In a virtual meet of Police Chiefs of India and Bangladesh emphasis was laid on enhancing counter-terrorism cooperation especially against global terror groups, siasat.com reports on January 13. As a step towards that, designated ‘nodal points’ would be established for timely and effective handling and response to existing as well as emerging security and counter-terrorism challenges. In the first delegation-level virtual Police Chiefs’ Dialogue both sides agreed to enhance cooperation against terrorist entities including global terrorist groups, as well as other fugitives, wherever they are present and active. Both sides also reiterated the need for sharing real time intelligence and feedback through the designated ‘nodal points’, while appreciating each other’s ongoing action against insurgent groups operating in the region. “The scope of enhanced coordination to combat trans-border criminal activities, including smuggling of drugs, Fake Indian Currency Notes (FICN), arms and ammunition and human trafficking was also discussed,” the statement from the Union Ministry of Home Affairs (UMHA) said.

Bangladesh on January 13 strongly protested against "baseless remarks and falsification" by US Secretary of State Michael R Pompeo tagging Bangladesh with terrorist group al-Qaeda, reports The Independent. In his statement, Pompeo on January 12 mentioned Bangladesh as a place where the terrorist group al-Qaeda carried out attacks, falsely apprehending similar terrorist attacks in future. "Such irresponsible comment by a senior leader is very unfortunate and unacceptable. Our track record in countering terrorism has earned us global appreciation. Bangladesh considers that the US Secretary of State’s referring to Bangladesh as a possible location for al-Qaeda operations, is indeed unfounded and offers no evidence. However, if such a statement is made out of speculation, Bangladesh considers it very unfortunate, especially in the context of the ever-growing bilateral ties between the two friendly countries based on shared values, peace and common goals," said the Ministry of Foreign Affairs in a protest note.

Inspector General of Police Benazir Ahmed launched the video and TV commercials as the chief guest at a function at Rajarbagh Police Lines in Dhaka city. During the programme, the Police chief asked the youths to inform the law enforcement authorities if anyone influenced them to take the path of extremism. He said that social media remained a hotbed for extremism propaganda and therefore every unit of Bangladesh Police has continued cyber patrolling. ‘Police are working towards a goal of uprooting extremists and we have to be vigilant until the last extremist is wiped out,’ Benazir said.

On February 9, Union Minister of State for Home (UMHA) Nityanand Rai informed the Lok Sabha that in the last two years, India has reported the maximum number of infiltrations from Bangladesh, reports Northeast Now. Over 1045 infiltrators were intercepted by the Border Guarding Forces during the last two years. In his statement, Rai also stated that 61 people have been apprehended from India-Pakistan border whereas 63 people were apprehended from Indo-Nepal border during the same period. He further stated that separate funds have been allotted for securing the borders like manning observation posts along the borders, vulnerability mapping of Border Out Posts (BOPs), deployment of surveillance equipment, strengthening of intelligence network, erection of border fencing & floodlighting and deployment of technological solutions in non-feasible areas like riverine gaps, etc.

The Police Bureau of Investigation (PBI), dedicated to investigating critical and high-profile cases, in a report said as many as 18 militants of different outfits, all accused in cases filed for terrorist activities between 2000 and 2016, fled the country either after obtaining bail from the court or without ever being arrested, reports The Daily Star on February 15. They were now living in 13 countries spanning North America, Europe, Middle East and Asia, said PBI. The report, however, did not mention how the accused managed passports and crossed immigration. Neither did it say the time the accused fled the country.The PBI found that 23 militants, who are accused in different terrorism related cases, have gone into hiding after obtaining bail with their family members and relatives having no idea about their whereabouts.The Police unit prepared the report after over two years of investigation and visits to present and permanent addresses of around 3,700 militants named in the PBI database.They are the accused in different terrorism-related cases filed since 2000.

