A parcel Improvised Explosive Device (IED) was found by the Border Security Force (BSF) personnel at the gate of BSF’s 173 Battalion Headquarters at Panj Tila area of Samba town in Samba District of Jammu and Kashmir (J&K) on January 5, reports Daily Excelsior. Addressed to the Commandant, the parcel had been filled with 100 grams explosive, reports said, adding that a terror plot to assassinate the BSF Commandant has been foiled with timely detection of the explosive material in the parcel.

A Deputy Superintendent of Police (DSP) in Jammu and Kashmir Police (JKP) has been detained along with two militants in a major counter-terror operation on the National Highway in Kulgam District in Jammu and Kashmir (J&K) on January 11, reports Daily Excelsior. During vehicle check DSP, Devinder Singh, was detained along with Naveed Mushtaq alias Naveed Babu alias Babar Azam, a resident of Nazneenpora in Shopian District and his associate Asif Ahmad. The residence of the detained officer was immediately raided in Srinagar, during which one AK-47 rifle, two pistols and two grenades were recovered from his residence. Naveed was a Police deserter and had joined the ranks of militants in 2017. He decamped with four assault rifles from Budgam District. Naveed shot into limelight after the Centre Government scrapped Jammu and Kashmir’s special Constitutional provisions and Statehood in August last year. Soon after, Police said that Naved issued a diktat to apple orchardists in South Kashmir not to sell their produce. According to Police, Naveed was involved in the killings of at least 11 non-Kashmiri workers, including truck drivers and labourers, in Pulwama, Kulgam and Shopian Districts of J&K. Before joining the ranks of militants, Naveed was working as Special Police Officer (SPO) with JKP.

Three Hizb-ul-Mujaihdeen (HM) militants, including a ‘commander’ were killed in an encounter with Security Forces (SFs) which ensued during a Cordon and Search Operation (CASO) in Tral area of Pulwama District of Jammu and Kashmir (J&K) in India on January 12, reports Daily Excelsior. The slain militants were identified ‘commander’ Umer Fayaz Lone alias Hamad Khan, resident of Seer Tral; and his two associates - Faizan Hamid, resident of Mandoora Tral; and Adil Bashir Mir alias Abu Dujana, resident of Monghama Tral. Police said that incriminating material including arms and ammunition were recovered from the site of encounter.

District Police busted a module of Jaish-e-Mohammad (JeM) outfit and arrested five of its operativesin Srinagar in Srinagar District of Jammu and Kashmir (J&K) on January 16, reports Daily Excelsior.The Srinagar Police also recovered huge quantity of explosives from the operatives. Deputy Inspector General of Police (IGP), VK Birdi addressing a news conference said, five persons involved in grenade attacks were arrested and they were planning further attacks ahead of Republic day.He added that after two grenade lobbying incidents on November 26, 2019 and January 8, 2020 in Hazratbal area, an investigation was started by the Police which initially led to the identification of two of them. “They came on a two-wheeler and lobbed a grenade. Their intention was to disturb the normal life,” he said. IGP, Birdi also informed that searches and raids were conducted at various places and on the revelations of the operatives, and explosives, detonators, body waists, sharpenels, ball rings and bearings were also recovered. “From the recovery, it seems they were planning big attacks including (Improvised Explosive Devices) IEDs,” he added.

Bandipora Police arrested seven Over Ground Workers (OGW’s) of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM)militant outfits in Bandipora District of Jammu and Kashmir (J&K) on January 25, reports Daily Excelsior.Police said that during a Cordon and Search Operation (CASO) by joint team of Army’s 13 Rashtriya Rifles (RR) and Bandipora Police at different areas of Bandipora like SK Bala, Hajin, Chanpora Nadihal and Sumlar areas, seven Over Ground Workers (OGWs) were arrested.He said that 2 pistols, 2 UBGL (Under Barrel Grenade Launcher), 6 UBGL Magazines, 10 AK 47 Magazines, 512 AK 47 rounds and 2 bore sets were recovered from their procession.

