sharp weapons. According to the report, Mandavi was the younger brother of a former member of the Maoists, who is now working with the Police in the District. The Superintendent of Police (SP), Abhishek Pallava said, Mandavi's elder brother Baman Mandavi, was associated with Maoists since 2008 and surrendered before Police in October last year. After which he joined the Police Force, which apparently angered the rebels. He was active as ‘Deputy Commander’ of a military platoon of Maoists at that time and was carrying a reward of INR 300,000 on his head. The SP also said that some Maoist pamphlets were also recovered from the spot in which they warned to avenge the killing of their senior cadres - Varghese and Linga - in encounters by Security Forces (SFs).

The deceased has been identified as, Dashram, a resident of Kokernar village in the District. According to a Police official, Maoists left leaflets and pamphlets bearing the name of ‘Aamdai Area Committee’ (AAC) of the CPI-Maoist at the spot claiming the responsibility for the killing.

Communist Party of India-Maoist (CPI-Maoist) pamphlets opposing US President Donald Trump’s two-day visit to India surfaced on National Highway (NH) 63 on Madded-Bhopalpatnam stretch in Bijapur District of Chhattisgarh on February 24, reports Telangana Today. In the pamphlets, the Maoists accused Prime Minister (PM) Narendra Modi and Union Home Minister (UHM) Amit Shah of plotting to divide the nation on the lines of religion, language and culture. Citizenship Amendment Act (CAA), National Population Register (NPR) and National Register of Citizens (NRC) were against the interests of the masses. The Maoists also objected scrapping of Article 370 and dividing Jammu and Kashmir (J&K) into parts. The moves were aimed at building ‘Akhand Bharath’ (Undivided India) based on religion and language and in line with the ideas of Brahminical Hindu Fascism, the pamphlets read.

In another incident, a Policeman identified as, Ramesh Kursam was hacked to death by Maoists at Farsegarh village in Bijapur District of Chhattisgarh on April 16, reports The New Indian Express. According to a senior Police Officer, “Ramesh was missing since April 14th. The local villagers spotted the body in the outskirt of the said village. The body carried stabbed injuries apparently inflicted with sharp-edged weapons.” A leaflet purportedly written by the Maoists was also recovered from the spot claiming the responsibility for the killing, the Officer added.

A Communist Party of India-Maoist (CPI-Maoist) cadre, carrying a cash reward of INR 500,000 on his head, was killed in an encounter in Sukma District of Chhattisgarh on April 18, reports The Pioneer.Inspector General of Police (IGP), Bastar range, Sundarraj P, said, based on specific Intelligence inputs about the presence of some Maoist rebels from Odisha in the forests of Chintalnar-Mundwal villages under Puspal Police Station limits, a team of District Reserve Guard (DRG) had launched the operation on April 17. “When the patrolling team was cordoning off the jungles near the location on Friday evening, an exchange of fire broke out between the two sides,” he said. During a search of the spot conducted later, the body of a male Maoist rebel along with a .315 bore firearm, a tiffin bomb, two hand grenades, a couple of detonators, cordex wire, Maoist literature and items of daily use were recovered, the IGP added.The slain Maoist has been identified as Podiyam Kama alias Nagesh, who was active as an ‘Area Committee Member (ACM)’ in Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the Maoists. Nagesh, a native of Bhejji area of Sukma, had been working in Kalimela LOS (Local Organisation Squad) on AOBSZC since the last six years, the IGP said.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with Security Forces (SFs) in Sindurmeta forests under Kanker Police Station limits in Kanker District of Chhattisgarh on August 10, reports The Pioneer. The Inspector General of Police (IGP) Sundarraj Patilingam said, “We had launched an inter-district counter-insurgency operation on the borders of Kanker and Kondagaon Districts in which different teams of Border Security Force (BSF), DRG (District Reserve Group), STF (Special Task Force) and Police from seven stations were deployed. On August 10, a joint team of DRG and STF had a face-off with armed Maoists in the said forest. Seeing the Police force, the Maoists opened fire. The police retaliated leading to a gun-battle.” After intermittent firing, the Maoists escaped into the forest. Later, during a search of the area, Police found the body of a male Maoist along with a .303 rifle, a 315 rifle, solar plates, radio, battery charger, wire, pressure cooker, IEDs (Improvised Explosive Devices), Maoist literature, medicines and other items of daily use in huge quantity, the IGP said adding that the identity of slain Maoist is yet to be ascertained.

The banners also warned the SFs not to step out and to remain in their barracks. As per the report, the posters were hung by the Maoists of ‘Rowghat Area Committee (RAC)’ stating that the SFs were spreading virus and they should not come out of the camps. The banners read, “beware with coronavirus infections, stay away from Security Forces”. Another read, “police force go back, don't spread infection in villages.” Local villagers spotted the banners hanging in large numbers at different locations and reported them to Police who later recovered them.

The Superintendent of Police (SP), Abhishek Pallava said, the incident took place when the two had gone to the said village for finalising marriage plan of Ashok. Three women and two girls, who were accompanying the deceased, were also assaulted by the rebels before being released. A joint patrolling team of Central Reserve Police Force (CRPF) and DRG neutralized the said camp in a forested area between Mariwada and Gongla villages under Gangaloor Police Station limits in the District. Police recovered a 'tiffin bomb' and live cartridges after an exchange of fire with the Communist Party of India-Maoist (CPI-Maoist) cadres in Gumori region in Sukma District of Chhattisgarh on October 21, reports The Pioneer. A joint team of Police and District Reserve Guard (DRG) that was on a search operation in Gumori region was ambushed by the Maoists, a Police press release said. While carrying out a search operation at the encounter site, Police recovered a 'tiffin bomb', codex wire, 10 live cartridges, Naxalite [Left Wing extremist, LWE] uniform, literature and other materials of general use including medicines. Acting on inputs about the presence of senior cadres of Darbha division committee of Maoists, SFs had launched a major offensive in the forests of Gogunda, Bedma, Nagaram, Pujaripara, Gumodi and Kakadi on December 23. The DRG trooper was injured in an Improvised Explosive Device (IED) explosion triggered by the Maoists while a patrolling team was advancing after the gun-battle at Kakadi village of Dantewada District on December 24. “Personnel belonging to DRG, Central Reserve Police Force (CRPF), its elite CoBRA (Commando Battalion for Resolute Action) unit were involved in the action that concluded on December 25. During the 72-hour long operation, security forces engaged in gunfights with ultras in Gogunda (Sukma) and Kakadi (Dantewada) on December 24 and 25”, said Inspector General of Police (Bastar range) Sundarraj P. adding that “on both the occasions, ultras escaped from their camps.