On February 27, Home Secretaries of India and Bangladesh held a virtual meeting and discussed early completion of pending fencing along the Indo-Bangladesh border, reports The Hindu. Led by Indian Union Home Secretary Ajay Kumar Bhalla and his Bangladesh counterpart Senior Secretary, Public Security Division Mostafa Kamal Uddin, the 19th Home Secretary level talks between the two countries was held in the backdrop of ‘Mujib Barsho’and 50 years since the Bangladesh Liberation War. In the statement issued by Union Ministry of Home Affairs (UMHA), the Secretaries of both the countries attaching importance to bilateral relations, reiterated their commitment to further expand and strengthen mutual cooperation in the security and border related issues. . Both sides reaffirmed not to allow the territory of either country to be used for any activity inimical to each other’s interests and take joint action to address the menace of terrorism and extremism in an effective manner. Apart from making recruitments through online platforms, including Facebook, it is targeting the needy even non-Muslim and transgender people, who would not ever come under suspicion of joining militancy. Officials said the organisational activities of Ansar al-Islam appear strongest in Dhaka and Chattogram. It also has bases in Satkhira and Kushtia. It has undertaken some projects in Dinajpur, Netrakona, Jamalpur, Madhupur and Tangail targeting marginalised and ultra-poor communities, providing them with cash and other supports. Ansar al-Islam has also got a new spiritual leader who goes by the name of Sheikh Tamim Al Adnani. A former madrasa teacher, he is now responsible for reorganising the outfit, said an official of CTTC. Sheikh Tamim's sermons are published in different platforms to draw potential militants, he added. The outfit continues to get financial support from abroad and some businessmen in the country, according to documents obtained by the CTTC officials. A high official said that the outfit has investment in agro sector, book publishing, e-commerce, clothe stores, and IT firms. Police have traced a number of financial transactions involving Ansar al-Islam and found that it received around $900 to $1,100 from abroad through PayPal on several occasions. Ansar al-Islam now has around 700 to 800 active members and at least 274 of them are sleeper cell members, they added. The organisation has at least 56 sleeper cells. A sleeper cell is made of three to four full members. In every cell, a chief gets appointed to coordinate activities of those three or four full members. Only the sleeper cell chiefs are connected with each other and they can communicate up to the section chief. The sleeper cell members remain ignorant about each other's identity and they only receive instruction from their chief. Similarly, a "cluster" is made of three to four sections. A cluster leader is officially called IDN chief. IDN means Izaratul Dawah Wal Nusrah. The section chiefs only have access to the IDN chief and not beyond that. When someone is targeted for killing, information about the person is collected through the intelligence wing and finally the top leadership gives directives to the IDN chief, who finally executes the plan through a sleeper cell, said officials.

Even though HeI claims it is a non-political organisation, many of its leaders are affiliated with different political parties, Mahbub Alam, joint commissioner of the Detective Branch (DB) of Dhaka Metropolitan Police. Using madrasa students as shields, HeI leaders were carrying out subversive activities to gain power, he said. Mahbub said these leaders conspired in 2013 to oust the Government through HeI. HuJI-B was found to be involved in the three-day HeI mayhem that was carried out across the country from March 26 to March 28 in protest against the visit of Indian Prime Minister Narendra Modi. “The mayhem was actually a planned activity of Huji," according to an official of an intelligence agency. Several law enforcers investigating the mayhem said leaders of HuJI-B, which was banned in 2005 following the grisly grenade attack on an Awami League rally that killed 22 people, started to gather under the HeI umbrella. It managed to gain some control over the Qwami madrasa-based organisation recently. "In our investigation, we have got evidence on Hefajat's links with militant outfits. A group of Afghanistan returnees along with some Jamaat-Shibir men became tagged with the religion-based organisation Hefajat," Mahbub Alam, Joint Commissioner (Detective Branch) of Dhaka Metropolitan Police, told. Tohidul Islam, Additional Deputy Commissioner of Counter Terrorism and Transnational Crime (CTTC) unit, said their investigation also found that a number of HuJI-B operatives were holding posts in the HeI committee. "These operatives are now trying to use the Hefajat banner to fulfill their purpose and carry out subversive activities in the country," he added. According to an intelligence report, the 249-member HeI central committee, which was dissolved last night, had at least eight leaders who are either former operatives of HuJI-B or have connections with the militant outfit.

Confirming the development, AKM Hafiz Akhter, additional commissioner of Detective Branch (DB) of Police, said, "We have so far identified 313 people who provided funds to Hefajat." According to investigators, a large number of them are expatriate Bangladeshis and some of them are top BNP leaders. About HeI's funding and donors, Mohamad Asaduzzaman, Deputy Commissioner (Motijheel Division) of DB Police, told that HeI leaders used to collect the funds from the donors for madrasa purposes. But they did not get any papers or documents where and how the funds were spent, he added. Regarding the transaction, DB Additional Commissioner Hafiz Akter said they have traced over BDT 6 crore transaction in two bank accounts of Mamunul, joint secretary general of the now defunct committee of the Qawmi madrasa-based organisation.