A militant of Hizb-ul-Mujahideen (HM) was killed in an encounter with SFs in Kulgam District of J&K on January 27, reports Daily Excelsior. SFs cordoned off Makroo Mohalla in South Kashmir’s Kulgam District after they received an input about presence of militants in the village. As the SFs cordoned off the village, the locals pelted stones on the SFs to prevent them for conducting the operation. SFs fired USED teargas to disperse them. The militant hiding in a house, fired on the SFs injuring an army personnel, Sharifudin. The SFs fired at him in retaliation, killing him outside the house. The militant was identified as Shahid Ahmad Thokar, who had joined militancy recently (date not specified). One pistol and a grenade have been recovered from the site of encounter. A Police spokesman said, “Incriminating material including arms and ammunition were recovered from the site of encounter. All these materials have been taken into case records for further investigation and to probe his complicity in other terror crimes”.

Addressing a news conference at Joint Interrogation Centre (JIC) Kupwara, Senior Superintendent of Police (SSP), Kupwara, Shriram Abbarkar,said, Security Forces (SFs) acting on specific inputs about the presence of a militant Fayaz Ahamd Mir of Mir Mohalla Bumhama, cordoned it off and launched an operation and arrested him. “During the searches, an AK-47 along with a magazine and 25 live rounds were recovered from his possession,” the SSP said, adding that the militant was arrested. The arrested militant was wanted in several cases of arms and ammunition trade for many months. A group of militants opened fire at a Police team near Ban Toll Plaza on the Jammu-Srinagar National Highway (NH) in Jammu District of Jammu and Kashmir (J&K) early on January 31 (today), triggering a gunfight in which three militants were killed and a Policeman sustained injuries, reports Daily Excelsior. The firing took place around 5 am when a Police team stopped a Srinagar-bound truck for checking near the Toll Plaza in Ban area of Nagrota. Director General of Police (DGP), Dilbagh Singh said 3-4 terrorists were going to Srinagar when they were intercepted by the Police team at the toll plaza. Three militants were killed in the ensuing gunfight while one of them is believed to be in the trap, he said.The truck driver Mohamamd Mabool was arrested and has been taken into custody for questioning, adds The Indian Express. Four weapons and some ammunition and explosives have also been recovered from the spot. The DGP said the terrorists were part of a freshly infiltrated group, who have entered this side from the International Border (IB) in Hiranagar in Kathua District and were on their way to Kashmir Valley. Earlier, South Asia Terrorism Portal (SATP) had reported the incident on January 31, in which it was reported that three unidentified militants were killed and a Policeman sustained injury. Also, the truck driver identified as Mohamamd Mabool was arrested and has been taken into custody for questioning. However, Daily Excelsior, reports that the three Pakistani militants are believed to be Fidayeens (Suicide Squad) of JeM outfit, and their identity are yet to be established but they were believed to be Pakistanis. Inspector General of Police (IGP), Vijay Kumar, said that the arms and ammunition was a fresh consignment and it was kept in a hideout in the foothills of Keran. He further said that the special team was able to arrest four persons identified as Ahtisham Farooq Malik resident of Mumkak Mohalla Batpora, Shafqat Ali Tagoo of Jalalabad, Nisar Ahmad Ganai of Pujipora Krankshivan Sopore and Musaib Hassan Bhat of Mumkak Mohalla Batpora Sopore. Police recovered incriminating materials including one pistol and 12 hand grenades from their possession. During the questioning of the arrestees, they admitted that they were in touch with Pakistani based LeT handler who deputed them to recruit local youth for militant activities in Sopore area. They also revealed that they have received arms and ammunition from one Kabir Lone resident of Keran of Tikker Kupwara. The accused was arrested which led to the arrest of another person identified as Sharafat Khan of Keran Kupwara. Azad Ahmad Bhat of Shalpore in Langate was arrested in Kupwara District. Other two arrested are: Altaf Baba of Rafiabad in Sopore in Baramulla, and Irshad Ahmad of Silikote in Uri in Baramulla. During searches, SFs seized a sizeable number of arms and ammunition, besides several Lashkar-e-Toiba(LeT) letter pads from them. During questioning, Police learnt that the LeT affiliates were motivating the youth of the area to join militancy by providing them with arms and ammunition. “They also supplied weapons to some who had recently joined the outfit and were operating in Handwara,” a Police officer said. Based on the information provided by the OGWs, a joint team of Army’s 21 Rashtriya Rifles (RR), 30 RR, Central Reserve Police Force (CRPF)’s 92 Bn and Handwara Police launched a search operation in Gund Chogal village in Handwara early on April 3, and arrested the four militants, identified as Parvaiz Ahmad Chopan, Mudasir Ahmad Pandit, Mohammad Rafi Sheikh and Burhan Mushtaq Wani — all from Langate tehsil (revenue unit) in Kupwara. The slain militant was identified as Tahir Ahmad Bhat, a Hizb-ul-Mujahideen (HM) ‘commander’ who was killed in an encounter at village Khudra near Gundana under Doda Police Station limits in Doda District of Jammu and Kashmir (J&K) on May 17, reports Daily Excelsior. Lance Naik Raj Singh Khatana of 10 Rashtriya Rifles (RR) was also killed in the operation while fighting during the encounter. There had been reports that another HM militant named Maqsood was also accompanying Bhat, however, during searches, his body wasn’t traced which indicated that Bhat was alone in the house and Maqsood might be hiding in Kishtwar or any other place. Police recovered one AK-47 rifle and a magazine from the possession of slain militant. Bhat was active since last year and his name had figured as one of the fabricators of the Improvised Explosive Device (IED) which had targeted the Central Reserve Police Force (CRPF) convoy at Banihal in March 2019 but there was no damage as the IED didn’t explode. Bhat was also part of the group which had killed Rashtriya Swayamsevak Sangh (RSS) functionary, Chanderkant Sharma and his Personal Security Officer (PSO), Rajinder Singh, inside Kishtwar Hospital in April 9, 2019. According to information, a white Santro fitted with IEDs was on the move in Pulwama with plans to enter the highway to target a security convoy. The suspect car was intercepted at a checkpoint on May 27 night and signalled to halt which it did not, leading to the Security Forces (SFs) opening fire.A search of the vehicle later found a container packed with explosives. This container itself weighed around 50 kilograms. Later on, the nearby area was vacated and then destroyed the car in a controlled explosion. Police believe the fidayeen(suicide squad) plot to target the SFs or their installations was a joint venture of Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM). Official sources said, movement of the militants was first spotted on the intervening night of May 28 and 29 as one out of six militants trying to infiltrate from Kabootar Gala village in Kalal area in Nowshera sector stepped over an Anti-Personnel Mine (APM) leading to an explosion in the area. Since then the troops engaged the militants along LoC resulting into an exchange of fire. However, as the firing from the militants’ side stopped, the security personnel conducted searches and recovered three bodies of militants lying on the LoC. Large quantity of arms, ammunition, explosives and eatables were also lying near bodies of the militants. Recoveries included two AK rifles with 13 filled magazines, a US-made M-16A2 rifle with six filled magazines, a 9-MM Chinese pistol, one Under Barrel Grenade Launcher (UBGL) with six grenades, five hand grenades and two knives.

