India and five Central Asian states agreed to uphold UNSC Resolution 2593 (2021), which unequivocally demands that Afghan territory not be used for sheltering, training, planning or financing terrorist acts, and decided on full utilisation of Chabahar Port in Iran for regional connectivity, khmertimeskh.com reports on January 4. The National Investigation Agency (NIA) is set to get new branches in Ahmedabad, Bengaluru, Patna, Jaipur, Bhopal and Bhubaneswar, as Ministry of Finance on January 3, approved the proposal of the Union Ministry of Home Affairs (UMHA) for six offices, reports bharattimes.co.in. “The proposal of MHA regarding creation of offices at Ahmedabad, Bengaluru, Patna, Jaipur, Bhopal Bhubaneshwar and creation of 435 posts was examined and it was agreed to create 300 posts,” Ministry of Finance said in a communication. According to sources, the UMHA in its letter to the finance ministry had sought an average of 72 personnel and officers for each office, but only 50 members were approved. The Bengaluru, Patna and Bhopal branches will be headed by a Deputy Inspector General (DIG), while the other three branches will be headed by a Superintendent of Police (SP) level officer. There will be five inspectors to investigate the cases along with forensic experts at all the locations.

The meeting was attended by top officials of central agencies and forces apart from police officials of various states through video conference. “Highlighting the continued threats of terrorism and global terror groups, terror financing, narco-terrorism, organised crime-terror nexus, illicit use of cyber space, movement of foreign terrorist fighters, etc. Home Minister stressed upon the need for better coordination and synergy among the central and state security agencies in countering the ever-changing CT and security challenges,” a statement from the Union Ministry of Home Affairs (UMHA) said.

India on January 18, condemned the drone attack by Yemen’s Houthi rebels in the United Arab Emirates (UAE) that killed two Indian nationals as a terrorist incident and conveyed the country’s strong solidarity to the emirates in the face of such assaults, reports defenceaviationpost.com. External Affairs Minister S Jaishankar discussed the attack with his UAE counterpart Sheikh Abdullah bin Zayed Al Nahyan during a telephone conversation. Jaishankar “condemned the terror attack in the strongest terms”, and emphasised that such “an attack on innocent civilians was completely unacceptable and against all civilised norms”. He appreciated the immediate assistance provided by UAE authorities to the Indian embassy in responding to the situation. Sheikh Abdullah shared details of the attack and conveyed his government’s deepest condolences at the death of the two Indians.

On January 18, India’s Permanent Representative to the UN Ambassador T S Tirumurti at the International Counter Terrorism Conference 2022 stated that the crime syndicate responsible for the 1993 Mumbai bomb blasts was not only given state protection but also enjoyed a five-star hospitality, in a veiled reference to the D-company head Dawood Ibrahim believed to be residing in Pakistan, reports Hindustan Times. Tirumurti made this statement in the conference organized by Global Counter Terrorism Council while talking about the need to recognize the linkages between terrorism and transnational organised crime for addressing them properly. As the Chair of the UNSC Counter-terrorism Committee for 2022, Tirumurti further said that the UN sanctions regimes, including the 1267 Al-Qaida Sanctions Committee, are pivotal to the international efforts in preventing terror-financing, terrorist-travel and access to arms by the terrorist organisations. However, voicing concern about the implementation of these measures, the India Ambassador pointed that the recent report of the Monitoring Team on the asset freeze exemption procedures pursuant to resolution 2560 (2020) points to the lacunae of asset freeze measures by member states, partly due to deficiencies in the existing guidelines of the Committee.

He also said India sees the Indo-Pacific as a free, open, inclusive region, which embraces all in a common pursuit of progress and prosperity. Calling counter-terrorism a "key area of cooperation" between strategic partners, Shringla warned that failure to cooperate could "only embolden terrorists towards more audacity". The diplomat also batted for the creation of a "common rules-based order for the region" that would enable all countries to use common spaces on sea and in the air, engage in unimpeded commerce, and peacefully settle disputes in accordance with international law.

As many as 439 militants and 109 security personnel were killed in 541 incidents in Jammu and Kashmir (J&K) since Article 370 was repealed on August 5, 2019, Union Minister of State for Home Affairs Nityanand Rai said on February 2, reports Greater Kashmir. Replying to a written question in Rajya Sabha (Upper House of Parliament), Nityanand Rai said 98 civilians were also killed in these incidents and private properties worth about INR 5.3 crore were damaged since then.