The funds were donated for multiple purposes such as aiding the Rohingya community, helping madrasa students, and the welfare of HeI, adding that some locals also financed them. The donations that came from abroad were not maintained properly and HeI leaders used to spend that money for political and personal activities, he claimed. According to the Police official, madrasa organizations became hostages to the HeI leaders. As a result, the Madrasa organizations could not conduct their activities. Hefajat-e-Islam (HeI) on May 4 demanded release of "Ulema and religious-minded general people" who were arrested over violence by the Islamist organisation in March during demonstrations protesting Indian Prime Minister Narandra Modi's visit to Bangladesh, reports The Daily Star. A 10-member HeI delegation, led by Secretary General of its convening committee Nurul Islam Jihadi, put four-point demand to Home Minister Asaduzzaman Khan during a meeting with him at his city residence. Describing the Minister as a guardian of Ulema, mosques, and madrasas, the HeI leaders also demanded stopping the "ongoing harassment of religious-minded general people" across the country. Their other demands include withdrawal of cases filed in connection with the HeI mayhem at the capital's Shapla Chattar in 2013 as per an earlier decision.

AKM Hafiz Akter, chief of Dhaka Metropolitan Police (DMP) Detective Branch (DB) while responding to a reporter's query at the media centre in Minto Road of Dhaka city on May 5 said detectives took eight years just to analyse footage and collect evidence of the mayhem Hefazat-e-Islam (HeI) carried in 2013 as it was a big incident, reports The Daily Star. He said, "We did not want any innocent person to face punishment. Therefore, we are investigating the cases after analysing all confessional statements. Our law enforcement's task is to prosecute perpetrators of sabotage and bring them under the law following investigation. Police are now being able to bring into custody those who were found involved in the incident, after analysing video footages. They are also now conducting further investigation." Around 83 cases were filed in 2013, but police have pressed charges only in 18, and gave final reports in two. Investigations of the remaining 62 have been stalled for past eight years. Police Headquarters sources said around 143 cases were filed after the violence on March 26 to March 28. Over 900 people, mostly HeI supporters and 29 top central leaders, were arrested in the old and new cases.

The Anti-Corruption Commission (ACC) on June 9 sought information on more than 50 leaders of Hefazat-e-Islam (HeI), including its chief Junaid Babunagari and Mamunul Haque, from the authorities concerned about their involvement in embezzlement and corruption, reports Dhaka Tribune. ACC Secretary Dr Mohamad Anwar Hossain Howlader said that the commission had received allegations that around 50 current and former leaders and activists of HeI had been involved in corruption and embezzlement of funds. The ACC probe body working on the matter will interrogate them after receiving the information. Most of the leaders of the Qawmi madrasa-based group under the scanner are now in jail. The investigation was launched after the commission received allegations of a misappropriation of foreign aid for religious activities, money laundering and other allegations against its leaders. The probe body members are collecting the outbound travel information on the HeI leaders with the help of the Special Branch of Police and the Department of Immigration.

A case has been filed on June 15 against 43 people, including former joint secretary general of Hefazat-e-Islam (HeI) Mamunul Haque, on charges of embezzling around BDT 20 crore, reports Dhaka Tribune. Maulana Abdur Razzak Qasemi, on behalf of a madrasa in Dhaka, filed the case with Dhaka Chief Metropolitan Magistrate’s Court under several sections of the Penal Code. According to the case statement, the accused embezzled around BDT 20 crore by showing costs of food items for the students and teachers of Al Madrasatul Mueenul Islam, located in Dhaka’s Vatara area, and buying rod and cement for construction purposes. The committee members, all from the ‘military wing’ of the outfit, have named the committee ‘Islamic State of Bengal Province’. It also planned to train the members in Pakistan on making firearms and set up a factory in Bangladesh after collecting a firearm from Indian Kashmir as sample. The Neo-JMB's improvised explosive device (IED) expert, Sabbir Hossain (26), also the ‘military wing commander’ of the outfit's Mymensingh region unit, formed the committee. CTTC officials claimed to have collected the information about Sabbir, also known as Bamchi Barak alias Major Bamchi alias Abu Hafs al Bengali, by tracking the Neo-JMB's strategy.

