During the Indo-Bangladesh Home secretary-level talks in New Delhi on February 16 and 17, Indian Home secretary L C Goyal has proposed an anti-terror pact with the eastern neighbour, envisaging a structured mechanism for exchange of terror information and updates, reports The Times of India on February 20. Goyal also handed to his Bangladeshi counterpart Md Mozammel Haque Khan a list of 39 camps of Indian Insurgent Groups (IIGs) still operating out of Bangladeshi territory. Seeking a crackdown on the camps of United Liberation Front of Asom (ULFA), National Democratic Front of Boroland (NDFB), National Liberation Front of Tripura (NLFT) and United National Liberation Front (UNLF) etc, concentrated in the Chittagong region, the Indian side is believed to have provided Dhaka with their detailed coordinates. The proposed Indo-Bangladesh anti-terror pact seeks to boost security ties between the two countries through regular exchange of terror information and intelligence on short-term and long-term threats, joint investigation of terror cases with cross-country linkages (including one relating to Jama'atul Mujahideen Bangladesh [JMB]'s activities), coordinated counter-terror action as well as exchange of training and best counter-terror practices. The formalization of the agreement will also pave the way for enhanced cooperation between Indian and Bangladeshi agencies to check terror financing and circulation of counterfeit currency. A senior Home Ministry officer said "The Bangladeshi home secretary, while acknowledging the need for closer anti-terror cooperation with India, said he would relay India's proposal to the Sheikh Hasina Government, which would then take a call on the way forward." Meanwhile, Goyal also updated Khan on the status of ratification of the Indo-Bangladesh Land Boundary Agreement. Report also said that a constitutional amendment bill is expected to be taken up in the coming session of Parliament for consideration and passage.

India on February 17 assured Bangladesh that fugitives wanted by them would be deported as early as possible, reports The Daily Star. The assurance came at a Home Secretary-level meeting between the two countries at the Taj Palace Hotel in New Delhi. Bangladesh has been pressing India to trace and hand over wanted persons including two killers of Bangabandhu Sheikh Mujibur Rahman - Risaldar Mosleuddin and Captain Majed. Dhaka has also been asking New Delhi to hand over wanted Bangladeshi criminals Subrata Bain and Sajjad Hossain who were arrested in 2012. Both have been handed down death sentence in Bangladesh for murder and grenade attack on an Awami League (AL) rally in Dhaka. Bain was arrested in Kolkata, West Bengal (India) after his escape from prison in Nepal. His name features on a 23 most wanted list handed over to India by Bangladesh. Sajjad was arrested in Amritsar, Punjab (India) while trying to escape to Pakistan.

In Home Secretary level talks concluding on February 18, India and Bangladesh have agreed to tread an extra mile to help each other in resolving anti national and terror activities in their areas, reports DNA. Bangladesh has assured India that it would construct border outposts (BOPs) along the uncharted territory of Tripura and Mizoram to check proliferation of camps of Indian Insurgent Groups (IIGs) in Chittagong area and to put a stop to unbridled human trafficking through the porous border. Sources said that "To help India weed out terror training camps of insurgent groups, Bangladesh has offered to construct 40 more BOPs in addition to the 13 that have already been constructed. The BOPs will be manned by the Border Guards Bangladesh (BGB) to ensure that IIGs camps are demolished and one of the biggest corridors for human trafficking is plugged." India's Home Secretary LC Goyal also told his Bangladeshi counterpart, Mozammel Haque Khan that the Indian security agencies that have already tightened their grip to stop all forms of anti-Bangladesh activities will continue work in close coordination of Bangladesh to check Jama'atul Mujahideen Bangladesh (JMB). The assurance assumes special significance following the October 2, 2014 Burdwan bomb blast in West Bengal and the subsequent developments. The secretary level talk was followed by joint working group (JWG) meeting of both the countries.