TS Tirumurti, India’s permanent representative to the United Nations and the current chair of the UN’s Counter-Terrorism Committee, delivered the warning during an open briefing on Counter-Terrorism Committee Executive Directorate (CTED) in South and Southeast Asia. In his opening remarks, Tirumurti said the latter half of 2021 saw consequential change in Afghanistan after the Taliban takeover of Kabul, the collapse of the government and a humanitarian crisis. A recent report to the UN Security Council noted the ties “between the Taliban, largely through the Haqqani Network, and the Al-Qaida and foreign terrorist fighters remain close and are based on ideological alignment and relationships”, he pointed out. “The linkages between the Taliban, Al-Qaida, and terrorist entities proscribed by the Security Council, such as Lashkar e-Tayyiba and Jaish-e-Mohammed, are a further source of concern. The Narcotics Control Bureau (NCB) claims that effective enforcement has resulted in enhanced recoveries of all major drugs. Over 90 per cent of the sales in darknet markets are reportedly related to drugs. With traffickers exploiting technological advancements for their nefarious activities, government agencies cannot afford to remain behind the game on the cyber front. The NCB has stated that cannabis seizures have almost doubled in five years. These ‘soft’ drugs continue to fall under the purview of the NDPS Act, even as the cultivation of cannabis for medicinal and industrial purposes is allowed in states such as Uttarakhand and Uttar Pradesh. Decriminalising cannabis by amending the Act can enable the NCB to focus on curbing the money-spinning trade in synthetic narcotics rather than expending its resources on catching small fry.

Asthana said that a total of 13 terrorists belonging to diverse terrorist organisations like the Jaish-e-Mohammad (JeM), Pak-trained ISI module, Kuki National Front (KNF) and Khalistan Commando Force (KCF) were arrested and their plans to execute terrorist strikes in the national Capital were foiled. SFJ issued a letter named 'Haryana Banega Khalistan' on April 15. Posters of SFJ leader Gurpatwant Singh Pannu were pasted on roads near Ambala, and allegedly urged the people to join the fringe group on April 29. Notably, this is yet another incident wherein the separatist group attempted to spread their separatist agenda in Haryana. The extremist group, that desires to create a separate ‘Sikh mainland- Khalistan,’ has been actively expanding its activity in Haryana and Himachal Pradesh. Speaking at the 13th Foundation Day of the National Investigation Agency (NIA), HM said, ‘Terrorism is a curse for any civilised society. And no one has suffered due to it as much as our country. I have had my differences with human rights organisations about the angle they take on the issue. Whenever there is a counter-terror operation, these organisations come up with the issue of human rights. But I believe there is nothing that violates human rights as much as terrorism. So, fighting terrorism cannot be contradictory to protection of human rights. To end terrorism from its roots is a necessity for protection of human rights’. Adding more, Amit Shah stated that as the Modi government had adopted a “zero-tolerance policy” on terrorism, since 2014, it has taken many steps to strengthen the NIA to be recognized as an international agency which included strengthening of the NIA Act and the UAPA Act. The NIA was given the task of creating a database on psychotropic substances, hawala transactions, arms smuggling, fake currency, bomb blasts, terror funding, and terrorism. The Ministry of Home Affairs (MHA) handed over the case to the NIA to probe the matter and the anti-terror agency registered an FIR this week. “We took over Karnal IED recovery case this week,” a senior NIA official, privy to the development said. Four terror suspects were arrested by Haryana Police near Bastara toll plaza at 4 am on May 5. The suspects were identified as Gurpreet, Amandeep, Parminder and Bhupinder. Three IEDs, one country-made pistol, 31 live cartridges, INR131,000 cash and six mobile phones were recovered from the terror suspects who belong to Punjab. Haryana Home Minister Anil Vij had said that the terror suspects got explosives from Pakistan through drones and were tasked with carrying them to Adilabad in Telangana. The operation to arrest them was carried out jointly by Telangana, Punjab and Haryana Police. “Pakistan-based Babbar Khalsa International (BKI) commander Harvinder Singh Rinda had shared a location with the four accused directing them to deliver the explosives to Adilabad, Telangana. Rinda is backed by Pakistan’s Inter-Services Intelligence (ISI). BKI had executed the 2021 Ludhiana blast with the help of Rinda,” Haryana Police said.