Giving details, Police said that based on a specific intelligence a joint team of Police, army and Central Reserve Police Force (CRPF) cordoned off Pamposh colony in Saimoh of Tral under Awantipora Police in Pulwama, and as the cordon was being laid, there was an initial exchange of fire at the crack of dawn between the holed-up militants and the SFs and one of them was eliminated. Later on, after a brief exchange of fire, the second militant was also killed by the SFs taking the toll of killed militants to two. The Punjab Police have busted a Pakistan-sponsored drugs and illegal arms smuggling racket with the arrest of four persons, including a Border Security Force (BSF) constable identified as - Sumit Kumar alias Noni posted in Samba District of Jammu and Kashmir (J&K), reports The Tribune on July 13. The constable allegedly helped in the smuggling of heroin worth INR two billion into India in the past fortnight. The Director General of Police (DGP) Dinkar Gupta said, Sumit of Magar Mudian village in Gurdaspur District, had been arrested along with his aides – Simarjit Singh alias Simma, Manpreet Singh and Amanpreet Singh. Foreign-made weapons, including a 9 mm Zigana pistol (made in Turkey), along with 80 live cartridges (etched with Pakistan ordinance factory markings), two magazines and two live cartridges of 12 bore gun, along with INR 3.23 million drug proceeds, were recovered from the BSF constable, the DGP added. Giving details, the DGP said the Jalandhar (Rural) Police had arrested Amanpreet Singh on July 11 in a murder case. During interrogation, he disclosed that he and his brothers were in touch with one Shah Musa of Pakistan, for smuggling of narcotics and weapons. Amanpreet further said he had come in contact with Shah Musa through Manpreet Singh and the BSF constable posted on the J&K border. Also, Sumit Kumar had earlier been lodged in Gurdaspur jail during the trial of a murder, where he had come in contact with Manpreet Singh, the DGP said adding that these disclosures led the police to arrest Simarjeet and Manpreet on July 12, while Sumit was apprehended in coordination with the BSF.

