The Golaghat police arrested three suspected Inter-Services Intelligence (ISI) agents with American currency in their possession on January 6. According to police, the three persons, identified as Mohammed Ahmed Hussain, Ijal Haque and Abdul Khalek, were arrested while they were trying to exchange a bank draft of American dollar with a person in Golaghat. The three suspected ISI agents were trying to exchange the one million American dollar token which amounts to 4.5 crores in rupees. Police also recovered some documents relating to some Bangladeshi Jihadi groups from their possession.

An Assamese poet, Santanu Sarma, was arrested at Malikuchi in Nalbari town on January 7-night on charges of writing seditious material for the United Liberation Front of Asom (ULFA) and mobilising opinion against counter-insurgency operations, reports Telegraph. He was reportedly writing and editing material for the ULFA’S mouthpiece, Freedom. The Additional Superintendent of Police (city) Debojit Deori said Sarma was on the "wanted" list since October 2004, when an arrested ULFA conduit, Anil Mazumdar, named him as the lynchpin of the outfit’s network in the city. He said, "We arrested him on the basis of a confessional statement by Mazumdar, who was very close to him. Sarma has denied having any links with Ulfa and is being interrogated by senior police officials."

One National Liberation Front of Tripura (NLFT) militant, identified as Bironjoy Tripura, was arrested along with arms and ammunition by the security forces after an encounter at Tamarai Para village of Ganganagar police station under Dhalai district on January 8, according to Tripurainfo. Police arrested a top leader of the Adivasi National Liberation Army (ANLA), identified as Rupen Lakra, at Baghjan in the Bokajan town of Karbi Anglong district on January 8-night and recovered a huge cache of arms and explosives. Lakra is second only to commander Nirmal Tirki alias David, in the ranks of the outfit. He is also responsible for the bomb blast in the Rajdhani Express in Golaghat district on December 13 that killed four persons. The police later found a sten gun, three AK-47 rifles, an M16 rifle, two .315 rifle, two US-made carbines, a grenade launcher, four bombs, three rifle grenades, six hand grenades and a large amount of ammunition and assorted weapons in a nearby paddy field.

Rupen Lakra, the Adivasi National Liberation Army (ANLA) leader, who was arrested by the police on January 8-night, has reportedly admitted that the cache of arms and ammunition that was dug up from a paddy field after his arrest came from the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM). Lakra told interrogators that the ANLA ‘commander-in-chief’ David Tirkey struck the arms deal a few months ago when he was in Dimapur in the guise of a pastor. The police believe Tirkey is now in Jharkhand.

Elsewhere in the same district, one People’s Revolutionary Party of Kangleipak (PREPAK) cadre, Konthoujam Sunil alias Moirangakpa, trained at Minda in Myanmar, was arrested from Jiri Parking on the same day. A day earlier, another PREPAK cadre, Elangbam Sanayaima, was arrested from Patlou under Lamlai police station in the Imphal East district. The militants were reportedly taking shelter in a hut abandoned by farmers in the forest area. Seven other militants were also arrested from the hut. The slain militants have been identified as KLNLF area commander Mekrang Terong, Jarsom Terang and Son Millik. The arrested militants have revealed that they had taken shelter in the hut with the aim of extorting money from the businessmen and tea estate management along the Nagaon- Karbi Anglong border. Two AK-56 rifles, four single barrel guns, 177 rounds of ammunition of assorted weapons were recovered at the site of the encounter.

One 9-mm pistol, eight live rounds, INR 6,500 and one scooter were recovered from him. Army stated that no individual indulging in any illegal activity would be spared irrespective of the fact that the Army has signed a Suspension of Operation (SoO) Agreement with some of the Kuki groups. Army also clarified that it has no SoO pact with Kuki Liberation Army (KLA) since it had split into various groups and has no recognized leadership. Army said that it had arrested 42 Kuki insurgents since January 2007.

Police arrested four surrendered militants belonging to the National Liberation Front of Tripura (NLFT) for their involvement in instigating the tribals to occupy a government land near Raj Bhawan in Agartala, UNI reports. Police said Ananta Debbarma, a surrendered NLFT militant, along with his associates had hatched a conspiracy to bring the poor tribals from different parts of the State to encroach on the land at Malancha Niwas and its adjacent areas. Police carried out a massive eviction on February 26 and drove out over 450 tribal families from the land. At least 25 illegal occupants were injured when they tried to resist the police in the eviction drive. About 100 people mostly tribal women were detained during the raid.

The police recovered an AK-47 rifle with nine rounds of ammunition and a pistol from their possession. The DGP stated that Robert was a "corporal" in the KYKL ranks, but had never been arrested. An arrested KYKL cadre, Laishram Homen alias Korou, is suspected to be one of those who planned the selective killings. The DGP also said the police were on the trail of four more KYKL members who killed five migrants in Imphal East district the day after the Heiyen Hangool attack. The KYKL, however, denied its involvement in the killings.

Meghalaya Police shot dead two Hynniewtrep National Liberation Council (HNLC) militants, Vicky Majaw and Leader, during an encounter at Umkiang in the Jaintia Hills district on March 27, reports Shillong Times. Three National Liberation Front of Tripura (NLFT) militants who along with HNLC militants were opening fire on police personnel managed to escape from the encounter site. Four SBBL shot guns, two AK-56 assault rifles and 33 rounds of live ammunition, a country-made .22 revolver, two Chinese-made hand grenades and two sets of Japanese-made wireless handsets, three torches, a mobile handset and two authorisation letters for extortion were recovered from the encounter site. According to police sources, the HNLC and NLFT ran a joint camp at Wahlymbong for about two months to extort money from coal traders and businessmen of Jaintia Hills. He confessed that the HNLC has maintained links with the Tripura-based National Liberation Front of Tripura (NLFT) since 2001. He also said the strength of HNLC in the Bangladesh camp located under Baghachuri police station in the Rangamati district was about 100 in 2001. As many as 26 NLFT cadres also stayed in the HNLC camp at that time, he added. Meanwhile, Sentinel quoting Rynjah’s confession reports that since most of the cadres deserted the camp the strength has been reduced to 26, and the camp is left with one .303 rifle. He added that training was affected due to shortage of arms and ammunition. He said that he deserted the camp due to forced labour detention and ill treatment by the HNLC commanders. He mentioned that one of his colleagues, Bahdeng, died in the camp during training, while two others, identified as Stallion and Bahdit, deserted the camp.

Police recovered a vehicle that was used for abduction from Sanaton. According to Assam Tribune, the Guwahati Police on April 28 arrested Kazi Omar Farooq, chairman of the Manipur-based Islamist militant outfit People’s United Liberation Front (PULF), from a rented house at Sasal area. The arrest came following the earlier detention of three PULF cadres from a rented accommodation at Dispur area, The Sangai Express reported. Additional Superintendent of Police Debojit Deuri said, "During the interrogation of the three PULF cadres on Sunday, our team raided a house in Chasal and could nab Farooq today." Kazi had been hiding in the city for a long time, he added. "The arrest of the PULF cadres from states like Assam, Karnataka [In Mysore on April 27] and other places made it clear that the cadres of the outfit had been on the run from its own state Manipur," Deuri said and added that interrogation is underway to trace more clues regarding the outfit's base in Guwahati. "We have however, no confirmed information whether the outfit was conducting any recruitment in the state," Deuri said. The PULF militants who were arrested on April 27 from Guwahati were identified as Mohammad Zakria Khan , Mohammad Altaf and Firoze Khan, police added.