The duo, Dharminder and Kripal were booked for various offences in an FIR in May 2018, including 124-A (sedition) and under the provisions of the Unlawful Activities Prevention Act (UAPA), 1967, at Police Station Rangar Nangal in Batala. They were behind bars for nearly four years. As per lawyer, Arnav Sood, the allegations were of petitioners having some link with an illegal organisation, SFJ and the organisation aiding them financially in executing various illegal and unlawful activities. However, it adds that while Al Qaeda “enjoys greater freedom under the new Afghan regime”, it is “unlikely to mount or direct attacks outside Afghanistan for the next year or two, owing to both a lack of capability and Taliban restraint”. The report cites a member state to state that “JeM maintains eight training camps in Nangarhar, three of which are directly under Taliban control”. Rajasthan Anti-Terror Squad (ATS) on June 30, recovered two blood-stained weapons used in the murder of Kanhaiya Lal, reports India Today. The weapons were recovered from an office of an aide of both the accused in Udaipur's Sapetiya locality. During the interrogation, the accused, Riyaz Akhtari and Ghaus Mohammad, told the officials that after killing Kanhaiya Lal, they went to Shoaib's office in Sapetiya and recorded the video. Riyaz and Ghaus told the officials that they shot the video confessing their crime at Shoaib's office and made it viral on social media. Both the accused also recorded a video from the same office on June 17 in which one of the two men described his intentions of carrying out an act similar to what happened in Udaipur on June 28. The Special Investigation Team (SIT) probing the case found out two of the prime accused had travelled twice to Saudi Arabia twice and once to Nepal in order to get funding. One of the prime accused, Riyaz, during the interrogation said that he would incite the youth to attack people from other religions. Sources said that Riaz used to say: "Take revenger or wear bangles". Riyaz had also released a video that incited history-sheeters and miscreants of Udaipur to attack. Both Gaus Mohammad and Riyaz were instigating poor and unemployed youth in Udaipur, Bhilwara, Ajmer, Rajsamand, Tonk, Bundi, Banswara, Jodhpur districts and connecting them to sleeper cells. The sleeper cells that came were being built for IS and funding has also been done from Arab countries for this.

The contraband was kept concealed in a container of unstitched clothes using a cardboard pipe, which was further camouflaged by an oversized plastic pipe. The container, which was loaded from Jebel Ali port in the UAE, was booked by an importer from Malerkotla. Following specific intelligence input regarding the smuggling of heroin from the UAE to Punjab, the State Police in a joint operation with the Anti-Terror Squad (ATS), Gujarat, and central agencies seized 75 kilograms of heroin from a container at Mundra Port, said Punjab, Director General of Police (DGP), Gaurav Yadav on July 12. The DGP said, “To ascertain backward and forward linkages, some suspected persons from Malerkotla and Ludhiana found to be linked with this import of consignment have been called for questioning.” Meanwhile, a First Information Report (FIR) under Sections 8C, 21C, 23C, and 29 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered by the ATS Gujarat.

Ali Asgar a resident of Siswaniya village, was the seventh accused arrested in connection with a probe into the activities of the banned Jamaat-ul-Mujahideen Bangladesh (JMB) outfit, the official said on July 20. The official spokesperson said the case is related to the arrest of six active JMB members, including three illegal immigrants from Bangladesh, from Aishbagh, Bhopal in Madhya Pradesh, who were found involved in propagating the JMB’s plans or ideology and motivating youngsters to carry out jihad against India. Marguv Ahmad Danish (26), a resident of Phulwari Sharif, was arrested on July 15, 2022 for suspectedly operating two WhatsApp groups -- 'Ghazwa-e-Hind' and 'Direct Jihad', to propagate anti-India views, they said. "Evidence, collected during the investigation, revealed that Danish received funds in the form of cryptocurrency from Qatar-based organisation Alfalhi," a Police officer said. The United Nations Security Council’s Counter-Terrorism Committee should examine this correlation, said Daily Excelsior Safi Rizvi. Making a presentation at a special meeting of the UNSC panel, which India is hosting, Rizvi, however, did not name Pakistan at any point. But he noted that after the chances of Pakistan getting delisted from the grey list increased, terrorist activities too increased. Jammu and Kashmir recorded five attacks on `hard targets’ — well-defended places like government offices, military and police camps — in 2014, eight attacks in 2015 and 15 in 2016. The number fell to eight in 2017 and declined further to three in 2018, Rizvi said. In 2019, there was a “very big aberration” in the form of the Pulwama attack while in 2020, no hard target was attacked, the official said. In 2021, the attacks on hard targets started increasing and the trend continues in 2022, he said. “Why did this decline happen from 2018 to 2021? One (reason) was the grey listing,” he added.