Three militants were killed in an encounter with Security Forces (SFs) in Reban area of Sopore town in Baramulla District of Jammu and Kashmir (J&K) of India on July 12, reports Daily Excelsior. A Lashkar-e-Toiba (LeT) militant ‘commander’ was among three militants killed, and Inspector General of Police (IGP), Kashmir, Vijay Kumar, said that two of the killed militants were foreigners and have been identified as Abu Rafia alias Usman and Saifullah, both residents of Pakistan. Usman, a LeT ‘commander’, was active in the Valley since year 2016. The IGP said that they were involved in many militancy related cases including the recent attack on Central Reserve Police Force (CRPF) in Sopore in which one CRPF trooper and a civilian were killed. Four militants including an Al-Badr ‘commander’ who were behind the abduction and killing of a Sarpanch (head of the Panchayat, village level local self-Government institution) in Khanmoh, were killed in an encounter with SFs in the Kiloora area in Shopian District of J&K in India on August 28, while a fifth militant was arrested. Two militants who were involved in the abduction and killing of a Sarpanch, was identified as Suhail Bhat and Shakoor Parray, district ‘commander’ of Al-Badr terror outfit. The other two militants were identified as Zubair Nengroo and Shakir-ul-Jabbar. The arrested militant has been identified as Shoiab Ahmed Bhat, a resident of Awantipora in Pulwama District. Two AK-47s and three pistols were also recovered by the Indian Army from the encounter site. A Sarpanch from Khanmoh area of Srinagar Nisar Amhed Bhat’s body was recovered from orchards in Dangam Ratnipora area in Shopian on August 28. He went missing from Srinagar on August 19. Senior Superintendent of Police (SSP), Bandipora, Rahul Malik, said that while conducting the investigation, it was found that these five militant associates were affiliated to militant outfit ISJK and had carried out a recce of Army camp to launch an attack. “The five militant associates were waiting for the weapon consignment from Pakistan and in between, we received the specific information about that group following which the arrests were made,” the SSP said. The group, according to the SSP, Bandipora, was involved in making flags to recruit local boys and were sharing videos and photographs while propagating their ideology also. “The group was providing support, motivating and radicalizing the youths to join the ISJK militant outfit. They were making ISJK flags in Chittibandy-Aragam area of Bandipora and supplying the same to their associates in Srinagar”, the SSP said. Inspector General of Police Kashmir, Vijay Kumar, stated that following inputs about presence of militants in the village, SFs cordoned off Yadipora village in the night of September 3. The contact with militants was made in the morning of September 4. The hiding militants were given the opportunity to surrender. “However, they refused to surrender and instead held two families comprising of 12 members including children hostage. It was therefore after strenuous efforts of joint security forces that all the family members were rescued and evacuated,” he said. The recoveries included three pistols, 11 grenades, improvised explosive device (IED) material and a pen drive. He also said that 11 kilograms of heroin worth INR 11 crore, meant to fund terrorism activities, was seized in Rajouri District on September 14. He said that one person was arrested with seven kilograms of heroin in Rajouri and later at his disclosure one more arrest was made from Kulgam District. Three residents of Poonch were also arrested and their questioning led to the recovery of four kilograms of heroin from the same spot from where the earlier consignment of seven kilograms was dumped after smuggling from across the border, he said. The IGP said the money from the heroin was meant to support terrorism.