A meeting was held between Inspector General Border Security Force (BSF) and Region Commander Border Guards Bangladesh (BGB) at Ramgarh Upazila of Khagrachari District on April 26, reports Tripurainfo. High level delegation of BSF and BGB attended the meeting. During the meeting emphasis was given on border domination in view of the forthcoming Tripura Tribal Autonomous District Council (TTAADC) election scheduled to be held on 3rd May 2015. Both sides agreed to increase vigil along the bordering areas to thwart any attempt of the Militants and Anti National Elements to disrupt the election. Besides emphasis was given to curb trans-border crimes and smuggling.BGB also requested BSF for use of Indian roads for establishment of new Border Outposts (BOP) s in the Chittagong hill tracts of Bangladesh. BSF assured BGB of full co-operation in this regard.

Wendy Sherman, United States (US) Under Secretary of State for Political Affairs while meeting Foreign Minister Abul Hassan Mahmood Ali in Dhaka city after the fourth US-Bangladesh partnership dialogue on May 1 said that US Department of Justice is working on the process of signing the extradition treaty with Bangladesh. During the meeting, the Foreign Minister urged the Under Secretary to extend necessary support to repatriate the convicted killer of Bangabandhu Sheikh Mujibur Rahman who has made the US “a safe haven”. He also requested the Under Secretary to expedite signing the extradition treaty with Bangladesh. Sherman took note of the Minister’s request and informed that the US Department of Justice is working on it. According to a news agency, recently Rashed Chowdhury, one of the fugitive killers of Bangabandhu, has been spotted at a social gathering in California. He fled amid protests by expatriate Bangladeshis at the event.

The India-Bangladesh Land Boundary Agreement (LBA) bill, which was passed by the Lok Sabha (lower House of the Parliament) on May 7, will not only pave the way for settling the decades-long border dispute between the two countries, but has given rise to fresh hope about deportation of undivided ULFA's founding ‘general secretary’ Anup Chetia, reports Times of India. A delegation from Bangladesh, in its February visit to India to discuss the progress of the ratification of the Land Boundary Agreement, discussed Chetia's case. Many on the Indian side read that as a sign of the two issues being connected. A top security source said linking the two issues might not have been Bangladesh's intention. "However, the developments in the Rajya Sabha and Lok Sabha will definitely boost Indo-Bangla ties, which, in turn, would be a positive sign for the deportation of Chetia."

Senior government and military officials of Bangladesh and the United States (US) will hold a dialogue on security issues on September 11 (today) in Washington D.C. to enhance collaboration in countering extremism and terrorism, security assistance, UN peacekeeping operations, humanitarian assistance and disaster response, reports Daily Star. This will be the fourth Dialogue on Security Issues between the two countries. The first security dialogue was held in Dhaka on April 19, 2012, while the second in Washington D.C. in April, 2013. The third dialogue was held in Dhaka on April 22, 2014. Foreign Secretary (Bilateral) Mizanur Rahman will lead the Bangladesh delegation, which is comprised of senior officials from the ministries of foreign, home, defence, disaster management, Armed Forces Division and Bangladesh Embassy in Washington D.C.. The US side will be headed by Principal Deputy Assistant Secretary of State for Bureau of Political-Military Affairs (PM) Todd C Chapman. The US delegation will also have officials from the US Department of State, defence and Bureau of Political-Military Affairs. Diplomatic sources said Bangladesh and the US would discuss regional cooperation, traditional and non-traditional security issues, and humanitarian assistance and disaster response issues. They said officials from both sides were expected to exchange ideas on multiple issues pertaining to bilateral security partnership such as identification of strategic priorities, deeper engagement on both military and non-military security aspects, political-military issues including joint military exercises, training and security cooperation. Dhaka and Washington currently have three structured forum for dialogue. They are: US-Bangladesh Dialogue on Security Issues, Bangladesh-US Partnership Dialogue and US-Bangladesh Trade and Investment Cooperation Forum Agreement (TICFA).