It is learned that this group is conducting training and da'wah (invitation to Islam) work under the garb of an organisation called ‘Dawatul Islam’. Mahmudul Hasan Gunbi is leading the extremist activities in the hilly areas under the banner of this organisation. He has also set up two militant hideouts in Khagrachari and Bandarban Districts. There are 20 to 25 active cadres of this group. An un-named senior intelligence official told that Gunbi, known for his extremist views, is currently the spiritual leader of Ansar al-Islam. However, he has resorted to a tactic using an organisation called ‘Dawatul Islam’ as a shield. Using the name of this organisation, Ansar al-Islam has been propagating its activities and extremist ideology in the country’s hilly areas and in some areas of char areas in North Bengal. Multiple law enforcement sources say, Gunbi is also working as a key figure in an extremist group called Manhaji. He and three others are leaders of this group. The other two are Maulana Harun Izhar and Ali Hasan Osama. The two have been arrested and are now in jail. This Manhaji group is also secretly using Hefazat-e-Islam as a shield. Dubbed ‘explosives guru’ by the law enforcers, Furkan has been leading three cells with 20 members each since 2018 and training them online on how to make Improvised Explosive Device (IED) with materials easily available in the market, say CTTC officials. Furkan was born in October 1994 in an impoverished family in Borguna District. He got admitted to Jahangirnagar University in 2012. He completed honours, but could not finish his masters. He used to earn by tutoring students, said a CTTC official. After receiving an invitation from the militant group in 2016, he opened a Facebook ID under the name Ismail Hasan. He makes manuals and videos on manufacturing IEDs and then shares those with the members of the cells through end-to-end encrypted apps.

JMB members worked with the group on several occasions due to similarities in their ideologies, the officials said. Besides, JMB operatives were also found joining with Islamic State (IS)-inspired outfit Neo JMB and taking part in their activities. According to intelligence sources, JMB, which was formed by Shaikh Abdur Rahman in 1998, has around 2,000 members now. The development was confirmed last night (September 11) by Law Minister Anisul Huq. On March 25, 2020, the Government released the BNP chief after suspending her jail sentence as per section 401 (1) of the Criminal Code of Procedure (CrPC). Later, the suspension of her jail sentence was extended twice and the Government issued separate notifications to this effect. Khaleda landed in jail on February 8, 2017, after being sentenced to five years' imprisonment by a special court in Dhaka in the Zia Orphanage Trust graft case. On October 30, 2018, the High Court enhanced her punishment to 10 years after dismissing her appeal in the case. Khaleda was convicted by another special court in Dhaka in the Zia Charitable Trust corruption case on October 29, 2018. She was sentenced to seven years' rigorous imprisonment by the court.

22 Rohingya organisations in a statement on December 7 denounced the Arakan Rohingya Salvation Army (ARSA) for the latter’s recent activities and criminal associations along the Bangladesh-Myanmar border, reports New Age. In the statement, they branded the ARSA, also known as Harakah Al Yakeen, as a criminal group. They also appealed to the Bangladesh government and to the United Nations High Commissioner for Refugees to work together to respond promptly when refugees report imminent threats, to provide immediate and effective protection to those in danger, and to ensure effective protection for those who report incidents. The Rohingya community does not accept the ARSA as a group that represents the ideals and interests of the Rohingya community in or outside of Myanmar, the statement read. It said these criminal activities escalated dramatically in the recent months. On September 29, a prominent Rohingya leader Mohib Ullah was assassinated reportedly by the ARSA followed by the murder of seven more Rohingya refugees in mid-October, it stated. The Rewards Justice Programme (RFJ), the counterterrorism rewards programme of the department's Diplomatic Security Service, made the announcement in a statement. On February 26, 2015, the Bangladesh-born US citizens were visiting Dhaka to attend Amar Ekushey Boi Mela when unidentified assailants attacked them with machetes. Avijit was killed and Bonya survived with critical injuries. The Ansarullah Bangla Team (ABT), a Bangladeshi militant group that claimed responsibility for the attack, seeks to radicalise youths to kill those deemed by it to be ‘anti-Islamic’. Those responsible for the attack are believed to be in Bangladesh, the RFJ added.

International Federation for Human Rights (FIDH), a coalition of 192 human rights organisations, on December 22 called for targeted sanctions against entities responsible for serious human rights violations in Bangladesh, reports The Daily Star. In its report titled “Out of control - Human rights and rule of law crises in Bangladesh”, FIDH said, “Consider imposing targeted sanctions - such as travel bans and asset freeze - on members of the government, the ruling party and affiliated entities, law enforcement agencies, and the judiciary, who have been responsible for serious human rights violations." In addition to sanctions, the coalition asked the European Union (EU) and the United Nations (UN) member states to intervene in cases of human rights violations. The organisation recommended that the Government of Bangladesh ‘end the misuse of law enforcement agencies for political and personal gain’ and amend the Armed Police Battalion Act. The law contains provisions that grant law enforcement agencies immunity from prosecution with regard to human rights violations, they said.