The federal probe agency had filed the prosecution complaint or charge sheet last week before a special Prevention of Money Laundering Act (PMLA) court in Patiala House, Delhi. The dossier was filed earlier on November 19 to press money laundering charges and begin trial against Perwez Ahmad, Mohammad Ilias and Abdul Muqueet who were arrested by it on September 22 following nation-wide raids against the PFI the National Investigation Agency (NIA), ED and various state Police units.

The main suspects in the case are 24-year-old Mohammed Shariq and his associates Abdul Matheen Taha, Arafat Ali, Maaz Muneer Ahmed and Syed Yasin — all residents of Thirthahalli in Shivamogga District of Karnataka. “There are many closed groups on Telegram and several other encrypted messaging platforms associated with Islamic State which provide propaganda material and Do It Yourself (DIY) videos of bombs and explosives. They have used this,” according to investigating officer. The officer also added that videos on how to make a bike bomb, and cooker bomb were recovered from Shariq’s phone.

India has taken up the issue of fugitive Islamic preacher Zakir Naik’s presence at the FIFA World Cup 2022 in Qatar and his extradition with the authorities of the host country, the Ministry of External Affairs (MEA) said on November 24, reports firstpost.com. “The issue of Zakir Naik, a wanted man in India has been raised with Qatar,” MEA spokesperson Arindam Bagchi stated. “Zakir Naik is an accused in India, under Indian law. We have already raised the issue of his extradition with Malaysia. We have now raised it with Qatar,” the MEA spokesperson said. India's efforts to sanction the perpetrators and facilitators of the 26/11 Mumbai terror attacks were blocked in the past for "political reasons", said Permanent Representative to the UN, Ambassador Ruchira Kamboj, India Today reports on November 25. Addressing a United Nations Security Council (UNSC) joint briefing, she said such inaction has enabled those who are responsible for the crime to walk free and organise further cross-border assaults against India. Kamboj reminded the council of the Mumbai terror attacks and said, "Lest we forget, in November 2008, 10 terrorists entered the city of Mumbai through sea route from Pakistan, ravaging the city for 4 days, killing 166 people, including 26 foreign nationals." She added that terrorism continues to pose a “grave threat” to international peace and security, citing the continued operation of ISIS and Al-Qaeda affiliated and inspired groups, particularly in Asia and Africa.

Sleuths of the National Investigation Agency (NIA), who on November 26, conducted raids at more than 13 locations belonging to gangsters across the country in connection with the terrorist-gangster nexus case, have recovered a number of incriminating documents along with various types of contraband and ammunition, reports Greater Kashmir. According to information, the NIA raided more than 13 locations in Punjab, Haryana, Rajasthan, UT Chandigarh and the Delhi-NCR region. The districts targeted were Fazilka, Tarn Taran, Ludhiana, Sangrur, Mohali in Punjab, Yamuna Nagar of Haryana, Sikar in Rajasthan and the Outer North District of Delhi. "We conducted raids to dismantle and disrupt the emerging nexus between terrorists, gangsters and drug traffickers based in India and abroad," said a NIA official. The NIA said that it will continue to dismantle such terror networks as well as their funding and support infrastructure. The official said that preliminary investigations revealed that these gangs were carrying out targeted killings and were also raising funds for their criminal activities through smuggling of drugs and weapons. "The recent sensational crimes and extortion calls by criminal syndicates and gangsters to businessmen, professionals, including doctors etc, had created widespread scare among the people. These gangs were using cyber space to publicise these crimes to create terror among the public at large," the NIA said.

Investigations had established that accused persons had raised funds by committing dacoities at various places in Bengaluru with the intention of furthering the activities of JMB in India and also collected explosive materials and test fired a rocket launcher. Earlier it was reported by SATP on December 20, that National Investigation Agency (NIA) arrested nine persons in connection with an illegal drugs and arms case pertaining to the revival of the LTTE. The NIA in a note said that the case pertains to the activities of the Sri Lankan drug mafia controlled by Gunashekaran and Pushparajah in association with Haji Salim, a drugs and arms supplier based in Pakistan. This module has been operating in India and Sri Lanka and has been smuggling drugs and arms in a bid to fund the revival of the LTTE.
