AAM Humayun Kabir, Chittagong chief of the Counter-Terrorism and Transnational Crimes (CTTC) unit of the Police said that in order to stay under the law enforcement agencies’ radar, militants have changed tactics and are now assuming code numbers, instead of aliases, to identify themselves, reports Dhaka Tribune on January 5. Police learnt this information after interrogating two Neo-Jama'atul Mujahideen Bangladesh (Neo-JMB) militants Asfaqur Rahman alias Rasel (22) and Rakibul Hasan Jony alias Salahuddin (19) who were arrested from East Madarbari area in Chittagong District on January 1. Ashfaqur, who is the ‘deputy commander’ of Neo-JMB’s Chittagong unit, spilled this information during interrogation, said Kabir. Assuming fake names has been a common tactic used by militants to dodge law enforcement agencies. A member of a militant outfit would assume three to four names on an average. However, since aliases have proven to be ineffective in hiding their identities, militants are now using code numbers, Humayun told. One militant does not know another’s code number; only the ameer or the chief of the outfit are aware of the code number of each operative.

Senior Police officials on January 9 met Prime Minister (PM) Sheikh Hasina at the Bangabandhu International Conference Centre as part of the Police Week 2018 that began on January 8, reports Daily Star. Inspector General of Police AKM Shahidul Hoque said, “We want our ministries to take care of our proposals so that the proposals do not get stalled and the ministries forward them to other ministries concerned after completing the administrative tasks promptly.” Drawing the attention of the Planning Minister, the Police chief said the force gets around BTK 400 crore as its annual development budget. He demanded the Government increase the budget to BTK 1,000 crore. In a meeting with PM Sheikh Hasina, Police demanded an aviation wing for the force.Additional Deputy Inspector General Mohammad Moniruzzaman of the Police Headquarters said Police need the aviation wing, be it small, to curb militancy. Mohammad Moniruzzaman said that after they get information about militants' dens in remote areas, it takes the members of the counterterrorism unit hours to reach the spots. “If police had an aviation wing, they could reach the spots a lot faster.” He also said that 82 percent of the militants were radicalized and recruited via the internet. Among other measures suggested by the Police personals includes amending the Torture and Custodial Death (prevention) Act so that accused Policemen can secure bail.

An unscheduled demonstration by hundreds of members of the Islamic movement named Tablighi Jamaat and some Qawmi madrassa Alems (clerics) brought the traffic on Airport Road in Dhaka to a standstill on January 10, reports Dhaka Tribune. The demonstrators positioned themselves near the airport bus stand around 10am, chanting slogans against the arrival of a preacher from the Darul Uloom Deoband, Maulana Muhammad Saad Kandhalvi, who came to join the Biswa Ijtema, (annual gathering of Muslims) scheduled to kick off in Tongi on January 11. The protest was organised by the Bangladesh Qawmi Madrasa Education Board and Hefajat-e-Islam on instructions of Shah Ahmed Shafi, chief of Hefajat and the Qawmi Madrasa Education Board, demonstrators said added Daily Star.

The International Crimes Tribunal-1 (ICT-1) on January 10 handed down death penalty to two and jail until death to three others for crimes against humanity during the Liberation War in 1971, reports The Daily Star. Of the convicts, Ujer Ahmed Chowdhury (63) and Nesar Ali (75) were given death penalties, while Yunus Ahmed (71), Samsul Hossain Tarafder (65) and Mobarak Mia (66) were awarded imprisonment until death. Yunus and Ujer are in jail and the rest are on the run. All the convicts were involved with the Jamaat-e-Islami (JeI) and the Muslim League (ML) - two anti-liberation parties - during the Liberation War. With the latest verdict, the war crimes tribunals have so far delivered 30 judgments against 64 people. Thirty-nine of them have been sentenced to death.

He said: “ARSA guarantees that we will not carry out any attack whatsoever inside the Rohingya refugee camps in Bangladesh, as we respect the sovereignty of the country which is assisting millions of Rohingya people on humanitarian grounds. ARSA, in principle, strictly does not allow any of our members to attack civilians, their places of worship or properties, regardless of their religious and ethnic background.”

Bangladesh Bank and intelligence units are monitoring all the suspicious transactions,” he said.The government is working to trace the origin of militant funding, he said. “Three types of people fund militancy -- the militant, a supporter of militancy and an empathiser of militancy,” he said. The government is also checking fake currency and monitoring courier services. The border security has also been heightened. The intelligence agencies are also investigating couriers, online transactions and suspicious telephone conversations, Amu said. The minister said according to the direction of Bangladesh Bank, the authorities of the banks have to inform the intelligence units if they find any inconsistency in transactions. The minister also asked the banks to follow rules during money transactions. Amu also said a nine-member committee has been formed to monitor inconsistency in transactions. There was a rise in militancy in the country but the government successfully controlled it, he added.

He said JMB operatives robbed BTK 17.50 lakh in Rajshahi on October 5, 2017. Five persons in this connection and four of them disclosed that a group of at least 14 militants of JMB orchestrated it. The report of JMB getting involved in robbery first surfaced in 2000 when it was attacking offices of different NGOs. So far, a total of 53 cases were taken into cognisance for trial by the International War Crime Tribunal constituted for the purpose. Out of this, judgements were delivered in 31 cases while the rest are still under trial. Six out of seven death sentences upheld by the Appellate Division have been executed. The rally was organised by Al-Haiyatul Ulya Lil-Zami'atil Qawmiya Bangladesh, a combine of Qawmi education boards, to acknowledge the government's recognition of the highest degree offered by non-government Qawmi madrassa as equivalent to postgraduate degree. The combine is led by Hefajat-e Islam ‘chief’ Shah Ahmed Shafi. “Anyone spreading any propaganda against Islam and the Prophet would be brought to justice under the law. Election Commission (EC) Secretary Helaluddin Ahmed told reporters on November 9 at the EC Secretariat that persons affiliated with the political party Jamaat-e-Islami (JeI), which has lost its registration, can participate in the upcoming election as independent candidates, reports Dhaka Tribune. “Candidates from other unregistered parties can also run as independents. Even they can run with the symbol of any registered party, provided that they get nomination from that party. A registered party can give anyone their nomination. So if the registered party wants, they can give their nomination to the members of an unregistered party as well,” Helaluddin said. Before the 10th parliamentary elections, the High Court on August 1, 2013 declared JeI’s registration by the EC void and illegal, barring it from contesting in the 2014 elections.

He said “There has been no formal government initiative for de-radicalizing militants in the country, though many informal initiatives were taken earlier. Now, an official project has been approved and will be implemented from January. There are several stakeholders for the job and the government has already allotted some funds to implement the plan.Accordingly we will also carry out rehabilitation work depending on the needs as per the law. Anti-militancy programs will also be disseminated through different educational institutions.They will conduct counselling sessions for the youths and their family members and teach them different ways for staying away from militancy.”