The hiring and initial training are done online, whereas the advanced training for the outfit's military wing is given in person in some remote areas of the country, CTTC officials told. Besides, Ansar Al Islam is finalising a list of its targets, but has no plan to launch any attacks now. A CTTC official, wishing not to be named, said using a secret messaging app, the militant outfit's high-ups have recently asked to halt all recruitment in Dhaka and nearby Districts. They asked for more focus on other Districts because those are under comparatively less vigilance from law enforcers, said the official. Another CTTC official, requesting anonymity, said the chief of the outfit is now staying abroad. Its military wing is being operated by Sayed Mohammad Ziaul Haque alias Major (sacked) Zia and he is hiding somewhere in Bangladesh, he said. Working Group on Enforced or Involuntary Disappearances (WGEID) of the United Nations Human Rights Council (UNHRC) in Geneva on December 24 said that there are allegations that the law enforcement and intelligence agencies in Bangladesh have been using enforced disappearance as a weapon targeting the political opposition and dissenters, reports Prothom Alo. These were told in a report prepared after 125th session of WGEID of the UNHRC. The session was held between September 20-29. The Working Group updated the report on enforced disappearance on December 6 and sent that to the countries where incidents of enforced disappearance have been reported. The report also mentioned about investigating the allegations of enforced disappearance and various steps, including advices, taken by the Working Group. The WGEID completed the review based on information acquired from different NGOs, relatives of the victims of enforced disappearance and interview with government and the UN representatives. The updated WGEID report, published on the website of UNHRC on December 6, said 13 allegations of enforced disappearance between May 22 and September 29 this year were taken into consideration for taking emergency steps. Among them, one of the incidents was reported in Bangladesh. The report said as part of the emergency step, it informed the Bangladesh Government about the incident of enforced disappearance of Moahamad Mahmud Hasan alias Mufti Maulana Mahmudul Hasan Gunbi by a team of Rapid Action Battalion (RAB) on July 6.

He said “We are working to address the discontent, if there is any, in the DSA. A six-member team has been formed comprising representatives from relevant ministries including those of law, information and communication technology, and home. The team has been engaged with the office of the United Nations Human Rights Commission (UNHCR) to find out whether human rights have been violated due to enforcement of the law. Rights body Ain O Salish Kendra (ASK) on December 31 said the human rights situation of Bangladesh in the year of 2021 was like barbarism and the whole county was wrapped in a veil of fear, reports The Daily Star. “The society was in a feared situation for the absence of rule of law, death in the name of shootout, abduction, enforced disappearance, rape and gang rape and so on,” said Secretary General of ASK Mohamad Nur Khan said in a press conference. According to the report, at least 80 people died in extra judicial killings including 51 in so-called shootouts or crossfires with the law enforcer agencies. The rights situation of minorities in 2021 was ‘very worrying’, according to the report. “At least 204 idols, mandaps or temples were attacked and 184 households, 50 business establishments were vandalized and looted in this year,” the report said. The freedom of expression has been curtailed and repression increased during the pandemic, ASK said in its report. At least 210 journalists faced harassment including the cases filed under the Digital Security Act (DSA). The rights group recorded 1134 cases under the DSA in the country in the outgoing year of 2021. At least 883 out of 1,134 DSA cases were filed with different police stations and 251 with the court, it said. At least 127 journalists were injured and 20 others arrested in 173 attacks while 189 people were arrested in 221 DSA cases.

Welcoming Law Minister Anisul Huq's remarks about amending Digital Security Act (DSA), Transparency International Bangladesh (TIB) on December 31 demanded incorporating representatives from media and civil society in the committee formed to review and amend the law, reports The Daily Star. Although Law Minister Anisul Huq was late to admit that the act was misused, TIB is cautiously welcoming his statement, said a press release. TIB demanded inclusion of the mentioned representatives to review whether the law is conflicting with human rights. The graft watchdog said not only journalists, but common people should also not be arrested immediately after cases are filed under DSA. TIB Executive Director Dr Iftekharuzzaman said the Government's good sense was illustrated by the Minister's statement, which mentioned reviewing sections that undermine freedom of expression and dissent. From the beginning of DSA's enactment, the media and civil society objected to several sections of the act.
