Officials of the Counter Terrorism and Transnational Crime (CTTC) said that Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) planned to form a ‘robber wing’ in the country’s southern and northern regions, reports The Daily Star on January 2. As per the plan, the banned militant outfit leaders managed to communicate with 20 people, who were involved in petty crimes like snatching and theft. These people were asked to use chloroform on their victims, said officials of the CTTC. The leaders wanted 30 percent cut for the ‘welfare’ of the wing. The wing was supposed to take care of all legal issues of the members if they got arrested. It was also supposed to pay for arrested or on-the-run gang member’s family expenses. The CTTC unit learnt the latest strategy of HuJI-B after interrogating robbers who were arrested in the capital Dhaka city on December 26.

The Rapid Action Battalion (RAB) said, on February 8, that they have arrested four youths in the capital’s Mohammadpur in raids since February 7, in connection with an attack on journalist Mostafizur Rahman Sumon during Dhaka city elections on February 1, reports New Age. The RAB officials said they handed over arrested Jahirul Islam Apu (26), Rasel Hawlader (35), Masud (18), and Alauddin (21), to Mohammadpur Police Station for legal procedure. So far, five suspected attackers have been arrested. Earlier on Wednesday, Police claimed the arrest of another man identified as Ismail Hossain from Raye Bazar area.

Anti-Terrorism Unit of Police and the Counter Terrorism and Transnational Crime unit (CTTC) of Dhaka Metropolitan Police (DMP) has increased its surveillance after banned Islamist outfit Hizb ut-Tahrir (HuT) announced to hold a webinar on February 28 to introduce a draft Constitution to establish Khilafah in Bangladesh, reports New Age Bangladesh. The officials at the CTTC of DMP said they were monitoring the activities of the outfit seeing posters pasted on the walls at places including Mirpur, Farmate, Razabazar, Dhanmondi and Banglamotorin the capital for more than a week. The banned group in its poster said that they would hold a webinar, a seminar on online platforms, from an online television site to live streamed on Facebook and Youtube channel detailing how their Khilafah would ensure the rights of people and how to reunite the ummah.

The CTTC unearthed the information after interrogating Shirina Khatun alias Tahsin Abdullah (23), the second-in-command of Neo-JMB's female wing. "Shirina has three to four social media accounts. She was responsible for maintaining communication with a number of Neo-JMB operatives and giving them instructions. We are now trying to trace the location of these social media accounts and take action against them after analysing their involvement," SK Imran Hossain, Assistant Commissioner of CTTC told.

Quoting media reports, TIB disclosed that 180 journalists were sued from the beginning of 2018 to June 2019. After COVID-19 outbreak, 67 cases were filed under the DSA. Among them, 37 were filed against journalists, the organisation said. Also, on charge of spreading rumours on social media, 88 people including cartoonist and journalists were arrested. It expressed grave concern regarding the bizarre filing of cases and arrests under the DSA across the country, for merely manifesting views on social media. ARTICLE 19, has strongly condemned these arrests and at the same time called on the concerned authorities to release those arrested under DSA immediately and unconditionally, and to withdraw the whimsical cases against them. Earlier, in 2018, ARTICLE 19 recorded 71 cases filed against practitioners of freedom of expression, including journalists, under the then section 57 of the ICT Act, and then newly enacted DSA which came into effect in October of the year. In 2019, the number of recorded cases initiated under DSA was 63. However, in the first six months of 2020, 113 cases have been recorded of this kind. 208 people of different classes and professions have been accused in these cases due to mere expression of opinion, of which 53 are journalists. Of the accused, 114 were arrested immediately, most of whom are still awaiting bail.

Inspector General (Prisons), Brigadier General AKM Mustafa Kamal Pasha sent out letters to all the prisons concerned containing 18 specific instructions. The instructions by the chief of prison authorities, include forming special strike forces and keeping a close watch on the movement of all inmates, especially members and leaders of militants’ outfits, notorious criminals, and detainees of sensitive cases. Guards posted at the entrance have been ordered to wear bullet-proof vests, helmets and to use metal detectors to check arrivals, says the letter by the prison’s chief. He said "The cases remained pending for quite a long time. We have to finish them.” On May 5, 2013, thousands of members of HeI, a Qawmi madrasa-based Islamist organisation, clashed with law enforcers and ruling Awami League men, turning Motijheel and Paltan areas into a battlefield. They set fire to hundreds of shops, vehicles and police outposts and looted stores, including those with Islamic books. Clashes also took place in different other districts in the following couple of days. A total of 83 cases were filed in seven Districts including in Dhaka, accusing 3,416 named and 84,796 unnamed people. Many of the accused were from the HeI, the Jamaat-e-Islam (JeI) and the Bangladesh Nationalist Party (BNP). Police have pressed charges in 18, and gave final reports in two other cases. The Liberation War Affairs Ministry placed the draft in the weekly Cabinet meeting proposing to repeal the Jatiya Muktijoddha Council law enacted in 2002. Committee, in its first meeting on December 13, decided it would primarily include 1,222 names on the list of the martyred intellectuals, reports The Daily Star. On November 19, the Ministry of Liberation War Affairs formed an 11-member committee comprising freedom fighters, liberation war researchers, and Government officials to make and scrutinise the list of names. Liberation War Affairs Minister AKM Mozammel Haque said after the meeting, the committee will finalise a definition of martyred intellectuals in its next meeting, likely to be held in January 2021. He said the committee approved 1,222 names for the primary list. "A total of 1,070 names will be taken from names available with the ministry and 152 from postal stamps issued in the name of martyred intellectuals at various times," he added.

Colonel Tofail Mostafa Sarwar, Additional Director General (ADG) of Rapid Action Battalion (RAB), at a views-exchange meeting on December 27 at RAB Headquarters in the capital, Dhaka city, said that RAB has taken steps to form a ‘special deradicalization unit’ to deal with militancy, reports The Daily Star. According to the official, a special committee has already been formed consisting of RAB members, academicians and religious scholars in ad hoc basis. Such committees will eventually get an institutional format in the coming days. A draft working plan has also been prepared in this regard, said ADG Tofail. RAB officials also spoke about the five stages of getting involved in extremism. Primarily, a person becomes a sympathiser, then a supporter and then transforms into an activist in the third stage. Afterwards that person becomes an extremist and finally a terrorist after taking an oath of allegiance from the leadership of the outfit, they added. The elite force's special unit will work towards bringing back people into normalcy through deradicalization, especially those who are at the first three stages.