Inspector General of BSF, Jammu frontier, N S Jamwal said an attempt to smuggle the narcotics and weapons was scuttled by BSF personnel of Budhwar and Bullechak border outposts in Arnia area at around 2am [IST], leading to the recovery of 62 packets of heroin — each packet weighing one kilogram, two Chinese pistols with three magazines and 100 rounds. The IG BSF said, “We were alert to the threat and around 2 am, a group of persons were noticed on the Pakistani territory and two to three of them came closer to the border fence to sneak into this side but were challenged by the BSF personnel,” adding they opened fire but retreated to Pakistani side taking advantage of darkness and thick foliage, when the BSF retaliated, leaving behind the consignment of drugs and weapons. Jamwal also said it is for the first time that PVC pipe was used to hide the narcotics to facilitate its smuggling into the Union Territory. “The terror infrastructure (in Pakistan) is intact as is evident from the increased activities like attempts to smuggle weapons and narcotics and firing incidents on the borders,” he also said. “Though it is for the first time in J&K but such type of modus operandi is in the knowledge of BSF which has successfully foiled similar attempts in Punjab over the years,” he said. The consignment was worth around INR 300 crore in the international market. Senior Superintendent of Police, Jammu, Sridhar Patil said, “We see it as narco-terrorism supported by Pakistan. We have successfully foiled a number of attempts of narcotic smuggling from Pakistan over the past two years.”

Inspector General of Police (IGP), Vijay Kumar, said that after initial exchange of fire, when it was found that the trapped militants are locals, they were repeatedly asked to surrender by the SFs, however, they turned down repeated surrender offers and fired upon the SFs, who retaliated and in the ensuing gunfight three militants were killed. Poonch Police and Army foiled a major plot by the militants to trigger communal tension in Poonch Districtof Jammu and Kashmir (J&K) in India on December 27,with arrest of three militants of newly floated JK Ghaznavi Force in Mendhar area who were planning to target religious places of minorities starting with famous temple of Ari, reports Daily Excelsior. Six grenades have also been recovered from their possession.Apart from three arrests, two more persons have been detained for questioning. Senior Superintendent of Police (SSP), Poonch, Ramesh Angral, told that the arrested militants were planning to carry out a grenade attack on a religious place at Ari in Mendhar at the behest of their Pakistani handler to disturb peace and communal amity in the District.The ploy was revealed after Special Operations Group (SOG) of the local Police along with troops of the 49 Rashtriya Rifles (RR) detained two brothers — Mustafa Iqbal Khan and Murtaza Iqbal of Galhuta village —near Basooni in Mendhar sector. Their interrogation was conducted at the 49 RR Battalion headquarters, Basooni, and it was found that Mustafa had received a call from a Pakistani number and was directed to execute the grenade attack.“On being questioned further, he admitted to have been tasked with throwing a grenade at a temple in Ari village. A video on how to use a grenade was also found in his phone,” Angral said, adding WhatsApp calls have been detected in mobile telephones of the militants in which their Pakistan based handler is asking them to target temples in Poonch district. They had selected Ari temple for the first attack.The SSP said it came to light that Mustafa was involved in militant activities, and on his confession two of his associates — Mohammad Yaseen and Rayees Ahmad of Dabbi village of Balakote near the Line of Control (LoC) — were also arrested.The three were arrested later, while Murtaza Iqbal is still in custody and is being questioned.Sources said father of one of the militants was working as a private contractor and was engaged in the construction of bunkers for people ahead of fencing. It is suspected that he might have brought grenades from the LoC for the militants. “Vital clues have been obtained during questioning of the trio and searches were conducted in the house of Mustafa from where six grenades, some balloons with Pakistani marking and a few posters of hitherto unknown J&K Ghaznavi Force were recovered,” sources said.They added that the arrested persons were in regular contact with their handlers in Pakistan who were instructing them to carry out terror strikes.
