Bangladesh Rifles (BDR) has submitted a list of 1,626 Bangladeshi criminals hiding in India to the Border Security Force (BSF) during a three-day deputy director general level meeting in Bogra on January 21. Earlier at a BDR-BSF director-general level meeting, India had given Bangladesh a list of 1000 Indian criminals hiding in that country. At a post-meeting joint press conference, both sides said they had reached consensus on all the issues on the agenda regarding border problems and interests of both nations during the meeting. The BDR Deputy Director General Brig Gen MA Bari led the 12-member Bangladesh team in the meeting while the 18-member Indian delegation was led by Inspector General of BSF North Bengal Frontier R. A. Tiwari.

On February 4, the Election Commission (EC) at a meeting with Chief Adviser Fakhruddin Ahmed asked the interim government to create an environment conducive to holding elections to city corporations and some municipalities in April, either by relaxing or by lifting the state of emergency in respective areas, reports Daily Star. The EC suggested that the emergency regime gradually allows 'indoor politics' to facilitate electoral reforms including registration of political parties with the commission. The process is supposed to be completed in June according to the announced electoral roadmap. Election Commissioner Brig Gen (retd) M Sakhawat Hussain said, "Now it depends on the government whether it will lift or relax the state of emergency to create the environment required for holding the polls."

Intelligence agencies have indicated that a large number of grenades could be kept hidden in places across the country. Daily Star reports that in the last five years, the law enforcers seized grenades in almost every district of the country and most of those were found abandoned. On February 16, Hassan Mahmood Khandaker, Director General of the Rapid Action Battalion (RAB), when asked whether grenades are in the hands of militants, said, "Our suspicion points to everywhere". Security force personnel have seized at least 130 hand grenades, mostly of Arges brand, and the rest 36-MHE brand grenades, from different parts of the country, the report said. The bulk of the seized grenades were in possession of the Harkat-ul-Jehad-al-Islami Bangladesh (HuJI-BD), which had 'carried out' the major grenade attacks in the country.

Daily Star reports that the Harkat-ul-Jehad-al-Islami Bangladesh (HuJI-B) leader Mufti Moinuddin alias Abu Zandal, now on a seven-day remand, during his interrogation has admitted his role in carrying out the August 21, 2004 grenade attack on an Awami League (AL) rally with an intention of killing the AL chief and former Prime Minister Sheikh Hasina. Zandal, a close aide of the detained HuJI-B ‘operations commander’ Mufti Abdul Hannan, is currently being interrogated by the Criminal Investigation Department (CID) in Dhaka. The CID reportedly proposes to bring two more HuJI-B cadres, Moulana Abul Kalam Azad Bulbul and Tamim, who were arrested earlier in connection with the August 21 attack, face to face with Zandal to verify information so far gained from him.

Daily Star has reported that the dormitories of Dhaka Polytechnic Institute in the national capital’s Tejgaon area have turned into a safe haven for fugitive criminals and militants. Criminals and militants are taking refuge within the three hostels of the Institute. Unidentified students and law enforcement agencies have confirmed that the criminals are being provided shelter by the Islami Chhatra Shibir (ICS), student wing of Jamaat-e-Islami. Several teachers with Jamaat background and with alleged links with the Harkat-ul Jihad-al Islami Bangladesh (HuJI-B) are also involved in the incident. Prof Shamshul Alam, principal of the Institute, admitted that some teachers of the institute are assisting the militants to hide in the dormitories, but said that the authorities are unable to take actions against those teachers since the issue is "out of their jurisdiction to deal with".

Speaking at the opening session of a day-long conference on militancy in Dhaka, Karim said, "Weapons or types of explosives that they have used may have foreign origins or [come from] neighbouring countries, but their financing is arranged internally - not from external sources." The United States State Department on March 5 labelled Harakat-ul Jihad-al-Islami-Bangladesh (HuJI-B) as a foreign terrorist organisation (FTO), reports Daily Star. The outfit was previously put on the list of 'Other Terrorist Oragnisations' in 2003 by the US. A press release to this effect by the state department said, “The leader of HuJI-B signed the February 1998 fatwa sponsored by Usama bin Ladin [sic] that declared American civilians to be legitimate targets for attack. Since then, HuJI-B has been implicated in a number of terrorist attacks in Bangladesh and abroad.” Signed by US Secretary of State Condoleezza Rice, the Executive Order 13224, criminalises providing material support to HuJI-B by US citizens or people living under US jurisdictions, and freezes all HuJI-B property and interests in the US and in areas under US jurisdiction. The designation also enables the US to deny visas to HuJI-B representatives, and requires US financial institutions to freeze assets held by HuJI-B.

On March 12, the Assam government said that 42,896 "illegal migrants" from Bangladesh infiltrated into Assam between 1985 and 2007, reports Indian Express. Bhumidhar Barman, the Minister for Implementation of Assam Accord, replying to a question by Ramendra Narayan Kalita of the Asom Gana Parishad (AGP) said that while 12,846 were identified and confirmed as Bangladeshi infiltrators by the tribunals established under the Illegal Migrants (Determination by Tribunals) [IM (DT)] Act, the remaining 30,050 were identified under provisions of the Foreigners Act of 1946. "It has been possible, however, to actually deport only 2,221 of them", the minister said. While 1,547 of them were deported by serving expulsion orders on them, 667 were expelled by serving "Quit India" notices.

Addressing the nation, he also said the government would either suspend or relax relevant provisions of the emergency power rules to create an environment congenial to electioneering. Besides, the caretaker government would open a formal dialogue with the political parties on May 22. According to Sentinel, in a confessional statement made on November 7, Sachindra Debbarma, the prime accused of Agartala serial blasts on October 1, has revealed that the blasts were planned at a hideout of the Assam based National Democratic Front of Bodoland (NDFB) in Moulavibazar of Bangladesh on July 22. He further confessed that the cadres of Pakistan-based Inter-Services Intelligence (ISI) and Bangladesh-based Directorate General of Forces Intelligence (DGFI), seven militant outfits of the north-eastern region had attended the meeting and planned out the blueprint of Agartala blasts. Sachindra claimed that militants from north east, backed by some fundamentalist groups, were spreading the fake currency net in the region and continuously planning to destabilise Indian sovereignty. Sachindra also revealed that one Sagam Ali, who had been arrested by Border Security Force (BSF) early this year from Tripura border, was sent under the same mission.

Former Prime Minister Sheikh Hasina Wajed’s Awami League-led alliance on December 30 (today) won a landslide victory in the ninth general elections held under a caretaker Government after nearly two years of emergency rule, reports The Hindu. The Election Commission in Dhaka said the alliance bagged 258 seats while former Prime Minister Khaleda Zia's Bangladesh Nationalist Party-led four-party grouping bagged only 38 seats, in the 300-seat Parliament for which elections were held on December 29. Five seats went to other small parties and independent candidates and results of the four other seats were yet to reach the commission from the returning officers at the field level. Earlier on December 29, security was tight and voting was peaceful across the country, barring few minor incidents. Voter turnout was high, with about 70 percent of the 81 million eligible voters casting ballots, said election official Humayun Kabir, AP reported. More than 650,000 police officers and soldiers had been deployed across the country in a bid to prevent voter fraud and violence. Fakhruddin Ahmed, head of the military-backed caretaker Government who led the country for the last two years, on December 30 termed the parliamentary election “most peaceful, free and fair” describing the turn out of voters as “heavy”.
